The 9.11 demonstrated that terrorist attack could be more serious problem than the war in our modern life. No countries in the world have evaded being a target for terrorists today. As well as South Korea, the whole world must share attentions and responsibilities for fighting against the terrorism. Since the international terrorist groups have expanded their targets from Western countries to Koreans, civilian hostages are no longer other's affair; it became a serious threat to public. Increased Korean investment, trade, missionary, and travel overseas also expanded activity regions worldwide. It also result increased terrorist threats and possible abduction. The number of kidnapping crisis has increased since the terrorists use it as an effective method of sending a message. Piracy refers to a broad range of violent acts at sea, and has traditionally been regarded as common enemies. Piracy constitutes a great threat to the security of navigation as well as to the safety of vessels and crews. Lessons from hostage issues such as Korean hostage crisis in Somalia and Afghanistan show that it can cause criticism on moral issues if armed rescue missions fail or hostages are killed, so the governments and related corporations try to solve it by paying ransom. Terrorists and use these advantages in order to put a huge pressure on the governments. In this study we will look at essential characteristics and types of hostage abductions and recognition of national safety, lessons and solutions to previous Korean hostage cases in overseas. At the same time, it provides a guidelines of the direction in the fighting against terrorist groups and Piracy.

RFID (radio frequency identification) systems, recently being used in a wide range of areas, are vulnerable to relay attack from malicious attackers. For that reason, Brands, et al. proposed a certification protocol between a certifier and a verifier based on the concept of distance-bounding, and in addition Hancke et al. introduced the concept of RFID. However, the delivery of tag IDs, one of the main RFID features, is not still available, and there are two important demerits: anonymity in the delivery of tag IDs suggested by Kim et al. and inefficiency in finding a tag ID with regard to how to check errors which may occur in the process of data exchange between readers and tags. Therefore, this study proposes a protocol that meets the requirements of tag anonymity and location untraceability, has resistance to errors which may take place in the phase of tag data exchange, and is very efficient in finding tag IDs.

Fractures of the orbital floor and walls are among the most frequent maxillofacial fractures. Virtual three-dimensional (3D) planning and use of patient-specific implants (PSIs) could improve anatomic and functional outcomes in orbital reconstruction surgery. The presented case was a victim of a terrorist attack involving improvised explosive devices. This 58-year-old female suffered severe wounds caused by a single piece of metal from a bomb, shattering the left orbital floor and lateral orbital wall. Due to remaining hypotropia of the left eye compared to the right eye, late orbital floor reconstruction was carried out with a personalised 3D printed titanium implant. We concluded that this technique with PSI appears to be a viable method to correct complex orbital floor defects. Our research group noted good aesthetic and functional results one year after surgery. Due to the complexity of the surgery for a major bony defect of the orbital floor, it is important that the surgery be executed by experienced surgeons in the field of maxillofacial traumatology.
The growth in global energy demand and the increased recognition of the impacts of carbon dioxide emissions from fossil fuel plants have aroused a renewed interest on nuclear energy. Many countries are looking afresh at building more nuclear power stations to deal with the twin problems of global warming and the need for more generating capacity. Many in the nuclear community are also anticipating a significant growth of new nuclear generation in the coming decades. If there is a nuclear renaissance, will the expansion of nuclear power be compatible with global non-proliferation and security? or will it add to the environmental burden from the large inventory of spent nuclear fuel already produced in existing nuclear power reactors? We learn from past peaceful nuclear activities that significant concerns associated with nuclear proliferation and spent-fuel management have resulted in a decrease in public acceptance for nuclear power in many countries. The terrorist attack in the United States (US) on September 11, 2001 also raised concern for security and worry that nuclear materials may fall into the wrong hands. As we increase the use of nuclear power, we must simultaneously reduce the proliferation, security and environmental risks in managing spent-fuel below where they are today.
The mass social trauma, such as organized violence, wars, oppression by dictatorships and massive terrorist attacks, exposes thousands of people to trauma in a short period of time. Therefore, the mass social trauma is distinguished from individualized trauma, such as a violent attack, rape or a traffic accident in that it results in multiple and extended consequences beyond the individual. During the Khmer Rouge regime, one quarter of the Cambodian population was killed as a result of malnutrition, forced labor and mass killings. Until now, its evil continues to affect Cambodian's physical and mental health problems. Although there is ongoing debate, to date, no consensus has been reached supporting a clear set of recommendations for the intervention and longitudinal study regarding the influence of killing field massacre being too little. And comparative cultural studies, such as comparing the East to West or other Asian cultures are also lacking. This article gives an overview of previous study results about the mental health of Cambodians, and suggests a possible research issue and therapeutic interventions to determine the impact of mass trauma to the members of society and post-traumatic recovery factors.

