Water quality models can be applied to manage the regional water quality problems and to estimate the target and allowable pollution load in watershed effectively. Since the models such as QUAL2E, W ASP5 and HSPF need many data and are not easily applied in real systems, the water quality model, which would be simple and easily applicable, has been required. Thus, an Analytical Model of BOD(AMB) considering travel time of pollutant was developed for the total pollution load regulation in drainage basin. It was found that the main stream length of a sub-basin in the AMB should be shorter than 7km and the length of distributed pollutant load should also be shorter than 3.5km in a sub-basin. The basin in the AMB could be divided into sub-basins with almost same hydraulic characteristics and reaction rate constant satisfying the proposed stream length. The running results of the AMB in a small stream were very close to the results of QUAL2E, which is widely used one in the world. Therefore, the AlVIB can be used to regulate the total pollution load in drainage district by local government.rnment.
The regulation of emission concentration for stream water qualities doesn't control quantitative increase on pollution loads, it has limits for improvement of water qualities. Total water pollution load management system(TMDL) can control the total amount of pollutant in waste water which is allowed to assign and control the total discharged pollutant loads in a permissible level. When it comes to generated wastewater value of TMDL system, there is difference between calculated value based on individual pollutant unit load and observed value. Calculated sewer inflow, calculated sewer outflow, measured sewer inflow, and measured sewer outflow at dry season are $26,460.9m^3$/d, $17,778.6m^3$/d, $17,106.1m^3$/d and $19,033.9m^3$/d respectively, Calculated sewer inflow, calculated sewer outflow, measured sewer inflow, and measured sewer outflow at rainy season are $49,512.2m^3$/d, $18,628.7m^3$/d, $30,918.2m^3$/d, $19,700.7m^3$/d respectively. This result presents the necessity to acquire the precise observed data to fulfill the efficient TMDL system.
In this study, we developed a method to assess quantitatively the amount and the economic value of water quality regulating service of ecosystem services. Numbers of species and aquatic organisms such as fish increased because of the improved water, but it was due to complex factors such as water quality regulation services of ecosystems, installation of environmental facilities for water quality treatment, and water quality regulation. Therefore we sought ways to quantitatively estimate the value of ecosystem regulation services. In this study, we propose a method to estimate the quantitative value of water quality regulation service of ecosystem by utilizing the total amount of water pollution. In addition, the economic value evaluation method was proposed by multiplying the estimated the quantitative value of water quality regulation service of ecosystem by the unit cost per unit capacity. Finally, the ecosystem water quality regulation service was estimated by using the evaluation method for BOD and T-P in Nakdong river watershed.
This paper presents the policy directions of total maximum daily loads(TMDL), which was recently adopted in Korea, for scientific management of water quality. The basic principles of water quality management are also discussed in this paper, along with the TMDL policy in United States as well as the previous policy in Korea. We discussed several unreasonable points out of the previous approaches, such as regulation of all point sources with equal standards, negligence of an assimilative capacity of the receiving water, and emphasis only on drinking water supply, etc.. For successful applications of the TMDL policy in Korea, the following directions are suggested: 1) the unit drainage basin for each TMDL application should be given, 2) the water body where the water quality standards should be maintained, needs to be guided, 3) the water quality parameters of TMDL should be given, 4) the technical guidances should be given for applications of water quality models, and 5) the seasonal TMDL would be allowed. In order to maximize the benefits of the TMDL policy, the local governments would need to implement the following strategies: 1) the increment of an assimilative capacity of the receiving water, 2) the effective controls of the non-point source pollution, 3) the advanced treatment of the point sources, 4) application of system optimization techniques along with effluent trade, and 5) utilization of watershed management systems.
Since 2000, environmental policies and regulations in Korea are rapidly changing to TMDL(Total Maximum Daily Load) and nonpoint source control. This is due to bad water quality in drinking water sources. Although many environmental facilities having high removal efficiency are constructed and applied in nationwide for controling various pollutants from wastewaters, the water quality in rivers is worse and worse because of nonpoint pollution. In fact, TMDL is a new environmental regulation controling total daily loadings from watershed areas. Actually, the nonpoint pollutant is originated from various landuses and its control is based on TMDL regulation. Therefore, this research is performed to determine the size of detention basin to control nonpoint pollutants from resort developing areas. The detention basin is one of best management practices, which is useful for controling pollutants and flooding from the developing areas. However, it should be designed and constructed with cost effective method. Recent 10 years rainfall data are used to determine the size of detention basin. The cost effective size is determined to 7.4mm accumulated rainfall.

The damage of water quality like red tide occurs every year inspite of the total load regulation of pollutant inflows from land such as COD, phosphorus and so on around Seto inland sea in Japan. It is attributed to the increase of primary production due to eutrophication. and the rising and settling from the sediment containing nutrient salt. Furthermore, the recent research shows that nutrient salt such as nitrogen and phosphorus, flows into Kii channel from land as well as the Pacific ocean. To investigate the distribution of water quality and flow and residual current in Kitan strait, the field observations were carried out. The field data were obtained a time each season from 1999 to 2002. The results of observations and data of other research institution are used to understand the mechanism of pollution in the strait.
