When pedestrians cross a pedestrian crossing during a pedestrian signal, there is a problem that pedestrians are exposed to the danger of traffic accidents due to permissive-left turning and right-turning vehicles. In order to solve this problem, there is an increasing demand to improve the traffic signal system to increase pedestrian safety at the signal crossing. This study aims to examine the feasibility of introducing a leading pedestrian interval(LPI) to prevent conflict between unprotected left and right turn vehicles and pedestrians. In this study, the need for LPI was surveyed by experts and the general public. As a result of the survey, many opinions indicated that the introduction of LPI was necessary. In addition, after selecting the non-protected left and right turn pilot operation targets, LPI was installed on two signal intersections. After installation, the speed analysis of the arrival vehicle in the pedestrian crossing and the violation rate of the pedestrian signal were analyzed. As a result of analysis, when the walking signal was equalized, the speed of the arriving vehicle in the pedestrian crossing was reduced, and the violation rate of the walking signal was improved.
In this paper, we introduce a system that detects all kinds of violations at a street intersection such as red light running, speed violation, stop line violation and lane violation by tracking individual vehicles. Two cameras are used for defecting violations. One is an analog camera for real-time tracking and the other is a digital camera for license plate reading. This system is connected to the traffic signal system controller and monitors the red, arrow, yellow and green phases of an approach. PURPOSES : The objective of this study is to identify the characteristics affecting traffic accidents that have occurred in 564 industrial complexes nationwide from 2011 to 2015. METHODS : The traffic accidents were specified using various factors such as industrial complex type (national VS. general), industrial complex degradation (old VS. non-old), location of complex (capital VS. non-capital), and traffic law violation (speeding, signal violation, and median invasion). The average number of crashes and accident ratio (fatal, severe, and both) in terms of characteristics of industrial complexes were calculated. With a sample of crashes of the industrial complexes for 5 years, statistical significances were tested to analyze and compare the differences based on industrial complex and traffic law characteristics using parametric and non-parametric methods. RESULTS : From statistical results, it is observed that the crash frequency occurring in old industrial complexes is three times higher than that in non-old industrial complexes. Old industrial complexes located in a capital area, old national industrial complexes, and old general industrial complexes are considerably related to higher crash frequency, but the fatal accident ratio appeared to have no statistical difference across industrial complex characteristics. Severe crashes are more likely to occur in non-old industrial complexes on an average. CONCLUSIONS : It is necessary to eliminate potential threats to roads and traffic in the same manner as illegal parking in industrial complexes through the restoration of old industrial complexes. To improve the efficiency of road infrastructure, efforts should be made to improve traffic safety in accordance with industrial characteristics such as planning and operation of relevant local government programs.
The Korea National Police Agency launched a campaign to encourage drivers in stop line observance and to discourage stop line violation by intensively imposing fines. It was to increase stop line observance of drivers and thus traffic safety. According to statistics, the stop line observance rate was increased over 80 % of drivers during the campaign but regressed to the past after the campaign. This paper delivers the effect of the location of traffic signal lights on driver's stop line observance and develops a guideline to improve highway traffic environment in long terms. Statistical tests conducted based on field data showed that the drivers' stop line observance increases when traffic signal lights are closely installed from a stop line. It was proposed from the study that traffic signal lights be installed $10{\sim}20m$ from a stop line.

The national police agency has executed the project for the advancement of traffic control and operation systems in order to mitigate chronic traffic problems and to meet the global standards regarding the traffic control and operation systems. This study effort was initiated to evaluate the effects of various policies proposed for the advancement of traffic control and operation systems. The evaluation results indicated that the policies proposed for the advancement of traffic control and operation systems showed apparent and positive effects in terms of transportation mobility and safety. However, there have been many difficulties to overcome in order to settle down the policies proposed for the advancement of traffic control and operation systems as smooth as possible. For example, the violation of intersection passing method has been increased after the implementation of the advancement of traffic control and operation systems in majority of evaluation sites. In addition, lacks of awareness as well as improper operations of the advancement of traffic control and operation systems have caused drivers' confusions, which generated more traffic congestion and risks. Currently, the policies for the advancement of traffic control and operation systems focused on the improvements of traffic signal operations, including leading through movements and permissive left-turns. However, synergy effects may be expected if all of the policies including the improvements of traffic signal operations are executed together.
Automobile was first introduced in 1903 in South Korea, the masses of the car was carried out rapidly compared to other countries. However, many people were killed in a traffic accidents and economic loss was occurred due to the spread of the automobile. In South Korea, 2012, traffic accident occurred 223,656 times, 5,392 fatality, 344,565 injured people. In the last five years, about 224,000 accidents per year were occurring. In other words, 610 traffic accidents occur and about 15 people pass away in one day. In addition, the proportion of traffic accidents is first place in the OECD countries and it is very high in the world. Understand occurrence tendency of traffic accident, accident frequency rate of the driver who drives more than 10 years was higher than the novice driver. In addition, as a result of examining the cause of the traffic accident, breach of safe driving obligation appears highest case (125,391 times), and followed by signal violation, break safety distance. Therefore, the majority of traffic accidents occurred by the lack of safety awareness of the driver. In this study, prevent the loss of human life and property in traffic disaster, by establish disaster prevention measures that investigated by questionnaire survey and statistical data of the state of consciousness and driving posture in response to the driving history of the driver.
Korea has entered to 'aged society', which the elderly people over 65 years old is over 14% of total population. This paper aims to analyze the traffic accident by aging level. In pursuing the above, this paper focuses on modeling the traffic accident severity based on three aging levels. The main results are as follows. First, the ratio of fatal and serious injured persons (FSI) is judged to increase according to increasing aging level. Second, the null hypothesis that there is no difference in FSI among three aging levels (aging, aged, and super-aged) is rejected. Four accident severity generalized linear models which are all statistically significant have been developed. Third, the common variables are analyzed to be median age, the number of hospital beds per persons, and turn signal usage ratio. Fourth, the differentiated traffic safety policies fitted to aging levels are required. The enforcement of traffic law violation and safety enhancement of motorcycle in the region of 'aging society', improvement of traffic facilities in the region of 'aged society', and expansion of transportation facilities in the region of 'super-aged society' are evaluated to be indispensable.

