RI-Biomics 분야 기술정보 표준분류체계 개발 및 적용 (Development of the Standard Classification System of Technical Information in the Field of RI-Biomics and Its Application to the Web System)

  • RI-Biomics is a new concept that combines radioisotopes (RI) and Biomics. For efficient collection of information, establishment of database for technical information system and its application to the system, there is an increasing need for constructing the standard classification system of technical information by its systematical classification. In this paper, we have summarized the development process of the standard classification system of technical information in the field of RI-Biomics and its application to the system. Constructing the draft version for the standard classification system of technical information was based on that standard classification one in national science and technology in Korea. The final classification system was then derived through the reconstruction and the feedback process based on the consultation from the 7 experts. These results were applied to the database of technical information system after transforming as standard code. Thus, the standard classification system were composed of 5 large classifications and 20 small classifications, and those classification are expected to establish the foundation of information system by achieving the circular structure of collection-analysis-application of information.

  • 대규모사업장에 비해 소규모사업장의 재해율이 상대적으로 높은 편이며, 그 재해비율이 꾸준히 증가하고 있다. 이에 전사업장에 대한 재해율을 낮추기 위해서는 소규모사업장에 대한 재해예방활동에 집중할 필요가 있다. 따라서 본 연구는 1996년부터 도입되어 소규모사업장을 대상으로 시행하고 있는 안전보건분야 민간위탁사업의 종사자들의 의식조사를 통해 민간위탁사업이 갖고 있는 문제점을 파악하고 분석하여 보건안전분야 민간위탁사업의 실효성을 강화할 수 있는 방안을 제시하고자 하였다.

  • There are enormous challenges in the Istanbul Strait- one of the most important, congested and narrow waterways in the world - from the view point of risk determination and risk mitigation for the local traffic. Previously several traffic parameters such as; traffic volume for local vessels, traffic flow and potential encounters of local traffic, in addition to the possibility of collision, were investigated in order to determine the degree of dangers in the southern entrance of the Istanbul Strait. Furthermore, risky zones were also determined in this waterway. On the basis of the results of those, a group of expert was surveyed. These experts were pilots, Vessel Traffic Services Operators (VTS-O), Local Traffic Vessel Captains and Master Mariners who had several experience of navigation through the Istanbul Strait. In order to assess experts perceptions of danger and to propose further studies based on this survey. The questionnaire was analyzed by using SPSS (Statistical Package for the Social Sciences) program version 13.0. Finally, some differences and/or shares on risk perceptions of expert in the Istanbul Strait are considered.

PERFORMANCE EVALUATION FRAMEWORK FOR ENGINEERING CONSULTANTS OF TAIPEI RAPID TRANSIT SYSTEMS

  • The quality of performance evaluation on engineering consultants that provide design-related technical services is difficult to be measured, and only a handful of papers discussed the quality during the design stage. Although design cost is relatively far less than construction cost for a project, the decisions made in the design phase have a significant impact on the final products of the project, especially for large public construction projects. Therefore, this research focuses on reviewing and then establishing a performance evaluation framework for the consulting firms that execute detailed design and provide technical services for the Taipei Rapid Transit Systems (TRTS). By interviewing experts, this study first established a set of indicators to evaluate these firms' performance. Then, those indicators were incorporated into the four aspects of balanced scorecard (BSC) to establish the architecture of the evaluation mechanism. The weight of each indicator was calculated by analytic hierarchy process (AHP) from a survey conducted among experts. The results showed that the top-three indicators were quantity take-off, functions conformity, and budgeting. The framework of performance evaluation established by this study can be applied to measure service performance during the design stage. It not only facilitates the monitoring of consulting firms, but also helps to reduce unnecessary change orders and disputes during the construction stage.

