An Analysis on the Spatio-temporal Heterogeneity of Real Transaction Price of Apartment in Seoul Using the Geostatistical Methods (공간통계기법을 이용한 서울시 아파트 실거래가 변인의 시공간적 이질성 분석)

  • This study focused on exploring real transaction price of apartment and spatial and temporal heterogeneity of the variables that influence real transaction price of apartment from the spatial and temporal perspective. As independent variables that are considered to influence real transaction price of apartment, transport, local characteristics, educational conditions, population, and economic characteristics were taken into account. Accordingly, the influence of independent variables and spatial distribution pattern were analyzed from the global and local aspects. The spatial and temporal changing patterns of real transaction price of apartment which is a dependent variable were analyzed. First, to establish an analysis model, OLS analysis and GWR analysis were conducted, and thereby more efficient and proper model was selected. Secondly, to find spatial and temporal heterogeneity of independent variables with the use of the selected GWR model, Local $R^2$ was used for local analysis. Thirdly, to look into spatial distribution of independent variables, kriging analysis was carried out. Therefore, based on the results, it is considered that it is possible to carry out more microscopic housing submarket analysis and lay the foundation for establishing a policy on real property.

Development of Handling Guidelines for the Safety and Health of Transporters of Hazardous Chemicals - Focusing on Safety Containers and Packaging for Delivery of Hazardous Chemicals Used for Reagents - (유해화학물질 운반자의 취급안전보건 관리를 고려한 취급기준 마련 - 유해화학물질 시약 등 택배 안전용기 및 포장기준을 중심으로 -)

  • Objectives: In this study, we analyzed the current state of delivery containers and packages and established handling guidelines to safely transport delivery containers and packages for use in research, testing, and examination reagents. Methods: Handling guidelines were revised in such categories as maintenance of the handling facilities, storage, loading and unloading, containers and packages, transportation, etc. In addition, we analyzed the current state of domestic sales for hazardous chemicals used for research, testing, and examination reagents, and investigated the handling guidelines related to delivery transportation in the USA, EU, and Japan by chemical property. Results: There are 6,160 companies selling hazardous chemicals. Among them, the 476 companies selling reagents for use in research, testing, and examination were investigated. Total amounts handled reached 425,000 tons, contributing to 0.2% of the total. For delivery transportation, internal containers and packaging was specified for chemical properties as follows: within 1 L for flammable gas, within 5 L for flammable liquid, and within 18 L for others. In addition, the maximum size of the outer package was set within 130 cm for total length, width, and height, and no dimension of the packaging could exceed 60 cm. Sixty-four hazardous chemicals with explosiveness or acute inhalation toxicity were prohibited for delivery transportation. Conclusion: Specified handling guidelines for inner and outer containers as well as packaging were regulated for delivery transportation of hazardous chemicals used for reagents. In addition, 64 hazardous chemicals were prohibited for delivery transportation. These are designed to prevent transportation accidents involving hazardous chemicals for reagents and thus protect the safety and health of transporters who handle hazardous chemicals.

  • The Purpose of this study was to assess the willingness to pay(WTP) for the new road construction plan(slip road of urban highway which was advertising extensively to reduce the time to the core of metropolitan area) on housing prices using contingent valuation method(CVM). And this study was an empirical study which was based on the consciousness of residents whose apartment was within the Suwon Si's new plan of 47th road construction zone. In this study, it was revealed that the resident's WTP for the plan of new road construction which was built on the neighborhood of apartment was within the 10 percent of housing prices that was similar to the standard declared price of MLTM(Ministry of Land, Transport and Maritime Affairs). And also revealed that the difference of sale prices of real estate company was 24 percent. The statistical assessment results show that both the resident's characteristic variables such as gender, incomes, size of apartment and the accessability variables such as distance to parks, schools, department stores, living facilities were positive effects on the prices of apartments significantly. Finally, the house has depreciated than that of MLTM and WTO since torpedoed the road construction plan. These results imply that, we have to take capital appreciation of the property into account due to road construction since the accessibility was very significantly positive internal effects on the apartment housing prices.

