A Study on the Relationship between Air Traffic Controllers' Safety Culture and Their Complex Mitigation Strategies: Using a Safety Culture Measurement Tool with Intrinsic and Extrinsic Levels (항공교통관제사의 안전문화와 업무복잡성 완화전략의 관계성 연구: 안전문화의 내재적 및 외재적 수준 측정도구를 활용하여)

  • Due to recent increased air traffic,, air traffic controllers in charge of en-route and approach control have faced huge increase in both workload and its intensity. The purpose of this paper is to analyze how much safety culture of air traffic controllers has effect on their complexity mitigation strategies during their duties. It could be expected complexity mitigation improve air traffic flow resulting in enhancing safety eventually. According to empirical analysis against air traffic controllers in civil aviation and air force in South Korea, it was proven safety culture had a statistically positive effect on complex mitigation strategies through safety behavior. In safety culture among air traffic controllers, intrinsic culture had a positive effect on extrinsic value of safety culture. Intrinsic value of safety culture led to air traffic controllers' safety behavior which created work complexity mitigation strategies. Among work complexity mitigation strategies, communication and cooperation was proven to be the most important factor effected by safety culture and behavior. It was implied that enhancing the intrinsic values of safety culture would cause to improve extrinsic safety culture and air traffic controller's work efficiency.

Analysis of Accident Factors based on Changing Patterns of Traffic Culture Index (교통문화지수의 변화 패턴에 근거한 사고 요인 분석)

  • This paper aims to analyze the accident based on changing patterns of traffic culture index. For this purpose, this paper particularly focuses on classifying the traffic culture patterns and developing the traffic accidents using panel count data model. The main results are as follows. First, the traffic culture patterns are divided into 'increasing', 'decreasing' and 'other' patterns. The null hypotheses that the number of accident are the same over patterns are rejected. Second, 4 fixed effect negative binomial models which are all statistically significant are developed. Third, the regions with 'increasing' pattern are analyzed to be mostly the counties, and to demand the traffic law enforcement. Fourth, the regions with 'decreasing' pattern are evaluated to be mainly the districts and to require such the traffic culture as turn signal usage. Finally, the regions with 'other' pattern are analyzed to be mostly the cities and to ask for enhancing the level of traffic culture.

An Empirical Study of Influence Relationship on Traffic Culture Index(TCI) utilizing PLS-SEM(Structural Equation Modeling) (PLS구조방정식 모형을 활용한 교통문화지수의 영향관계 실증연구)

  • The traffic culture index is used as a major index in evaluating the traffic safety services of local governments and also serve as important data for the planning and implementation of traffic safety services. However, as the traffic culture index gradually became a standard for comparison among local governments, in part, certain cases arose which questioned the grounds for selecting variables for the index and the validity of the index in terms of its influential relationship between evaluation items. This study analyzed the index's influential relationship by utilizing a PLS structural equation model based on the evaluation results of the 2011 traffic culture index. A variable-linking model was created which recognized the relativity taking into account of the indirect effects between latent variables and this model was proven to be a model suitable in explaining the traffic culture index with a 97.8% explanation power. It was found that traffic safety(0.530), driving behavior(0.527), pedestrian behavior(0.187) and vulnerable road users(0.147), in such order, had an effect on the traffic culture index. It was also found that human casualties due to traffic accidents under "traffic safety" and traffic light compliance rate under "driving behavior" had an important effect. The study showed that motor vehicle share in illegal parking in school zones did not have a valid explanation power regarding "vulnerable road users".

Analysis of Accident Severity by the Level of Traffic Culture (교통문화 수준별 교통사고 심각도 분석)

  • This study aims to analyze and discuss the accidents based on the level of traffic culture (LOT). In pursuing the above, LOT are divided into three categories based on the standardized index of traffic culture. Also, this study focuses on developing the accident models using GLM (generalized linear model). The main results are as follows. First, the null hypotheses that the ratios of fatal and serious injured persons (FSI) are the same over categories are rejected. Second, as the common variables, the ratio of turn signal usage and elderly population are analysed to be impacted to the ratio of FSI. Third, the traffic culture indicators among 5 accident factors which give impact to 'high level' are judged to affect the reduction of FSI. Fourth, compared to other levels, the traffic law violations among 7 accident factors of 'medium level' are estimated to influence the increase of FSI. Finally, in 'low level', the increasing ratio of traffic culture index compared to that of previous year and the number of hospital beds per person are evaluated to be significant to reducing the ratio of FSI. This study can be expected to give some policy implications to regional traffic safety policy-making.

