Development of Performance Analysis Model for SMEs through Meta-Analysis

  • This study is to develop a performance analysis model for SMEs.Based on similar performance indicators through previous studies, performance indicators for SMEs were rewritten.Through the Korean Journal Citation Index (KCI), 75 related data were classified and a comprehensive SME performance analysis model was developed.Performance analysis was divided into two axes and classified into tables.The horizontal axis is the spatial performance range, which is divided into three areas: performance management by department/function, integrated performance management for the entire organization, and governance performance management requiring policy feedback. The vertical axis is subdivided into short-term, mid-term, and long-term by time and growth stage, and is divided into three parts: technical performance according to technological input, economic performance as organizational performance, and social performance for policy utilization. Then, performance indicators were mapped to each column. As a result of the survey, 28% of technical performance was analyzed as a result of frequency analysis, and performance indicators were organized into five categories: IT, R&D, certification, patent, and innovation. Economic performance was divided into 29%, BSC, HRD, logistics, production quality management, financial support, asset management, etc. 6 categories, social performance 43%, ESG, marketing, export, policy support, consulting, cooperation, etc. 7 categories.Limitations of the study include the narrowness of the survey that derived only performance indicators despite being a meta-analysis, and the performance model was mapped and classified according to growth stage and support period.however Insufficiency of validity due to lack of evidence, performance indicators were developed, but there were limitations in utilization for practical use.

  • The object of International License Contract is technology. Technology is means to produce visible goods, which are human's intellectual creations such as Intellectual Property Right - patent, design, trademark- and Know-how. Unlike visible goods which decrease as being used, these technologies are possible to be produced expansively and develop additionally. Therefore, the way to make a contract of goods is a sales contract which transfers ownership while technology follows license contract which gives approval of use for a certain period. International license contract means that licensor has right to possess, allows licensee to use licensed technology for a fixed period and takes royalty. So there are various matters such as selection of the duration of a contract, confirmation of technology range, competition limitation, technique guidance and support, calculation of royalty, withholding tax between parties. This study examines licensor's grant of license and competition limitation. Intellectual property rights fundamentally give exclusive rights to the creator so the licensor use or dispose of his or her intellectual property rights at will. Technology transfer is possible through license contract because of this right. But licensor must exercise his or her intellectual property rights within a reasonable limit. It means, when licensor makes an unreasonable demand abusing his or her position, it is regarded as competition limitation clause and the deal itself may become null. Therefore, restraint on competition needs to be examined in detail as it influences on contract validity. Each country has their own competition laws for establishing a fair market order and inspection guide and guideline for judging whether there is any unfair act related to intellectual property rights. Judgment on intellectual property rights is subject the technology-introduced country's domestic laws and thus, contracting parties each need to precede opposite nation's domestic laws system.

  • An analysis of railroad industry has been insufficient whereas there are lots of analysis of accumulation of technology, economic performances and ripple effects for macroscopic view and other industry of R&D investments. This study decided intellectual rights, patent, and paper as common indicators of scientific and technological performances for setting up performance targets through surveying and analysis of preceding study and verified a appropriateness of scientific and technological performances for railroad R&D 11 projects which were successfully finished. Preceding study has been set up performance targets by research investments as input, but this study made a performance target by model through a cross-sectional and residual analysis of performances of railroad R&D 11 Projects in applying research investments, capital investments and inner labor cost per man and research time as inputs, and verified a validity and a empirical analysis through analysis of other project.

  • Recently, the importance of research and development for technological innovation is increasing. The rapid development of research and development has a number of positive effects, but at the same time there are also negative effects that accelerate crimes of information and technology leakage. In this study, a research security level measurement model was developed that can safely protect the R&D environment conducted at the organizational level in order to prepare for the increasingly serious R&D result leakage accident. First, by analyzing and synthesizing security policies related to domestic and overseas R&D, 10 research security level evaluation items (Research Security Promotion System, Research Facility and Equipment Security, Electronic Information Security, Major Research Information Security Management, Research Note Security Management, Patent/Intellectual Property Security Management, Technology Commercialization Security Management, Internal Researcher Security Management, Authorized Third Party Researcher Security Management, External Researcher Security Management) were derived through expert interviews. Next, the research security level evaluation model was designed so that the derived research security level evaluation items can be applied to the organization's research and development environment from a multidimensional perspective. Finally, the validity of the model was verified, and the level of research security was evaluated by applying a pilot target to the organizations that actually conduct R&D. The research security level evaluation model developed in this study is expected to be useful for appropriately measuring the security level of organizations and projects that are actually conducting R&D. It is believed that it will be helpful in establishing a research security system and preparing security management measures. In addition, it is expected that stable and effective results of R&D investments can be achieved by safely carrying out R&D at the project level as well as improving the security of the organization performing R&D.

  • Invention Teacher Education(ITE) is composed of Invention Contents Standards(ICS) and Invention Education Standards(IES). The purpose of this study is to developing ICS of ITE. To achieve the goal, we used the methods of research; analyzing advanced research, content analysis, development, survey, verify the validity. The research results of this study is summarized as follows. ICS is composed of 10 large areas; the concept and characteristic of invention, invention and society, invetion in living, creativity development, invention and design, invention and solving problem, convergence of knowledge and invention, invention project, intellectual properties and patent application, invention and management of technology. 10 large areas has 20 core contents and 90 subordinate elements. ICS will be based on the academic of developing programming besides it will be reference of standards in the case of progressing invention education.

  • In global competition like today, intellectual property of novel areas such as traditional knowledge, traditional creation, hereditary resource, etc. are perceived as important resources. Therefore making solid competitive power in overall knowledge resources like cultural contents, brand, design etc. in nation is a pressing question. Accordingly in this study, to prepare for intellectual property rights dispute and advantage-sharing problem that would be variously derived from the Nagoya Protocol which will come into force after 2014, this research selected 200 knowledge of middle region in Korea from 2,047 literal and 931 oral knowledge using preconditioning process. The order of priority of top 50 of them was ranked by a quantitative research method, the Delphi survey. Among them, 30 was literal traditional knowledge and 20 was oral traditional knowledge. Result of this research could be used later as basic material for qualitative researches like the focus group interviewing. Furthermore in this paper is meaningful; the selected traditional knowledge can contribute remarkably to traditional biologic knowledge resource in nation which can be acknowledged in international society, announcing validity (hold precedence for patent) later on.
