According to recent data from the Korea Meteorological Administration(KMA), the frequency of typhoons around the Korea Peninsula is almost unchanged, but the intensity is on the rise due to climate change. A typhoon that has become so powerful can cause partial or complete damage to the traffic signal structures, limiting the operation of the vehicle and causing traffic congestion. If the traffic signal structure fails to function properly due to the influence of the typhoon, not only the v ehicle operation will be disrupted, but also direct damage to the traffic signal structure will occur. In addition, if the social overhead cost of traffic congestion is included, the recovery cost caused by the typhoon will increase to an extent that it is difficult to estimate. Therefore, in this study, a wind tunnel experiment was performed by producing a wind tunnel model of an existing fixed traffic signal structure and a traffic signal structure in which signs and traffic lights are hinged. Also, The fixed and hinge structures were modeled as 3D finite elements, and wind-resistant analysis was performed by wind speed, and, wind-resistant safety of traffic signal structures were analyzed and examined through wind-resistant analyses. From the comparative analysis of the results of experiment and FE analysis, it was known that the stress reduction rate of the hinge connection structure was at least 30% compared to that of the fixed connection structure from the results of the wind tunnel experiment and FE analysis. And As a result of finite element analysis for the maximum design wind speed of 50m/s, it was found that the maximum stress generated in the existing structure exceeded all the yield stress, but the maximum stress of the hinge connection structure was within the yield stress. Finally The hinge connection structure showed a relatively large stress reduction rate as the wind speed increased and the length of the lateral beam was shorter at the same wind speed.

Across-wind response is often the cause of significant structural vibrations that in turn cause fatigue damage to welded and other connections. The efficacy of low-cost helical strakes to mitigate such adverse response is presented for a traffic signal structure. Field observations are made on a prototype structure in a natural wind environment without and with helical strakes installed on the cantilevered arm. Through continuous monitoring, the strakes were found to be effective in reducing across-wind response at wind speeds less than 10 m/s. Estimates of fatigue life are made for four different geographical locations and wind environments. Results for the class of traffic signal structure show that helical arm strakes are most effective in locations with benign wind environments where the average annual wind speed is not more than the vortex shedding wind speed, which for this investigation is 5 m/s. It is concluded that while strakes may be effective, it is not the panacea to mitigating connection fatigue at all locations.

In this paper, the structure of traffic lights removed the wire for the completion of urban aesthetics is analyzed. The finite element model consists of shell elements from three-dimensional CAD model of actual traffic signal. Traffic light pole, horizontal stand shape, thickness, stiffeners, etc. are considered in this study. Analysis of stress and deformation is performed by applying wind load. When the wind load is applied, the result on traffic signal is analyzed. This study is to perform the basic tasks for improving the design.
In Busan, the structural limitations of the road, is causing severe traffic congestion and low speed of the vehicle. So the existing traffic control system needs improvements to its structure. A study on Optimal Traffic Signal System and Improvement for User Oriented Public Transit Service are required. U-city is a city or region with ubiquitous information technology. All information systems are linked, and virtually everything is linked to an information technologies. U-Traffic goal is to maximize of traffic information services based on advanced information technology to integrate of transportation infrastructure. The objectives of this research are : a vehicle detection method through a variety of sensors, an algorithm of the traffic signal system, a design and implementation a simulator to compare between the fixed traffic signal and adaptive traffic signal system. This simulator will have allowed analysis techniques for the study of traffic control. Results of simulator test shows that traffic congestion can be some reduce.

