An Operational Analysis of Denfense Expenditures (국방비의 O.R.적 분석)

  • The recent issue on the withdrawal of U.S. Forces from Korea Suggests an Urgency of Self Defense of Korea. The expected huge defense budget and her armed forces create a need for an operational analysis. It is shown through a statistical analysis what some of the opportunity costs of defense spending have been. Some evidences about what some of the economy sacrifice if defense spending rises have been analyzed to provide executive departments with a quantitative basis for decisions. The Korea-U.S. alliance is discussed in view of the developmental effects of U.S. aids and deterrent effects of U.S.F.K.

A Study on the Institutional Barriers in the Defense Trade between Korea and U.S. (대미 방산 수출의 제도적 장벽에 관한 연구)

  • There has been a adverse balance between Korea and U.S. in defense trade. This paper investigates the current status of the defense trade imbalance in terms of numerical values, and also analyzes the institutionalized barriers to Korea defense exporters imposed by laws and regulations. It is found that the amount of Korea defense import is several tenfold that of the export to U.S. in 2011. The barriers are analyzed to be the american laws and regulations. The buy american act is applied to the U.S government procurements and the Berry amendment is applied to the defense procurements. These two laws has been implemented by the defense federal acquisition regulation which allows U.S. Dept. of Defense to buy only american products. To overcome the barriers, Korea ought to sign a defense MOU with U.S., so that the buy american act and the Berry amendment can be waived.

  • The United States is constructing Missile Defense System to defend from elevated ballistic missile threat of Russia, China and North Korea. U.S. MD system is consists of IAMD concept by MDA centralized, and U.S. Navy takes charge detection, tracking and intercepting on the sea. In this paper, it is reported that concept, current state and plan of U.S. Navy Aegis Ballistic Missile Defense.

  • This article is focused how the maritime strategy between continental powered country(the Soviet, the China) and maritime powered country(the U.S.) interact with attack and defense theory. We will know, what is the maritime strategy that the U.S. of military superiority has pursued with the point of view of attack, on the other hand, relatively what is the maritime strategy that the Soviet-Sino of military inferiority has pursued with the point of view of defense. In cold war, the Soviet has counteracted to 'blue belt defense' in active defense as to the U.S. 'sea strike' and in post cold war, the China counteract to 'A2/AD' as to the U.S. 'Air-Sea Battle'. The difference between the Soviet-Sino maritime strategy is that the China has emerged the second an economic power and their leadership has a strong's will to strengthen their navy's power. although the U.S. declare the pivot to Asia, the influence on Asia of the U.S. tend to decrease because of sequest. therefore, the China will seek to the more active defense beyond the first island chain. Meanwhile, the U.S. has reinforced of 'hub and spoke strategy' to solidify the U.S. formal allies to band together regional powers and to overcome the A2/AD challenge, the U.S. has been developed that the Air-Sea Battle concept meshes with Washington's 'rebalancing' policy toward the Asia-Pacific as its vital missions to safeguard core island or semi-island allies-namely, Korea and Japan-and crucial sea lanes of communication in the region are conducted mostly from or over the sea.

  • On February 12, 2019, the U.S. Department of Defense newly established and announced the "Defense AI Strategy" to accelerate the use of artificial intelligence (AI) technology for military purposes. As China and Russia invested heavily in AI for military purposes, the U.S. was concerned that it could eventually lose its advantage in AI technology to China and Russia. In response, China and Russia, which are hostile countries, and especially China, are speeding up the development of new military theories related to the overall construction and operation of the Chinese military based on AI. With the rapid development of AI technology, major advanced countries such as the U.S. and China are actively researching the application of AI technology, but most existing studies do not address the special topic of defense. Fortunately, the "Future Defense 2030 Technology Strategy" classified AI technology fields from a defense perspective and analyzed advanced overseas cases to present a roadmap in detail, but it has limitations in comparing private technology-oriented benchmarking and AI technology's maturity level. Therefore, this study tried to overcome the limitations of the "Future Defense 2030 Technology Strategy" by comparing and analyzing Chinese and U.S. military research cases and evaluating the maturity level of military use of AI technology, not AI technology itself.

  • 최근 RFID(Radio Frequency Identification)이 기술의 비약적인 발전과 확산으로 관심이 집중되고 있으며, 특히 군에서는 RFID를 활용하여 탄약관리체계, 공군 F-15K 자산관리체계 시범사업을 실시한 바 있고, 2007년부터는 국방부와 정보통신부 협약에 의해 U-Defense 구현의 일환으로 U-Army 실험사업을 추진 중에 있다. 이처럼 군에서 RFID 기술은 다양한 분야에서 활용된다. 그러나 최근 연구에서 RFID가 공격에 취약한 것으로 증명되었다. 이 논문에서는 군에서의 RFID 활용사례와 RFID 공격방법과 대책, 그리고 군에서 RFID 기술을 활용함에 있어 적 위험분석과 대책을 설명한다. 논문의 목적은 U-Defense 구현의 핵심인 RFID 기술의 적 위협들을 인식하고 대응책을 제시하기 위함이다.