Anode Properties of TiO2 Nanotube for Lithium-Ion Batteries (리튬이온전지용 TiO2 나노튜브 음전극 특성)

  • In this review, the studies on the electrochemical properties of $TiO_2$ nanotube as an anode material of lithium-ion battery, which was prepared by an alkaline hydrothermal reaction and anneling process, were investigated andanalyzed in terms of charge-dischage characteristics. Up to date, a maximum discharge capacity of $338mAh\;g^{-1}$(x=1.01) was achieved by the nanotube with $TiO_2(B)$ phase, whereas the theoretical capacity of $TiO_2$ anode was $335mAh\;g^{-1}$(x=1) in the basis of $Li_xTiO_2$ as a product of electrochemical reaction between $TiO_2$ and lithium. This was due to fast lithium transport by a shortened diffusion path provided by controlling the nanostructure of $TiO_2$, because the self-diffusion of lithium was slow in a basis of its activation energy as 0.48 eV. Due to an excellent ion storage capabilities in both the surface and the bulk phase, the $TiO_2$ nanotube could be a promising active material as both an anode of lithium-ion battery and an electrode of capacitor with high-rate performances.

Foaming Properties and Flame Retardancy of the Foams Based on NBR/GTR Compounds (니트릴고무/타이어고무분말(GTR)를 이용한 발포체의 발포 및 난연 특성에 관한 연구)

  • The improvement of flame retardancy of the foams based on NBR/GTR compounds was conducted by formulating various materials i.e. NBR, GTR, inorganic and phosphorus containing flame retardants, foaming agent, cross-linking agent and activator. The foaming properties, morphology, smoke density and flame retardancy of the specimens were investigated using SEM, LOI tester, smoke density control system and cone calorimeter. The phosphorus containing flame retardant reduces heat release rate, increases the limiting oxygen index and a char formation. The inorganic flame retardant increases the limiting oxygen index and reduces heat release rate with an increased CO yield by char formation, and smoke suppressing effect. The formed char seemed to intercept the oxygen transport and heat transfer into the core area. When the composition ratios of the compounds of NBR/GTR were $100{\sim}80/0{\sim}20 wt.%$, and the ratios of the rubbers/flame retardants were $1/1.55{\sim}3.60 wt.%$, we could developed foams with low heat release rate, high limiting oxygen index($28.0{\sim}39.3$), closed or semi-closed cell of uniformity and reasonable expandability($225{\sim}250 %$).

Preparation and biological evaluation of 99mTc tricarbonyl cysteine (테크네슘-99엠 트리카보닐 시스테인의 제조 및 생물학적 특성 평가)

  • This paper describes the development of $^{99m}Tc$ tricarbonyl cysteine as potential renal function diagnostic radiopharmaceutical and evaluation of its biological characteristics using experimental animals. l-Cysteine was labeled efficiently with $^{99m}Tc$ tricarbonyl precursor $([^{99m}Tc(CO)_3(H_2O)_3)]^{+})$ under 30 min heating at ${75^{\circ}C}$. Labeling yield and stability were analyzed by high performance liquid chromatography (HPLC). The biodistribution property of $^{99m}Tc$ tricarbonyl cysteine in mice and its dynamic imaging profiles in rabbits were carried out. To investigate the excretion mechanism of $^{99m}Tc$ tricarbonyl cysteine, tubular transport inhibition test with probenecid was adopted. $^{99m}Tc$ tricarbonyl cysteine was obtained with a high labeling yield under the moderate condition. The results of biodistribution experiments of $^{99m}Tc$ tricarbonyl cysteine in ICR mice at 3 and 90 min provided that $^{99m}Tc$ tricarbonyl cysteine was very highly accumulated in the kidney and bladder, thereby almost 99% of $^{99m}Tc$ tricarbonyl cysteine was excreted within 90 min post injection. The same results were confirmed by the whole body dynamic images for 30 minutes and static images in rabbits at given time intervals after injection. Renogram of $^{99m}Tc$ tricarbonyl cysteine in rabbits showed that its $T_{max}$ and $T_{1/2}$ of $^{99m}Tc$ tricarbonyl cysteine were $2.33{\pm}0.56$ and $4.30{\pm}0.79$ min, respectively. The $T_{max}$ of $^{99m}Tc$ tricarbonyl cysteine with probenecid pretreatment was $2.30{\pm}0.17$ min, whereas $T_{1/2}$ of that with probenecid pretreatment was $17.0{\pm}32.47$ min. $T_{1/2}$ of $^{99m}Tc$ tricarbonyl cysteine with probenecid pretreatment was significantly different, as compared to the result without probenecid (p<0.0001). The results showed that the excretion of $^{99m}Tc$ tricarbonyl cysteine was extremely affected by probenecid. Therefore, $^{99m}Tc$ tricarbonyl cysteine was rapidly excreted from the kidney principally by the tubular secretion.

