양돈농장 경영관리 프로그램 개발 (Software Development for Pig Production and Management)

  • This study intends to develop a computer software for an efficient swineherd production and management. Current softwares are concerned on the sow management and ignore the actual farm environment. This study focuses on the farm environment in developing the software and covers the production management financial management, marketing management, and business planning for swineherd farm. The FSR(Farming Systems Research) analysis and interview survey aye applied to collect the data for the system planning, farmer's demand and analysis on the system, system design and program development. The systems are designed to meet the needs for the progressive swineherd farmers. Visual FoxPro 5.1 is used to develop the system. The developed system includes pig farm financial records keeping and management, pig farm production management program, pig farm marketing management program, and pig farm business diagnosis and planning program to meet the scope of the study. The weekly maintenance records and financial records are adopted for the input interface since most of farmers use their computer less than 5 hours a week. Pulldown Menu systems are adopted and designed for easy use by structuring to meet the pig farm and system demands. The manu system allocates the input-output screen based on the sectors, scopes, users, frequencies, importances, and the usages of the information. The GUI(Graphic User Interface) method is used to develop input-output screens for easy use. Backward Chaining mechanism fo the Expert System is used in the diagnosis of the pig farm management and the Systems Simulators Approach is used in the pig farm management planning.

미군정기 기록관리: 혼용의 양상을 중심으로 (Records Management of the United States Military Government Period in Korea: Focusing on Mixed Use)

  • 본 연구는 한국 근현대 기록관리 제도사의 결락을 메우기 위하여 USAMGIK와 당시 생산된 기록 등 문헌검토를 진행하였다. 이를 통해 미군정기 행정체계를 확인하였고 행정체계 속에서 나타나는 기록관리 조직과 업무를 검토하였다. 미군정기 기록관리 조직과 업무는 행정체계의 이원화와 인적 구성의 동일성으로 인하여, 조선총독부와 미 육군의 기록관리체계가 혼용된 형태로 나타났다. 그럼에도 불구하고 지방행정조직과 의회 기록관리체계가 정비되기도 하였으며, 군정기구와 민정기구, 중앙행정기구와 지방행정기구, 의회의 경우 개별적 기록을 관리하는 방식이 나타났다. 한편 미군정기에는 미 육군의 기록관리 방식이 도입되어 국한문과 영문을 혼용하여 공문서를 생산하기도 하였다. 이와 더불어 한글 전용화가 요구되면서 공문서 작성방식 변화에 대한 주장이 이어지기도 하였다. 역사기록관리체계 또한 이 시기 시작되어 국사관을 설립하는 등의 노력으로 나타났다.

수도권 기초자치단체 내부 이용자들의 기록 이용에 관한 연구 (A Study on the Record Usage of the Internal Users of the Local Government in Seoul Metropolitan Area)

  • 이 연구는 기초자치단체의 공무원을 기록과 기록정보서비스의 핵심적인 이용자로 인식하고, 주이용자의 요구에 부합하는 기록과 서비스를 제공하기 위하여 이들의 기록이용행태와 기록에 관한 요구사항을 파악하고자 하였다. 이를 위해서 정보공개청구를 통해 획득한 2017년 3분기 동안의 기록관 및 표준기록관리시스템(표준RMS)의 이용 빈도 자료를 바탕으로 기록 이용 횟수와 기록을 많이 이용하는 상위 부서를 확인하였다. 다음으로, 수도권 기초자치단체 공무원을 대상으로 설문을 수행하여, 일반적인 기록의 이용행태, 기록관리시스템의 이용 및 기록관 이용에 대한 의견을 수렴하였다. 이를 바탕으로 기초자치단체 기록관 운영 측면, 기록관리시스템 측면, 기록서비스 측면에서의 개선사항을 제시하였다.

