It is necessary to estimate the runoff hydrograph and peak flood discharge using law of probability for synthetic flood control policy and design of hydraulic structures. Rainfall analysis is needed in the process of peak flood discharge estimation and the time distribution of a design rainfall is a very important process in the analysis. In this study, we estimate design flood for a small urban basin and a rural basin of medium scale which have different travel times. The Huff method is widely used in Korea for the time distribution of design rainfall to estimate design flood. So, we use Huff method and a conceptual method which is suggested in this study for the comparative purpose. The 100-year frequency rainfall is used to estimate design flood for each basin and the design flood is compared with the existing design flood. As the result, the design flood is overestimated $14.6m^3/sec$ by Huff method and is underestimated $70.9m^3/sec$ by a conceptual method for the rural basin. For the small urban basin, the design flood is excessively overestimated $294.65m^3/sec$ by Huff method and is overestimated $173m^3/sec$ by a conceptual method. The reason of excessive overestimation by Huff method in the small urban basin is that the increased rate of rainfall intensity according to the decrease of duration is large and the duration exceeds the time of concentration when the increased rainfall intensity is concentrated in a quartile. Therefore, we suggested a conceptual method for the time distribution of design rainfall by considering the rainless period and duration. Especially, the conceptual method might be useful for the small urban basin with short concentration time which the design flood is overestimated by Huff method.

In the construction of hydraulic structures deciding a design flood is one of the most important works. It should be especially noted that the time distribution of the design rainfall method makes a significant effect on the results of the design flood. Thus, choosing an appropriate time distribution method for the design rainfall is a very important process. In recent years, Huff's method is usually used in Korea. This method presents dimensionless rainfall-time cumulative curves, which are made through the analyses of storm data. In this study, the annual maximum rainfall data, from 1961 to 2004 were analyzed to make the dimensionless rainfall-time cumulative curves and hyetographs in Seoul. The results were compared with the "Regional Time Distribution of the Design Rainfall", (KICT, 1989 and MCT, 2000). As a result, the dimensionless rainfall-time cumulative curves are smoother than Huff's results when the duration of an annual maximum rainfall is short. In addition, the curves are similar with the Huff's results as the duration is longer.

The objective of this study was to analyze the effect of the duration and time distribution of probability rainfall on farmland inundation for the paddy fields in the drainage improvement project site. In this study, eight drainage improvement project sites were selected for inundation modeling. Hourly rainfall data were collected, and 20- and 30-year frequency probability rainfalls were estimated for 14 different durations. Probability rainfalls were distributed using Intensity-Duration-Frequency (IDF) and Huff time distribution methods. Design floods were calculated for 48 hr and critical duration, and IDF time distribution and Huff time distribution were used for 48 hr duration and critical duration, respectively. Inundation modeling was carried out for each study district using 48 hr and critical duration rainfalls. The result showed that six of the eight districts had a larger flood discharge using the method of applying critical duration and Huff distribution. The results of inundation depth analysis showed similar trends to those of design flood calculations. However, the inundation durations showed different tendencies from the inundation depth. The IDF time distribution is a distribution in which most of the rainfall is concentrated at the beginning of rainfall, and the theoretical background is unclear. It is considered desirable to apply critical duration and Huff time distribution to agricultural production infrastructure design standards in consideration of uniformity with other design standards such as flood calculation standard guidelines.
Most hydrological analysis such as probability rainfall and rainfall time distributions have typically carried out based on hourly rainfall and rainfall - runoff analysis have carried out by applying different periods of rainfall time distribution and probability rainfall. In this study, to quantify the change of design flood due to the data type (hourly and minutely rainfall data) and the probability rainfall and application of different data period to the rainfall time distribution, probability rainfall is calculated by point frequency analysis according to data type and period and rainfall time distribution was calculated by Huff's quartile distributions. In addition, the change analysis of design flood was carried out by rainfall - runoff analysis applying different data periods of design rainfall time distribution. and probability rainfall. As a result, rainfall analysis using minute rainfall data was more accurate and effective than using hourly rainfall data. And the design flood calculated by applying different data period of rainfall time distribution and probability rainfall made a large difference than by applying different data type. It is expected that this will contribute to the hydrological analysis using minutely rainfall.
This study collected the latest 30-year (1976~2005) continuous rainfall data hourly recorded at 61 meterological observatories in Korea. The continuous rainfall data was divided into individual rainfall events. In addition, distribution charts of average intervent times between adjacent rainfall events were created to facilitate the application to the overflow risk-based design of storm-water infiltration basin. This study shows that the one-parameter exponential distribution is suitable for the frequency distribution of the average intervent times for the domestic rainfall data. Distribution charts of the average intervent times were created for 4 hour and 6 hour of storm separation time, respectively. The inland Gyeongsangbuk-do and Western coastal area had relatively longer average intervent times, whereas Southern coastal area and Jeju-do had relatively shorter average intervent times.

