This study analyzes the process of establishing BSC based strategic performance evaluation system of KOMSCO. This case could be a reference to other public institutes for BSC introduction and efficient BSC usage. Internal control system of KOMSCO has been improved by EVA system in 1999, BSC introduction and Job analysis in 2001 through 2002, and BSC performance evaluation system in 2004. KOMSCO tries to reflect BSC concept by inducing employees to cooperate selection process of CSF and KPI and by considering the organizational characteristics of KOMSCO in constructing it's performance indices. It is suggested that these processes are very important and should be followed by other institutes in their BSC introduction. By applying BSC, KOMSCO provides improvement in employees' understanding of strategy, performance management, and performance evaluation. KOMSCO' information system based on ERP and efficiently connected to EIS, KMS, and BSC seems to play an important role of BSC application. BSC system of KOMSCO is now in the early stage of application and needs to be evaluated by the efficiency of usage in terms of overall performance evaluation system, deduction system of evaluation point for excess accomplishment over target, and connection to budget system.
The main subjects of this study is to study the qualification and in-service education policies of the child care center staff and to suggest a desirable direction of policy. The main subjects of this study are child care staff policies and related laws. The results of this study shows that the philosophy, developmental psychology and some social backgrounds are the stantards required when designating the child care curriculum and essential subjects for attaining class 2 childcare teacher certificates. This study arises the needs of adjustment of the fields of the childcare curriculum contents, change between mandatory and elective subjects, and renewal of the subject title. The standards for competency in provision of childcare services of National Competency Standard(NCS) has to be considered in the adjustment process. The integrated teacher's certificate for teachers training system is needed in the reserve integration process. The systematization of the data and operating system is needed to manage the target of education efficiently, in order to develop childcare center staff's strengthening ability and professionalism. For in-service education, the diversification of the main body of operation, a periodical monitoring of the content, administrative and financial support are needed. Voluntary participation of in-service education, and the childcare center staffs professional development policy making supported by the government and parents is needed.
The environmental characteristics of the habitats, the population structures, ecological niche, life traits and the population demography are used as an essential informations to the effective conservation plans about the target species. We first confirmed a total of 37 populations through 12 years of investigation on the extents, and investigated the environmental factors of habitats and the population structures of the 25 cohorts in 12 regions among them. And, we investigated the population dynamics targeting at 8 cohorts in the population of Daegwanryeong-myeon, Pyeongchang-gun, Gangwon-do. Along with this, we conducted 4 years of cultivation experiments and how pollinators affect the success of reproduction. The results shows that the Paeonia obovata Maxim. was found in a relatively wide range of habitats. For the population structures of the 25 cohorts, there were considerable differences among cohorts, including a case which showed relative stable structure and an extreme case in which only adults were found. The factor that affected the population dynamics during the investigation was thought as a forest gap created in the tree layer. In the cultivation experiment, seedlings grew well in a less soil organic matter. The seed setting rate and the number of seeds generated by visiting pollinators were higher trends. In conclusion, to understand the distribution of the Paeonia obovata Maxim., there needs to be investigated on the other factors that are involved in dispersal factors other than environmental factors, and thus we suggest the necessity of the research on the dispersal vectors. The current Paeonia obovata Maxim. population was thought as a process of expansion after the rapid reduction of the extents in the past. For the effective conservation of the Paeonia obovata Maxim., an endangered plant, we recommend to understand the species through the spatio-temporal expansion, and maintain the health of the ecosystem based on it.
High dynamic range (HDR) images represent a far wider numerical range of exposures than common digital images. Thus it can accurately store intensity levels of light found in the specific scenes generated by light sources in the real world. Although a kind of professional HDR cameras which support fast accurate capturing has been developed, high costs prevent from employing those in general working environments. The common method to produce a HDR image with lower cost is to take a set of photos of the target scene with a range of exposures by general purpose cameras, and then to transform them into a HDR image by commercial softwares. However, the method needs complicate and accurate camera calibration processes. Furthermore, creating HDR environment maps which are used to produce high quality imaging contents includes delicate time-consuming manual processes. In this paper, we present an automatic HDR panorama environment map generating system which was constructed to make the complicated jobs of taking pictures easier. And we show that our system can be effectively applicable to photo-realistic compositing tasks which combine 3D graphic models with a 2D background scene using image-based lighting techniques.
