The need for extended storage of used nuclear fuel is increasing globally as disposition schedules for used fuel are pushed further into the future. This is creating a situation where dry storage of used fuel may need to be extended beyond normal regulatory licensing periods. While it is generally accepted that used fuel in dry storage will remain in a safe condition, there is little data that demonstrate used fuel performance in dry storage environments for long periods of time. This is especially true for high burnup used fuel. This paper discusses a technical approach that defines a process that develops the technical basis for demonstrating the safety of used fuel over extended periods of time.

Used nuclear fuel will likely be stored dry for extended periods of time in the USA. Until a final disposition pathway is chosen, the storage periods will almost definitely be longer than were originally intended. The ability of the important-tosafety structures, systems, and components (SSCs) to continue to meet storage and transport safety functions over extended times must be determined. It must be assured that there is no significant degradation of the fuel or dry cask storage systems. Also, it is projected that the maximum discharge burnups of the used nuclear fuel will increase. Thus, it is necessary to obtain data on high burnup fuel to demonstrate that the used nuclear fuel remains intact after extended storage. An evaluation was performed to determine the conditions that may lead to failure of dry storage SSCs. This paper documents the initial technical gap analysis performed to identify data and modeling needs to develop the desired technical bases to ensure the safety functions of dry stored fuel.
There is an increasing need in the United States and around the world to move used nuclear fuel from wet storage in fuel pools to dry storage in casks stored at independent spent fuel storage installations or interim storage sites. Under normal conditions, the Nuclear Regulatory Commission limits cladding temperature to $400^{\circ}C$ for high-burnup (>45 GWd/mtU) fuel, with higher temperatures allowed for low-burnup fuel. An analysis was conducted with FRAPCON-4.0 on three modern fuel designs with three representative used nuclear fuel storage temperature profiles that peaked at $400^{\circ}C$. Results were representative of the majority of US light water reactor fuel. They conservatively showed that hoop stress remains below 90 MPa at the licensing temperature limit. Results also show that the limiting case for hoop stress may not be at the highest rod internal pressure in all cases but will be related to the axial temperature and oxidation profiles of the rods at the end of life and in storage.

The United States Department of Energy (US DOE) is conducting research and development (R&D) activities under the Used Fuel Disposition Campaign (UFDC) to support storage, transportation, and disposal of used nuclear fuel (UNF) and wastes generated by existing and future nuclear fuel cycles. R&D activities are ongoing at nine national laboratories, and are divided into storage, transportation and disposal. Storage R&D focuses on closing technical gaps related to extended storage of UNF. Transportation R&D focuses on ensuring transportability of UNF following extended storage, and addressing data gaps regarding nuclear fuel integrity, retrievability, and demonstration of subcriticality. Disposal R&D focuses on identifying geologic disposal options and addressing technical challenges for generic disposal concepts in mined repositories in salt, clay/shale, and granitic rocks, and deep borehole disposal. UFDC R&D goals include increasing confidence in the robustness of generic disposal concepts, reducing generic sources of uncertainty that may impact the viability of disposal concepts, and developing science and engineering tools to support the selection, characterization, and licensing of a repository. The US DOE has also initiated activities in the Nuclear Fuel Storage and Transportation (NFST) Planning Project to facilitate the development of an interim storage facility and to support transportation infrastructure in the near term.