A Study on Clarifying Relationship between the Traffic Culture Index and Traffic Accidents Using Structural Equation Model (구조방정식을 이용한 교통문화지수와 교통사고 발생의 영향관계 규명에 관한 연구)

  • 93% of road traffic accidents result from drivers' fault and Korea has the largest number of deaths from traffic accidents among the OECD members. For this reason, the country is measuring Traffic Culture Index (TCI) in each city, gun and gu annually to improve traffic safety policies and promote safety consciousness, but the influencing relation between TCI and actual traffic accidents is only based on the assumptions and no verification has been carried out, yet. Therefore, this study aims to verify if in reality, TCI represents the traffic culture level and has an influencing relation with traffic accidents and to suggest an improvement plan of research on the present state of TCI, based on the result. For this purpose, bases on data of the report about the present state of TCI from 2010 to 2012, and the influencing relation between the number of traffic accidents and the number of deaths from traffic accidents was analyzed through structural equation model. For influencing relation analysis through structural equation, research 1 to analyze the relation among TCI in each city, gun and gu, the number of traffic accidents and the number of deaths, and research 2 to analyze the influencing relation of the increase in TCI, the number of traffic accidents and the number of deaths were carried out. When verifying the influencing relation with traffic accidents through structural equation, the goodness of fit of the model was low in research 1 and as TCI increased, the number of accidents and deaths decreased in research 2 and thus the effect of TCI was verified.

  • Recently, there is a discussion about culture theory in the area of traffic safety regulation. It has the view that the subject of criticism, etc. by drivers' regulation interpretation, awareness about the danger of regulation violation and nonacceptance of regulation can be changed according to the way drivers' cultural bias was formed. According to the culture theory, fundamental views of the world in particular social relations surrounding individuals, world view or cosmology, are formed and the world view makes an effect on individual behavior and attitude. In this context, cultural cognition and cultural learning theory which are suggested in Christoph Wulf's study on historical-cultural anthropology provide new approach toward this phenomenon. According to his insistence, core mechanisms which can explain cultural cognition and cultural learning are systematized by five things; physical characteristic, mimesis, performance theory, rite and image. The purpose of this research is to investigate the changes by the way Korean people cognize traffic regulations culturally and experiences of traffic regulation violation through the analytic frame of Christoph Wulf's five core mechanisms. To achieve it, cognition of traffic culture was analyzed by analytical phenomenology for drivers who had been educated due to their violation of traffic regulations. Value, lifestyle and practicing methods which are pursued by people work in sociocultural context rather than are influenced by cognitive structure of individuals.

The Influences of Driving Confidence Levels on Traffic Accidents: Research Using Path Analysis (운전확신수준이 교통사고에 미치는 영향: 경로분석을 이용한 연구)

  • We investigated the influences of 'Circumstance Insensibility', 'Unsafe Driving', 'Incautious Driving', and 'Self-efficacy of Driving', consisting of driving confidence level, on traffic accidents. 1055 drivers conducted Driving Confidence Level Questionnaire, items about their dangerous driving experience and traffic accidents. Among them, after checking the missing items, we analyzed data of 998 drivers. As a result, we found the relation between driving confidence levels and traffic accidents. Specially, 'Circumstance Insensibility' and 'Unsafe Driving' influenced traffic accidents. However 'Circumstance Insensibility' had negative effects, the other side 'Unsafe Driving' had positive effects on traffic accidents. This result means each factor of driving confidence levels have different relation with traffic accidents. 'Incautious Driving' and 'Self-efficacy of Driving' didn't have any effects on traffic accidents in this research. In future, it should be investigated 'Incautious Driving' and 'Self-efficacy of Driving'.

  • In the 21st century, the traffic culture is changing suddenly with the advent of high-speed train era so called the traffic revolution age. The policy management for inducing the creativity becomes important for research institutes since the research institutes play an important role for the lead and distribution of new technologies. Therefore, the approach strategy of this investigation is based on the viewpoint of the organizational culture for better performance of research and development through stimulating inducements of creativity and active action of members. A questionnaire survey was performed on five research institutes including a professional railway research institute (PRRI) and four industrial research institutes for the current research, and a development plan for organizational culture of a PRRI has been presented based on the comparison study between two different types of research institutes.

A Study on the Making of the Noise Map for Traffic Noise Level (도로교통 소음지도 작성에 관한 연구)

  • This research helps you understand the road traffic noise levels by using a noise map. We have observed the change of the road traffic noise levels around $07:00{\sim}08:30\;and\;22:00{\sim}23:00$ using the noise map in the city. The road traffic noise level is very high both at noon and at night around a beltway and an interchange that is linked with a highway. It seems that the main route of so many vehicles, which are at neighboring cities such as N city and D and H districts and which avoid traffic jams in the city, is the beltway and interchange. The road traffic noise level of a nearby express bus terminal, railroad station, and airport is more than 75 dB at noon and 65 dB at night. The road traffic noise level of G city at night is observed to be more than 55 dB. The noise levels of a residence area and a university are higher than a road with high noise levels when the commuters drive to work. The end of the day exceeds 11 o'clock because of a culture level of development that arouses spare time, eating out, adults' drinking culture, nightlife of the youth, etc. Therefore, the road traffic noise level is high during late night hours, and it exceeds regulatory guidelines(55 dB(A)). It also damages the residence area that is located near the road.
