본 연구는 태백산국립공원 백두대간 생태축 연결을 위한 평가항목 및 요인별 가중치 설정을 위해 공원관리와 생태계조사, 생태환경계획과 관련된 분야별 전문가 대상의 설문조사를 토대로 계층화 분석을 실시하였다. 문헌연구와 담당자 면담조사로 생태축 연결을 위한 상위 평가지표 4개와 하위 평가지표 13개를 선정하였으며, 일관성 분석에 의한 유효설문을 대상으로 항목별 가중치를 산정하였다. 분석결과, 상위평가 지표에서는 생태계 가치증진이 0.474로 가장 높고, 자연-인간 갈등완화(0.247), 지역주민의 참여(0.165), 경제적 측면(0.114) 순으로 나타났으며, 하위 평가지표에서는 생물이동경로(0.116), 경관생태적 패치 연결성(0.112), 기능적 서식지(0.099) 등이 중요 항목으로 추출되었다. 분야별 평가항목과 가중치 비교에 따르면 생태계조사 분야에서는 생물종 이동경로(0.116)을 가장 중시하는 반면, 공원관리 분야에서는 기능적 서식지가 0.110로 가장 중요한 항목으로 평가되었으며, 생태환경계획 분야에서는 지역의 보전 및 이용자원 분포현황이 0.123으로 가장 높게 나타났다. 본 연구결과는 태백산국립공원 일대의 생태축 연결에 필요한 조사항목의 선정이나 분야별 연결성 분석방향 설정에 기여할 것이다.
As a frontier of Sustainable Basin Research Initiative, we commenced a scenario-driven planning and evaluation research project which is to identify the strategic policy scenarios. As a part of the project, this study attempts to estimate the ecological impacts of land cover changes using landscape indices at the whole basin level. We analyzed spatio-temporal characteristics of natural area including forest, agricultural land, water area, barren which play an important role in nature-friendly sustainable watershed management. The results of analysis shelved that the size and diversity of natural area have been reduced, while patch number and isolation have been increased in proportion to urbanization in 1974, 1995 and four future scenarios in the Ara River Basin. Also, we estimated that the natural area could be conserved to some degree in the SD or DE scenarios with a concept of environment-friendly development and lifestyle. Various strategic environment policies may be evaluated and designed on the basis of the method, that is, scenario approach and landscape ecological analysis suggested in this study.
이 연구의 목적은 국내 외 생태자산 관련 연구 경향을 파악하는 것이다. 생태자산과 의미가 유사한 12개 키워드와 연관 있는 분야 및 영역들을 확인하면서 연구흐름을 이해하고자 하였다. 우리는 키워드 네트워크 분석을 이용하여 방대하게 이루어지고 있는 국내외 연구들을 분석하였다. 키워드 네트워크 분석은 정보의 구조적 흐름을 이해하고 방향성을 파악하는데 유용하다. 국외 연구들은 지속가능성을 중심으로 보전, 경제적 평가, 관리, 정책 분야로 연결되는 것을 보았다. 국내연구 분석은 문헌자료가 적어 다양한 흐름들을 확인하기 어려웠으나 지역의 활성화를 위해 경제적인 가치를 확인하고자 하는 연구들이 있었다. 이 연구는 향후 국내 생태자산 관련 연구 방향들에 설정하는데 활용할 수 있다.
Environmental Product Life Cycle Management is an activity for defining and describing the product, process or activity environmentally. Especially, the main responsibility for the environmental impact of products lies in the design phase of product. Designers cany a heavy responsibility to determine technical, economic and ecological properties of the product. So in order to help designers, structured understanding and application of treating large amount of data and infonnation should be considered. This paper presents a methodological approach for decision supporting to build Product Life Cycle Management system and show a set of database modeling. Additionally, a key issue for databases is the quality of the provided information.
