  • 남과 북으로 이원화된 현 번호체계는 향후 남북 통일시 남북한 정보통신교류에 있이 상당한 걸림돌이 될 것으로 전망된다. 따라서 장기적으로 볼 때 남북한간 번호체계는 통신수요와 통신 서비스의 발전을 충족 한 수 있으면서, 주어진 통신환경에서 가장 효율적이고 적합한 번호의 구조와 체계를 설정하는 것이 매우 중요하다. 본 논문은 새로운 통신망과 통신서비스의 출현 등 미래의 통신발전에 대비하여, 통일후 남북한 정보통신통할에 필수적인 번호체계에 대한 통한방안을 제시하고자 한다.

  • Inter-Korean Economic Cooperation needs to a different strategy for developing synergy effects, suggesting they should be selected for role to the unification Korea. In the this paper, Three policy-strategies is suggested as follows. Firstly, Economic Cooperation Driving Committee of Inter-Korean Digital Cultural Content is necessary the recovering of cultual consubstantiality and the operating of business partnership in the divided peninsular. Secondly, To cultural contents cooperation between South-North Korea. the exchange of learning and information must be activated constantly. as the cultural contents is creative industrial, it needs for imagination and creative of human and understanding of a fine arts, a traditional arts. Thirdly, A policy and system is inevitable to construction of Inter Korean Cooperation Digital Contents. South-North Korea, including a North Korea having a excellent cultural heritage, must jointly recovery for cultural contents. Under social-economic system, a consumers of digital contents pay to the format creator many royalty. Therefore, We must prepare to roll out a series of new creative contents, and have competitive advantages in the global market.

남.북한 중학교 과학과 교육과정 및 교과서 비교 분석 (A Comparative Analysis of the Science Curriculums and Textbooks of Middle School in South and North Korea)

  • The purpose of this study was to compare and analyse the subject organization and teaching units of middle school science curriculums and science textbooks, by studying the organization of subject matter and content scope and level of middle school science subject in South and North Korea. As a result of this study, the composition, scope, and level of content between middle school science textbooks in South and North Korea were similar. However, the study found that science education objectives, separated science curriculum subject organization, economical efficiency weighted format and organization of science subject matter, result-centered experiments, the enlightenment of Kim Ilsung and his son in North Korea science education were very far from the desirable direction of science education. Therefore, the view on level-based curriculum and organization of the science curriculum should be integrated, and preparation of student-centered organization of textbooks and expansion of science-technology-society content is needed before unification. And also, the united Korea science curriculum shouldn't simply compromise or neutralize between middle school science curriculum in South and North Korea. They should make a future-oriented plan for information and globalism society.

남북한 영유아의 영양 실태 비교 (Comparison of the nutritional status of infants and young children in South Korea and North Korea)

  • Purpose: Previous studies have reported the difference in nutritional status between South and North Korean infants and young children (IYC). Clear understanding on the nature of such differences is essential for planning food and nutrition policies and programs to prepare for a possible re-unification of the two Koreas in future. This study was undertaken to yield valid statistics comparing the nutritional status between North and South Korean IYC. Methods: Raw data obtained from the 2017 Korean National Growth Chart and the 2013-2017 Korea National Health and Nutrition Examination Survey were analyzed to determine the comparable statistics that include weight for age z-score (WAZ), height for age z-score (HAZ) and weight for height z-score (WHZ), with data reported in the Survey Findings Report of the 2017 DRP Korea Multiple Indicator Cluster Survey. The average weight and height by gender and month were estimated for North Korean IYC and calculated for South Korean IYC. SPSS analysis was applied to evaluate the acquired statistics and compare the nutritional status of South and North Korean IYC. Results: WAZ, HAZ and WHZ of North Korean IYC were observed to be lower than values obtained for South Korean IYC as well as the median values of World Health Organization Child Growth Standards across all ages. Similar patterns were observed for average height and weight. The nutritional status of North Korean IYC revealed a prevalence of highly underweight (9.3%), stunting (19.1%) and wasting (2.5%) values, and was determined to be significantly lower than values obtained for South Korean IYC (0.8%, 1.8%, and 0.7%, respectively). Conclusion: This study has yielded valid statistics that compare the nutritional status of North and South Korean IYC. Results of this study confirm the prevalence of nutritional status difference between South and North Korea.

