Recently, damage to waterside structures, such as bridges or retaining walls, is increasing due to typhoons, flooding, aging, etc. In such cases, the damage is not limited to the structures themselves, but can include effects on a wider scale, such as the suspension of and restriction of access to the facilities, human injury, economic loss, etc. To preclude such damage, recovery methods suitable for the particular field circumstances should be applied when damage occurs. By enforcing prompt repairs, the material and human damage and losses that can occur can be minimized. Since the impact of losses caused by damage and disaster increases with the elapse of time, emergency recovery is even more important. In the emergency recovery process, appropriate repair and reinforcement is crucial. In the present study, the derivation scenarios of the emergency recovery method were applied to some field recovery cases, and their applicability was verified by comparison with the recovery methods actually used. It is expected that the results of this study will be useful for practical application, by suggesting more appropriate recovery methods.

Landslides occur frequently due to the effects of heavy rainfall and typhoons caused by climate change. Erosion control measures are needed to effectively prevent landslide damage. In order to improve their efficiency, it is necessary to quantitatively measure the sediment discharge from the mountain stream. In this study, a load cell sensor was installed in a mountain stream and the measured values were compared according to the applicability and load test type in the mountain stream. The result of the load test showed that the effect of the loading type (load test 1, 2) was low at average (loadings) of 0.4kgf and 0.6kgf at sites 1 and 2, respectively. The load factor was also derived by regression analysis to increase the accuracy of the measured values. According to the results of the load factor (normalized) to the load-cell measurement value, the output value increased by 14.8% and 24.6% in sites 1 and 2, respectively, and was calculated to be similar to the reference value. The load cell sensor enabled us to quantitatively estimate the amount of sediment discharge in the mountain stream through time series analysis with the water level and rainfall information. If the monitoring is carried out for a long time, it can be used to find the sediment discharge mechanism for the mountain stream. In addition, applying sensors such as load-cells to a mountain stream is expected to contribute to the development of related industries, such as the manufacturing of measurement sensors.

The purpose of this study is to examine the characteristics of disaster associated with typhoon passed through the sea areas excluding the South Sea around the Korean Peninsula. First, Korean peninsula-affecting typhoons were divided into their track patterns of passing through the Korean West Sea and East Sea based on typhoon data from 1951 to 2006 provided by Regional Specialized Meteorological Center(RSMC)-Tokyo. Then, annual and monthly frequency and intensity of typhoon in each pattern was examined. In particular, typhoon related damages during the period of 1973 to 2006 were analyzed in each case. Results showed that since early 1970, in the West Sea case, typhoon becomes weaker without significant change in frequency, while in the East Sea case, it becomes stronger with an increasing trend. It is also found that the high amount of typhoon damage results from the submergence of houses and farmlands in the East Sea case, while it is due to the breakdown of houses, ships, roads and bridges in the West Sea case. In addition, it is revealed from the analysis of rainfall and maximum wind speed data associated with typhoon disasters that the main cause of occurring typhoon disasters seem to be qualitatively related to strong wind in the West Sea case and heavy rainfall in the East Sea case.
To elucidate the origin and patterns of establishment of insular plants on Ulleungdo Island, maternally inherited chloroplast DNA, which is useful for tracing seed movements, was used. Fagus multinervis, an endemic species that dominated broadleaf deciduous forests on Ulleungdo Island, is an excellent model for such a study. To understand the diversity and spatial distribution of the chloroplast haplotypes of F. multinervis, nucleotide sequences of the psbA-trnH region were determined from 144 individuals sampled throughout the island. Results of a phylogenetic analysis of the region with close relatives of F. multinervis suggest that F. multinervis is sister to a clade of F. japonica and F. engleriana. No haplotype variation was found within F. multinervis. This remarkably low cpDNA haplotype diversity is in contrast to the findings of previous allozyme studies of F. multinervis populations that showed high genetic diversity on Ulleungdo Island. Repeated colonization during the early stage of establishment via birds that migrated from a source area where the F. multinervis cpDNA haplotype was geographically structured may have resulted in the observed pattern of haplotype diversity. Alternatively, long-distance dispersal of seeds of the progenitor of F. multinervis via birds or typhoons to Ulleungdo may have been a single event, whereas the immigration of pollen from the mainland likely occurred frequently. Comparative phylogeographic studies of other species endemic to Ulleungdo Island and their close relatives on the neighboring mainland are necessary for a more complete understanding of the evolution of the island's native species.

