Development of U-Service Priority Model Based on Customer and Provider's View (수요·공급자를 통합한 u-서비스 우선순위 평가모형 개발)

  • So far ubiquitous service (u-service) priority has seldom been empirically examined based on the customer's view. It is usual to prioritize the relative importance of u-service variables by the supplier's intuition and a few specialist's experienced knowledge. Such approaches have the disadvantage that they provide only limited empirical information on the field practices in relation to u-service since customer demand of u-service is poorly defined despite abundant interest in this problem. Therefore, the aim of this research was to develop u-service priority model in the context of multi-criteria framework integrating customer and supplier's view, using high technology acceptance theory as major controlling factors. An important question was how to measure or represent criteria that is important to u-service and should be included in a priority model. The selection criteria for the model variables were derived from high technology acceptance theory and AHP approach through the analysis of frequency count, elimination of overlapping factors and brainstorming with specialists. Daegu showed top-rankings in transportation-aid service, guidance service for the eyesight disabled and u-telematics service. In contrast, disaster prevention service and industrial specialized town service ranked highly in the typical supplier's approach were not a dominant determining factor in the u-service priority. The model identified the fact that typical high priority service in terms of supplier's view did not necessarily accompany the important predictor for the u-service priority.

  • Wastewater treatment plants are constantly exposed to influent wastewater that is constantly changing. This poses a major challenge to the operation of the plants. It is crucial to have a rapid and accurate measurement of the influent concentrations of wastewater in order to maintain and optimize treatment performance, as well as to develop energy-saving strategies. While laboratory measurements provide the highest accuracy in determining influent water quality, they are inevitably time-consuming procedures. In order to cope with the ongoing disturbances from wastewater influent, absorption-based optical measuring instruments have been developed. These instruments can detect the influent water quality in a short amount of time, improving their practicality and reliability. However, when these optical measuring instruments malfunction, the accuracy of the measured values decreases, leading to unreasonable operation of the treatment plant. This paper proposes a method for detecting anomalies in optical water quality measurement devices. The Harmony Search algorithm is used to validate the measured water quality values and detect abnormalities such as contamination or physical anomalies in the measurement apparatus. To assess the performance of the developed algorithm in detecting anomalies, validation was conducted by installing it in a field-scale wastewater treatment plant. The results consistently showed that the developed fault detection method for optical water quality measurements equipment provided acceptable results for normal, temporary abnormal, and long-term abnormal conditions.

  • Due to man-made climate change, global abnormal weather phenomena have occurred, increasing disasters. Major developed countries(military) are preparing for disasters caused by extreme weather appearances. However, currently, disaster prevention plans and facilities have been implemented based on the frequency and intensity method based on statistical data, it is not enough to prepare for disasters caused by frequent extreme weather based on probability basis. The U.S. and British forces have been the fastest to take research and policy approaches related to climate change and the threat of disaster change, and are considering both climate change mitigation and adaptation. The South Korean military regards the perception of disasters to be storm and flood damage, and there is a lack of discussion on extreme weather and disasters due to climate change. In this study, the process of establishing disaster management systems in developed countries(the United States and the United Kingdom) was examined, and the response policies of each country(military) were analyzed using literature analysis techniques. In order to maintain tight security, our military should establish a response policy focusing on sustainability and resilience, and the following three policy approaches are needed. First, it is necessary to analyze the future operational environment of the Korean Peninsula in preparation for the environment that will change due to climate change. Second, it is necessary to discuss climate change 'adaptation policy' for sustainability. Third, it is necessary to prepare for future disasters that may occur due to climate change.