  • 사출성형에서 제품의 최종 품질에 영향을 미치는 중요한 인자들 중의 하나는 사출압력이다. 전통적으로 현장의 사출전문가는 오래된 현장 경험을 바탕으로 사출압력을 결정한다. 그러나 비전문가에게는 제품의 크기, 형상 그리고 사출공정의 전반적인 과정을 고려한 적절한 사출압을 결정하기가 쉽지 않다. 본 연구에서는 퍼지 논리(fuzzy logic)를 이용하여 제품도면에 나와 있는 제품두께와 유동길이를 알면 쉽게 초기 사출압을 결정할 수 있도록 전문가의 경험을 규칙베이스화 하였다. 규칙베이스를 구성하기 위해서 현장 전문가들을 인터뷰하고 설문조사를 한 후 기술적인 문서를 작성하여야 하지만 본 연구에서는 사출성형 해석 프로그램인 C-Mold를 이용하여 수 차례의 시뮬레이션을 반복 수행하여 규칙베이스를 구성하였다.

방사선방호 실무역량 강화를 위한 국제 교육훈련 과정 개발 (Development of International Education and Training Program for Building Practical Competence in Radiation Protection)

  • 교육훈련은 안전문화를 증진하고, 방사선작업종사자의 방사선방호 역량을 강화하는 주요한 수단이다. 기존의 단기 원자력 국제교육은 고위급 대상의 강의실 교육을 중심으로 수행되고 있으나, 이제 원전을 수출하는 기술공여국으로서 우리의 위상은 개도국으로부터 자국의 실무 전문가 양성을 위한 지원을 요청받고 있다. 본 연구는 국내의 우수한 방사선 시설과 교육훈련 인프라를 활용하여 실습과 현장방문을 강화한 국제 방사선방호 실무 전문가 양성 과정을 개발하고, 평가 및 피드백 절차를 완성하여 운영한 결과를 요약한다. 교육과정의 개발 및 운영 과정에서는 SAT 방법론을 도입함으로써 교수-학습 효과를 극대화하고, 교수목적, 방법, 평가의 일관성을 유지하고자 하였다. 교육과정의 개시전 또는 종료 후에 수행된 비교평가와 최종평가에서 평균 점수가 약 2점 상승하고, 설문조사에서는 대부분의 항목에서 4.0 이상의 높은 만족도를 나타내었다. 이는 본 교육과정에 적용된 교수학습 방법이 효과적이었음을 시사한다. 이러한 교수학습 방법론은 국제교육에서 실무 전문가 양성을 위한 맞춤형 교육과정을 개발하고, 이론중심에서 현장 실무중심으로 국제교육의 패러다임을 전환하는 단초가 될 것이다.

시장요인이 고려된 특성치 준거 기술측정 (A characteristic-based technology measurement with market factor considered)

  • Technology measurement is related with how to construct indicators of technological change and relative ranking of technological sophistication. Many attempts have been made to understand the measurement of technology. However, technology measurement still remains little understood problem in spite of its importance. This article is concerned with improving the measurement of technology by introducing market factors into the model. It illustrate a simple approach to the measurement of technology. This approach is based on the characteristic-space paradigm of technology. A relative ranking of technological sophistication for a product is measurable as a set of characteristics. The main feature of the proposed approach is the combination of technical factors and market factors. Technical factors are reflected in the definition of technological sophistication. Market factors are embraced in the determination of the relative importance assigned to each technology defining characteristics. Thus, the weight is determined by technical factors and market factors, which differentiates the study from the past based on judgmental technique such as experts' opinion.

A Study on the Global Competitiveness and Way of Coexistence of Korean ICT Industries

  • Infinite competition on ICT industries is starting again. The basis of competence over global dominance will be human resource, a global ecosystem for products and national agenda for science and technology, etc.. This paper presents the six solution for the Global Competitiveness and Coexistence of Korean ICT Industries. Korea should nurture the brand of "World Best Korean ICT Forever" to secure technical competency of ICT related fields in global market. All ICT technologies should be aligned to global standard and market demand from beginning and the ecosystem around product needs to be established. System framework for utilizing the resource of core SW experts must be established. Through global partnership with China as manufacturing base for Korea-developed products, technical competency can be maintained including product planning. Security measure for technical assets is mandatory. Finally, core technology that will drive the future of ICT industries in Korea should be regarded as core subjects.

