The foremost aim of the paper is to evaluate the flexibility and stability of the Korean labor market through a cross-country comparison with OECD countries. Evaluating by the OECD Employment Protection Legislation Index, the flexibility of permanent job layoff in Korea is close to the average of OECD countries. Employment of temporary workers appears to be relatively flexible allowing for effective indicators such as the proportion of temporary workers among paid employees. As regards security, the levels of job security, income security and combination security are all far below the OECD average. A panel data analysis of OECD countries reveals that labor productivity increases as regulations on permanent job layoff become looser and regulations on temporary employment become more rigorous.
Objectives: While the proportion of the non-regular workers youth increases in labor market, the differential conditions of temporary employee are increased. Methods: Research objects were 4,322 youth (from 15 to 29) among members of workers who responded to 2014 PSWCI panel report. Statistical analyses were performed using the SAS version 9.4 (SAS Institute Inc., Cary, NC, USA). Data were analyzed using frequency test, t-test, ANOVA and multiple regression. Results: According to results of analysis, youth had differences in youth temporary workers, working conditions, classification of occupation, working period, and health conditions based on work-time conditions. Conclusions: Youth workers, policies on working hours will need to take steps toward reducing working hours and improve a health promoting hierarchy for work environment.
The purpose of this research is to identify the relation between OFDI (Outward Foreign Direct Investment) and wage inequality. In order to analyze various effects of OFDI on wages depending on the types of workers, the research classified laborers into four categories: permanent/skilled worker, permanent/unskilled worker, temporary/skilled worker, and temporary/unskilled worker. With controlling wage-determining factors such as education, labor union, individual fixed-effect, and industry-level effect, this paper examines whether OFDI attributes to the wage inequality among each type of workers. Moreover, this study also analyzes possible effects on wages that could vary according to the different characteristics of investments by classifying OFDI into two groups: OECD and non-OECD. The results reveal that OFDI makes certain differences according to skill-intensity and contract type in terms of influences on wages. It also shows that the effect of OFDI on wages is more subject to contract type than to skill-intensity. The classification of OFDI into OECD and non-OECD proves that effects on wages can vary by characteristics of the subject of investment.
This paper presents an human reliability assessment(HRA) for a installation task of the temporary power cable in construction fields. HRA is evolved to ensure that the workers could reliably perform critical tasks such as a process of the temporary power cable. Human errors are extremely commonplace, with almost everyone committing at least some errors every day. The considerable parts of electric shock accidents in the construction field are caused by a series of human errors. Therefore it is required to analyze the human errors contained in the task causing electric shock event, the event tree analysis(ETA) is adopted in this paper, and particularly human reliability was estimated for a installation task of the temporary power cables. It was assumed that the error probabilities of the human actions may be obtained using the technique for human error rate prediction(THERP). The results show that the predominant task on reliability in the cable installation tasks is check-out tasks and the probability causing electric shock by human errors was calculated as $1.0\times10^{-9}$.
Background: Due to an increasing number of workers aged 50 years and above, the number of those employed is also on the rise, and those workers aged 50 and over has exceeded 50% of the total fatal occupational injuries. Therefore, it is necessary to implement the selection and concentration by identifying the characteristics of high-risk groups necessary for an effective prevention against and reduction of fatal occupational injuries. Methods: This study analyzed the characteristics of high-risk groups and the occupational injury fatality rate per 10,000 workers among the workers aged 50 and over through a multi-dimensional analysis by sex, employment status of workers, industry and occupation by targeting 4,079 persons who died in fatal occupational injuries from January 2007 to December 12. Results: The share of the workers aged 50 years and above is increasing every year in the total fatal occupational injuries occurrence, and the high-risk groups include 'male workers' by sex, 'daily workers' by worker's status, 'craft and related-trades workers' by occupation, and 'mining' by industry. Conclusion: The most frequent causal objects of fatal occupational injuries of the workers aged 50 years and above are found out to be 'installment and dismantlement of temporary equipment and material on work platforms including scaffold' in the construction industry and 'mobile crane, conveyor belt and fork lifts' in the manufacturing industry.