The Global Trends in the Private Security Industry and the Strategies for the South Korean Private Security Industry : Focusing on the U. S. Security Industry (해외 시큐리티 산업의 동향과 한국의 대응전략 : 미국 사례를 중심으로)

  • Private security industry in South Korea has rapidly been growing in recent years. However, such a rapid growth is being criticized for its focus on external results, which has produced a number of problems. The continued growth of private security industry can be only based upon substantive and qualitative development. In this aspect, it is necessary to consider the global trends of the private security industry, particularly the recent trends of the U. S. security industry which has led the global security industry. This is because the recent trends of the U. S. private security industry would guide the future direction of the private security industry in South Korea. The U. S. private security industry has been replacing the role of law enforcement agencies including the police, from crime prevention to investigation and disaster management, not to mention asset protection and loss prevention. The recent trends of the U. S. security industry appears to be summarized by such characteristics as variety, specialty, and integration, which might account for the structural problem of the private security industry in South Korea. In short, the substantive and qualitative development of the private security industry in South Korea should be accomplished by strengthening its specialty and integration, and also widening its variety.

A Study on Risk Assessment Method for Earthquake-Induced Landslides (지진에 의한 산사태 위험도 평가방안에 관한 연구)

  • Purpose: In this study, earthquake-induced landslide risk assessment was conducted to provide basic data for efficient and preemptive damage prevention by selecting the erosion control work before the earthquake and the prediction and restoration priorities of the damaged area after the earthquake. Method: The study analyzed the previous studies abroad to examine the evaluation methodology and to derive the evaluation factors, and examine the utilization of the landslide hazard map currently used in Korea. In addition, the earthquake-induced landslide hazard map was also established on a pilot basis based on the fault zone and epicenter of Pohang using seismic attenuation. Result: The earthquake-induced landslide risk assessment study showed that China ranked 44%, Italy 16%, the U.S. 15%, Japan 10%, and Taiwan 8%. As for the evaluation method, the statistical model was the most common at 59%, and the physical model was found at 23%. The factors frequently used in the statistical model were altitude, distance from the fault, gradient, slope aspect, country rock, and topographic curvature. Since Korea's landslide hazard map reflects topography, geology, and forest floor conditions, it has been shown that it is reasonable to evaluate the risk of earthquake-induced landslides using it. As a result of evaluating the risk of landslides based on the fault zone and epicenter in the Pohang area, the risk grade was changed to reflect the impact of the earthquake. Conclusion: It is effective to use the landslide hazard map to evaluate the risk of earthquake-induced landslides at the regional scale. The risk map based on the fault zone is effective when used in the selection of a target site for preventive erosion control work to prevent damage from earthquake-induced landslides. In addition, the risk map based on the epicenter can be used for efficient follow-up management in order to prioritize damage prevention measures, such as to investigate the current status of landslide damage after an earthquake, or to restore the damaged area.

  • This paper studied the safety management network system of infrastructure which constructed smart sensors, closed-circuit television(CCTV) and monitoring system. This safety management of infrastructure applied to bridge, cut slop and tunnel, embankment etc. The system applied to technologies of standardization guidelines, data acquirement technologies, data analysis and judgment technologies, system integration setup technology, and IT technologies. It was constructed safety management network system of various infrastructure to improve efficient management and operation for many infrastructure. Integrated safety management network system of infrastructure consisted of the real-time structural health monitoring system of each infrastructure, integrated control center, measured data transmission using i of tet web-based, collecting data using sf ver, early alarm system which the dangerous event of infrastructure occurred. Integrated control center consisted of conference room, control room to manage and analysis the data, server room to present the measured data and to collect the raw data. Early alarm system proposed realization of warning and response within 5 minute or less through development of sensor-based progress report and propagation automation system using the media such as MMS, VMS, EMS, FMS, SMS and web services of report and propagation. Based on this, the most effective u-Infrastructure Safety Management System is expected to be stably established at a less cost, thus making people's life more comfortable. Information obtained from such systems could be useful for maintenance or structural safety evaluation of existing structures, rapid evaluation of conditions of damaged structures after an earthquake, estimation of residual life of structures, repair and retrofitting of structures, maintenance, management or rehabilitation of historical structures.

  • Recently, ubiquitous sensor network (USN) has been applied to many areas including environment monitoring. A few studies applied the USN to disaster prevention and emergency management, in particular, aiming to conserve cultural heritage. USN is an useful technology to do online real-time monitoring for the purpose of early detection of the fire which is a critical cause of damage and destruction of cultural heritages. It is necessary to online monitor the cultural heritages that human has a difficulty to access or their external appearance and beauty are important, by using the USN. However, there exists false warning from USN-based monitoring systems without human intervention. In this paper, we presented an alternative to resolve the problem by applying ontology. Our intelligent fire early detection systems for conserving cultural heritages are based on ontology and inference rules, and tested under laboratory environments.

