It is very difficult to apply stream flow data directly to the management of Total Maximum Daily Loads because there are some differences between the unit watershed and the stream flow monitoring network in their characteristics such as monitoring locations and its intervals. Flow duration curve can be developed by linking the daily flow data of stream monitoring network to 8 day interval flow data of the unit watershed. This study investigated the current operating conditions of the stream flow monitoring network and the flow relationships between the unit watershed and the stream flow monitoring network. Criteria such as missing and zero value data, and correlation coefficients were applied to select the stream flow reference sites. The reference sites were selected in 112 areas out of 142 unit watersheds in 4 river basins, where the stream flow observations were carried out in relatively normal operating conditions. These reference sites could be utilized in various ways such as flow variation analysis, flow duration curve development and so on for the management of Total Maximum Daily Loads.

Most of the electric power in the power system of South Korea is flowing from the south area to the north area, Seoul, in the capital of South Korea. Almost of the needs of the electric power in the capital area are about 43% of the total loads and generation plants are mainly located in the south area of South Korea. As mentioned the earlier characteristic, transmission congestion is one of the important research issues. Because of the limits of the power flows from the south to the north which are anticipated to be increased more and more in the future, these congestion situations may cause a serious voltage stability problem in emergency of the power system. Accordingly, we are interested in an interruptible load control program so as to solve this problem in emergency. This problem can be solved by an interruptible load management in emergency, however, the systematic and effective mechanism has not been presented yet. In this paper, the algorithm of interruptible load management plan using the line sensitivity to the loads for the transmission congestion management in emergency is presented. The proposed method is applied to 6-Bus sample system and their results are presented.
One of constraints in the application of unit-load method to estimate non-point pollution loads in the total water pollutant load management system (TWPLMS) is the limited numbers of applicable unit-loads. Since only 7 unit-loads are currently available for total 28 land-use categories in the national land register data, each unit-loads inevitably have to represent several land-use categories regardless of their actual land coverage characteristics. As a way to minimize the problem, this study suggested a nested application of the available unit-loads based on the analysis of high resolution aerial images taken in the Kyeongan watershed. Statistical analysis of three selected land-use categories such as school, apartment complex, and golf course showed that there exit significant (95% confidence level) relationships between the registered land-uses and actual land coverages. The school and apartment complex currently considered as 100% ground have only 65% and 80% of ground characteristics, respectively. Golf course, which is considered as 100% pasture, has about 5% of ground area. This indicates that the unit-load method using in TWPLMS can give over estimated non-point pollutant loads for the school and apartment complex (19.8~54.4%) but under estimation for the golf course (80.9%).
This study aimed to assess the impact of livestock excreta discharged from an Intensive Livestock Farming Area (ILFA) on river water quality during a rainfall event. The Bangcho River, which is one of the 7 tributaries in the Cheongmi River watershed, was the study site. The Cheongmi River watershed is the second largest area for livestock excreta discharge in Korea. Our results clearly showed that, during the rainfall event, the water quality of the Bangcho River was severely deteriorated due to the COD, $NH_4-N$, T-N, $PO_4-P$, T-P, and heavy metals (Cu, Zn, and Mn) in the run-off from nearby farmlands, where the soil comprised composted manure and unmanaged livestock excreta. In addition, stable isotope analysis revealed that most of nitrogen ($NH_4-N$ and $NO_3-N$) in the run-off was from the ammonium and nitrate in the livestock excreta. The values of ${\delta}^{15}N_{NH4}$ and ${\delta}^{15}N_{NO3}$ for the Bangcho River water sample, which was obtained from the downstream of mixing zone for run-off water, were lower than those for the run-off water. This indicates that there were other nitrogen sources upstream river in the river. It was assumed from ${\delta}^{15}N_{NH4}$ and ${\delta}^{15}N_{NO3}$ stable isotope analyses that these other nitrogen sources were naturally occurring soil nitrogen, nitrogen from chemical fertilizers, sewage, and livestock excreta. Therefore, the use of physicochemical characteristics and nitrogen stable isotopes in the water quality impact assessment enabled more effective analysis of nitrogen pollution from an ILFA during rainfall events.

