The need for extended storage of used nuclear fuel is increasing globally as disposition schedules for used fuel are pushed further into the future. This is creating a situation where dry storage of used fuel may need to be extended beyond normal regulatory licensing periods. While it is generally accepted that used fuel in dry storage will remain in a safe condition, there is little data that demonstrate used fuel performance in dry storage environments for long periods of time. This is especially true for high burnup used fuel. This paper discusses a technical approach that defines a process that develops the technical basis for demonstrating the safety of used fuel over extended periods of time.
This article examines the consequences of a significant spent fuel management decision or event in the United States, South Korea and Taiwan. For the United States, it is the financial impact of the Department of Energy's inability to take possession of spent fuel from commercial nuclear power companies beginning in 1998 as directed by Congress. For South Korea, it is the potential financial and socioeconomic impact of the successful construction, licensing and operation of a low and intermediate level waste disposal facility on the siting of a spent fuel/high level waste repository. For Taiwan, it is the operational impact of the Kuosheng 1 reactor running out of space in its spent fuel pool. From these, it draws six broad lessons other countries new to, or preparing for, nuclear energy production might take from these experiences. These include conservative planning, treating the back-end of the fuel cycle holistically and building trust through a step-by-step approach to waste disposal.

System thermal-hydraulic codes have been used in the past decades in the areas of design, operation, licensing and safety of Nuclear Power Plants (NPPs). The development and validation of these codes have reached a high degree of maturity, through the consideration of huge experiments and advanced numerical models. Nowadays, the analyses are based upon realistic approaches rather than the conservative evaluation models. However the applications of these computational tools require preliminary qualification issues. Although huge amounts of financial and human resources have been invested for the development and improvement of codes, the calculation results are still affected by errors. In the sophisticated nuclear technology, design and safety of NPP, these errors must be quantified. An overview of the state of the art of the current thermal-hydraulic system code is developed and the need of uncertainty analysis in code calculations is emphasized. Several sources of uncertainty have been classified and commented, and typical applications of such methods are shown.
Rapid changes in the economic, social and academic environments often provide opportunities to develop new and advanced technologies. In China, recent literature on the role of universities suggests that university-industry linkages (UILs) play a substantial role in the development of high-tech industries. Since 1979 when the country became more open and underwent economic reform, Chinese central authorities, local governments, and universities have continued to set up various science and technology (S&T) policies to stimulate UILs, contributing to China's technological progress and economic growth. This study examines the role of S&T policies on UILs such as transfer of technology, joint research, and spin-off creation with a particular focus on Nanjing University (NJU) in Jiangsu Province. Nanjing has over 53 universities, ranking it behind Beijing and Shanghai in terms of S&T and higher education opportunities. By adopting "institutional methodology," this study contends that UILs not only benefit universities and industry but also society in terms of job training, consulting activities, joint research, R&D results commercialization, patent licensing, new business creation, and other aspects. Finally, we suggest that the Chinese experience, though with some problems, might enhance our understanding of how to stimulate UILs through the arrangement of various S&T policies.
This Paper analyses characteristics of the numerical controller industry in market formation and the flow of information between users and producers and the characteristic of knowledge base of the industry and discusses the difficulties derived, from the characteristics, in accumulation of technological capability In market formation between users and producers, the multi-layered market is not favorable to domestic producers in that lower end market is not large enough to provide cradle market to them which produce inferior quality and lower price than imported products. The credibility of the performance of a product is difficult to prove until a critical mass of products are sold. Therefore gaining market share is deterred by unproven credibility of the performance of the product. The flow of information between users and producers is limited. The flow of information on users environment through mass market to producers is essential for improving credibility of a product. The nature of knowledge base is tacit and the means of knowledge transmission is limited. Technological licensing and reverse engineering, which have been conventional means of knowledge transmission, are not useful in the numerical controller industry. These characteristics provide conditions of vicious circle in accumulation of technological capability of the numerical controller industry. It is conjectured that these characteristics are derived from the fact that the numerical controller is the result of IT based technological convergence in controlling machining process. This paper argues that these characteristics of the industry challenges existing approach to R&D management and framework of science and technology Policy.

