  • Decision progress, plan content and planning division title of the master plan of the green in Kamakura City Japan were described. Conservation of the green and various effectiveness of the measure for realizing the green creation plan and the future development were discussed. It was indicated that the cooperation between citizens land owners and administration of the country, prefecture and city was important.

형태학적 개념을 활용한 조선시대 고산현의 도시형태 변천과정 해석 (Morphological Interpretation of the Transformation Process of Urban Form in Gosan-Up)

  • 본 연구는 조선시대 읍치로부터 성장한 지방 소도읍의 하나인 고산을 대상으로 형태학적 개념과 연계하여 도시의 형성 발달과정에서 나타나는 형태구조와 도시평면 변화과정을 시계열적으로 분석해보고 시기별 형태특성을 도출해보고자 하는데 목적이 있다. 본 연구에서는 고산의 도시형태 분석을 위하여 콘젠과 카니지아가 설정한 도시형태 분석개념을 토대로 형태구조, 도시평면, 경로체계, 개발규정선, 전이지대, 중심지구, 평면단위, 형태시기, 브레이크 포인트, 자투리필지, 유휴지, 사유화 등의 개념을 도입하였다. 고산현시대에 골격이 형성된 고산의 도시형태 변천과정에는 도시형태 형성-구시가(kernel)의 형태구조 해체 재편-중심지구(epidome district)의 형성 발달-확장형 충진-중심지구 확장 재편으로 이어지는 순환적 사이클이 존재하고 있다. 공공사업은 고산의 형태구조와 도시평면의 변화를 주도하는 요인으로 작용하였다. 초기 단계 고산의 형태적 변화과정에는 간선경로로서 구시가(kernel)을 관통하며 개설된 신작로(고산로)와 이를 연결하는 계획로가 중요한 영향을 미치고 있다. 신작로 개설을 계기로 T(십(十))자형 골격도로체계를 바탕으로 구시가의 대부분을 점유하고 있던 관아시설구역의 평면단위가 소블록 단위의 개방형 평면단위로 전이되었다. 이와 더불어 신작로와 시장 경계도로를 따라 상가가 들어서면서 선형의 평면단위를 지니는 노선상가와 시장이 어우러진 근대적 중심지구를 형성하게 되었다.

  • Urban design is a specific and detailed action plan which regulates from the development plan to the architectural characteristics of every building and now many new towns by Urban design has been developed after 2000. But recently doubts about the effectiveness of Urban design have been raised in locals. The purpose of this study is to verify the effectiveness of urban design in terms of residents, through case study and the survey of resident's satisfaction on Urban design guidelines. The result of survey of resident's satisfaction on Urban design were above-average satisfaction. And main factors influencing to the resident's satisfaction are the public infrastructure factors, transportation factors, development density factors, and pedestrian environment factors, urban landscape factors. And the total satisfaction was most influenced by the public infrastructure factors among the five factors. To improve the effectiveness of urban design, it is necessary to build specific planning and guidelines to the general.

  • Congestion is a growing concern of many global cities and the demands on Infrastructure services within a locale coupled by the rising expectations from the growing population places stress on these cities. This entails the ability to build a sustainable community that requires an understanding and recognition of Population growth, changing demographics and the ever changing urban development on both a macro and micro level. Infrastructure is an integral part of Australian economy, particularly the 'Infrastructure Assets Management' which highlights the importance towards the development of sustainable communities for Melbourne's future. Melbourne 2030 is a comprehensive representation of government's response to a wide-ranging population growth within Melbourne metropolitan and surrounding areas. Urban plan and specific Infrastructure Assets Planning needs not only to provide sufficient Infrastructure to a community, but it must also be efficient and innovative so that it produces an optimised management system. A system that incorporates engineering techniques that will be sustainable for decades to come by maintaining an acceptable level of services to its intended community in an effective manner, which also strengthens service delivery. The fundamental challenges for optimization of Infrastructure with the Melbourne urban plan is, the ability to manage and sustain maintenance of Infrastructure to provide the acceptable level of service required by the community in a most effective manner which also strengthens service delivery to contribute towards Melbourne 2030. This paper particularly investigates some of the fundamental issues within the Melbourne urban plan such as Infrastructure Asset Management, AusLink and the Australian Road Management Act 2004, which the Governments at all levels must deal with to provide an economically viable solution to the changing Infrastructure so it may suits the needs and services the strategies of a metropolis.

개발제한구역관리계획의 환경성 강화방안 연구 - 수도권 개발제한구역관리계획을 대상으로 - (A Study on the Environmental Enhancement of the Development Restricted Zone(DRZ) Management Plan)

  • Under the 「National Land Planning and Utilization Act」, Development Restriction Zones(DRZ) is one of the designated use district where the Minister of Land, Infrastructure and Transport deems it necessary to control urban development in order to prevent urban sprawl and conurbation and ensure a healthy living environment for citizens by conserving the natural environment surrounding metropolitan cities. DRZ was first designated around the Seoul Metropolitan city in 1971, and had been expanded to the 14 metropolitan areas across the country since 1977. The designated areas were accounted for about 5.4% of the total national land and its importance was demonstrated by contributing to control urban sprawl, curbing real estate speculation, and providing green space to citizens. However, DRZ has been repeatedly relaxed its regulations and allowed development under government. As a result, much of the green areas was damaged and several cities were merged and extended(conurbation). In particular, deregulation implemented for the purpose of securing land as part of national projects and local outstanding business(i.g. constructions of national rental housing, industrial complex, and international stadium) have caused continuous environmental damage around the metropolitan cities. In addition, the habitat fragmentation is in serious situation. Thus, the systematic plans for managing DRZ are necessary, since it is concerned that urban environment become deteriorate in the mid- to long-term. This study aims to continuously protect the urban environment from lifting DRZ. Therefore, firstly, we examined the environmental status through analyzing DRZ Management Plan which shall be drawn up by the Special Metropolitan City Mayor, the Metropolitan City Mayor or the Mayer/Do governor having jurisdiction, every five years to collectively manage DRZ. Secondly, we investigated the actual condition in DRZ based on the case study of Management Plan in Metropolitan areas(i.e. Seoul Metropolis, Gyeonggi-do, and Incheon Metropolis). Finally, we suggested the seven feasible improved political plan for managing DRZ.

