교통기획예산제도(TPBS) 도입방안에 관한 연구 (A Studyon Implementation of TPBS (Transportation-planning Programming Budgeting System))

  • The budget management in Korea is one-year budget system which is just following int he steps of last years budget plan. This system towards traditional item-by-item and restriction-centered budget system. The budget distribution without establishing and considering rational policy goals and directions have brought inefficient resource allocations. In order to promote the implementation of transportation planning, there are some alternatives like introduction of top-down planning system preparing for the provincial self-government era. In this study, the most efficient alternatives to promote the existing management system is referring by foreign countries transportation planning examples(BVWP system in Germany). First of all, mid-long term transportation and budget planning should be established and then make decisions of resource availability and allocation. In order to provide ration budget planning, introduction of Transportation Planning Programming Budget System(TPBS) has been judged as one of the method of unifying the sysematic transportation improvement planning and budgeting. All transporation planning and related activites can not be expressed in quantity and due to the limitation of excessive cost of analyzing transportation planning and ranking priority, here after, the continuous study to minimize the evaluation cost and introduction of TPBS should be done.

하이브리드 다중 Hub-and-Spoke 차량 경로 계획 모형 : 현대모비스 자동차 보수용 부품 사내 운송 계획 최적화를 중심으로 (Hybrid Multiple Hub-and-Spoke Vehicle Routing Model for Hyundai Mobis Automotive Service Parts Transportation Planning)

  • Hub-and-spoke transportation network is a powerful and useful network structure that takes full advantage of economies of scale on routes between hubs. In recent studies, the network structure is extended to hybrid hub-andspoke that allows direct transportation between spokes. In this study, we considered more extended network structure which is called hybrid multiple hub-and-spoke that has multiple hubs and allows direct transportation between spokes. We developed a mathematical optimization model for automotive service parts transportation planning under hybrid multiple hub-and-spoke network structure. The model suggests a long-term transportation route planning and a short-term vehicle assignment planning. The model is verified by simulation and validated in real world application to Hyundai Mobis automotive service parts transportation planning. From the simulation result, the model reduced the transportation cost about 24.7%, the total distance about 6.8% and the CO2 emissions about 8.8%. In real world application for 6 months from July to December 2010, the model reduced the transportation cost about 9.1% by changing the long-term transportation route without daily vehicle assignment planning.

  • As the number of high-rise building construction projects grows up, the subject of the transportation planning has become one of the grave issue. however important decision making are made by the experience of the a planner without the rational plans for information sharing. therefore, the purpose of this study is to suggest a plan of prefect information management not only for describing drafting process for transportation planning but also for systematizing information used in the procurement, transportation and construction phase to achieve these objectives, this study 1)analyzes the prior theory about transportation planning, 2)performs a case study of actual project to embody the problems of site management by analyzing the results of interviewing experts. In conclusion, the following factors are systematized : 1)the structure of drafting process for transportation planning, 2)the contents of information used in the procurement, transportation and construction phase, 3)the actual condition of code breakdown structure in transportation Planning phase. It is anticipated that the proposed methodology would be able to improve information management among the related engineers and accumulated data that might be used in similar construction projects in Korea.

유전 알고리듬을 이용한 물류시스템의 동적 수송계획 모형 (A Model of Dynamic Transportation Planning of the Distribution System Using Genetic Algorithm)

  • This paper addresses the transportation planning that is based on genetic algorithm for determining transportation time and transportation amount of minimizing cost of distribution system. The vehicle routing of minimizing the transportation distance of vehicle is determined. A distribution system is consisted of a distribution center and many retailers. The model is assumed that the time horizon is discrete and finite, and the demand of retailers is dynamic and deterministic. Products are transported from distribution center to retailers according to transportation planning. Cost factors are the transportation cost and the inventory cost, which transportation cost is proportional to transportation distance of vehicle when products are transported from distribution center to retailers, and inventory cost is proportional to inventory amounts of retailers. Transportation time to retailers is represented as a genetic string. The encoding of the solutions into binary strings is presented, as well as the genetic operators used by the algorithm. A mathematical model is developed. Genetic algorithm procedure is suggested, and a illustrative example is shown to explain the procedure.

우편운송망에서의 운송편 관리를 위한 교환/집중국망 상시조정시스템 개발 (Development of a Transportation Planning System for the Mail Transportation Network)

  • In this paper, we develop a transportation planning system for the mail transportation network, which consists of 25 mail centers and one mail exchange center. The main functions of the system are adjustment of transportation plan, creation of new transportation plan, and calculation of expected exchange mail volume which are transported through mail exchange center. We develop an adjusting algorithm which gives a new transportation plan by deleting, adding or changing the current routes. The algorithm based on the transportation results of current transportation plan and mail volume data. We design and implement a planning system by installing the algorithm as the planning engine. For the practical use, the system is connected to the information system of Korea Post, PostNet.