In previous model- and full-scale studies, high-amplitude vertical vibrations of mast-arm traffic signal structures have been shown to be due to vortex shedding, a phenomenon in which alternatingly shed, low-pressure vortices induce oscillating forces onto the mast-arm causing a cross-wind response. When the frequency of vortices being shed from the mast-arm corresponds to the natural frequency of the structure, a resonant condition is created causing long-lasting, high-amplitude vibrations which may lead to the fatigue failure of these structures. Turbulence in the approach flow is known to affect the cohesiveness of vortex shedding. Results from this full-scale investigation indicate that the surrounding terrain conditions, which affect the turbulence intensity of the wind, greatly influence the likelihood of occurrence of long-lasting, high-amplitude vibrations and also impact whether reduced service life due to fatigue is likely to be of concern.
Many cities, recently, have convertedoptimized fixed-time control to adaptive traffic system in the control of their signalized traffic network. The expected benefit from the adaptive traffic system is its ability to constantly modify signal timing to most effectively accommodate changed traffic conditions. While the potential benefits from this control structure may be significant, few studies have compared the effect of implementing this method of signal control against other alternative signal control strategies, because it is too difficult to evaluate the efficiency of the real-time adaptive system. The objectives of this research are : to develop a microscopic simulator and to compare the effect at isolated intersections, corridors, and networks between the fixed signal timing plan and adaptive traffic signal system. This simulator will have allowed more sophisticated analysis techniques for the study of traffic control. This study was intended to increase efficiency of traffic flow management on intersection. The result suggested to establish a left-turn at own risk lane to increase efficiency of traffic flow on intersection. The scope of the research was to investigate the geometric structure of a signal-controlled intersection, traffic volume(density) with respect to directions and traffic signal display, and to select a signalling intersection into which a car waiting for a traffic signal enters by adjusting the display sequence of traffic signal. The delay with respect to directions and for the whole intersection was compared for the current situation and an improvement plan. Using TSIS, a traffic analysis package, the traffic situation on an intersection was investigated. Based on the simulation result for Seok-Jeon intersection in Ma-San selected from the field investigation of intersections to which an improvement plans would be applicable, the waiting time in the direction without a entering traffic signal was decreased to be 78.6 seconds per car and that of the direction expecting the increase of waiting time was increased by 4 seconds per car only. It was confirmed that the waiting time for the whole intersection was improved.
In this paper, we present the Q-learning method for adaptive traffic signal control on the basis of multi-agent technology. The structure is composed of sixphase agents and one intersection agent. Wireless communication network provides the possibility of the cooperation of agents. As one kind of reinforcement learning, Q-learning is adopted as the algorithm of the control mechanism, which can acquire optical control strategies from delayed reward; furthermore, we adopt dynamic learning method instead of static method, which is more practical. Simulation result indicates that it is more effective than traditional signal system.

The wind-induced vibrations of the mast arm of cantilever traffic signal structures can lead to the fatigue failure of these structures. Wind tunnel tests were conducted on an aeroelastic model of this type of structure. Results of these experiments indicated that when the signals have backplates, vortex shedding causes large-amplitude vibrations that could lead to fatigue failure. Vibrations caused by galloping were only observed for one particular angle of attack with the signals having backplates. No evidence for galloping, previously thought to be the dominant cause of fatigue failures in these structures, was observed.
There are many limitations in dealing with rapidly changing traffic demand in urban cities. Thus recently, traffic operation and management skills are more emphasized rather than the expansion of traffic facilities. In particular, in the interrupted flow formed by signalized intersections, it is quite important to give optimal signal timing to each intersection with consideration of progression. However, as fixed signal times per direction can affect passing capacity in signalized intersections, the present four-signal phase including a left-turn signal has many limitations, including reduction of directional road capacity when traffic demand is increases dramatically during peak hours. Because of this problem, lots of studies about internal metering techniques for oversaturated signal control skills have progressed but these techniques are not used widely due to the absence of detectors for queue sensing in real-time signal control systems. In this research, a new methodology called the "restrictive left-turn signal control", which is already used at the intersection above Samsung subway station, is suggested in order to reduce control delay of urban arterial roads. The restrictive left-turn signal control allows a driver to make a U-turn and then a right turn instead of turning left in that intersection. With this change, the restrictive left-turn signal control can contribute to increased intersection capacity by reducing the number of signal phases and maximizing the through phase time. However, road structure and traffic conditions at the target intersections should be considered before the adoption of the proposed signal control.
