The advancement of medical technology has made it possible to treat various incurable diseases. Especially organ transplantation can give another life to the patients who have organ failure and could not find any other ways to treat their diseases. According to the development of medical technology and immunosuppressive drugs, the rate and extent of organ transplantation is increasing these days. New medical technologies like organ transplantation brought on critical issues and these have changed the way of thinking and morals that has been the fundamental rules in our society. Bioethics is already an important field of medicine and oriental medicine should investigate the problem caused by the development of medical technology and life science and should form a view of life in oriental medicine. Oriental medicine is East Asian traditional medicine based on "Huangdi-Neijing", constructed by the system of Jangfu and meridian. The traditional therapies of oriental medicine have completed a scientific system on the point of view that looks on human and nature equally. This process continued to form a new medical theory as the environment was changed and the new diseases were appeared since "Huangdi-Neijing" and "Shoganron" showed a new scope to investigate human and diseases. Therefore, it is important to develop the point of view of oriental medicine as the medical situation was changed. Oriental medicine has a holistic view that considers human as a little cosmos resonated by a big cosmos and regards the possibility to recover and to regulate the energy in our body. This theory is a basic idea of oriental philosophy. Oriental medicine focuses on the balance of yin and yang of the body and tries to harmonize the imbalance of yin and yang caused by the life style and environment. This can solve many problems that cannot be settled by modern medicine and this can accomplish the new paradigm of oriental medicine that is needed these days.

This study is a report on the restoration process and future projects involving the restoration of the medical records from 1914 to 1974. Cheong-Gang Young-Hoon Kim was born in 1882 and passed away in 1974. His times were the times when Korean Traditional Medicine was being neglected due to the introduction of Western Medicine through Japan. During this time Young-Hoon Kim put much effort into the Korean Traditional Medicine Restoration Movement and left over 150,000 medical records while consistently examining patients. Currently, this data can be found at the College of Oriental Medicine, Kyunghee University and is being compiled into a database as a part of the 2007 Knowledge of Oriental Medicine Web Service Project. The Preface and Chapter 1 introduce the author and the contents of the Cheong-Gang Medical Records, and Chapter 2 briefly discusses the necessity of providing digitalization and modernization to the medical records. Chapter 3 discusses the preservation process of the original medical records, chapter 4 describes the process of restoring and providing web access to the contents of the medical records, and chapter 5describes the main purpose of the medical records as well as future projects and an outlook involving the Knowledge of Oriental Medicine Web Service Project.

Cheong-Gang Medical Chart is 60 years worth of diagnosis records kept by Oriental Medicine Doctor Kim Young Hoon [金永勳, 號 晴崗 1882-1974], who held practice in Seoul's Jong-ro from 1915 till 1974. Kim Young Hoon's eldest son, Kim Ki Su (金琦洙) donated the medical records exceeding a thousand volumes to KyungHee University, and researches are being made presently. The author of Cheong-Gang Medical Chart, Kim Young Hoon, was a medical scholar who studied the essence of the traditional medicine of his time. He was handed down the quintessence of traditional medicine by keeping in touch with the prominent oriental doctors in Seoul at that time, and he constantly applied it to his practice and made records of it. Consequently, his diagnosis charts contain a whole new form of prescriptions, treatment skills, and processes of clinical application that have never been seen before in the texts of Korean Medicine. The writer has written a paper on the present condition of Cheong-Gang Medical Chart, which was published in the Journal of Korean Oriental Medicine in 2004. This manuscript reports the results of the test studies made to develop an efficient database model as a prior step to organizing the medical records into a data bank.

The structure of medical profession is composed of multiple relations among state, patients, and medical professions. There are conflicts between the nation and medical professions because the nation controls the monopoly of medical professions through medical policies. Patients make relations with medical profession as medical consumers. And medical professions compete each other in order to gain the control of the medical market. This paper attempts to review the dynamic relations between the nation and medical professions. The medical professions and the nation are in conflict about the control of the autonomy of medical professions. The medical professions want to exercise the monopoly rights in their own area and, on the other had, the nation wants to prevent problems that might result from the monopoly by regulations and to have the control over the national operation. Given this, the common view of medical sociology is that the nation and the medical professions are in constant conflict. The arguments that the present medical sociology has on the relationship between the nation and medical professions can be summarized like these: first, the nation is the authenticator of medical system; second, the nation is a medical provider and consumer; and, third, the nation is a mediator of regulations and conflicts. Based on the above mentioned relations between the nation and medical professions, this paper attempts to see how the nation, which is one component of the medical structure, make influences on Korean Oriental doctors and Traditional Chinese doctors. So as to do this, the changes in medical policies and promoting policies for Korean Oriental medicine and Traditional Chinese medicine are analyzed. Finally, the differences in national policies of Korean Oriental medicine and Traditional Chinese medicine are compared.
In "Huangdineijing", detailed descriptions of the human physiology, pathology, causes of diseases, and symptoms can be found. The doctors who studied "Huangdineijing" interpreted "Huangdineijing" from many different points of view and such contents are being put to practical use even today. Some parts, however, are not translated clearly enough. Contents of the book of Fuqibing falls into this category. It cannot be explained why the description of Fuqibing is mentioned after Fuqibing. This study is an organization of the writer's opinion on Fuqibing.

Pulse condition is the essential division for conducting pulse diagnosis which is one of the most fundamental and important diagnostics in traditional Korean/Chinese medicine. We studied the pulse condition referred to classics of traditional medicine for a full understanding in present time and come to a conclusion like below. The reference to pulse condition was concluded to 'twenty four pulse conditions' which is the fundamental conception generally accepted in present age since it had first mentioned in "Huangdi Neijing" and after it had passed through "Nanjing", "pulse pattern identification-chapter of normal pulse"of Zhang Zhongjing and reached "Maijing"of Wang Shuhe. Although medical partitioners had different views to some extent about pulse condition, there were no significant differences in the main theoretical frame. Even though there had been a diversity of opinions on the classification of pulse-condition between various medical practitioners, the method of Dae-dae and the method of systematic endeavored by Zhou Xueting and Zhou Xuehai who were medical scholars in the Ch'ing dynasty have been a criterion for the classification of pulse-condition up to date. We were able to recognize that the change of pulse condition caused by pathological situation should be compared to physiological pulse condition for detecting the deficiency and excess by researching the analyzing methods of pulse condition mentioned in the "Lingshu", and the book of Hua Shou and Zhou Xuehai). To sum up, first normal pulse which is the physiological pulse condition should be a standard for detecting physiological pulse condition. Secondly, Zhou Xueting insisted that relaxed pulse should be a standard pulse condition for detecting normal pulse.

The Koreans' experience rate of using the traditional medicine was comparatively high and the subjects in both the countries used the western medicine for the symptoms of a cold and dental problems. For the illness of stomach, Korean and Chinese subjects used the traditional medicine and the western medicine half and half. This paper presented the subjects with the common 14 diseases that they can have and asked which medicine they will use when they have the diseases. The results of analysis indicate that the subjects tend to use different medical institution according to the diseases. The subjects in Korea and China selected different medical institution for the same disease. From the analysis of the questionnaire, it can be seen that there are some differences between Koreans and Chinese in using the medical institution, which results from the difference in medical culture and the relationship between the traditional medicine and medical users could be figured out.
