And I will concretely suggest that this proposal is composed with economical creating employment and incoming. The reactivation for Art &Culture Content Space in Yeongwol will build up social and cultural influences to this region to get a new modern cultural images and improvement of common life of regional people by and large. In the way of the process to globalization, this reactivation project for Art &Culture Content Space in Yeongwol should go on the base of regional culture background as a mean of glocalization paradigm strategically. Ahead of developing model for globalization in macroscopic view point, we have to research the demend of reginal situation of cultural content and build up its own strength points. A gyratory compactor was developed to reflect the field compaction roller, which is commonly used in road construction. Unlike the compaction of the proctor using a conventional impact load, the gyratory compactor simulated the field roller compaction characteristics using the compressive force by the roller weight and the shear force through the rotation of a roller. The purpose of this study was to evaluate the shear stress and density change characteristics during compaction, which are difficult to obtain in the existing compaction process of the proctor, and to utilize it as a basic data for road design. The compaction characteristics of sand and subgrade soils were also analyzed and evaluated using the gyratory compactor. The compaction characteristics obtained using the gyratory compaction are basically the number of gyrations, height of the specimen, compaction density, void ratio, degree of saturation, and shear stress. As the number of gyrations increased, the height of the specimen decreased, the compaction density increased, the void ratio decreased, the degree of saturation increased, and the shear stress tended to increase. The shear stress of the compacted specimens started at 200 kPa in the initial stage of compaction and increased to approximately 330 to 350 kPa at 50 gyrations. The compaction density, degree of saturation and shear stress tended to increase with increasing water content in the same specimens. Compaction using turning compaction has the advantage of measuring the physical properties required for road design, such as density and shear stress, so that more engineering road design will be possible if it is reflected in road design.
The purpose of this study is to examine a direction for contents choice and transmission strategies of radio literature reading programs. For this, 129 picturebook contents used for EBS program of "children books for adults" in recent 6 months were collected and analyzed quantitatively and qualitatively based on Nicholajeva's societal and aesthetic approach. In terms of external literary elements, there were unequal distribution of published period, nation, company and genre. In terms of literary inner factors, they were excellently reflecting the stream and the tendency of modern children literature. Finally, in the process of turning visual texts into auditory texts, the program used diverse auditory transmission strategies. Based on these results, it is suggested that this program need to take into account reforming the contents selection practice to provide abundant literary experience for listeners and sophisticating the transmission effects adapted for a digital era.
Disaster is when, where, and how uncertainties, which might occur. Thus, for disaster response and management at the national and local governments have been made. Korea has established the Disaster and Safety Management Basic Act. Disaster Management has been made at the national level which is to prevent disasters and countries in order to protect citizens from harm and dangerous. Korean Disaster management system is well equipped with advanced countries. The Organization of national and local government are well-maintained substantially for the disaster activities and step-by-step manuals activities. Despite that uncertainty, due to the nature of the disaster, while infrequent, causing large-scale tragedy. Minimize the damage of the disaster as a disaster management efforts are needed. Normally a real disaster, a disaster situation, efforts are to be utilized efficiently, the effectiveness of the system will appear. But while the number of large-scale disasters, including the sinking of Sewol this time for the government and local governments see the response process, the system did not work and the manual existed in the cabinet. There was no Prevention and preparation activities, there was no integrated organization for the response management with expertise in the professional staff. Whenever a large disaster raised repeatedly as a problem, but there was a substantial change in formal but no improvement. It will not reduce the damage if the disaster management is not prepared for a revolutionary turning point.
The problem of wheel tread defects has become a major challenge for the health management of high-speed rail as a wheel defect with small radius deviation may suffice to give rise to severe damage on both the train bogie components and the track structure when a train runs at high speeds. It is thus highly desirable to detect the defects soon after their occurrences and then conduct wheel turning for the defective wheelsets. Online wheel condition monitoring using wheel impact load detector (WILD) can be an effective solution, since it can assess the wheel condition and detect potential defects during train passage. This study aims to develop an FBG-based track-side wheel condition monitoring method for the detection of wheel tread defects. The track-side sensing system uses two FBG strain gauge arrays mounted on the rail foot, measuring the dynamic strains of the paired rails excited by passing wheelsets. Each FBG array has a length of about 3 m, slightly longer than the wheel circumference to ensure a full coverage for the detection of any potential defect on the tread. A defect detection algorithm is developed for using the online-monitored rail responses to identify the potential wheel tread defects. This algorithm consists of three steps: 1) strain data pre-processing by using a data smoothing technique to remove the trends; 2) diagnosis of novel responses by outlier analysis for the normalized data; and 3) local defect identification by a refined analysis on the novel responses extracted in Step 2. To verify the proposed method, a field test was conducted using a test train incorporating defective wheels. The train ran at different speeds on an instrumented track with the purpose of wheel condition monitoring. By using the proposed method to process the monitoring data, all the defects were identified and the results agreed well with those from the static inspection of the wheelsets in the depot. A comparison is also drawn for the detection accuracy under different running speeds of the test train, and the results show that the proposed method can achieve a satisfactory accuracy in wheel defect detection when the train runs at a speed higher than 30 kph. Some minor defects with a depth of 0.05 mm~0.06 mm are also successfully detected.