To control organic matters, it needs to manage not only biodegradable organic matters but also refractory organic matters. Refractory organic matters from municipal wastewater, industrial wastewater, non-point sources and etc., have been continuously discharged to the near watersheds. It is estimated that the refractory organic matter ratios are continuously increased in waterbody. In watersheds of the Total Maximum Daily Loads (TMDLs), it was investigated that COD/BOD ratios increased in many unit watersheds of the 4 major river basins. The portions COD/BOD ratios increased were found to be a 97% of Geum River unit watersheds, a 81% of Yeongsan/Seumjin River unit watersheds, a 78% of Nakdong River unit watersheds, a 70% of Han River unit watersheds, respectively. Therefore, it has become important for establishment of effective management strategies to control refractory organic matter in watersheds of the Total Maximum Daily Loads (TMDLs). In order to properly manage organic matters including refractory organic matters, the present organic indicator (BOD) has to be converted to TOC (or COD). Compared to COD and BOD, TOC, as a organic matter indicator, is evaluated more appropriate.
It is necessary to develop flow duration curve (FDC) on each unit watershed in order to analyze flow conditions in the stream for the management of Total Maximum Daily Loads (TMDLs). This study investigated a simple method to develop FDC for the general use of the curve. A simple equation for daily flow estimation was derived from the regression analysis between the 8-day interval flow data of a unit watershed and the daily flow monitoring data of an adjacent upstream region. FDC can be prepared with the calculation of daily flow by the equation for each unit watershed. An annual and a full-period FDC were drawn for each unit watershed in Guem river basin. Standard flow such as low and ordinary flow can be obtained from the annual FDC. Major percentile of flow such as 10, 25, 50, 75 or 90% can be obtained from the full-period FDC. It is considered that this simple method of developing FDC can be utilized more widely for the calculation of standard flow and the assessment of water quality in the process of TMDLs.
The land use of the unit watersheds should be maintained appropriately in order to keep the load allotment stable for the management of Total Maximum Daily Loads (TMDLs). This study classified the land area in four types and analyzed the use of each land type and its changing pattern by calculating the occupation and conversion ratios for the unit watersheds in three river basins. The forest land showed the greatest occupation ratio with 63.0%, followed by the farm land with 23%, the other area with 8.0% and the site area with 6.0% in 2003. The occupation ratio of the site and the other area increased by 0.4% and 0.2% respectively, and that of the farm and the forest land decreased by 0.4% and 0.2% respectively in 2007. The conversion ratio for the site area ranged from 1.65% to 1.97%, for the farm land from -0.47% to -0.33%, for the forest land from -0.10% to -0.04% and for the other area from 0.17% to 1.97%. It can be inferred that the decrease in the farm and the forest land contributed to the increase in the site area and that the increase in the other area was mainly made by the decrease in the forest land. It could be more effective to take into account the changes in the site area and in the forest land in the process of developing the TMDL plans.

In this study, methods using LDC (Load Duration Curve) and watershed model were suggested to develope management targets and evaluate target achievement for non-point source pollution management considering watershed and runoff characteristics and possibility for achievement of target. These methods were applied for Saemangeum watershed which was designated as nonpoint source pollution management area recently. Flow duration interval of 5 to 40% was selected as flow range for management considering runoff characteristics and TP was selected as indicator for management. Management targets were developed based on scenarios for non-point source pollutant reduction of management priority areas using LDC method and HSPF model which was calibrated using 4 years data (2009~2012). In the scenario of LID, road sweeping and 50% reduction in CSOs and untreated sewage at Jeonju A20 and 30% reduction in fertilizer and 50% in livestock NPS at Mankyung C03, Dongjin A14 and KobuA14, management targets for Mangyung bridge, Dongjin bridge, Jeonju stream and Gunpo bridge were developed as TP 0.38, 0.18, 0.64 and 0.16 mg/L respectively. When TP loads at the target stations were assumed to have been reduced by a certain percentage (10%), management targets for those target stations were developed as TP 0.35, 0.17, 0.60 and 0.15 mg/L respectively. The result of this study is expected to be used as reference material for management master plan, implementation plan and implementation assessment for non-point source management area.

Load duration curve was applied to determine important water quality parameter control term for improvement of Paldang lake water quality. Load duration curve was analyzed with long term data from 1985 to 2012 including water quality, flow rate and climate state of Paldang water environment. From the result of flow rate patterns of paldang lake, differences between high and low flow rate of each year showed tendency of increase because rainfall characteristics of paldang lake watershed were changed by climate exchange. Both of land use state of upper Paldang lake watershed and number of limit excess from load duration curve indicated that seasonal action related with land use such as agricultural fertilizer distribution in upper watershed affected Paldang lake water quality. So focused BOD (biological oxygen demand) management during spring season from march to June is required to control organic materials in Paldand lake. The main affecting factor of TOC (total organic carbon) increase in Paldang lake was initial rainfall after march. T-N (total nitrogen) kept increasing during research period, so enhancement of T-N standard is needed to T-N control. Initial rainfall and increase of temperature during spring season from March to June showed a positive correlation with TP (total phosphorus) and Chl-a, respectively.

The TMDL standard flow as applying watershed management regime uses the average low flow of past 10 years. Moreover, the TMDL implementation assessment has been enforced through management of pollutant load satisfied objective water quality. Even though the present allocation and management through averaged low flow are still convenient, they are not enough to solve ultimate goals of watershed management to keep up recovery of water body. To maintain the same water quality concentration, the standard flow is required to consider total discharge in management plan which helps to keep healthy ecosystem. In view of this, it would be possible to approach reasonable assessment by reflecting variably changeable discharge from precipitation-streamflow relation and the TMDL standard establishment considering artificial regulated flow. Therefore, this study attempts to develop the TMDL method using Load Duration Curve (LDC) and Streamflow-Load Rating Curve (QLRC) considering total discharge and finds drawbacks with solutions as applying on Nakdong river TMDL unit watershed. Finally, this research evaluates possibility of application on pollutant load allocating and implementation assessment in Korea.
