  • In a competitive environment of electric power industry, developing the technological criterions and methodologies on transmission planning is becoming new challenge to transmission system planner. The use of a locational signal and the provision of a indicative plan to control the transmission investment reasonably is very important in the viewpoint of a regulator. The main target of this study is to develop a systematic criterion of transmission expansion planning. And system congestion cost is considered. The proposed methodology was demonstrated with several case studies.

  • The outage cost has very important position for determination of the optimal level or optimal range of reliability in power system expansion planning. Establishing the worth of service reliability is a very difficult and subjective task. This paper suggests strategies for the role, need and assessment algorithm and methodology of the outage cost in power system expansion planning. Organization, data collections and method about D/B for outage cost assessment is proposed in the this study.

  • This paper proposes a method for choosing the best composite power system expansion plan considering a contingency security criterion. The proposed method minimizes the investment budget fer constructing new transmission lines subject to contingency criterion. it models the power system expansion problem as an integer programming one. The method solves for the optimal strategy using a branch and bound method that utilizes a network flow approach and the maximum flow-minimum cut set theorem. Although the proposed method is applied to a simple sample study, the test results demonstrate that the proposed method is suitable for solving the power system expansion-planning problem subject to practical future uncertainties.

  • This paper approaches a methodology for deciding the optimal reliability criteria for an optimal composite power system expansion planning considering generation and transmission systems simultaneously. A probabilisticreliability criterion, $LOLE_R$(Loss of Load Expectation), is used in this study. The optimalreliability criterion $LOLE_R*$ is decided at minimum cost point of total cost curve which is the sum of the utility cost associated with construction cost and the customer outage cost associated with supply interruptions for load considering forced outage rates of elements(generators and lines) in long term forecasting. The characteristicsand effectiveness of this methodology are illustrated by the case study using MRBTS size system.

Generation Expansion Planning Model Supporting Diverse Environmental Policies for Reduction of Greenhouse Gases

  • The purpose of this paper is to a develop model for generation expansion planning that can support diverse environmental policies for the reduction of greenhouse gases (GHGs) of South Korea. South Korea is required to reduce its GHG emissions by 30% from the BAU level by 2020. The Wien Automatic System Planning Package currently used in South Korea has limitations in terms of the application of renewable energy policies and GHG targets; this paper proposes the use of an equipment planning model named generation and transmission expansion program, which has been developed to resolve such limitations. For verification of the model, a case study on the 6th Basic Plan of Long-Term Electricity Supply and Demand has been conducted. The results show that for the year 2020 South Korea's annual GHG emissions will be 36.6% more than the GHG Target Management System (GHG TMS) target set for the same year (30%). To achieve the GHG TMS target, the costs involved amount to about 72 trillion KRW (70 billion USD). Consequently, the South Korean government needs to review the performability of this target.

  • Recently the power system consists of the more complicated structure, due to increase of power demands. In this circumstance, the congestion and loss capacity in transmission line is also increased. Accordingly, the investment planning of transmission system is required to reduce the congestion and loss of the transmission line. In study of the planning of domestic and international transmission expansion, the reliability of transmission planning and minimizing Investment cost is focused. However, the study has not been performed systematically in economic aspects. Typically, the congestion and loss costs have been individually calculated. It is not consider the mutual relationship between the congestion cost and the loss cost. This paper proposes a method to compute concurrently the congestion and loss costs. This purpose is to calculate the more exact value for economic assessment of the power system operation.

  • In this study, we performed the long-term expansion planning for the conceptual design of HTS power cable in Seoul area. In Korea, underground power cable has been required gradually with increasing demand of electric power transmission density and low loss characteristics in the comparison with a conventional power cables, so we assumed that the HTS power cable is applied between the downtown area and the outskirts of the city for the large power transmission capacity. This paper is to show the effects of HTS power cables in Seoul based on the power system analysis.

  • The outage cost assessment has an important position for determination of the optimal level or optimal range of reliability for power system expansion planning. Establishing the worth of service reliability is a very difficult and subjective task. While the utility cost(reliability cost) will generally increase as consumers are provided with higher reliability, the consumer costs(reliability worth) associated with supply interruptions will decrease as the reliability increases. The total costs to society are the sum of these two individual costs and the optimum or target level of reliability is achieved at minimum point of the total cost curve. This paper addresses the role, need and assessment algorithms and methodologies of the outage cost in power system expansion planning. In a case study, the outage cost has been assessed using macro approach for our country 15years(1986-200l) in the case study. Additionally, determination processing of optimum reliability level is presented in another case study with the five buses MRBTS.

  • This paper proposes a method for choosing the best composite power system expansion plan considering probabilistic reliability criterion. The proposed method was modeled as the minimization of the investment budget (economics) for constructing new transmission lines subject to not only deterministic(demand constraint) but also probabilistic reliability criterion(LOLE) with considering the uncertainties of the system elements. This is achieved by modeling the power system expansion problem as an integer programming one. The method solves for the optimal strategy using a probabilistic theory based branch and bound method that utilizes a network flow approach and the maximum flow-minimum cut set theorem. Although the proposed method is applied to a simple sample study, the test results demonstrate a fact that the proposed method is suitable for solving the power system expansion planning problem subject to practical uncertainties for future.

The main target of this study is to emphasize on the necessity for considering simultaneously both transmission expansion plan and congestion cost. This paper demonstrate the many case studies to make certain of the necessity for transmission planning with congestion cost.