지역 교통계획과정의 개관 (AN OVERVIEW OF REGIONAL TRANSPORTATION PLANNING PROCESS)

  • 지역교통계획과정에서 중요한 요소의 하나는 교통계획과 실행을 위한 관할구역 판단에서의 일관성인데 각 관할기관이 그 관할구역의 범위 안에서만 교통시설에 대한 권한을 갖는다. 계획과정에서 그러한 일관성을 획득하기 위해서는 MPO들이 협력, 계속성, 종합의 3C(cooperation, continuing, cooperative)와 종합적이고 일관성 있는 교통계획과정(요구되긴 하나 연방정책이나 프로그램에 의해 꼭 제약받지는 않는)을 갖는 것이 필수 불가결하다. MPO들은 도시화 지역을 위한 교통계획과 프로그램을 개발하는데 있어 주와 지역도시들, 관계기관들과 협력적이어야 한다. 이 교통계획과정은 지역도시와 군들의 종합적으로 계획된 개발과 일관성 있는 계획과 프로그램들로 결과되어 진다. 이 협력적인 교통의사결정과정은 멤버인 관할기관이 그 자격을 위한 지역교통이슈와 계획교통개선을 하기 위한 포럼을 제공한다. 각 도시와 군의 레벨에서, 계획 부서의 교통계획가들이 지역자본시설계획(Capital Facility Plan, CFP)과 지역 교통개선프로그램(Transportation Improvement Program, TIP)을 통해 계획과정을 수행하는데 반해, 공공사업(Public Works)부서의 교통기술자들은 예측되는 혹은 예상되는 교통수요를 맞추는 시설을 설계하고 건설하는 일을 하도록 되어 있다. MPO 스태프들은 지역도시와 군들에 지역맥락과 연방정책 및 프로그램들의 가이드 내에서 종합적이고 일관성 있는 교통자료와 정보를 제공하도록 되어 있다. MPO들은 특히 지역교통수요분석과 예측에서 그러한 전문성이 없는 도시와 군들에 기술적 조력을 제공하도록 되어 있다. MPO의 지역교통계획에 대한 원칙과 가이드는 도시들, 군들, 다른 기관들의 참여(상향식 계획과정인 공공참여를 포함하여)에 의해 개발되어진다. 모든 참여자들은 지역교통 계획에서 지역 목적과 목표를 달성하기 위해 함께 일하게 된다.

Extraction of Some Transportation Reference Planning Indices using High-Resolution Remotely Sensed Imagery

  • Recently, spatial information technologies using remotely sensed imagery and functionality of GIS (Geographic Information Systems) have been widely utilized to various types of transportation-related applications. In this study, extraction programs of some practical indices, to be effectively used in transportation reference planning problem, were designed and implemented as prototyped extensions in GIS development environment: traffic flow estimation (TFL/TFB), urban rural index (URI), and accessibility index (AI). In TFL/TFB, user can obtain quantitative results on traffic flow estimation at link/block using high-resolution satellite imagery. Whereas, URI extension provides urban-rural characteristics related to road system, being considered one of important factors in transportation planning. Lastly, AI extension helps to obtain accessibility index between nodes of road segments and surrounding district areas touched or intersected with the road network system, and it also provides useful information for transportation planning problems. This approach is regarded as one of RS-T (Remote Sensing in Transportation), and it is expected to expand as new application of remotely sensed imagery.

Maritime Transportation Planning Support System for a Car Shipping Company

  • In order to achieve a sustainable competitive advantage in the expanding maritime transportation market, most shipping companies are making every effort to reduce transportation costs. Likewise, the car shipping companies, which carry more than 80% of total car import and export logistics volume, also do their utmost for transportation cost saving. Until now many researches have been made for efficient maritime transportation, but studies for car shipping companies have rarely been made. For this reason, this study has tried to develop a maritime transportation planning support system which can help to save logistics costs and increase a competitive power of car shipping companies. To this end, instead of manual effort to solve the routing problem of car carrier vessels, this study has used an integer programming model to make an optimal transportation planning at the minimum cost. Also in response to the frequent changes both in the car production schedule and ship's arrival schedule after the completion of transportation planning, this research has developed a decision support system of maritime transportation, so that users can easily modify their existing plans.

화물컨테이너 운송을 위한 시뮬레이티드 어닐링 기반의 차량경로계획 (Simulated Annealing Based Vehicle Routing Planning for Freight Container Transportation)

  • This paper addresses vehicle routing planning in freight container transportation systems where a number of loaded containers are to be delivered to their destination places. The system under consideration is static in that all transportation requirements are predetermined at the beginning of a planning horizon. A two-phased procedure is presented for freight container transportation. In the first phase, the optimal model is presented to determine optimal total time to perform given transportation requirements and the minimum of number of vehicles required. Based on the results from the optimal model, in the second phase, ASA(Accelerated Simulated Annealing) algorithm is presented to perform all transportation requirements with the least number of vehicles by improving initial vehicle routing planning constructed by greedy method. It is found that ASA algorithm has an excellent global searching ability through various experiments in comparison with existing methods.

접근성의 개념과 측정치 (Concepts and Measures of Accessibility)

  • The main purpose of this paper is to define the concepts and measures of accessibility used in various disciplines. To do this, a significant literature review was conducted particularly in fields of traffic engineering, transportation planning, urban economics, urban planning, and geography of transportation. The result indicates that each discipline uses the concept of accessibility in a slightly different perceptual framework and thus shows somewhat ambiguous definition. The result also indicates that accessibility should serve as a tool to integrate transportation planning into the other connected disciplines.