This study pays attention to the restricted use and the possibility of standard position of contingent workers in Brazil. The labor market of Brazil has been developed by formal and informal labor sector, and informal sector includes various precarious workers as well as contingent workers. According to Brazilian Statistics Department, not contingent workers but informal labor focused in this paper have been slowly decreased since year 2000. In this context, this study investigated on the reasons of decreasing contingent employment in Brazil. The results demonstrate that decreased informal employment and instead increased standard workers could not be interpreted by recent the Braizil's economic boom. Along with literature review, the author conducted the case study regarding employment of contingent workers at six large foreign companies in Sao Paulo. The results of this show that the use of contingent employment was prohibited in regular daily works by the labor law and thus firms employed contingent workers in only temporary positions. Further, firms often promise standard positions for contingent workers when temporary employment contract was terminated since there is little or no exist of the differences of wage between standard and contingent worker in terms of 'same work same wage' and 'minimum wage'. In here, labor unions play a key role in employment change from contingent position to standard job. Consequently, decreasing of contingent workers and stepping stone to regular jobs seems to be triggered by both legal regulation on contingent employment and strong unions. This institutional perspective may extend the theoretical view on the use of contingent workers, and the author discuss that Brazil's case could provide practical implications to Korean labor policy.
This study uses the 12-21st waves of KLIPS to estimate the effect of the increase in the minimum wage on the individual's labor market transition through a multinomial logit. In particular, we examine whether there was an additional effect of the rapid increase in the minimum wage in 2018. The main results of this study are as follows. First, the increase in the minimum wage in Korea is found to have increased the probability of becoming unemployed for both wage workers and self-employed, but there is no additional impact found from the 2018 minimum wage increase. Second, the increase in the minimum wage is found to increase the likelihood of the self-employed entering into wage workers, especially temporary and daily workers. Third, we have found that the increase in the minimum wage in 2018 adversely affected self-employed people with high school education, and significantly lowered young wage workers entering into self-employed. Our results suggest that the recent increase in the minimum wage may be responsible for declining self-employment rate in Korea, and may have a negative effect on the quality of employment because the increase in minimum wage can lead to an increase in temporary and daily wage workers.
There has been an enormous increasing trend of widening gap of social inequalities since economic crisis at the end of 1997 in Korea. Since then, Korean society has deteriorated in economic and social conditions; the unemployment rate, temporary or casual workers and absolute poverty have increased. This paper presents the origin of inequalities in work and health in Korea. The origin of inequalities in work begins with the relationship between the capitalist and labourers in the capitalist mode of production. The conception and execution are dissolved in the work process in the capitalist mode of production. Thus, captitalists become control over ther labour process from workers. An alienation of the work process from the workers. The distribution of work is the majour source if inequalities in many countries as well as Korea. This paper presents the increasing tendency of unhealthy states such as mortality, early death, morbidity, physical work load, workplace injury amongst the under-privileged: ordinary workers, unemployed people, casual workers and socially deprived people in Korea.
This study investigates what effects employment flexibility have on the business performance in the computer programming, system consultancy and related services. An analysis of the effects of employment flexibility on outcomes of human resource management revealed that companies which had a higher proportion of temporary agency workers and adjusted employment more frequently had higher turnover rates. The study also showed that the higher the proportion of non-regular workers, outsourcing and the easier it was to adjust working hours, the higher the absence rate. Meanwhile, companies that made employment adjustments more often showed higher defect rates and lower customer satisfaction. It was also found that in companies with a higher proportion of outsourcing and higher possibility of employment adjustments, workers were less interested in new technologies.

So the purpose of this research is to develop and design emergency housing for sufferers which is light, efficient to be stored, easy to transport and build in disasters by resolving such problems, after rethinking the concept of temporary housing. Also, this research intends to suggest the concept of 'emergency housing'. The process of this research includes selection of architectural materials, experiments, constructional simulation, design and building test.