중학교 컴퓨터 교과서의 내용 및 용어에 관한 남북한 비교 분석 연구 (A Comparative Analysis about the Content and Terminology of Middle School Computer Textbooks in South-North Korea)

  • 본 연구는 통일대비 교육통합을 위한 연구로서 남북한 중학교 컴퓨터 교과서를 비교 분석하였다. 분석결과 남한 교과서는 영역별로 균등하게 선정된 것에 비해 북한은 컴퓨터의 기초지식, 문서작성이 대부분을 차지하였고, 인터넷과 멀티미디어 등 최신의 내용은 포함되어 있지 않았다. 하지만 문제해결력 시장을 위해 BASIC 프로그래밍 및 알고리즘 관련 내용이 삽입되어 있어 향후 IT 인재육성을 대비하고 있었다. 또한 용어부문에선 남북한 언어정책의 차이, 기술유입경로의 차이 등으로 인해 심각한 언어의 이질화가 발견되었다. 통일 후 정보교육을 대비하기 위해서는 컴퓨터 교과서의 내용 선정 및 용어의 표준화를 위한 남북한 IT 관련자 및 학계의 공동노력이 수반되어야 할 것이다.

남·북한 유아교육과정 비교 (Comparison of North and South Korean early childhood education)

  • 본 연구는 남 북한 유아교육과정을 비교 분석하여 통일대비 유아교육과정의 방향성 정립과 통합을 위한 시사점을 제시하는데 그 목적이 있다. 남 북한 유아교육과정 비교는 4가지 비교준거, 즉 유아교육목표, 유아교육과정 영역 및 일과운영, 교수 학습방법, 평가의 측면에서 이루어졌다. 연구결과 남 북한 교육이념의 차이로 인해 다양한 영역에서 유사점보다는 차이점을 보였으며, 통일대비 유아교육과정 정립을 위해 다음과 같은 시사점을 도출하였다. 첫째, 남 북한 유아교육과정에서의 통합을 이루기 위해서는 교육의 고유한 기능과 목적을 반영한 새로운 교육이념 정립이 필요하다. 둘째, 남 북한 유아교육과정 영역 및 일과운영 비교에서 가장 차이를 보인 영역은 정치사상교육으로, 통일 후 정치사상교육을 통해 공고히 형성된 북한의 정치사상의식을 극복할 방안이 마련되어야 할 것이다. 셋째, 통일대비 남 북한 유아교육과정의 통합을 위해서는 유아교육과정에 명시된 유아교육관련 용어정리 및 표준화작업이 이루어져야 할 것이다. 결론적으로 통일대비 남 북한 유아교육과정 비교에서 유사점을 보이는 영역부터 점진적인 통합을 시도하는 것이 필요하며, 남 북한 간 상호교류를 통해 이질성 극복을 위한 노력이 지속적으로 이루어져야 할 것이다.

남북한 정보통신 단일화를 위한 원칙과 추진 방안 (Principle and Promotive Plan for Unified Information and Telecommunication System between South and North Korea)

  • 남북한의 정보통신 단일화 및 표준화는 그 동안 다방면에서 다각도로 진행되어 왔다. 그러나 남북한 간의 정보통신 교류는 경제 산업측면이나, 학술적 측면이나, 제도적 측면 모두에서 답보상태다. 본 논문은 평화통일시대를 대비하고, 민족 간의 동질감 회복을 위하여 정보통신기술의 단일화가 필요하다는 전제하에 이를 위한 원칙과 추진체계를 제시한다. 단일화는 정보통신 전문가 중심으로 탈이념, 비정치적으로 진행되어야 하며, 이를 위하여 남북한 관계 전문가의 포럼활동이 활발해야 한다. 그리고 현재 사용하는 표준방식에 대한 논의보다는 미래기술에 대한 연구개발이 주가 되어야 한다.