The development of information technology represented by ICBMA (IoT, Cloud, Big Data, Mobile, AI), is leading to a surge in data and a numerical and quantitative increase in data centers to accommodate it. As the data center is recognized as a social infrastructure, It is very important to identify physical security threats in advance in order to secure safety, such as responding to a terrorist attack. In this paper, we develop physical security threat breakdown structure (PS-TBS) for easy identification and classification of threats, and verify the feasibility and effectiveness of the PS-TBS through expert questionnaires. In addition, we intend to contribute to the improvement of physical security level by practical use in detailed definition on items of PS-TBS.
Since the September 11, 2001, the motives and objectives of terrorism that have been targeted at hard targets such as key national facilities have now shifted towards soft targets such as subways, department stores, and tourist hotels; the attacks on these soft targets are steadily increasing. Simultaneous, unconventional, and indiscriminate terrorist attacks on civilians has also increased. In November, 2010, nearly forty states of the G20 and B20 (Business 20) will join in international summits to be hosted in Seoul. This coming July, an additional 350 troops will be deployed to Afghanistan for the sustainment of public security. Such events are sensitive topics, and there is the possibility of terrorist movement. Korea has successfully hosted various international events such as the APEC and ASEM Summits, and the 2002 Korea-Japan World Cup. The experiences from these events must be applied to ensure the safety of public facilities against the dangers of terrorism. First, counter-terrorism center must be established for the long-term, above the General Officer level to ensure the safety and efficiency of multilateral, international summits, as well as promoting policies and legislation aimed at preventing terrorism. Second, a terrorist threat management system must be secured and safety measures must be emphasized. Third, a fundamental structure must be established for the prevention of terrorism on public facilities, as well as legal and government action against the new threat of IED. Fourth, the police and fire fighting networks' must have a firm rapid response posture on the scene of an attack. Fifth, the state of mentality on the recognition of terrorist threats must be changed and restructured by promoting to and educating the population. Sixth, prevention measures must be established via research and academia. Seventh, for the guarantee of security in public facilities, safety management should employ cutting edge technology such as the 3D SICS and further develop and apply such technology. All methods and resources must be fully utilized for the establishment and strengthening terrorism prevention measures.
Since 1990s, some events - detection of a dirty bomb in a Russian nation park in 1995, 9/11 terrorist attack to WTC in 2001, discovery of Al-Qaeda's experimentation to build a dirty bomb in 2003 etc - have showed that nuclear or radiological terrorism relating to radioactive materials (hereinafter "radioactive materials" is referred to as "nuclear material, nuclear spent fuel and radioactive source") is not incredible but serious and credible threat. Thus, to respond to the new threat, the international community has not only strengthened security and physical protection of radioactive materials but also established prevention of and response to illicit trafficking of radioactive materials. In this regard, our government has enacted or revised the national regulatory framework with a view to improving security of radioactive materials and joined the international convention or agreement to meet this international trend. For the purpose of prevention of nuclear/radiological terrorism, this paper reviews physical characteristics of nuclear material and existing detection instruments used for prevention of illicit trafficking. Finally, national detection regime against nuclear/radiological terrorism based on paths of the smuggled radioactive materials to terrorist's target building/area, national topography and road networks, and defence-in-depth concept is suggested in this paper. This study should contribute to protect people's health, safety and environment from nuclear/radiological terrorism.

Recently many researchers have been proved that general RFID system for proximity authentication is vulnerable to various location-based relay attacks such as distance fraud, mafia fraud and terrorist fraud attacks. The distance-bounding protocol is used to prevent the relay attacks by measuring the round trip time of single challenge-response bit. In 2008, Munilla and Peinado proposed an improved distance-bounding protocol applying void-challenge technique based on Hancke-Kuhn's protocol. Compare with Hancke-Kuhn's protocol, Munilla and Peinado's protocol is more secure because the success probability of an adversary has (5/8)n. However, Munilla and Peinado's protocol is inefficient for low-cost passive RFID tags because it requires large storage space and many hash function computations. Thus, this paper proposes a new RFID distance-bounding protocol for low-cost passive RFID tags that can be reduced the storage space and hash function computations. As a result, the proposed distance-bounding protocol not only can provide both storage space efficiency and computational efficiency, but also can provide strong security against the relay attacks because the adversary's success probability can be reduced by $(5/8)^n$.
After the terrorist attack of 9/11 on the USA, the security concern to global trade has been raised. In particular, the USA has actively promoted a series of initiatives and rules such as CSI, 24 hour rule, C-TPAT, and so on in the area of logistics activities, which aimed to better protect the country against the potential terrorist threats. While implementing such schemes called as a multi-layed logistics security strategy, a large number of countries trading with USA are facing with the issues of additional time and costs for inspecting cargos in their logistics facilities. As a result, most countries all over the world have sought a way to minimize the impacts from such strategy. The Korea also is preparing the several security programs operated by various ministries, which are aiming to not only improve the efficiency of trade flows but also to ensure supply chain security. However, many companies are expressing the inefficiency of operating such programs. Thus, this paper analyzed several global supply chain security programs currently adopted by international organizations(ISO, WCO, and IMO) and major countries(USA, EU, and Singapore) and suggested a guideline for developing the national logistics security system.