  • 최근 국가와 지방자치단체에서는 RFID 서비스 이용 비율이 높아지고 있으며, 이에 따라 기록관리기관에서도 RFID 시스템 도입을 검토하는 기관이 증가하고 있다. 하지만 현재 기록관리기관에서 사용 중인 RFID 시스템은 표준기록관리시스템의 서고관리를 위한 일부 기능만 구현되고 있어 RFID 시스템 기능 개선을 통한 보다 효율적인 비전자기록물 관리가 요구되고 있는 상황이다. 이에 본 연구에서는 기록관리기관의 비전자기록물 관리를 위해 도입 중인 RFID 시스템의 활용 현황 분석을 통한 기능 개선 방안을 제시하고자 하였다. 연구는 기록관리기관의 비전자기록물 관리 현황 분석을 위해 2007년 최초로 RFID가 도입된 국가기록원과 2016년 RFID가 도입된 지방자치단체 기록관리기관 사례를 조사하였고, 이를 통해 기록관리기관의 RFID 시스템 기능 개선 방안을 제시하였다.

조선총독부의 기록관리제도 (Records Management Systems of the Colonial Chosun Government General)

  • The characteristics of the records management systems of the Japanese colonial government can be summarized as follows. First, the Government General adopted a "decentralized retention" of public records. The Government General did not establish its own archives for central preservation of permanent public records. Colonial agencies established its own records office and the records office managed the records its agency created. Secret records and police records were exception. They were retained by the Secretary Office of the General Affairs Division and Police Division of the Chosun Government General respectively. Second, filing systems and retention periods of the public records followed the hierarchic structure of organization. In the headquarter of the government, records were filed by a "bureau-division-activity-file" classification system and a retention period of a file was given automatically by each unit the file belonged. A closed and cut-off file was retained and arranged according to its creating unit, creating year, and retention period. The filing system was easy to use once the filing system was established well, but to make it work effectively changes in activities and organizations should be on a reflected regular basis. It had an advantageous effect that permanent records could be preserved in a unified way throughout the organization. However, it is very critical to determine the permanent records in a professional way. Selection of the permanent records should be done professionally and in a historical perspective. Otherwise, the records retained as permanent records were not the records having an enduring value. And that was not done by the colonial government. Third, classification and scheduling of records were carried out by a creating division, rather than by the Records Office, mostly from the 1920s. Compilation of the records was also done by the creating agency. It implies that the records management lacked the professionalism. In conclusion, the records management system of the Chosun Government General wes nither modern nor user oriented. It managed the records for solely administrative purpose, i.e. effective colonial rule. The legacy of the colonial records system still exists in the public records system in Korean government. One should criticize the lack of will and efforts to modernize the public records system since the establishment of the Korean government while should reflect the historical origins of the records system in Korea.

해외소재 한국학관련 역사기록의 정보화 방안 연구 (The study on the policy of systematical management of the records collected from abroad)

  • Korea was highly successful in maintaining a strong tradition of record preservation. However, Japanese imperialism and the Korean war over this century has seen a huge quantity of these once plentiful records either destroyed or relocated overseas. Many of Korea records remain in the custody of foreign archival institutions. Additionally, many records of foreign states concerned with korean affairs, for example, records of the Department of state, in the U.S.A., are of great relevance to Korean modern history. These records which exist in foreign countries are a necessary and invaluable resource in the advancement of Korea studies. After the 1980s, as research interest in Korean modern history increased gradually, much historical material related to Korea was extensively introduced, removed, collected from the U.S.A., Japan, Russia and China etc. by the efforts of pioneering scholars and institutions. Several attempts at collating and publishing this material have been made. Despite this encouraging result, individual scholars and institutions's efforts face problems in relation to removal of records. Firstly, it is repeated nonproductively to remove and collect the same records, for we didn't establish a comprehensive information system, through which the condition of foreign record removal and management is able to be administrated. Secondly, there is no system for arrangement, preservation, use of removed records. For example, finding aids, such as inventory, register, description, isn't prepared for user. A user may usually not understand an accurate context of their creation, preservation removal. Thirdly, almost institution has arranged the removed records among other materials and books. Each institution has a different classification criteria, too. These conditions seem to make a difficulty in national management. This study investigated how the materials for Korea history which has been removed from foreign countries should be managed for effective preservation and use. For these purpose, we investigated the present conditions of removal and management of these materials. Also, we investigated examples of the foreign state, U.S.A. and Japan to have a idea for removal and management policy. Then, This study propose a establishment of information network system as management policy. To administrate removing and managing records effectively, an idea that records belong to the public should be accepted commonly. The policy for management of the record is followings. Firstly, unification of classification is necessary. The records which were removed from foreign countries had better to be classified according to their origins of states and institutions. Secondly, Finding aids should be prepared for user. There are many accession aids such as catalog, register, inventory for user in archives. This will be a efficient method for management. When a record is removed, a card for description of contents must be composed. Thirdly, a digital input and network system establishment is necessary. It will help to manage a condition of removed records. A digital input and management system establishment is not just a project of digitalizing records. At present, various finding aids need to be introduced to make a database for records and archives. An search using only 'search engine' may make a difficulty in finding materials because such method is apt to have too much or little result. So, classification, arrangement, description, response-service should be integrated in these system. The recent technical advancement give a opportunity to realize this idea. Above all, these procedure should be archival process.

