Considering international status of our country as world class ship builder and geographical characteristics encircled by sea in three facets, controlling of air pollutants emission from marine engines becomes more and more important issue in recent days. Implementation of immediate pollutants emission control regulation and standardization of test and certification procedure are required to reduce air pollution from marine engines. But cost increments due to additional equipment of emission control device and development and certification test expenses as well as depreciation of fuel economy should be considered. To satisfy those air pollution reduction and economic requirements, we should make our own interpretation of IMO standard and implementation schedule depending on our country's status. For this purpose we measured NOx emission from small and middle class marine engines to calculate emission factor and total pollutant emission in our country. With the comparison and analysis of other countries emission control regulation we proposed basic data of total emission from marine engine and future emission control standard in our country. According to our estimation, 62% of total NOx emission of marine engines comes from fishing boat and 38% from commercial vessels. The portion of NOx emission from marine engine is 18.6% of whole country NOx emission. Due to the voyage characteristics of middle and large vessel and necessity of international harmonization of marine engine pollutants emission control standard, it is inevitable to adopt IMO standard for middle and large marine engines. But considering technological and cost effect of fishing boat operating in near sea, it is resonable to set a standard within 80% of measured value at the moment and gradually implement the same IMO standard in near future.
In Korea, the U.S. Tier-4 Final emission standards have been applied to agricultural machinery since 2015. This study was conducted to analyze the emission characteristics of agricultural tractors during plow tillage operations using PEMS (portable emissions measurement systems). The tractor working speed was set as M2 (5.95 km/h) and M3 (7.60 km/h), which was the most used gear stage during plow tillage operation. An engine idling test was conducted before the plow tillage operation was conducted because the level of emissions differed depending on the temperature of the engine (cold and hot states). The estimated level of emissions for the regular area (660 m2), which was the typical area of cultivation, was based on an implement width of 2.15 m and distance from the work area of 2.2 m. As a result, average emission of CO (carbon monoxide), THC (total hydrocarbons), NOx (nitric oxides), and PM (particulate matter) were approximately 6.17×10-2, 3.36×10-4, 2.01×10-4, and 6.85×10-6 g/s, respectively. Based on the regular area, the total emission of CO, THC, NOx, and PM was 2.62, 3.76×10-2, 1.63, and 2.59×10-4 g, respectively. The results of total emission during plow tillage were compared to Tier 4 emission regulation limits. Tier 4 emission regulation limits means maximum value of the emission per consumption power (g/kWh), calculated as ratio of the emission and consumption power. Therefore, the total emission was converted to the emission per power using the rated power of the tractor. The emission per power was found to be satisfied below Tier 4 emission regulation limits for each emission gas. It is necessary to measure data by applying various test modes in the future and utilize them to calculate emission because the emission depends on various variables such as measurement environment and test mode.
This short report describes the trend of exhaust emission control of the diesel engine vehicles in Korea, which originally was motivated from the newly proposed Emission Control Regulation of Diesel Engine Vehicles possible to be activated in 1991 by Korean Environmental Protection Agency. This short survey report has been prepared by the special working group of The Korea Society of Automotive Engineers (KSAE) on this particular subject. This report includes (1) estimation of portions of contribution of diesel engine vehicle emission to total air pollution, (2) comparison of proposals of new articles/regulations/laws in Korea with those of other selected countries such as USA, European countries, and Japan, (3) comparison of vehical emission control regulations in Korea with those in other selected countries, (4) technical aspects of possibilities of reduction of diesel engine vehicle emissions, (5) additional administrational aspects of technology development program, (6) social impact resulted from the severe emission control regulation on diesel engine vehicles, and (7) proposals, prepared by the special working group of the KSAE, on the emission control regulation of diesel engine vehicles, which can possibly bring better cleaner air released from the air pollution resulted from diesel engine exhaust emissions in real sense with minimal financial contribution, with optimal technological efforts, with less social impacts, within five to ten year period.
The purpose of this study is to quantify the contribution of high emitting vehicles to mobile emission inventories. Analyzed emission data include $NO_x$, HC, and CO results, which were measured through the vehicle Inspection and Maintenance (I/M) program in Seoul metropolitan area. The high emitting vehicles were identified as the top 5% worst polluting cars of the fleet. We estimated that 5% of the gasoline passenger car fleet, which is high emitters, generated 25.5% of $NO_x$, 34.5% of HC, and 66.1% of CO emissions of total inventories for gasoline passenger car fleet in year 2010. In the study, we identified that the older vehicles (older than ten years) and high mileage vehicles (more than 120,000 km driven) comprised high emitter fleet with 70.9% and 71.2%, respectively. The emission contribution of high emitters became larger in younger fleet than in the older fleet. This is due to the reduced emission rates in newly manufactured vehicles, which were developed under the more stringent emission regulation limits. This analysis implies that high emitters could be responsible for an even larger fraction of total vehicular emissions as more advanced technology vehicles are being incorporated into the current vehicle fleet. The findings suggested that the high emitting vehicles should be primarily considered for in-use vehicle emission management program, such as I/M, accelerated vehicle retirement, or catalytic converter replacement, in order to enhance the effectiveness of selected program.
