Purpose: The purpose of this study is to create a checklist for each type of disaster and to suggest a method for establishing an appropriate response system and making accurate and rapid decision-making. Method: In order to derive checklist factors, previous case analyses (Tropical Storm Rusa (2002), Typhoon Maemi (2003), and Typhoon Chaba (2016) were conducted for typhoon disaster. Grouping was conducted to derive checklist factors by analyzing general status (climate and weather) information and characteristics by case. Result: The case study was divided into national level and county level. In terms of national unit, eight forecasts were included: weather forecast, typhoon landing status, typhoon intensity, typhoon radius, central pressure, heavy rain conditions, movement speed, and route. Local governments should reflect regional characteristics, focusing on the presence or absence of similar typhoons (paths) in the past, typhoon landing time, regional characteristics, population density, prior disaster recovery, recent disaster occurrence history, secondary damage, forecast warning system. A total of eight items were derived. Conclusion: In the event of a disaster, decision making will be faster if the checklist proposed in this study is used and applied. In addition, it can be used as the basic data for disaster planners' response plans in case of disasters, and it is expected to be a more clear and quick disaster preparedness and response because it reflects local characteristics.

In this study, we estimated the PMP(Probable Maximum Precipitation) and its transition in case of the typhoon Rusa which happened the biggest damage of all typhoons in the Korea. Specially, we analysed the moisture maximizing rate under the consideration of meteorological condition based on the orographic property when it hits in Gangneung region. The PMP is calculated by the rate of the maximum persisting 12 hours 1000 hPa dew points and representative persisting 12 hours 1000 hPa dew point. The former is influenced by the moisture inflow regions. These regions are determined by the surface wind direction, 850 hPa moisture flux and streamline, which are the critically different aspects compared to that of previous study. The latter is calculated using statistics program (FARD2002) provided by NIDP(National Institute for Disaster Prevention). In this program, the dew point is calculated by reappearance period 50-year frequency analysis from 5% of the level of significant when probability distribution type is applied extreme type I (Gumbel distribution) and parameter estimation method is used the Moment method. So this study indicated for small basin$(3.76km^2)$ the difference the PMP through new method and through existing result of established storm transposition and DAD(Depth-Area-Duration). Consequently, the moisture maximizing rate is calculated in the moisture inflow regions determined by meteorological fields is higher $0.20{\sim}0.40$ range than that of previous study. And the precipitation is increased $16{\sim}31%$ when this rate is applied for calculation.

The purpose of this study is development of bridge design guidelines in Kangwondo mountain area. Much damages heve been wrought by Typhoon Rusa(2002), Maemi(2003), Ewinniar(2006) and severe rain storm in July 2006 in Kangwondo mountain area. The partial cause of these much damages are not consider the regional and geomorphologic condition of river in Kangwondo mountain area. Most of the bridge damages were caused by severe wash out the foundation of pier and abutment. As other reasons, dead trees, branches of the trees and floating materials were catched by pier and deck which make difficult or cut off the flow. Design guidelines are presented by analysis the types and reasons of damages of the disaster.

In recent years in Korea, Typhoon Rusa (2002), Typhoon Maemi (2003), and the localized extreme rainfall followed by Typhoon Ewiniar in 2006 devastated residential areas, roads, and agricultural lands in Gangwon province where 90% of the area is in mountainous regions. Most of the economic losses and casualties were concentrated in the area near the mountain valleys and creeks due to the floods and debris flows. In this study, DATABASE, which includes a total 180 debris flow events in the Gangwon area, was created by collecting the hazard records and field investigations of existing debris flow sites. Analysis results showed that the most of the debris flows in Gangwon province initiated from the small slope failure with relatively steep slope of $18.1^{\circ}$. And they flowed short distances about 420 m in gentle slope with the average angle of $18.1^{\circ}$. In addition, rainfall condition was important for the triggering of debris flow not only at the day of debris flow but also extended period of rainfall before debris flow.