전자정부 추진과 기록관리방안 (A Study on the Promotion of Electronic Government and Plans for Archival Management)

  • This paper is aimed at proposing the policies for managing archives in the process of promoting Electronic Government System. Although there have been many studies of electronic government project and plans for its establishment, this research examines the electronic government system and its problems on the basis of archival science. What I acquired in this paper is as follows. The development of information technology needs great changes ranging from the nation to the individuals. It becomes common that the use of computerized program for business purposes, computerization of information materials and the effective way of search use of electronic documents. Therefore, more and more countries all over the world have been seeking to promote 'Electronic Government', which applies the fruits of the development in information technology to administration process. Recently, Korea has been rapidly entered into the 'Electronic Government' system being against the traditional way of administration. In electronic government system, the 'Life Cycle' of public records will be computerized. Therefore, it is important to change and develop along with the government's policies for 'electronic government project' in the archival management system. This means that the archival management system which have put emphasis on the textual records should be converted to electronic records system. In other words, the records management in electronic government system requires not the transfer and preservation of the records but the consistent management system including the whole process of creating, appraising, arranging, preserving and using the records. So, the systematic management of electronic records plays an important role in realization of electronic government, but it is a subject to be realized by electronic government at the same time. However, the government have overlooked the importance of archival management for long time, especially the importance of electronic records management system. First of all, this research attempts to infer limits and problems through the theoretical considerations of the existing studies for electronic government and to clear up the relations between electronic government and archival management. Based on this, I'll seek to progress the study through reviewing the present condition of archival management in the process of promoting electronic government and suggesting the policies for enhancing the successful electronic government and the construction of scientific archival management system. Since early 1990, many countries in the world have been making every effort to concrete 'Electronic Government'. Using the examples in other nations, it is not difficult to recognize that the embodiment of electronic government is closely connected with the archival management policies. Korea have completed legal and institutional equipments including the new establishment of "Electronic Government Law" to realize electronic government. Also, Korea has been promoting electronic government with the Ministry of Government Administration and Home Affairs and Government Computer Center as a leaders. Though managing records, especially the management of electronic records is essential in electronic government system, we haven't yet discussed this section in Korea. This is disapproved by the fact the Government Archives and Records Service has played little role in promoting electronic government project. There are two problems relating this environment. First, present system can't meet the consistent 'Life Cycle' ranging from the creation to the preservation of electronic records. Second, the 'Life Cycle' of electronic records is divided into two parts and managed separately by GCC and GARS. The life of records is not end with the process raged from creation to distribution. On the other hand, the records are approved their value only whole procedures. Therefore, GARS should play a deading role in designing and establishing the archival management system. The answer to these problems, is as follows. First, we have to complete the electronic records management system through introducing ERMS not EDMS. This means that we should not change and develop towards ERMS simply with supplementing the current electronic records management system. I confirm that it is important and proper to establish ERMS system from the very beginning of the process of promoting electronic government. Second, I suggest the developmental integration of GARS and GCC. At present, the divided operations of GCC and GARS, the former is in charge of the management center for electronic business and the latter is the hub institution of managing nation's records and archives result in many obstacles in establishing electronic government system and accomplishing the duties of systematic archival management. Therefore, I conclude that the expansive movement towards 'National Archives' through the integration among the related agencies will make a great contribution to the realization of electronic government and the establishment of archival management system. In addition to this, it will be of much help to constitute and operate the 'Task Force' regarding the management of electronic records with the two institution as the central figures.

