Psychological Motives for Suicide Terrorism of Islamic Suicide Terrorists and Countermeasures (이슬람 자살폭탄테러범의 심리적 범행동기와 대비책)

  • The key objective of terrorism is to create favorable conditions for certain political, ideological, or religious interests through deliberate social chaos and the spread of fear. Accordingly, terrorist groups rally the means and methods capable of spreading fear among the public through shocking violence. Consequently, as terrorism manifests the progress in modern civilization and the structure of international community, its concepts, means, and methods evolve organically with the progress. The characteristics of the modern terrorism include that it has evolved as a means of war against countries by non-state militant groups, and suicide terrorism is spreading like epidemic as it fits the strategies of Islamic extremist and terrorist organizations as a part of international politics based on terrorism. The humanity's efforts to eliminate the threat of terrorism led to decades of implementing premature policies of military force, but they were found ineffective and resulted in the spread of extreme threat of suicide terrorism. For prevention of suicide terrorism, the efforts must be made to dismantle the basis of suicide attacks through addressing religious alienation and antipathy against a civilization using the notions similar to treatment of pathology considering psychological motives of suicide terrorists.

  • In recent years, the fear of terrorism due to 'Lone Wolf' terrorism is spreading in the United States and Europe. The lone wolf terrorism, which carries out terrorism independently, without an organization behind it, threatens social security around the world. In Korea, those who have explosive national/social dissatisfaction due to damage caused by national policies, and delusional mental disorders can be classified as potential 'Lone Wolf' terrorists. In 'Lone Wolf' terrorism, unlike organized terrorism, it is difficult to identify signs of terrorism in advance, and it is not easy to identify terrorist tools and targets. Therefore, in order to minimize the damage caused by 'Lone Wolf' terrorism, it is necessary to architect an independent monitoring and tracking system for the police's quick response. In this paper, we propose to architect response system that can collect information from organizations that can identify the signs of potential 'Lone Wolf' terrorism, monitor the continuity of abnormal behavior, and determine the types of 'Lone Wolf' terrorism that can happen as continuous abnormal behaviors.

  • Maritime terrorism at sea is the form of violent interference with shipping. Its global reach and negative impact on sea transportation, safety of navigation and marine environment, as well as the threat it poses to human lives and property, call for effective countermeasures at the international and national level at the same time. First, this paper gives a factual assessment of the phenomenon of maritime terrorism as well as a legal analysis of the international provisions to suppress such forms of violence at sea which is different from piracy. And also this paper attempts to address and identify issues relevant to the existing international regulations such as SUA Convention as the main source of international regulations applicable to acts of terrorism at sea, ISPS Code, PSI, etc. Finally this paper suggests the national countermeasures against maritime terrorism in light of above mentioned the definition, causes, types of maritime terrorism and concerning international regulations.

  • Today, in response to chemical, biological and radiological terrorism has been active for the study. However, if chemical, biological and radiological attack has occurred to respond to the agency has not conducted the research. The purpose of this study are as follows. First, South Korea and the United States 'CBR terrorism' comparative analysis of the response system. Second, South Korea 'CBR terrorism' measures to improve the system response is presented. To achieve the purpose of this study, the following research is carried out. First, determine the status of the case of CBR incident. Second, the United States 'CBR terrorism' response systems and organizational approaches. Third, Korea's 'CBR terrorism' response system and the problem is derived.

Comparative Analysis of Anti-Terrorism Act and its Enforcement Ordinance for Counter-Terrorism Activities (대테러 활동을 위한 테러 방지법과 시행령의 비교 분석)

  • As the need for anti-terrorism legislation has been continuously argued, Anti-terrorism act has been enacted and enforced. On the other hand, there still remain a lot of points to be discussed regarding the definition of the concept of terrorism, matters of human rights violations, strengthening authority of the investigation and intelligence agencies, and mobilization military forces for the suppression of terrorism. Also, reviewing Anti-terrorism act and its enforcement ordinance draft, this legislation seems to regulate terrorist groups like IS. If so, in the case of terrorism of North Korea or domestic anti-government organizations, whether this law would be applied could become an issue. In the case of terrorism of North Korea, Ministry of National Defense has a right of commandership in the military operations, however, it is also possible to apply the article 4 of Natural Security Act a crime of performing objective-or a crime of foreign exchange on Criminal law as legal grounds for not military terrorisms but general investigations. Therefore, it is necessary to involve consideration about this matter. Furthermore, in the view of investigation, Anti-terrorism act and its enforcement ordinance draft do not mention Supreme Prosecutors Office and Ministry of Justice that conduct investigations. In the case of terrorism, the police and prosecution should conduct to arrest criminals and determine crimes at the investigation stage, however, any explicit article related to this content in Anti-terrorism act and its enforcement ordinance draft was unable to be found. Although Anti-terrorism act is certainly toward preventive aspects, considering some matters such as prevention, actions on the scene, maneuver after terrorism, arresting terrorists, investigation direction, cooperation, and mutual assistance, it is necessary to reflect these contents in Anti-terrorism act. In other words, immediately after terrorists attacks, it is possible to mobilize the military operations by Integrated Defense act in order to arrest them in the case of military terrorism. Nevertheless, because both military terrorism and general one are included in the investigation stage, it needs to begin an investigation under the direction of the prosecution. Therefore, above all, a device for finding out the truth behind the case at the investigation stage is not reflected in the current Anti-terrorism act and its enforcement ordinance draft. Accordingly, if National Intelligence Service approaches information at the prevention level in this situation, it may be necessary to come up with follow-up measures of the police, the prosecution, and military units.