The purpose of this research is to quantify the compliance of on-road emission from a light duty diesel vehicle, based on a comparison to emission regulation standard. $NO_x$, CO and THC emissions were measured using a portable device on a selected real-world driving route with a length of approximately 22 km. On-road measurements were repeated by 10 times on a same route to reflect variability in traffic conditions. A test route was divided into 22 road links with length of 1 km to analyze emission results with higher spatial resolution. The average emissions of $NO_x$, CO and THC over total travel distance, which is approximately 220 km, were quantified to be in compliance with emission regulation standards. Under higher spatial resolution, $NO_x$ concentration exceeded a standard in 92 links out of 220 links. The extended time in stop period and the stop-and-go driving cycle were identified as two important reasons for increased $NO_x$ emissions in observed cases. Heavy traffics showed higher $NO_x$ emissions than free flow. These results indicate that the real-world vehicle emissions might exceed the compliance level associate with traffic conditions. Another interesting observation of this research is that the on-road emission characteristics can be independent to the average speed of road links with higher spatial resolution. Variability in on-road emission might not be fully described by solely relying on an average speed, because variability in traffic conditions and road conditions can influence on real-world vehicle emissions.
The object of this study is to suggest some alternatives for environmental management towards sustainable urban development of Chongju city in Korea. This study analyses urban environmental indicators (population density, land use, road, park, car, etc.), level of air and water pollution and solids waste generation by comparing Chongju city and other large cities. Some alternatives towards sustainable development in Chongju city would be summerized and suggested as higher concentrated land use(compact city), mixed land use, supply of mass transit, establishment of regional environmental standards, total emission regulation of air and water pollutants, the preparation of Local Agenda21 of Chongju, and the introduction of strategic environmental assessment(SEA) into environmental impact assessment.
터널환기 계획시 소요환기량은 환기시설 용량을 결정하기 위한 중요한 인자이며, 소요환기량 산정을 위한 차종별 오염 물질 배출량(환기설계를 위한 기준배출량)은 현재 환경부에서 제시하는 '제작차 허용배출 기준'을 근거하여 산정하고 있다. 그러나, 2013년부터 환경부에서는 자동차에서 배출되는 오염물질을 산정하기 위한 규정으로 '자동차 총 오염물질 배출량 산정방법에 관한 규정'을 고시하고 이 규정에 '자동차 차종별 배출계수'를 제시하고 있다. 따라서 도로터널의 소요환기량 산정시 이를 적용하는 것에 대한 검토가 필요한 실정이다. 본 연구에서는 2015년 경유차량의 배출가스 조작사건 이후 자동차 배출가스 규제강화에 따라 터널의 소요환기량 산정에 미치는 영향을 검토하였으며, 최근 환경부에서 개정한 '제작차 허용배출량 기준'과 '자동차 차종별 배출계수'에 의한 소요환기량과 EURO 배출기준을 적용한 소요환기량을 비교 분석하였다. 또한 소요환기량 산정 근거에 따른 합리적인 환기시스템 용량결정을 위한 기초 설계자료를 제공하는 것을 목적으로 한다.
This study provides allocation methods and transaction instances of introducing pilot projects of $SO_2$ emission trading that recently rises as an scheme for effective emission regulation to internalizing environmental externalities. The emissions caps that is the total endowment of $SO_2$ emission permits are calculated in each emission plant by considering methods for distributing those permits-by giving them away or by selling them at auction. The method adopted in this study has several defects in application of the reality. However, this study may have contributions to cognize the importance of, allowance trading among the participants and to firstly design the allocations of emission permits for each plant using real emission data.
Until comparatively lately, the annual time series of the $SO_2$ concentration had been shown in a decreasing trend in Ulsan as well as other Korean cities. However, the high concentration of $SO_2$ was frequently found in the specific countermeasure region including the national industrial complex such as Mipo and Onsan in the Ulsan city for the period of $2001{\sim}2004$. There are many conditions that can influence the high concentration of $SO_2$ at monitoring sites in Ulsan, such as: First, annual usage of the fuel including sulfur increased in comparison with the year before in spite of the fuel conversion policy which wants to use low sulfur oil less than 3% and LNG. Second, point source, such as the power plants and the petroleum and chemistry stacks, was the biggest contributor in $SO_2$ emission, as a analyzed result of both the air quality modeling and the stack tole-monitoring system (TMS) data. And third, the air pollutants that occurred in processes of homing and manufacturing of the fuel including sulfur were transported slow into a special monitoring site by accumulating along the frontal area of see-breeze. It was concluded that Ulsan's current environmental policy together with control methods should be changed into the regulation on total amount of emission, including a market-based emission trading with calculating of atmospheric environmental critical loads, for the $SO_2$ reduction like the specific countermeasure for the $O_3$ and PM10 reduction in the Seoul metropolitan area. And this change should be started in the big point sources of $1{\sim}3$ species because they are big contributors of Ulsan's $SO_2$ pollution. Especially it is necessary to revitalize of the self-regulation environmental management. Other control methods for sustaining the $SO_2$ reduction are as follows: maintenance of the fuel conversion policy, reinforcement of the regional stationary source emission standard, and enlargement of the stack TMS.