In recent, the series of extreme storm events were occurred by those continuous typhoons and the severe flood damages due to the loss of life and the destruction of property were involved. In this study, we call Mega flood for the Extreme flood occurred by these successive storm events and so we can have a hypothetical Mega flood by assuming that a extreme event can be successively occurred with a certain time interval. Inter Event Time Definition (IETD) method was used to determine the time interval between continuous events in order to simulate Mega flood. Therefore, the continuous extreme rainfall events are determined with IETD then Mega flood is simulated by the consecutive events : (1) consecutive occurrence of two historical extreme events, (2) consecutive occurrence of two design events obtained by the frequency analysis based on the historical data. We have shown that Mega floods by continuous extreme rainfall events were increased by 6-17% when we compared to typical flood by a single event. We can expect that flood damage caused by Mega flood leads to much greater than damage driven by a single rainfall event. The second increase in the flood caused by heavy rain is not much compared to the first flood caused by heavy rain. But Continuous heavy rain brings the two times of flood damage. Therefore, flood damage caused by the virtual Mega flood of is judged to be very large. Here we used the hypothetical rainfall events which can occur Mega floods and this could be used for preparing for unexpected flood disaster by simulating Mega floods defined in this study.

As beaches throughout Korea have suffered great losses of sand due to artificial developments and meteorological phenomena, particularly typhoons, it is necessary to monitor beaches that are prone to erosion continuously, establish and enforce a comprehensive plan to attack coastal erosion with the object of the long-term management. However, debates and temporary measures, not based on accurate coastal zone surveys and analyses, have been established up to now. Therefore, with Haeundae sand beach as a case study, we proposed methods to collect accurate spatial data of the coastline and the sand beach through GPS survey. And we detected and analyzed topographic changes resulting from Typhoon Nabi quantitatively and qualitatively, by using GIS technique. Results showed a mean elevation of 1.95 m, a total area of 53,441 $m^2$, and a total volume of 104,639 $m^3$ after Typhoon Nabi. Mean elevation rose 0.06 m between the pre- and the post-typhoon surveys by a protective shore wall. However, strong winds and north-northeast surges brought by the typhoon caused erosion of the area and the volume, by 3,096 $m^2$ and 2,320 $m^3$. Accurate spatial databases of coastal zones based on integrated GPS GIS techniques and quantitative and qualitative analyses of topographical changes will help Korea develop systematic and effective countermeasures against coastal erosion.