Recently, with the diffusion of a new paradigm named as the creative economy, the government's interests and efforts regarding support of SMEs' R&D have been concentrated. In particular, due to the dominant perception that the fundamental science and original technology from government-funded research institutes can further enhance the capabilities of SMEs' R&D, the importance of performance's diffusion on national R&D is further emphasized. In fact, the domestic SMEs don't have enough budget and workforce, so that all of self-contained technologies, product's competitiveness as well as the R&D capabilities, are very vulnerable, and thereby SMEs' commercialization is very likely to fail. For this end, SMEs need to adopt the concept of open innovation as the use of external R&D resources by licensing. In this study, we conducted a survey on a total of 286 domestic IT SMEs, and analyzed empirically to compare the degree of their acceptance on technological innovation between two groups divided by open/not-open innovation. As a result, we drew some of the key factors influencing the acceptance of the SMEs' open technological innovation, and found a variety of implications through them.
Nuclear energy in Korea began in 1958, when the Korea's atomic energy act was formulated and the relevant organizations were founded. Since then, notwithstanding the two catastrophe like TMI and Chernobyl accident, Korea made a wise decision to expand the peaceful uses of the nuclear energy as well as to localize the essential nuclear design technology of fuel and nuclear steam supply system. This decision resulted in the success of export of nuclear power plants as well as research reactor in 2010s. The Korea's nuclear policy, which well utilized 'international crisis in nuclear business' as 'opportunity of Korea to get. nuclear technology', is believed nice policy as a role model of nuclear new-comer countries. Based upon the success story of localization of nuclear technology, Korea had an eye for a niche market, which was a basis of development of SMART, Korea-made integral PWR. The operation of a SMART plant can sufficiently provide not only electricity but also fresh water for 100,000 residents. Last two years, Korea's nuclear industry team led by the Korea Atomic Energy Research Institute completed the standard design of SMART and applied to the Korea's regulatory body for standard design approval. Now the Korea's licensing authority is reviewing the design with the relevant documents, and the design team is doing its best to realize its hope to get the approval by the end of this year. From next year, the SMART business including construction and export will be explored by the KEPCO consortium.

An integral test facility, PILLAR, was commissioned, aiming to provide valuable experimental results which can be referenced by system and component designers and used for the performance demonstration of liquid-metal-cooled, passive small modular reactors (SMRs) toward their licensing. The setup was conceptualized by a scaling analysis which allows the vertical arrangements to be conserved from its prototypic reactor, scaled uniformly in the radial direction achieving a flow area reduction of 1/200. Its final design includes several heater rods which simulate the reactor core, and a single heat exchanger representing the steam generators in the prototype. The system behaviors were characterized by its data acquisition system implementing various instruments. In this paper, we present not only a detailed description of the facility components, but also selected experimental results of both steady-state and transient cases. The obtained steady-state test results were utilized for the benchmark of a system code, achieving a capability of accurate simulations with ±3% of maximum deviations. It was followed by qualitative comparisons on the transient test results which indicate that the integral system behaviors in passive LBE-cooled systems are able to be predicted by the code.

In the early 90's, we had serious shortage of construction engineers in Korea. The shortage was acute especially in construction quality control and supervision area, which were gaining social attention due to the road bridge and the department store collapse that took the hundreds of lives in the early 90's in Seoul, Korea. In order to meet the high demand of construction engineers, the engineering license regulations were changed in 1995. Engineers who did not pass the written exam but have equivalent working experience are given engineering license to practice engineering legally. Since year 2000, while the severe engineer-shortage has been resolved, the opposite situation has occurred: there is serious over-supply of construction engineers. Policy makers and engineering practitioners are agreed to bring back the old-fashioned written exam engineer licensing system like before 1995, i.e., no more written exam exemption. However, the engineers who obtained license without taking written exam may not want to go back to old policy which would take their license. It is required to provide appropriate grace period before the new policy takes effect to minimize the impact of the changes. This paper forecasts the supply-demand of construction engineers providing the basis for the most appropriate policy changes.
최근 기술무역에 의한 기술도입은 글로벌 시대에서 핵심적인 기술혁신전략이라고 할 수 있으며, 기술도입의 현황분석을 통해 국가의 기술정책을 수립하는 것은 국가경쟁력 확보에 매우 중요한 요소라고 볼 수 있다. 그러나 기술무역에 대한 연구들의 대부분은 기술무역의 특성파악과 거시적인 현황 및 파급 효과분석에만 초점을 맞추고 있어, 실질적으로 국가의 정책을 수립하는 데에는 이론적/실무적 배경을 제시하지 못하고 있는 실정이다. 따라서 본 연구에서는 한국은행의 '기술도입대가 지급현황' 데이터를 활용하여 지식경제부의 통합기술청사진에서 사전에 정의된 31개 중점기술분야에 대해 기술집중도, 기업집중도, 국가집중도를 분석하고, 기술별 거래되는 기술유형과 기술도입거래대가 유형을 분석하였다. 이를 통해, 기술분야별로 기술거래가 특정 하위기술, 기업, 국가에 집중되는 정도를 분석하고, 기술거래유형의 특성을 분석하여 국내산업의 기술도입 특성을 도출하였다. 본 연구의 결과는 국가에서 기술의 수출 및 수입에 관련된 기술정책을 수립하는 영역에서 뿐만 아니라 국내산업의 기술혁신 특성을 분석하기 위한 중요한 자료로 활용될 수 있을 것이다.