The purpose of this study is to define the concept of community based on the residential area and to review the issues on the research of community in related discipline area. The discourse about community has been developed in the field of social psychology, regional planning and architecture, housing studies, and research results by NGO. These studies of community has been dealt with social interaction and norm as well as the physical aspects of community. The research on community has been studied with the approach of structure and functionalist, systems theory approach, conflict theory approach, ecological approach, microsociological approach, and social construction approach. However, these approaches have not integrated together, but recognized community in a social or personal context. The social construction approach among these approaches suggest a useful conceptual framework for studying community in the point of view that social condition changes according to the autonomic individual. Understanding of community will influence to establishing a community norm, to planning a communal space, and to developing strategies of community. To lay a solid basis for prosperity and competitiveness, countries should achieve balance in the three fundamental aspects: energy availability, energy affordability and ecological balance. Nuclear energy has attracted international interest as one of the most crucial environmental quality strategies. The objective of this study is to analyze the non-linear link between nuclear energy and environmental quality in the top-10 nuclear energy consumer countries (USA, China, Russia, France, Canada, Spain, Sweden, South Korea, Ukraine, and Germany). Earlier research employed panel data methodologies to examine the linkage between nuclear energy and the environment, despite the fact that many nations did not independently demonstrate such a correlation. On the alternative, this study uses a novel approach known as 'Quantile-on-Quantile,' which allows for the analysis of time-series dependence in each country by giving universal yet country-specific insights into the relationship between the variables. Estimates show that the consumption of nuclear energy improves environmental quality by lowering ecological footprint in the majority of the nations studied at certain quantiles of data. Moreover, the data demonstrate that the degree of asymmetries between our variables changes by nation, emphasizing the importance of policymakers exercising caution when adopting nuclear energy and environmental quality regulations.
적응관리는 불확실성이 존재하는 상황에서 자연자원을 관리하는 최적의 관리방법들 중의 하나이다. 여러 가지 한계에도 불구하고, 자연자원 관리에 대한 정책 및 계획수립에 있어 적응관리방법 활용의 필요성은 국제적으로 증가하고 있다. 그러나 우리나라의 자연자원 관리분야에서는 적응관리의 활용사례가 매우 드물다. 본 연구에서는 적응관리의 정의, 절차, 장애요인들과 적용시 고려할 점에 대한 고찰 및 적응관리방법에서 필수적인 요소인 생태모델에 대하여 리뷰하였다. 또한, 적응관리의 도입이 권장되는 바다숲, 연안습지 및 수산자원관리분야에 적응관리방법을 적용할 경우 고려해야 할 사항들에 대하여도 고찰하였다.
As populations inhabiting in natural ecosystem are fragmented by artificial barriers and habitats are destructed by development, extinction possibility of species is getting higher. It is necessary to design and to manage conservation areas and corridors considering animals' movement and migration for sustainable species diversity in present circumstances. 'Least-cost modeling' is one commonly employed approach in which dispersal costs are assigned to distinct habitat types and the last-costly dispersal paths among habitat patches are calculated using a geographical information system (GIS). This study aims to design ecological corridor using least-cost path method and to apply it to a regional ecological network considering movability of medium-large size mammals. This study was carried out over the metropolitan area, which has been deforested by rapid urbanization. Nevertheless there is connected with Gangwon province, Baekdudaegan mountain range and DMZ, considered where many forest species can migrate to this region. This study employs such an approach to develop least-cost path models for medium-large size mammals, have inhabited for this entire region. Considering those species, two forest areas as a source of species supply and forest areas more than 1,000ha are selected as focal forest areas. Movement and migration paths from species supply sources to focal forest areas are calculated by applying landscape permeability theory using land cover map, road density map and land slope map. Results showed least-cost paths from species supply sources to focal forest areas on two species. Wildcat and roe deer are different in some least-cost paths caused by their landscape permeability but paths show generally same specifics. The result of considering regional distribution of expected movement and migration paths to regional ecological network, low altitude mountains of western metropolitan area are evaluated important area for species connectivity. In national or regional levels ecological connectivity is essential to promote species diversity and to preserve integrated ecosystem. This study concludes that developing least-cost models from similar empirical data could significantly improve the utility of these tools.