This study is aimed to analyze the concept of media consumer and legal principles for consumer movements protection. Based on the concept and legal principles, this research is to review the characteristics of the advertisement boycott campaign. Article 124 of the Constitution prescribes that the state should guarantee the consumer protection movements. According to the Article 4 of the Framework Act on Consumer, consumers have the fundamental right to obtain proper compensation for damages sustained due to use of goods and etc. according to prompt and fair procedure. The type of boycott can be classified into two pattern on the basis of boycott's target or object. They are primary boycott and. secondary boycott. Consumer's boycott independent of primary or secondary, are under the protection of the consumer's right. Media consumers use scarce resources to satisfy their wants and needs to acquire news information and advertising information. Their resources are time and money. Therefore, ads boycott campaign or media boycott campaign is the primary boycott. Consumer's right should be guaranteed to the maximum. The Constitution and consumer protection law should protect the practice of consumer's right, especially consumer's boycott campaign.

The coverage ability is one of essential techniques for the Robotic Vacuum Cleaner (RVC). Most of the RVCs rely on random or regular pattern movement to cover a target space due to the technical difficulties to implement localization and map and constraints of hardwares such as controller and sensors. In this paper, we consider two main issues which are low computational load and using sensors with very limited sensing capabilities. First, in our approach, computing procedures to build map and detect the RVC's position are minimized by simplifying data obtained from sensors. To reduce computational load, it needs simply presenting an environment with objects of various shapes. Another isuue mentioned above is regarded as one of the most important problems in our approach, because we consider that many RVCs use low-cost sensor systems such as an infrared sensor or ultrasonic sensor with limited capabilities in limited range, detection uncertainty, measurement noise, etc. Methods presented in this paper are able to apply to general RVCs equipped with these sensors. By both simulation and real experiment, we evaluate our method and verify that the proposed method guarantees a complete coverage.
Ultrasonography constructs pictures of areas inside the body needs in diagnosis by bouncing high-enorgy sound waves(ultrasound) off internal tissues or organs. In constructing an ultrasonographic image, the weakness of bounding signals induces noises and detailed differences of brightness, so that having a difficulty in detecting and diagnosing with the naked eyes in the analysis of ultrasonogram. Especially, the difficulty is extended when diagnosing muscle areas by using ultrasonographic images in the musculoskeletal test. In this paper, we propose a novel image processing method that computationally extracts a muscle area from an ultrasonographic image to assist in diagnosis. An ultrasonographic image consists of areas corresponding to various tissues and internal organs. The proposed method, based on features of intensity distribution, morphology and size of each area, extracts areas of the fascia, the subcutaneous fat and other internal organs, and then extracts a muscle area enclosed by areas of the fascia. In the extraction of areas of the fascia, a series of image processing methods such as histogram stretching, multiple operation, binarization and area connection by labeling is applied. A muscle area is extracted by using features on relative position and morphology of areas for the fascia and muscle areas. The performance evaluation using real ultrasonographic images and specialists' analysis show that the proposed method is able to extract target areas being approximate to real muscle areas.