  • 토양 환경은 그 유한성과 다양한 기능의 가치로 인해 중요한 자원으로 인식되고 있다. 따라서 많은 나라에서 토양의 질과 관련된 인자를 활용한 전략환경영향평가를 수행하고 있다. 하지만 우리나라는 아직까지도 오염도 위주의 제한된 인자만을 사용하고 있다. 본 연구에서는 개발기본계획에 대한 전략환경영향평가에서 토양의 복합적 특성을 고려할 수 있도록 개선하고 이를 보금자리주택 공급계획과 도시관리계획에 시범 적용하였다. 토양을 고려한 전략환경영향평가는 체크리스트 방법을 사용하여 상위계획과의 연계성, 대안 설정 분석, 입지의 타당성을 평가하였다. 평가 결과, 토양 유기물과 토양 침식 항목이 개발기본계획에서 가장 중요하게 고려해야 하는 인자로 도출되었다. 다만, 상기 두 인자에 대한 데이터베이스의 준비, 평가 비용의 증가 등을 예상할 수 있지만, 본 연구에서 개선한 전략환경영향평가 기법은 토양자원 보전에 기여할 수 있을 것으로 기대된다.

국내 도시물류정책의 추세 분석과 발전 방향: 물류기본계획의 변화를 중심으로 (Trend Analysis and Development Direction of Domestic Urban Logistics Policy: Focusing on the Change of Logistics Master Plan)

  • 본 연구는 우리나라 도시물류를 대상으로 과거 추세를 분석하고 미래 변화를 전망하여 도시발전에 선제적으로 대응할 수 있는 정책 방향을 제시하였다. 연구 범위는 물류정책기본법에서 제시하는 국가물류기본계획과 지역물류기본계획의 변화를 중심으로 하였다. 연구 진행은 국가물류기본계획을 근간으로 과거부터 현재까지 도시물류와 관련된 정책 변화를 살펴봄과 더불어 장래 예상되는 물류환경 변화에 대응하는 국가의 정책기조를 파악하였다. 그리고 이를 서울시 도시물류기본계획의 내용과 접목시켜 앞으로 도시물류기본계획에서 계속 추진하거나 새롭게 추가해야 할 물류정책을 제안하였다. 정책 제안은 장래 물류환경을 정책적, 사회적, 기술적 변화로 구분하여 제시하였다. 분야별로는 도시계획(10개 정책), 교통계획·ITS(8개 정책), 물류기술·ITS(6개 정책) 및 법·제도(8개 정책) 등이다. 정책의 지속성으로 구분하면 현재 추진 중인 정책이 계속되어야 할 것은 15개, 앞으로 새롭게 도입해야 할 정책은 17개이다.

도시가로패턴의 유형을 응용한 신앙공동체마을의 배치계획에 관한 연구 (A Study on the Master Plan of a Religious Community Complexes Applying the Types of the Urban Street Patterns.)

  • The purpose of this study is to apply the types of urban street pattern and the shape of streets to the master plan of a religious community complexes. The street pattern is a framework of urban structure and to understand the urban structure is helpful to understand the nature of urban streets. By analysing the precedent researches, the types of street patterns are classified as a serial pattern, a branching pattern, a grid pattern and a web pattern. The street patterns are hierarchically composed and classified as a differential development and sequential development. There are boundaries and gates where the street space is differentiated to the more private level. The urban streets continue to the architectural streets such as arcades, deck streets, corridors, lobbies and halls. The purposes and results of the master plan of this religious community complexes are as follows. 1) The school area, housing area and service area are properly separated and connected. They are separated by the building masses and connected by the street space in between. 2) The street pattern of this complexes is a serial pattern where the streets are the center of each functional building groups. The entry square is divided by the symbolic building. The one branch is school street and the other is living street. These streets are combined again to the festival street. 3) The architectural streets are organically related to the urban streets. 4) Each street spaces are of adequate form according to its properties as a place. 5) There are boundaries or gates such as a gab between buildings, posts, arches and deck streets according to the relationship between streets.

Some Design Approaches for Practical Use of Small Urban Spaces

  • Today, the availabity of usable pieces of land in urbanized areas is very limited. Specifically, it is very difficult to secure a piece of land to be used as a park for the public, mainly due to the high price of land in cities. However, the City of Seoul has carried out three action plans to secure land deemed for insufficient parks and to vitalize these small piece of land in downtown areas such as following: 1. Ssamzie-park(Korean version of a 'vest pocket park') Development Plan in 1990 through 1991. 2. Modernization Plan for Children's Parks since 1994. 3. Maeul-madang (Korean version of 'community garden')Development Plan since 1996. The purpose of this study was to present some design approaches for practical use of small urban spaces by articulating the concepts of Modernization Plan for Children's Park and Maeul-madang Development Plan of the winning entries and by describing how the concepts were actualized in reality.