Seventy percent of Korea's national territory is covered with mountains, and the land is frequently exposed to typhoons and localized torrential downpours, particularly in July through September. For this reason, slope failure is one of the most frequent types of natural disasters in Korea. To prevent the damage caused by slope failure, the Korean government, academia and industry have strived together to develop and install a wired system for monitoring slope failures. However, conventional wired monitoring systems have been reported to have limitations, such as possible system errors caused by lightning, and the difficulties of restoration and management of the systems. To solve these problems, this research suggests a USN-based monitoring system for slope failures. First, the trend of slope measurement and USN technology was analyzed, and then the current status of damage caused by slope failures in Korea was reviewed. Next, a USN-based monitoring scenario for slope failures, incorporating both USN and slope monitoring technique, was developed. Finally, sensors were decided based on the developed scenario. It is expected that the results of this study will be utilized as fundamental data for the development of monitoring prototype systems for slope failures in the future. The development of the USN-based monitoring system for slope failures and its application in the field will also ultimately contribute to the prevention of slope failures and the minimization of related damage.
This study has developed the index for diagnosis on possibility that typhoons (TYs) affect Korea. This index is closely related to the strength of the western North Pacific high (WNPH), which is calculated as a difference in meridional wind between at the highest correlation area (around Korea) and at the lowest correlation area (sea southeast of Japan) through a correlation analysis between TC frequency that affects Korea and 500 hPa meridional wind. In low frequency years that selected from Korea affecting TC index, anomalous northeasterly is strengthened from Korea to the South China Sea because the center of anomalous anticyclonic circulation is located to northwest of Korea. Thus, TCs tend to move westward from the sea east of the Philippines to the mainland China. On the other hand, in high frequency years, anomalous southwesterly serves as steering flow that more TCs move toward Korea because the center of anomalous anticyclonic circulation is located to sea east of Japan. Consequently, this study suggests that if this index is calculated using real time 500 hPa meridional winds that forecasted by dynamic models during the movement of TCs, the possibility that TCs approach Korea can be diagnosed in real time.

Globally, various disasters such as typhoons, floods, earthquakes, fires, explosions have caused work to be halted. If there is a large-scale disaster at public institutions in charge of major national affairs and their works are interrupted, not only will there be property damage, but there will also lead to a decline in national credibility and direct and indirect impacts on the people. Therefore, it is necessary to ensure continuity of operation by minimizing the interruption period of critical operations due to disasters. Overseas advanced countries such as the United States and Japan developed guidelines for Continuity of Operation (COOP) to prevent unexpected work disruptions caused by disasters. Recognizing the necessity of COOP in South Korea, a relevant law has been newly established in 「the Framework Act on the Management of Disasters and Safety」 to enable public institutions to establish the COOP in response to this situation. In this study, the definition, the necessity and overseas cases of COOP were investigated and described. Using the templates developed by these results, operational impact analysis, risk assessment, operational continuity strategies and operational continuity procedures were applied to "A" City Hall in Gyeonggi-do province and those results were described. The objective of this study is to substantially contribute to the introduction of COOP to local governments through their pilot application and implications of COOP.
BACKGROUND: The fruit quality and flowering characteristics of Kiwifruit (A. deliciosa cv. Hayward) in the following year is known to be affected by the extent and timing of defoliation of the current year. In korea, the production of kiwi, which is a perennial, straggling deciduous warm-temperate fruit, is often restricted by wind damage due to typhoons resulting to defoliation at the middle season of its growing period. In this paper, we report the effect of the different timing of defoliation and severities at the current season to the kiwifruit quality. METHODS AND RESULTS: Twenty seven-year-old 'Hayward' trees grown under polyethylene film rain-shelter were defoliated in different days from August to September at seven day-intervals. In each day, 0, 25, 50, 75 and 100% of leaves were removed from the trees. Fruits from each treatment were classified into four floating types (L: lying in bottom, S: standing on bottom, F: floating and SF: floating at the surface of water) by submerging them into tap water. Defoliation of kiwifruit trees in August and September caused air holes in locules of inner pericarp. Increased number of air hole in locules of a fruit was observed in floating types F and SF, and most of the air holes were located in stem end. The defoliation of trees in August significantly reduced the ratio of L-floating type fruits, which have the least number of locule air holes. The extent of defoliation also affected the distribution of the four types, the more leaves removed, the less L-floating type fruits harvested. The weight of fruits from trees defoliated in August was lower than that of fruits from September. Soluble solids content decreased as the number of locule air holes increased. Negative correlations were observed between the extent of defoliation and the weight and soluble solids content of fruits. CONCLUSION: Early defoliation effect on kiwifruit locule air hole occurrence and fruit quality were more severe in August than in September. And also if the defoliation severity is over 25%, severe fruit quality reduction expected to happen due to increase of fruit locule air hole in the inner pericarp.