Many efforts to develop the domestic fashion industry have continued under the influence of a rapidly changing fashion industry environment. The fashion industry has emerged as a future growth industry leading lifestyle and as a core industry for the culture biz. Since the 2000's the markets that combined party and fashion wear as a new cultural trend has grown and an in-depth study of design development for party wear is required. This study presents basic materials for design development for the future domestic woman character casual brand prior to the design development by analyzing design characteristics of domestic female character casual brands. In the research methods, nine brands were selected based on the discussion of ten fashion specialists and then the brand concept, target, configuration of items, price, and design characteristics were analyzed. The following conclusions were drawn from this study. First, each brand concentrated the main focus on establishing a clear and unique brand identity that meets the needs of consumers to enhance competitiveness in the woman's dress market. To enhance competitiveness, many character casual brands targeting women aged 20's and 30's (including BEART) held party wear goods exhibitions as the market for party wear has increased significantly. Second, according to study results of the selected nine brand designs, it was found that the style characteristic of each brand varies depending on concept. However, all nine brand designs developed various styles such as feminine and cute style making use of laces, ruffles, A line silhouette, colorful motifs, and a stylish style that used layers with various materials along with unique decorations based on romantic emotions. Third, seven hundred and thirty eight pictures of nine brands were analyzed by items without identifying brands. According to the result of the analysis, the percentage of items used by brands was as follows: a one-piece dress was 34.5%, jacket 25.7%, skirt and pants 15.5%, blouse and shirt 13.6%, and tops 10.6%. The result showed that one-piece dresses accounted for the highest percentage. Frill accounted for 16.6%, the highest percentage followed by ribbons at 16% in regards to detail and trimming.

Soft tunic syndrome (STS) is a protozoal disease caused by Azumiobodo hoyamushi in the edible ascidian Halocynthia roretzi. Previous studies have proven that combined formalin-hydrogen peroxide ($H_2O_2$) bath is effective in reducing STS progress and mortality. To secure target animal safety for field applications, toxicity of the treatment needs to be evaluated. Healthy ascidians were bathed for 1 week, 1 h a day at various bathing concentrations. Bathing with 5- and 10-fold optimum concentration caused 100% mortality of ascidians, whereas mortality by 0.5- to 2.0-fold solutions was not different from that of control. Of the oxidative damage parameters, MDA levels did not change after 0.5- and 1.0-fold bathing. However, free radical scavenging ability and reducing power were significantly decreased even with the lower-than-optimal 0.5-fold concentration. Glycogen content tended to increase with 1-fold bathing without statistical significance. All changes induced by the 2-fold bathing were completely or partially restored to control levels 48 h post-bathing. Free amino acid analysis revealed a concentration-dependent decline in aspartic acid and cysteine levels. In contrast, alanine and valine levels increased after the 2-fold bath treatment. These data indicate that the currently established effective disinfectant regimen against the parasitic pathogen is generally safe, and the biochemical changes observed are transient, lasting approximately 48 h at most. Low levels of formalin and $H_2O_2$ were detectable 1 h post-bathing; however, the compounds were completely undetectable after 48 h of bathing. Formalin-$H_2O_2$ bathing is effective against STS; however, reasonable care is required in the treatment to avoid unwanted toxicity. Drug residues do not present a concern for consumer safety.
Despite being one of the most important national facilities, the National Assembly building of the Republic of Korea has become increasingly vulnerable to potential terrorist attacks, and the instances of demonstrations occurring around and banned items taken into the building are continuing to rise. In addition, promoting the idea of "open assembly" has led to increased visitors and weakened access control. Furthermore, while there is a significant symbolic value attached to attacking the National Assembly building, the level of security management is relatively very low, making it a suitable target for terrorism. In order to address such vulnerability, an appropriate access control system should be in place from the areas surrounding the building. However, the National Assembly Security Service which oversees security around the building is scheduled to disband in June 2020 following the abolition of the conscripted police force in 2023. Therefore, there needs to be an alternative option to bolster the security system outside the facility. In this research, the perceptions of 114 government officials in charge of security at the National Assembly Secretariat toward the protection and security system of the areas surrounding the National Assembly building were examined. Results showed that the respondents believed it was highly likely that risky situations could occur outside the building, and the use of advanced technologies such as intelligent video surveillance, intrusion detection system, and drones was viewed favorably. Moreover, a mid- to long-term plan of establishing a unified three-layer protection system and designating a department in charge of the security outside the building were perceived positively. Lastly, the participants supported the idea of employing private police to replace the National Assembly Security Service for the short term and introducing parliamentary police for the mid- to long-term.