The European Union (EU) Water Framework Directive (WFD) (2000/60/EC) was transposed into Irish law by Statutory Instrument Nos. 722 of 2003, 413 of 2005 and 218 of 2009, which set out a new strategy and process to protect and enhance Ireland's water resources and water-dependent ecosystems. The Directive requires a novel, holistic, integrated, and iterative process to address Ireland's natural waters based on a series of six-year planning cycles. Key success factors in implementing the Directive include an in-depth and balanced treatment of the ecological, economic, institutional and cultural aspects of river basin management planning. Introducing this visionary discipline for the management of sustainable water resources requires a solemn commitment to a new mindset and an overarching monitoring and management regime which hitherto has never been attempted in Ireland. The WFD must be implemented in conjunction with a myriad of complimentary directives and associated legislation, addressing such key related topics as flood/drought management, biodiversity protection, land use planning, and water/wastewater and diffuse pollution engineering and regulation. The critical steps identified for river basin management planning under the WFD include: 1) characterization and classification of water bodies (i.e., how healthy are Irish waters?), 2) definition of significant water pressures (e.g., agriculture, forestry, septic tanks), 3) enhancement of measures for designated protected areas, 4) establishment of objectives for all surface and ground waters, and 5) integrating these critical steps into a comprehensive and coherent river basin management plan and associated programme of measures. A parallel WFD implementation programme critically depends on an effective environmental management system (EMS) approach with a plan-do-check-act cycle applied to each of the evolving six-year plans. The proactive involvement of stakeholders and the general public is a key element of this EMS approach.
기후위기가 심각해지는 현 시점에 서식처 보호 및 복원과 생물다양성 보전 등 도시공원의 생태적 기능의 중요성이 증가하고 있다. 생태공원은 「도시공원 및 녹지 등에 관한 법률」과 「자연공원법」이 정한 공원의 유형에 해당하지 않아 전국적으로 조성되는 수많은 생태공원의 법적 근거 역시 다양하고 관리주체도 상이하여 체계적으로 지정·관리되지 못하고 있는 현실이다. 도시공원 패러다임의 생태적 전환과 국토 생태계의 총체적, 통합적 관리를 위한 자연공원 체계의 개선을 위해 생태공원의 법적 지위를 명확히 하는 것은 중요하다. 이를 위해 관련 법령을 분석하여 문제점과 법제적 개선 방향을 도출하였다. 첫째, 국토교통부와 환경부 법률의 연계성이 떨어지고 이원화된 공원 체계 속에 생태공원의 법적 지위는 모호한 것으로 나타나, 공원 관련 법제의 개정을 통해 생태공원을 명확히 규정해야 한다. 둘째, 생태공원은 생태계의 보호와 복원, 생물다양성의 보전과 증진, 자연관찰과 생태학습 및 여가활동의 균형을 도모하며 생태적 방법으로 조성·관리되는 지속가능한 공원으로 정의할 수 있으며 지속적인 논의를 통해 다듬어가야 할 것이다. 셋째, 공원 관련 행정 협력 체계에서 국가와 지방자치단체의 역할을 체계화하고 거버넌스 구축을 통해 새로운 공원조성·관리 모형을 수립해야한다. 넷째, 생태공원 서식처의 특성은 개별법의 영향을 받으므로 시설 중복결정의 가능성을 열어둘 필요가 있다. 다섯째, 생태공원의 목표, 원칙, 시설물의 조성 기준을 갖추도록 세부 지침과 표준 조례가 필요하다. 여섯째, 법률의 개정과 더불어 지자체의 조례 역시 구체화되어야 한다. 이 연구는 생태공원을 제도적으로 명확히 규정해야 한다는 문제의식을 기반으로 현재 생태공원과 관련된 다양한 법적 현실을 추적한 문헌 연구이다. 다양한 이해관계자들의 의견을 실증적으로 반영하지 못한 한계를 가지나, 이러한 법적 고찰은 생태공원 조성 기반을 체계화하여 도시의 생태계를 보전하며 시민들에게 자연체험과 학습의 기회를 제공할 수 있는 정책 방향을 제시하는데 기여할 수 있다.