Spent nuclear fuel and long-lived radioactive waste must be carefully handled before disposing them off to a geological repository. After the pre-storage period in water pools, spent nuclear fuel is stored in casks, which are widely used for interim storage. Interim storage in casks is very important part in the whole cycle of nuclear energy generation. This paper presents the results of the numerical study that was performed to evaluate the thermal behavior of a metal-concrete CONSTOR RBMK-1500 cask loaded with spent nuclear fuel and placed in an open type interim storage facility which is under fire conditions (steady-state, fire, post-fire). The modelling was performed using the ANSYS Fluent code. Also, a local sensitivity analysis of thermal parameters on temperature variation was performed. The analysis demonstrated that the maximum increase in the fuel load temperatures is about 10 ℃ and 8 ℃ for 30 min 800 ℃ and 60 min 600 ℃ fires respectively. Therefore, during the fire and the post-fire periods, the fuel load temperatures did not exceed the 300 ℃ limiting temperature set for an RBMK SNF cladding for long-term storage. This ensures that fire accident does not cause overheating of fuel rods in a cask.
Nuclear fuel, including its fresh state, must be handled safely due to its critical and hazardous nature. Under normal transport conditions, several interactions take place among different components, such as transport cask used for loading the nuclear fuel and tie-down structure to attach with the vehicle. To ensure structural integrity of the nuclear fuel, vibrations and impacts transmitted from the vehicle must be sufficiently reduced. Therefore, in this study, we conducted two transportation tests from Daejeon to Kijang in Korea to verify the vehicle-induced vibrational characteristics of the KJRR-F fresh nuclear fuel when transported under normal transport conditions. The speed and location of the vehicle were obtained via GPS, and the accelerations between the vehicle and the KJRR-F fresh nuclear fuel were measured. Additionally, using the acceleration results, a structural analysis was conducted to confirm the structural integrity of the nuclear fuel under the most severe conditions during normal transport.
The paper notes that the most common way of handling spent nuclear fuel (SNF) of power reactors is its temporary long-term dry storage. At the same time, the operation of the dry spent fuel storage facilities almost never use the modern capabilities of information systems in safety control and collecting information for the next studies under implementation of aging management programs. The author proposes a structure of an information system that can be implemented in a dry spent fuel storage facility with ventilated storage containers. To control the thermal component of spent fuel storage safety, a database structure has been developed, which contains 5 tables. An algorithm for monitoring the thermal state of spent fuel was created for the proposed information system, which is based on the comparison of measured and forecast values of the safety criterion, in which the level of heating the ventilation air temperature was chosen. Predictive values of the safety criterion are obtained on the basis of previously published studies. The proposed algorithm is an implementation of the information function of the system. The proposed information system can be used for effective thermal monitoring and collecting information for the next studies under the implementation of aging management programs for spent fuel storage equipment, permanent control of spent fuel storage safety, staff training, etc.
In Korea, although the concept of dry storage system for PWR spent fuels first emerged in the early 1990s, wet storage inside nuclear reactor buildings remains the dominant storage paradigm. Furthermore, as the amount of discharged fuel from nuclear power plants increases, nuclear power plants are confronted with the problem of meeting storage capacity demand. Various measures have been taken to resolve this problem. Dry storage systems along with transportation of spent fuel either on-site or off-site are regarded as the most feasible measure. In order to develop dry storage and transportation system safety analyses, development of design techniques, full scale performance tests, and research on key material degradation should be conducted. This paper deals with two topics, structural analysis methodology to assess cumulative damage to transportation packages and the effects of an aircraft engine crash on a dual purpose cask. These newly emerging issues are selected from among the many technical issues related to the development of transportation and storage systems of spent fuels. In the design process, appropriate analytical methods, procedures, and tools are used in conjunction with a suitably selected test procedure and assumptions such as jet engine simulation for postulated design events and a beyond design basis accident.
Spent nuclear fuel, which can degrade during long-term storage, must be transported intact in normal transport conditions. In this regard, many studies, including those involving Multi-Modal Transportation Test (MMTT) campaigns, have been conducted. In order to transport the spent fuel safely, a tie-down structure for supporting and transporting a cask containing the spent fuel is essential. To ensure its structural integrity, a method for finding an optimum conceptual design for the tie-down structure is presented. An optimized transportation test model of a tie-down structure for the KORAD-21 metal cask is derived based on the proposed optimization approach, and the transportation test model is manufactured by redesigning the optimized model to enable its producibility. The topology optimization approach presented in this paper can be used to obtain optimum conceptual designs of tie-down structures developed in the future.

The decay heat that is produced by nuclear reactor spent fuel must be cooled in a spent fuel storage pool. A wickless heat pipe or a vertical two-phase closed thermosyphon (TPCT) is used to remove this decay heat. The objective of this research is to investigate the thermal performance of a prototype model for a large-scale vertical TPCT as a passive cooling system for a nuclear research reactor spent fuel storage pool. An experimental investigation and numerical simulation using RELAP5/MOD 3.2 were used to investigate the TPCT thermal performance. The effects of the initial pressure, filling ratio, and heat load were analyzed. Demineralized water was used as the TPCT working fluid. The cooled water was circulated in the water jacket as a cooling system. The experimental results show that the best thermal performance was obtained at a thermal resistance of $0.22^{\circ}C/W$, the lowest initial pressure, a filling ratio of 60%, and a high evaporator heat load. The simulation model that was experimentally validated showed a pattern and trend line similar to those of the experiment and can be used to predict the heat transfer phenomena of TPCT with varying inputs.