RFID기반 비전자기록물관리시스템 구축: 서울신용보증재단 사례 (Development of RFID-Based Records Management System: The Case of Seoul Credit Guarantee Foundation)

  • 본 사례는 대량·동종의 비전자기록물을 관리해야하는 기관의 업무 특성을 파악하여 효율적인 기록관리 업무를 위해 RFID기술을 기록관리시스템으로 적용한 서울신용보증재단의 사례이다. 업무시스템과 연계하여 RFID태그를 발행할 때 기록관리시스템에서 메타데이터를 자동 입수하여 목록으로 확보하고, 이를 기록관리 담당자가 능동적으로 파악함으로써 전체적인 기록관리 업무의 기반으로 삼도록 구성하였다. 이를 위해 업무프로세스를 정비하고, 고유업무를 반영한 기능을 설계하였으며, 인프라를 구축하였다. 그 결과 정확한 기록의 생산량 및 보유량을 파악할 수 있게 되었고, 업무의 효율성을 가져왔다. 마지막으로 업무담당자들로 하여금 기록관리 인식을 개선할 수 있게 되었다.

표준기록관리시스템의 활용현황 연구 (A Survey on Usage of Korean Standard Records Management System)

  • 이 연구는 표준기록관리시스템의 활용현황을 확인하고자 하는 목적으로 수행되었다. 인수, 보존, 평가, 이관, 기준관리, 접근과 감사추적, 검색활용, 공개관리 등 9개 대기능에 속한 240개 세부기능별 활용정도를 묻는 설문도구를 구성하였다. 중앙부처나 광역교육청, 그리고 광역자치단체는 전수를 대상으로 하였고, 기초자치단체는 두 곳의 광역단체에 속한 기초단체 전체를 대상으로 설문지를 배포하였다. 총 101개 기관 중 65곳이 응답하여 최종 응답률은 63.73%였다. 그동안 표준RMS에 대해서는 '불편해서 쓸 수가 없다'는 생산기관 전문요원의 입장과 '잘 쓴다고 하는 곳도 꽤 있다'는 기록원의 입장이 대립해 왔다. 처음으로 실증적인 데이터를 기반으로 어떤 기능이 어느 정도 활용되는지를 확인한 이 연구를 기점으로 해서, 이후로는 표준RMS의 개선을 위한 생산적인 논의가 펼쳐지기를 기대한다.

표준 기록관리시스템에 대한 사용자 만족도 분석 (Analyzing User Satisfaction of the Standard Records Management System)

  • 본 연구는 표준 기록관리시스템이 공공기관에서 운영되는 것이 일반화되기 시작한 시점에서 시스템에 대한 전반적인 진단이 필요하다고 보고 기록관리시스템의 기능성과 인터페이스에 대한 만족도를 평가하였다. 이러한 평가를 통하여 표준 기록관리시스템의 문제점을 파악하고 더 나아가서 기능성을 향상시킬 수 있는 개선점을 밝히는 것이 본 연구의 목적이다. 이를 위하여 현재 표준 기록관리시스템을 사용하는 기록관리 전문요원은 시스템 기능성을 신뢰성, 효율성, 사용성면에서 평가하였고 인터페이스에 대해서는 사용성면에서 평가하였다. 그 결과, 기능 품질에 대해서는 보통정도의 만족도를 보였지만, 시스템 인터페이스에 대해서는 불만족한 것으로 나타났다. 또한 기록관리 전문요원은 시스템 신뢰성을 더 만족하였지만 효율성과 사용성과의 통계적인 차이는 없는 것으로 나타났다. 따라서 앞으로 표준 기록관리시스템 사용 용이성을 높여야 하고 대량 일괄작업과 기능의 모듈화를 통하여 시스템의 효율성을 높여야 할 것이다. 기록관리시스템이 계속적으로 발전하기 위해서는 중장기적인 계획 아래 표준을 먼저 재정비하고 이에 따라 시스템 수정 보완을 지속적으로 수행해야 할 것이다.