미식축구의 필드골(Field Goal) 킥(Kick)에 대한 운동학적 분석 (A three-dimensional kinematic analysis of the field goal kicking motion in American football)

  • The purpose of the study was to present technical guidance about the field goal kicking motion in American football for novices. For this purpose, kinematic analysis on the field goal kicking motion of two skilled players and two unskilled players was carried out. The following conclusions were made: 1. In comparison on the total elapsed time of the kicking, there were no significant differences between two groups. The progressing time from BP event to impact among experts group, however, took 0.141 second less than that of novices group. 2. The experts group showed right hip rotatier horizontally toward the targeted ball fixing left hip as the axis. On the other hand, the novices group didn't use the left hip as the axis in the kicking motion. 3. At the impact of kicking the ball, regarding with the distance of the ball and the supporting leg, the right and left distance of experts was 3.45cm longer than that of novices, the front and the rear distance of experts was 5.14cm shorter than novices. 4. At the impact, experts' initial velocity of the targeted ball was $5.27^m/s$ faster than novices', besides experts' incidence angular displacement was $3.78^{\circ}$ larger than novices'. 5. After BP event, experts showed a stable movement maintaining flexion and extension at left hip joint and knee joint. On the other hand, for novices, the angle of the left lower extremities became larger. 6. Experts showed the efficient flexion and extension of the hip joint and the knee joint during following procedure in the whole event of the kicking motion. At the BP event, the right knee joint angle of novices was $11.46^{\circ}$ larger than that of experts. However, the duration of the impact event and FT event among, novices had less extension of knee joint than experts. 7. At the 2nd phase, for both of the groups, the angular velocity of the knee joint drastically increased as the angular velocity of hip joint decreased. However, only novices showed the largest negative angular velocity at the impact.

철도차량부품 제조 중소기업의 기술사업 활성화를 위한 요인 분석 (A Study on Activation Technology Commercialization of Railway Vehicle Parts Manufacturing SME)

  • 국내 철도차량 부품관련 제조 산업은 대부분 중소기업 중심의 산업으로서 대다수의 소규모 영세한 기업이 규모의 경제를 구축하지 못하여 수익성의 한계를 보이고 있는 상황이다. 또한, 제조 중소기업 내 자체적인 기술력을 보유하기 보다는 해외 선진국의 기술 제품들을 수입하여 국내 철도 운영기관에 납품하는 형태로 생존하고 있다. 그러므로 현 철도차량 제조산업의 문제점을 파악하고 개선할 수 있는 연구와 동시에 정부의 철도산업 발전 정책이 제대로 반영이 되고 있는지에 대해 파악하는 연구가 필요하다고 판단된다. 본 연구는 기술사업화의 관련된 선행연구 및 문헌연구를 통해 활성화 요인(Level 1, Level 2)을 도출하였고, 철도산업의 제조 중소기업 종사자 전문가, 학계/연구소의 전문가, 철도 운영기관의 차량 전문가들을 대상으로 AHP 설문조사를 시행하였다. 그 이후 Level 1에서 중요도와 우선순위가 가장 높은 Level 2의 중요요인에 대해 Level 3 활성화 방안 AHP 분석을 추가적으로 실시하였다. AHP 분석결과, 기술적 요인에서 '기술 연계성'이 가장 중요한 방안으로 나타났으며, 기업내부 요인에는 중소기업 사업전문가와 학계 연구기관 전문가는 '사업화 능력'중요도가 높게 평가하였고, 운영기관 전문가는 '기술개발 능력' 중요도를 높게 평가하였다. 외부지원 요인에는 중소기업 사업 전문가는 '인력양성 지원'방안이 중요하다고 분석되었고, 다른 두 집단 전문가는 '연구개발 지원'이 중요하다고 분석되었다. 본 연구결과는 향후 진행될 국가 R&D 지원에 앞서 철도 제조 중소기업들의 역량에 따라 정부지원의 정책적 우선순위의 방향성을 제시하고자 한다.