북한의 치의학 교육 시스템을 통해 고찰해 본 남북한 치의학교육 통합방향에 대한 시사점 (A study on the North Korea's dentistry education system and its implication on the direction for integration of South and North Korea's dentistry education)

  • There are big differences in dental education system between South Korea and North Korea. In North Korea, there is no college of dentistry and official license system and thus, dentists can treat a patient right after graduation from medical school. There are also positions such as paradentists capable of providing dental treatments, whereas such positions do not exist in South Korea. In this regards, in order to get ready for the United Korea, we need to establish a system designed to complement the differences in dentistry education and license system between South and North Korea. Such system would help to minimize the social cost in relation to the unification in near future.

남북한 자녀가치관의 고찰 (The Value of Children in South and North Korea)

  • The purpose of this study was to examine the value of children in South and North Korea and to identify the similarities and differences in value orientations related to children and curriculum in child-care and education. The secondary data including 2013 research report on the South Korean consciousness and values, the Familial Law Act and the Child Welfare Act of South Korea, the Familial Law Act and the Law of Nursing and Upbringing of Children in North Korea, and a series of Choson-yeosung magazines in North Korea were analyzed. Results showed that first, it was common that both of social and psychological values of children were found, but the psychological values were more prevalent in the South and the social values were more dominant in the North. Second, parents in both cultures publically agreed that parenting should promote the development of the whole child. However, parents in the South were inclined to support happiness and personal achievement of children, whilst parents in the North were likely to reinforce ideology education producing a pillar for socialism. Third, it was common that both parents of the South and the North were primarily responsible for child-rearing, but the role of government in child-rearing was more emphasized in the North. Lastly, supporting daily routine activities, communication skills, and art activities were included in child-care and education programs in both cultures. However, communication skills and social relationship were emphasized in programs of the South, whilst ideology education was the most important components in program of the North. The strategies for understanding differences in the value of children between the South and the North after unification were discussed.

남북한의 환경문제와 교류협력에 관한 연구 (A Study on Environmental Problems of South and North Korea Cooperation between the Two Countries)

  • As the concern with the creation of environmental problems and regulations about them becomes internationally growing, environmental cooperations with countries concerned are emerging as the first item on the political agenda. In case of South Korea, cooperations with countries in the Asian region is needed urgently. In particular, cooperations with North Korea will be an important factor to reunify the Korean peninsula as well as to solve environmental problems in South Korea. Accordingly, it is necessary to seek feasible alternatives and possibilities of coping with international environment in South and North Korea. This study is limited to literature study based on collecting materials and the testimony of former residents in North Korea. The period of study ranges from May to December in 1992. The research findings show the following environmental problems and alternatives : It is recognized in South Korea that the creation of environmental problems is product of economic development. Currently, the Korean government makes an effort to revise environmental administration and law, to encourage environmental education, and to proceed with environmental technology policies by establishing environmental policies together with economic development plans. North Korea ascribes the cause of environmental problems to colonial exploitation by Japan and the U.S. Environmental pollutants in North Korea is relatively less than South Korea, provisions such as environmental conservation movement, environmental education, and environmental administration and law are not well organized in the country. However, North korea will speed up its economic development to solve economic crises. Therefore, it is expected that industrial wastes, corrosion of nature, and water pollution will result in serious environmental problems. The fields expected to cooperate with South and North Korea are in the following : South Korea may adopt the model of the former East and West Germany and proceed to cooperate with North Korea in public sector as well as private sector. The possible programs are such as academic exchange to conserve environment, joint research in the area of the Demilitarized Zone, conservation of ecosystems around Imjin and Pukhan Rivers, South Korea's support of advanced environmental technology and industrial and financial aid to North Korea. Conflicts between countries concerned in the North East Asian region will be caused by the responsibilities of pollutions because of the seashore development of the Yellow Sea by South Korea and increasing seashore industrial complexes around the Yellow Sea in China, Therefore, it is desirable that the two countries will participate in organizations related to environment. Joint projects between South and North Korea will be as follows : 1. Construction of long-range monitoring system : 2. Investigation of the state of pollutions around the Yellow Sea and alternatives : 3. Construction of joint monitoring system to regulate the movement of pollutants : 4. Cooperation of environmental technology and exchange of information ; and 5. Support of Cooperation of environment in private sector. Efforts to cooperate with North korea is expected to overcome differences between the two countries as well as to encourage unification of the korean peninsula, which will lead to reducing the cost of environmental recovery. These efforts will also contribute to the maintenance for peace and stability on the korean peninsula as well as in the North East Asian region.
