The overall purpose of this paper is to conduct research on alternatives for strengthening the competitiveness of a state-run shipping company, Vinalines Corporation, the largest shipping and maritime enterprise in Vietnam. The first section of the introduction gives a panoramic overview of the current development situation of the Vietnam maritime industry and Vinalines. After summarizing a literature review in section 2, some alternatives are proposed in sections 3 and 4 to overcome the current difficulties of Vinalines and to improve the corporation's competitiveness for sustainable development by utilizing linear optimization and financial analysis. The final section presents a summary and recommendation for future study. It is concluded that privatization is the key solution for every problem faced by the corporation at present. Furthermore, modification of laws, restructuring of enterprise governance, financial situation, and fleet are also extremely necessary.

This paper confirms the risk of using smartphone through the analysis of collected usage pattern and proposes the smartphone intervention system in risk situations. In order to check the risk of smartphone usage, we made information collecting application and collected smartphone usage pattern from 11 experiment participants for two months. By analyzing smartphone usage pattern, we confirmed that about 12% of smartphone usage is being used in driving, walking, and on the street. In addition, we analyzed the response rate of smartphone notification in risk situations and confirmed that user responds the smartphone notifications in real-time even in risk situations. Therefore, it is required to present a system that intervenes the use of smartphone in order to protect smartphone users in risk situations. In this paper, we classify risk situations of using smartphone. Also, the proposed smartphone intervention system is designed to periodically detect risk situations. In risk situations, smartphone function can be restricted according to user setting of smartphone. And smartphone can be used normally when safe situation is restored.

It is widely known that the public library in Korea has not been developed as a social agency which makes communication process possible. The public library in Korea just plays a role of the public study room for students using their own books. There is almost no public libraries in the sense of an open collection of comprehensive materials designed for use by anyone who seeks information. This study starts from this situation. It aims at identifying the present stage of the development of public libraries in Korea through investigating librarians' consciousness in their everyday lives. For this, a case study method is used for investingating, collecting and organizing the 'discourse' of librarians in Pusan and Kyongsangnamdo area. Major suggestions include : First of all, it is most important for public library reformation to eradicate the 'conservatism' in the consciousness of librarians in their everyday lives. So, it is essential to collect their life stories in various library conditions, and make them public discourse of librarians. Secondly, the professional organization should play a role to unify the librarians. For this role, it should maintain a R&D department and strengthen PR programs. Thirdly, Researchers who study Library and Information Science in Korea should be always concerned with the real-life context in the field. The most important type of research in our third world situation is the one that is based on the present stage of the development of our own libraries and the real library situation in the field.

본 연구는 우리나라 상장기업과 코스닥기업을 중심으로 인적자원 아웃소싱 정도의 실태조사를 통하여 그 현황을 파악하는데 1차적 목적을 두었으며, 상장기업과 코스닥기업의 인적자원 아웃소싱의 활성화에 유용한 기초 자료를 제공하기 위한 것이다. 필요한 자료 수집을 위해 2005년 8연 1일부터 2006년 3월 31일까지 조직단위로 상장기업 650개, 코스닥기업 850개 총 1,500개 기업체에 대해 인적자원 아웃소싱에 관한 설문조사를 행하였다. 현황분석에 관한 연구결과 의하면 첫째, 인적자원 아웃소싱이 도입된 분야는 교육훈련이 가장 높으며, 다음은 인사 정보시스템, 임직원 모집과 선발 순으로 나타났다. 둘째, 인적자원 아웃소싱으로 외부에 이전되는 업무는 복잡하고 특수한 업무인 기획 및 설계기능 보다는 일상적이고 정형적인 업무로써 위험부담이 없는 진행 및 운영기능이 먼저 외부화 되고 있음을 확인할 수 있었다. 본 연구의 결과는 다음과 같은 시사점을 제공한다. 첫째, 인적자원 아웃소싱 정도가 아직 다른 영역 보다 상대적으로 낮으며 활성화를 위한 전략적 운영이 필요하다. 둘째, 인적자원 아웃소싱의 활성화를 위하여 먼저 일상적이고 정형적인 단순업무를 위험부담 없이 운영해 본 후 발생된 문제점을 보완하여 복잡하고 비정형적인 핵심업무까지 확대시켜 나갈 수 있다.

In the year 2002, 11,202 cases of electrical fires caused 462 casualties and about 58 billion won of physical damages. The electrical accidents alone caused victimized 854 people, including 87 deaths. at present, no detailed statistics about electrical fires is available. Also, there is no statistics about electric shocks and electrical equipment accidents. the electrical accidents are on the increase, proportional to the increase of electrical use. Therefore, a statistical analysis of electrical accidents is required to understand the situation and take measures to prevent similar accidents.

Comparing the rate of accident in 1999 with 1998, that has been increased about 0.06%. The 56 percentage of industrial accident had been occurred by new employer, who has been worked less than 1 year, in 1999, therefore safety training and education is required for those new employer. This study is present the analysis and investigation of safety training and educational situation and consider a counterplan.

Nonlinear stress analysis of nuclear containment building wall element is carried out using microscopic material model. The present study mainly focuses on the finite element analysis of the nuclear containment building wall element under biaxial tensile stresses and it evaluates the perfomance of adopted microscopic material model in the membrane energy dominant situation. From the numerical analysis, the adopted material model peforms well and has a good agreement with experiment result. Finally, the result of present study can be severed as a benchmark test when concrete material model is in need of evaluation.

Nonlinear finite element analysis of reinforced concrete panels subjected to biaxial tensile loads are carried out by using a 9-node assumed strain shell element. The present study mainly focuses on the performance evaluation of material models such as cracking criteria, tension stiffening model and steel model in the membrane energy dominant situation. From numerical results, the exponential form of tension stiffening model together with the use of average yield stress model for the steel embedded in the concrete performs well in the panel analysis under biaxial tensile loading condition and it produces a good agreement with experiment results. Finally, the present results are provided as a benchmark test for reinforced concrete panel structures.

Recently, the energy situation in Korea has been significantly changed. Rapid increase in electricity demand, tremendous financial need for new power plant construction, and environmental problem have led to search for more efficient energy production and energy conservation technologies. Due to the potential energy and cost savings to both electric utilities and industries, cogeneration will play an important role in the electric power and thermal energy supply in the future. In this study, we present the COGENMASTER computer model for optimal system configuration and economic analysis of cogeneration system. We also present several case studies with this module to analyze Korean cogeneration market. The result of this study will be useful to utility and industrial cogeneration planners for rapid analysis of cogeneration's value under a broad range of scenarios.

The purpose of this study is to present systematic information and direction to urban underground space development industry, civil engineering and R&D. Regarding the development of urban underground space, the situation in Korea, especially now in Seoul, can be called an underground Renaissance. The Superground project, which has been going on for several years through international competition, is now completed and is about to open the Seoul Architecture Museum. Leading underground space complex development project of Yeongdongdaero, which is the largest living underground space in human history, spectral projects such as the Seoul section of the GTX routes, making underground roads of the Dongbu Expressway and the Seobu Expressway are now speeding up progress. Recently, plans have been made to use the underground more actively through the restructuring project of Gwanghwamun Square, the face of Seoul. And then, patents are indispensable resources for establishing a strategy for R&D as one of the indices showing what technologies have been developed and what technology development will be done in the future. Based on this background, this study attempts to classify and define the technical elements of urban underground space development through the analysis of patents of major countries in the world, and analyze and present state of technology level and situation accordingly.