This paper describes the development and verification of control algorithms for V2X and environmental sensor integrated intersection support and safety systems. The objective of the research is to develop core technologies for effective fusion of V2X and environmental sensors and to develop new safety function for intersection safety. One of core technologies is to achieve the improvement of GPS accuracy, and the other is to develop the algorithm of a vehicle identification which matches all data from V2X, vehicle sensors and environmental sensors to specific vehicles. A intersection optimal pass (IOP) algorithm is designed based on these core technologies. IOP recommends appropriate speed to pass the intersection in the consideration of traffic light signal and preceeding vehicle existence. Another function is developed to prevent a collision avoidance when car crash caused by traffic violation of surrounding vehicles is expected. Finally all functions are implemented and tested in three test vehicles. It is shown that IOP can support convenient and comfortable driving with recommending optimal pass speed and collision avoidance algorithm can effectively prevent collision caused by traffic sign violation of surrounding vehicles.
Korean society is rapidly changing to aging society comparing the other industrialized countries, however, the studies of elderly driver's driving behavior and accidents are not enough in Korea for elderly driver's accident prevention. This study focused on the elderly driver's psychological effects on elderly driver's driving behavior and traffic accidents; carefulness and aberrant driving behavior. - Elderly driver's traffic accidents The high percentage of elderly driver's accidents occurs in intersections and when turning left. There was a significant difference of the opponent vehicle's speed when left turn, between elderly driver and young driver; the elderly driver choose the higher speed of opponent vehicle than young driver when left turning. This result means that elderly driver has some problems with deciding the vehicle's speed and gap acceptance(Sunyeol Lee, Soonchul Lee, and Inseok Kim, 2006)(Table 1). - Carefulness and driving confidence In order to understand elderly driver's carefulness, this study compared the elderly driver's driving confidence. Driving confidence was consisted of 4 factors; environment of traffic condition, safe driving, driving ability and attention. Elderly driver's confidence was lower than young driver's. Elderly driver in high driving confidence group, showed longer driving history and they were tend to commit violations more frequently than elerly driver in low driving confidence group. Young driver, whose driving confidence level was high answered more driving history, annual mileage, the frequency of committing traffic violation and the experience of accident within lats 5 years(Soonchul Lee, Juseok Oh, Sunjin Park, Soonyeol Lee and Inseok Kim, 2006)(Table 2). This study examined the total time required until deciding to turn left in the no traffic signal intersection between elderly driver and young driver. The result showed that the time of elderly driver was significant longer than young driver(Sunyeol Lee et al, 2006)(Table 3). - Elderly driver's aberrant behavior Driver behavior Questionnaire(DBQ) was measured to understand the aberrant behavior; violation, error and lapse. The tend of aberrant behavior was observed by aging(Sunjin Park, Soonchul Lee, Jonghoi, Kim and Inseok Kim, 2006). Elderly driver's DBQ score was lower than young driver's(Table 4). Elderly and young driver showing longer driving history were in low DBQ score group. Elderly driver had high error score and young driver had high violation score. Young driver's aberrant driving behaviour was associated with annual mileage and the frequency of committing traffic violation. Elderly driver's aberrant driving behaviour was associated with annual mileage and experience of accident. Especially elderly driver whose violation, error and lapse score was high answered more committing experience of accident within last 5 years.

For bus drivers' safe driving, a policy that analyzes the causes of the drivers' traffic accidents and then assists their safe driving is required. Therefore, the Ministry of Land, Infrastructure and Transport set up its plan to gradually expand the equipping of commercial vehicles with FCWS (Forward Collision Warning System) and LDWS(Lane Departure Warning System), from the driver-supporting ADAS(Advanced Driver Assistance Systems). However, there is not much basic research on the analysis of bus drivers' traffic accidents in Korea. As such, the time is appropriate to research what is the most necessary ADAS for bus drivers going forward to prevent bus accidents. The purpose of this research is to analyze how serious the accidents were in the different bus routes and whether the accidents were repetitive, and to give recommendations on how to support ADAS for buses, as an improvement. A model of ordered logit was used to analyze how serious the accidents were and as a result, vehicle to pedestrian accidents which directly affected individuals were statistically significant in all of the models, and violations of regulations, such as speeding, traffic signal violation and violation of safeguards for passengers, were indicated in common in several models. Therefore, the pedestrian-sensor system and automatic emergency control device for pedestrian should be installed to reduce bus accidents directly affecting persons in the future, and education for drivers and ADAS are to be offered to reduce the violations of regulations.