It is well accepted that modem emulsion explosives are intrinsically much less sensitive than traditional products such as dynamites or black powder. However, they have still been involved in a significant number of accidental explosions. In October 1975, Canadian Research, Limited's, Energetic Research Laboratory in Quebec exploded. Although explanations for the incident varied, one logical explanation was that the pump used in transporting the emulsion dead headed, thereby turning mechanical work in to frictional heating under a zero flow rate. There is a minimum pressure required for combustion(MBP) to propagate in emulsion explosives. A stable deflagration may lead to a deflagration-to-detonation transition(DDT) in emulsion explosives. Tests were also performed on sensitized sampled consisting of 6 to 21% waters as well as 1 to 11% aluminium powder. It was founded the emulsion explosives consisting of 6% waters had the lowest minimum homing pressure(MBP) of 3 bar, and the 21% waters were unable to achieve sustained homing at pressures as high as 100 bar. The aluminium contained explosives tested here displayed a MBP higher than that of without emulsion. It appears that this test may offer a firm ground for the classification of emulsion explosives in view of the regulating the hazards associated with the various process used for their manufacturing and transport.
'The Joobang' is a cooking book written purely in Korean which came from a Mr. Lee. It is unknown when and by whom this book was written, but it is inferred from red pepper mentioned in this book and from Korean-writting type that the book was written around in the mid-nineteenth century. The contents of 'the Joobang' consist of thirty seven items in all : sixteen items of rice alcoholics, five side dishes, eleven Tucks(rice cakes) and Guaja(cookies) and five processed materials. Cereals for making rice alcoholics were regular rice and sticky rice. In the first brew, rice alcoholics is made all from regular rice, and in the second brew, fifty six percent of regular rice and forty four percent of sticky rice was made use of. For five items of alcoholics forming 31.3% of alcoholics, flour was added, in which case the proportion of leaven to cereals was lower. There were four types of processing cereals in brewing rice alcoholics Jee-ae-bop(steamed rice, 60.9%), thick gruel with cereals ground and completely cooked(8.7%), thick gruel with cereals ground and half cooked (26.1%) and GooMung Tuck(doughnut-shaped rice cake, 4.3%). The Kims' Joobangmoon and The Lee's Umsikbup) showed us the following facts ; Yihwajoo (rice alcoholics brewed around the blooming time of pear trees) and Kwahajoo(rice alcoholics which passed the summed time) were most often introduced and commonest, and the materials for brewing and the types of processing little changed over times. The materials for side dishes were all animal food, and vegetable food was little used for side dishes. Red pepper was used for seasoning. It is a problem of Korean traditional cooking that there were no units of measuring for side dishes. The main materials for Tuck(rice cakes) and Guaja(cookies) were sticky rice, regular rice and honey. There was a variety of terms for the process, from which we can see that the procedures of making Tuck(rice cakes) and Guaja(cookies) were very complicate. Processed materials were chiefly made of sticky rice and the material of firewood(oak trees) and the strength of fire(fire burning vigorously and fire turning to ashes) were described.

A novel post-linearization technique is proposed for CMOS cascode low noise amplifier (LNA). The technique uses dual common gate FETs one of which delivers the linear currents to a load and the other one sinks the $3^{rd}$ order intermodulation currents of output currents from the common source FET. Selective current branching can be implemented in $0.18{\mu}m$ CMOS process by using a thick oxide FET as an IM3 sinker with a normal FET as a linear current buffer. A differential LNA adopting this technique is designed at 2.14GHz. The measurement results show 11dBm IIP3, 15.5dB power gain and 2.85dB noise figure consuming 12.4mA from 1.8V power supply. Compared with the LNA with turning off the IM3 sinker, the proposed technique improves the IIP3 by 7.5 dB.

The leadership has to be digital leadership with digital competence that can direct vision of digital national defense and carry out the policy. A leader who ha s digital leadership can lead the digital society. The ultimate key to construct digital government, digital corporate and digital citizen depends on digital leader with digital mind. To be more specific, digital leadership has network leadership, next generation leadership, knowledge driven management leadership, innovation oriented leadership. A leader with this kind of leadership is the real person with digital leadership. From now on, to rise this, we have to build up human resource development strategy and develop educational training program.