The extreme weather events have increased around the world this century. One of the main reasons of frequent occurrence is the change of atmospheric circulation by El nino. also Korea Peninsular is not exception. The 97 % of death toll and 89 % of property loss of total are related with extreme-weather events for the last 10 years. for example the heavy rainfall (1998-4999) and Typhoon Rusa and Mamie. In spite of the percent of death toll by extreme-weather disaster is increasing and the total population is growing. but the number of death toll from natural disasters is decreasing. It shows that the loss of property and life can be minimize by preparing the proper disaster prevention measures. In this paper, The statistical properties of ocean waves in the sea area of Hong-do, Korea are examined based on 1998-2002's wave data from a directional wave buoy. Wave data aquisition rate, mean wave heights, frequency of wave direction are summarized. Wave height and period scatter diagrams and n-years return period wave heights are estimated. Wave periods of maximum wave heights are also estimated. Large amplitude wave characteristics during the typhoon Prapiroon in 2000, Rusa in 2002 are also examined.

본 연구에서는 저수지 붕괴에 대한 하류부 홍수추적을 단순하도와 실제하도의 구분하여 적용하였다. 먼저 단순하도에 대해서는 1차원 동역학적 모형인 DAMBRK 모형과 HEC-RAS 모형을 적용하여 결과를 비교해 보았으며, 실제하도에 대해서는 2002년 태풍 루사에 의해 붕괴된 남대천 유역의 장현 및 동막저수지의 실제 붕괴양상에 대하여 DAMBRK 모형을 이용하여 홍수범람해석을 수행하였다. 태풍 루사시의 저수지 유입량 자료와 붕괴 형상자료를 이용하여 실제 붕괴상황을 재현함으로써, 붕괴유출수문곡선을 유도하고 하류부에 대한 홍수량의 감쇠특성과 지점별 홍수위 변동특성을 해석하였으며, 지점별 유량수문곡선, 최고홍수량, 그리고, 치고수위 등의 모의결과를 나타내었다. 그리고 분석된 결과를 토대로 현장에서 실제 조사된 홍수범위와 침수위와의 검증을 실시하였으며, 최대 홍수범람도를 GIS를 이용하여 2차원 및 3차원의 형태로 가시화하였다.

본 연구의 목적은 자연재해나 인위재해로 인한 시설물 피해가 초래하는 경제적 영향을 분석할 수 있는 재해영향평가모형을 개발하고, 2002년도에 발생한 태풍 루사를 연구사례로 하여 본 연구에서 개발한 평가모형의 적용가능성을 살펴보는 것이다. 본 연구에서는 태풍 루사로 인한 시설물 피해가 초래하는 경제적 영향을 평가하기 위해서 경제분석모형인 다지역 투입산출모형(MRIO model)을 적용하여 서울시, 인천시, 경기도와 수도원외지역의 수해피해 영향을 분석하였다. 본 연구방법을 적용하여 지역별 산업별 경제피해영향을 분석한 결과 직간접 수해피해는 총 15조 4천 5백 2십 4억원이고, 고용손실영향은 총 265,476인으로 나타났으며 수도권외지역의 비중이 각각 88,8%와 88.1%를 차지하여 지방경제의 피해가 상당한 것으로 나타났다. 또한 복구비를 투자하였을 경우 총 21조 5천 9백 5십 7억원의 경제파급효과와 412,110인의 고용창출효과가 발생하고, 특히 수도권외지역에서 투자파급효과의 89.3%와 고용창출효과의 89.5%를 차지하여 지방경제 활성화에 크게 기여하는 것으로 분석되었다.

Failure occurred slope, due to typhoon 'Rusa' and 'Maemi' last two years, was studied to evaluate the slope failure characteristics. There're three types of the slope in this study, ie. soil slope, rock slope, mixed slope. Statistical analysis was used to estimate the relation between slope type and failure mode. Among the failure occurred slope, soil slope & mixed slope are dominant at the ratio of 33%, 44% respectively. We conclude that soil slope & mixed slope have more higher risk than rock slope during heavy rainfall.
Land cover change has been recognized as one of the most important factors influencing the occurrence of rainfall-triggered landslides. Satellite remote sensing provides detailed information regarding the spatial distribution and extent of land cover/use changes. This study describes the land cover changes in Nagasaki City, Japan and Kangnung City, South Korea. The former has been suffered from rainfall-triggered disasters for long term and latter was damaged by Typhoon Rusa in 2002. The results obtained from both study areas clearly show that land cover changes have occurred in the last decade as a result of both natural forces and human activities.