An Analysis of Terrorism against Korea to Overseas and its Implications - Focusing on the companies advancing to overseas - (한국을 대상으로 한 국제테러리즘의 분석과 시사점 - 해외진출기업을 중심으로 -)

  • Korea has been a victim of State supporting terrorism by North Korea even before international society realize the terrorism threats because of 9.11 in US. However, state supporting terrorism against South Korea by North Korea went along with East/West Cold War System by US and the Soviet Union. It is because socialism that Kim Il-sung who established a separate government in North Korea with the political, economic, social and military support of the Soviet Union selected as his political ideology justifies terrorism as the tool to complete the proletariat revolution. North Korea's state supporting terrorism is being operated systematically and efficiently by military of North Korea. It gives big worries to international society not only by performing terrorism against Korea but also by dispatching terrorists and exporting terrorism strategies to the third world countries. In this situation, terrorism against Korea has met a new transition point at 9${\cdot}$11 in US. As South Korea is confronting North Korea and the war has not ended but suspended, the alliance between US and Korea is more important than anything else. Because of this Korea decided to support the anti-terrorism wars against Afghanistan and Iraq of US and other western countries and send military force there. The preface of the anti-terrorism war has begun as such. On October 7, 2001, US and UK started to attack Afghanistan and Taleban government in Afghanistan was dethroned on December 7, 2001. US and western countries started a war against Iraq on March 20, 2003. On April 9, 2003 Baghdad, the capital of Iraq fell, and Saddam Hussein al-Majid al-Awja government was expelled. During the process, the terrorism threat against South Korea has expanded to Arab terrorists and terrorism organizations as well as North Korea. Consequently, although Korean government, scholars and working level public servants made discussions and tried to seek countermeasures, the damages are extending. Accordingly, terrorism against Korean companies in overseas after 9${\cdot}$11 were analyzed focusing on Nation, Region, Victimology, and Weapons used for the attacks. Especially, the trend of terrorism against the Korean companies in overseas was discussed by classifying them chronologically such as initiation and termination of anti-terrorism wars against Afghanistan and Iraq, and from the execution of Iraqi President, Saddam Hussein al-Majid al-Awja to December 2010. Through this, possible terrorism incidents after the execution of Osama bin Laden, the leader of Al-Qaeda, on May 2, 2011 were projected and proposals were made for the countermeasures.

  • International society got a severe shock from terrorism of hostage, abduction and murder that was committed on a target of Israel athlete delegation in Munich Olympics, West Germany by Black September, a Palestine terrorism organization. Korea with 1986 Asian Games and 1988 Olympics ahead was directly and indirectly exposed to threats of North Korea's nation-support terrorism, a military provocation and a local war limited warfare. This study explores the roles of the police at the time of the National Police Headquarters with regard to counter-terrorism, and analyzed academic research trends of Studies of Counter-terrorism published by the same office between 1983 and 1990. Looking into them shows a fact firstly, that the most frequently appearing key words in common were "terrorism," "hostages," "measures," and "international," etc. Secondly, before and after 1988 Olympics, the key word "Olympics" was frequently addressed. Thirdly, looking at the difference by the year, the key word, "policies of defense and borderlands" was frequently addressed between 1983 and 1984, "terrorism against South Korea," and "civil aircraft" frequently addressed in 1985, and "corporate" in 1986. In 1987, the key word "terrorism trends" was addressed, and in 1990, "international terrorism," and "separatism" were used.

  • This research is based on the purpose of awaking the importance to publicity of terrorism prevention in the environment of neo-terrorism and presenting the direction of effective publicity activities of terrorism prevention in the counter-terrorism system. Government publicity through public media plays a significant role in promoting people's participation and improving the awareness. So, to strengthen the terrorism prevention in environmental changes of terror occurrence, active method available for people must be found as publicity method of terrorism prevention suitable for high information society. For this method, this research argued first about relationship between police organization and public as counter-terrorism system and about effective publicity methods of terrorism prevention through active erection of these relationships. This research suggested the operation method through introduction of e-CRM and etc, with ultimate purpose about maximizing the publicity effect of terrorism prevention by using as the advantage of internet these days as possible. And needs of information service activities and other administration strategies of publicity of terrorism prevention are suggested through enlarging the distribution scope of governmental counter-terrorism information materials by strengthening the national publicity activities and using media.

Unconstitutionality of Call to Arms for Police Action (치안활동을 위한 군병력동원의 위헌여부에 관한 고찰)

  • As for the anti-terrorism bills, which were submitted to the National Assembly, the mobilization of anti-terrorism commando, which was designated or established by the National Defense Minister, is mobilized the military troops without being based on marital law in light of the constitutional law, thereby possibly violating the constitution, first of all, with regards to mobilization of anti-terrorism commando, which was formed with military troops. The anti-terrorism commando is the military force, which was trained professionally for the anti-terrorism activity. Thus, the violation of human rights may be greatly reduced rather than what general soldiers are putted in the public-order activity such as anti-terrorism. However, it is thought to be desirable to make it possible for the input of special forces, which were trained professionally in relation to anti-terrorism activity, through constitutionally revising the constitutional law. As for the provision of 'support for military troops' in the anti-terrorism bill, what is a case that the nation's important facilities and multi-use facilities are difficult to be protected from terror with the anti-terrorism commando and police force needs to be constitutionally regarded as resulting in reaching the level enough to correspond to 'a state of national emergency equivalent to wartime incident.' Thus, enacting the future anti-terrorism law, it is thought to be unnecessary for having the provision of 'support for military troops' with receiving criticism obstinately for possibly violating the constitution.