A Study to Define Area of Concern for Potential Soil Loss in Geumgang Watershed by KORSLE-based GIS model (한국형 토양유실공식의 GIS 기반 모형에 의한 금강 유역에 대한 토양유실 우심지역 선정에 관한 연구)

  • Universal soil loss equation (USLE) has been frequently employed to estimate potential soil loss in land since it was developed based on the statewide data measured and collected in the United States. The equation is an empirical model mainly used for U.S. soil, thus it has been recently modified to reflect Korean soil conditions and named as Korean Soil Loss Equation (KORSLE). The modified equation was implemented in ArcGIS software, and used for estimation of potential soil loss from 2003 to 2016 in the thirty-eight Water Protection Districts. Five out of the thirty-eight districts were identified as the area of potential soil erosion most severly. In those five districts, potential soil erosion were estimated to be more than 50 Mg/ha/year that requires site investigation under supervision of the Korean Ministry of Environment. Distinctive site characteristics were found in the potential soil loss estimation such that the districts of low potential soil loss had low five factors in the aggregate. However, if one of more factors are dominantly large, the potential soil loss significantly increased. This study provides a useful tool to identify the potential areas for soil erosion and the important factors that play an important role in the estimation process.

A Study on Developmental Plan of In-Flight Security Officer in Korea - Focused on U.S. Federal Air Marshal Service - (항공기내보안요원제도의 발전 방안에 관한 연구 - 미국 연방 Air Marshal 제도를 중심으로-)

  • The purpose of this study is to identify the problems of In-Flight Security Officer responsible for the security of the aircraft in the situation where Acts of Unlawful Interference in Aircraft shows an increasing tendency and the aircraft security is threatened by the terror threat of IS(Daesh) and to suggests its policy implications. Based on the problems of In-Flight Security Officer system found in the media reports and laws, the US Air Marshal system and the domestic similar system were presented to the In-Flight Security Officer developmental implications. First, it is necessary to revise the "Operational Guidelines for Airline Operators' In-Flight security officer" and the related qualifications to the "National Technical Qualifications" system. Second, the plan to change the national civil servants of In-Flight Security Officer in the aircraft, Third, it is a plan to use the registered security guard system in the aircraft. Although this study has limitations the accessibility of information related to aviation security. But, contributions of this study is that the government's efforts to create the public sector jobs, the "strengthening of public services in the country", "the establishment of national accountability for safety accident prevention and disaster safety management" in the "A five-year plan for Government Operation" that it has a timeliness in that it is together. In addition, since there are not many researches related to In-Flight Security Officer, this study also has another contribution as a basic study of the researchers in the aviation security aircraft in the future.

  • Ubiquitous is a Latin-derived word meaning "to exist at any time and place" like water or air. In computing, the word "ubiquitous" indicates an environment in which users have access to networks without any limitation regarding computer networks or places. Important issues in building Ubiquitous Korea (U-Korea) are the social problems appearing with a rapid increase in the old age population. Nowadays, with the rise of the nuclear family, the increase in the number of elderly people living alone, and the change in the status of women, both wives and husbands are employed outside the home, and the relatives who would be responsible for supporting the elderly sometimes are on long or short business trips, and it happens that old people can't be looked after. Therefore the government developed a wireless paging system for the sick, disabled, old and weak so that when an emergency happens, by just simply dialing 119, an emergency aid center could take prompt action. However, the present wireless paging systems composing the under-layer of the emergency aid information system have some problems, such as, a lack of reliability, problems among terminals, mobile transmitters and receiving terminals, the users' refusal to admit the need for the system and poor operational skills, administrators' perfunctory management and checks, etc. On account of these problems, the system efficiency has degraded and therefore a system upgrade is necessary. In this paper, we attempt to evaluate the newly implemented SAFE119 system, a new wireless paging system seeking to correct the problems of the current system.