  • The international sale contract is the central contracts in export-import transactions. A good sale contract or set of general conditions of sale will cover all the principal elements of the transaction, so that uncertainties are avoided. The parties' respective duties as concern the payment mechanism, transport contract and insurance responsibilities, inter alia, will all be clearly detailed in the contract. Under the American commercial code (UCC) the standard for this relief is one of commercial impracticability. In contrast, many civil law jurisdictions apply the term force majeure to this problem. Under CISG, the standard is based on the concept of impediments to performance. Because of the differences between these standards, parties might be well advised to draft their own force majeure, hardship, or excusable delays clause. The ICC publication, "Force Majeure and Hardship" provides a sample force majeure clause which can be incorporated by reference, as well as a hardship clause which must be expressly integrated in the contract. In addition, the ICC Model provides a similar, somewhat more concise formulation of a force majeure clause. When the seller wishes to devise his own excusable delays clause, he will seek to anticipate in its provision such potential difficulties as those related to obtaining government authorisations, changes in customs duties or regulations, drastic fluctuations in labour, materials, energy, or transportation prices, etc.

  • Increasingly, the emphasis in regional Passenger rail Planning is finding ways to more efficiently use existing facilities, with particular attention being Paid to Policies designed to spread Peak-Period travel demand more evenly throughout the week with consideration of train classification. In this context the individual's choice of time to travel is of crucial significance. This paper investigates the use of multinomial logit analysis to model ridership by rail classification using data collected for travel from Seoul to Busan during the one week in October 2004. The Particular model form that was successfully calibrated was the multinomial logit (MNL) model : it describes the choice mechanism that will Permit rail systems and operations to be planned on a more reliable basis. The assumption of independently and identically distributed(IID) error terms in the MNL model leads to its infamous independence from irrelevant alternatives (IIA) property. Relaxation of the IID assumption has been undertaken along a number or isolated dimensions leading to the development of the MNL model. For business and related rail travel patterns, the most important variables of choice were time and frequency to the chosen destination. The calibrated model showed high agreement between observed and Predicted market shares. The model is expected to be of use to railroad authorities in Planning and determining business strategies in the Increasingly competitive environment or regional rail transport.

An Experimental Study on Fire Spreading External Wall of Buildings Using Dry Construction Method (건식공법을 이용한 건축물의 외벽 화재 확산의 실험적 연구)

  • The Grenpell tower fire in England in June of 2016 is a representative example of damage caused by a vertical fire spreading through external insulation. Organic insulation materials, which are widely used in external insulation, have the disadvantage that they have good insulation performance but are vulnerable to fire. Aluminum composite panels are used as exterior wall finishing materials, and plastics used in aluminum are regarded as the cause of vertical fire spread. Due to the steel frame used to secure the aluminum composite panel to the outer wall, a cavity is formed between the outer wall and outer wall finish. When a fire occurs on the outer wall, the flammable outer wall as well as the flame generated from the heat-insulating material spreads vertically through the cavity, resulting in damage to people and property. In Korea, material unit performance tests are carried out by the Ministry of Land, Infrastructure and Transport notice 2015 - 744. However, in the UK, the BS 8414 test is used to measure the vertical fire spreading time on the outer wall in real scale fire tests. In this study, the risk of external wall fire was evaluated in an actual fire by conducting a real scale wall fire test (BS 8414), which was carried out in Europe, using aluminum composite panels of semi-noncombustible materials suitable for current domestic standards. The purpose of this study was to confirm the limitations of material unit evaluation of finishing materials and to confirm the necessity of introducing a system to prevent the spread of outer wall fire through an actual scale fire test.

An improved methodology for estimating traffic accident cost savings in the (preliminary) feasibility study ((예비)타당성조사의 교통사고 감소편익 산정방안 보완 연구)

  • This paper proposes an improved methodology for estimating traffic accident cost savings in the transport appraisal. Four major problems from the existing framework are identified and their alternatives are suggested. First, casualties in the established approach are classified by just two types of 'killed' and 'injured'. This study supplies the indices of fatality further details. Namely, road victims are regrouped by 'killed', 'seriously injured', 'slightly injured', and 'accident reports'. Those of railways are similarly sorted by 'killed', 'seriously injured', and 'slightly injured'. Second, damage only accidents are not satisfactorily considered in the current arrangement. The accidents should be considered as one of the accident types and the social cost of them should also be evaluated. Third, the unit cost of accidents is given by the total value. The unit cost is consisted of several elements and each loss would be useful for a policy frame. This study breaks down the total figure into four pieces of costs, namely production loss, medical treatment, property loss, and administrative costs. Finally, there is inconsistency in the audit between roads and railways. Road accidents are analyzed by road types. On the other hand, patronage or others is the classification rule of rail accident costs. This paper suggests a way that the accident costs of two modes can be coherently estimated based on the level of services by each mode. The result of this study is expected to help frame more cautious social overhead capital investment policies.