This study shows that 4 hour is appropriate for SST (storm separation time) to separate individual rainfall events from the continuous rainfall data, and the one-parameter exponential distribution is suitable for the frequency distribution of rainfall event depths for the domestic rainfall data. The analysis of the domestic rainfall data using SST of 4 hour showed that the individual rainfall event was 1380 to 2031 times, the average rainfall event-depth was 19.1 to 32.4mm, and ranged between 0.877 and 0.926. Distribution charts of average rainfall event-depth were created for 4hour and 6 hour of SST, respectively. The inland Gyeongsangbuk-do, Western coastal area and inland of Jeollabuk-do had relatively lower average rainfall event-depth, whereas Southern coastal area, such as Namhae, Yeosu, and Jeju-do had relatively higher average rainfall event-depth.
The sewer capacity design have been based on the Huff model or the rational equation in South Korea and often failed to determine optimal capacity, resulting in frequent urban flooding or over-sizing. A time distribution of rainfall (i.e., Huff or ABM method) could be used instead of a rainfall hyetograph obtained from statistical analysis of previous rainfalls. In this study, the Huff method and the ABM method, which predict the time distribution of rain intensity, which are widely used to calculate sewage pipe drainage capacity using the SWMM, were compared with the standard rainfall intensity hyetograph of Seoul. If the rainfall duration was 30 minutes to 180 minutes, the rainfall intensity value calculated by the Huff model tended to be less than the rainfall intensity value of the standard rainfall intensity in the initial 5-10 minutes. As a result, more than 10% to 30% of under-design would be made. In addition, the rainfall intensity value calculated by the Huff model from the section excluding the initial 5-10 minutes of rainfall to the rainfall duration was calculated larger than the value using the standard rainfall intensity equation, which would result in an over-design of 10% to 30%. In the case of a relatively long rainfall duration of 360 minutes (6 hours) to 1,440 minutes (24 hours), it showed an lower rainfall intensity of 60 to 90% in the early stages of rainfall, but the problem of under-design had been solved as the rainfall duration time had elapsed. On the other hand, in the alternating block method (ABM) method, it was found that the rainfall intensity at the entire period at each assumed rainfall duration accurately matched the standard rainfall intensity hyetograph of Seoul.

The time distribution of rainfall is one of the most important considerations for evaluating soil slope stability. In order to study the rainfall-induced slope failure, the rainfall pattern has generally been assumed as uniform rainfall intensity for rainfall duration. However, it should be noted that the time distribution of the design rainfall method has a significant effect on the soil slope instability. The study implemented Mononobe, Huff, and uniform method as three types of time distribution method of the design rainfall to estimate the factor of safety of soil slopes by rainfall duration. As a result, the difference of soil suction and unsaturated hydraulic properties in a soil by rainfall pattern was found through the application of an appropriate time distribution method to numerical simulation for rainfall-induced slope stability.
The rainfall pattern analysis on time distribution characteristics of rainfall rates in important in determination of design flow for hydraulic structures, particularly in urban area drainage network system design. The historical data from about 400 storm samples during 31 years in Seoul have been used to investigate the time distribution of 5-minute rainfall in the warm season. Time distribution relations have been deveolped for heavy stroms over 20mm in total rainfall and represented by relation percentage of total storm rainfall to percentage of total storm time and grouping the data according to the quartile in which rainfall was heaviest. And also time distribution presented in probability terms to provide quantitative information on inter-strom variability. The resulted time distribution relations are applicable to construction of rainfall hyetograph of design storm for determination of design flow hydrograph and identification of rainfall pattern at given watershed area. They can be used in conjuction with informations on spatstorm models for hydrologic applications. It was found that second-quartile storms occurred most frequently and fourth-quartile storms most infrequently. The time distribution characteristics resulted in this study have been presented in graphic forms such as time distribution curves with probability in cumulative percent of storm-time and precipitation, and selected histograms for first, second, third, and fourth quartile stroms.

The design flood estimation in a large river basin has a lot of uncertainties in areal reduction factors, time-spatial rainfall distribution, and parameters of rainfall-runoff model. The use of historical concurrent rainfall events for estimating design flood would reduce the uncertainties. This study presents a procedure for estimating design floods using historical rainfall events and storage function model. The design rainfall and time-spatial distribution were determined through analyzing concurrent rainfall events, and the design floods were estimated using storage function model with a non-linear hydrology response. To evaluate the applicability of the procedure of this study, the estimated floods were compared to results of frequency analysis of flood data. Both floods gave very similar results. It shows the applicability of the procedure presented in this study for estimating design floods in practices.
