본 연구의 목적은 인공지능 서비스 영향성 평가를 위한 분석 기준에 대해 조사하는 것이다. 본 연구 결과는 다음과 같이 조사 되었다. 인공지능 평가 대상은 인공지능 서비스와 인공지능 기술인 2가지 영역으로 분류하였다. 인공지능 서비스 평가는 영향력, 지속가능성, 효율성, 효과성, 적절성 등을 도입하여 평가할 수 있다. 인공지능 서비스의 시간적 측면평가는 사전평가와 사후 평가로 나누어 정리 할 수 있다. 사전평가는 사전 서비스를 위해 개발하고 설계할 때 검토해야 하는 사항에 대해 제시하고 있다. 인공지능 서비스 영역 평가는 공공서비스와 민간서비스 및 혼합형태로 분류 될 수 있다. 인공지능 서비스 영향성 평가 분류 기준으로 수직적 또는 수평적 구조 형태로 분류가 가능하다. 인공지능 서비스 적용(활용) 기준은 규범적 측면과 규제적 측면으로 나누어 볼 수 있다. 인공지능 서비스 목적 측면에서 영향평가 또는 과정 평가로 분류될 수 있다. 인공지능 서비스 목적 측면에서 바라보면, 주제별 평가와 분야별 평가를 들 수 있다. 본 연구는 인공지능 서비스 영향성 정책 및 대응 방안 마련하는데 도움이 되며. 향후 연구는 인공지능 서비스 영향성 분석 기준을 바탕으로 구체적인 지표를 발굴하는게 필요하다.
북극 이사회 산하 "북극동식물보전 워킹그룹"은 북극 생물다양성을 보전하고 생물자원의 지속가능성을 보장하기 위해 모니터링, 평가, 정책, 전문가 그룹 활동을 수행하고 그 결과를 정부들과 북극원주민들에게 전달한다. 북극 동식물보전 워킹그룹의 주요업무는 모니터링, 평가, 전략 사업으로 구성되어 있다. 주요 모니터링 사업은 "환북극 생물다양성 모니터링 (해양, 담수, 육상, 연안) 프로그램", 평가 사업은 "북극생물다양성평가", 전략 사업은 "북극철 새이니셔티브"이다. 우리나라는 2013년 북극 이사회 옵서버 국가 지위 획득 후 2015년부터 북극철새이니셔티브 사업에 직접 참여하고 있다. 북극철새이니셔티브는 북극에서 번식하는 철새들이 이용하는 전 세계 이동경로 상의 서식지를 보전하고 불법 사냥을 방지하는 것이 목적이다. 따라서, 철새 이동경로상의 옵서버 국가들이 직접적으로 사업에 참여하고 있다. 우리나라는 2030년까지 북극협력사업 참여를 위한 우선순위 선정 시 기존에 참여하고 있는 북극 철새이니셔티브와 국내 공공기관들이 운영 중인 북극 관련 아카데미 프로그램을 활용해 "CAFF 청년 프로그램" 참여 방안을 고려할 필요가 있다.
The loss of biodiversity poses a significant threat not only to business sustainability and investment risk but also to societal well-being. Nature serves as a crucial driver for long-term business viability and economic prosperity. The Task Force on Nature-related Financial Disclosures (TNFD), established in September 2023, mandates that companies assess and disclose their impacts on nature. Despite this, many businesses lack a full understanding of their reliance on and impact upon natural capital and ecosystem services, leading to insufficient disclosures. This study evaluates the applicability of TNFD's assessment methodologies and indicators within a domestic context, highlighting the condition of nature and ecosystem services, and exploring potential synergies with national biodiversity policies. Our analysis suggests that TNFD necessitates a unique approach to the spatial and temporal data and methodologies traditionally employed in environmental impact assessments. This includes assessing the reciprocal influences of corporate activities on natural capital and ecosystem services via the LEAP framework. Moreover, in industries where the choice of specific indicators depends on unique sectoral traits, developing a standardized strategy for data and assessment indicators-adapted to local conditions-is crucial due to the variability in the availability of assessment tools and data. The proactive engagement of the private sector in ecosystem restoration projects is particularly promising for contributing towards national biodiversity objectives. Although TNFD is in its nascent phase, its global adoption by numerous companies signifies its potential impact. Successful implementation of TNFD is anticipated to deepen businesses' and financial institutions' understanding of natural capital and ecosystem services, thereby reinforcing their commitment to sustainable development.
This study assessed the ecological health of border areas using the ecological health index and suggested Indicators for maintaining and promoting ecological values. We analyzed the change trends, pressures, and resilience of ecosystems and services in border areas, and identified their current status and sustainability. The main findings were: (1) ecological assets and ecosystem services in border areas could be compared through ecosystem health assessment; (2) it can be used to set priorities for management and conservation by identifying the relative importance and vulnerability of ecosystems and ecosystem services in each border area; and (3) the index presented in this study can be judged to have explanatory power for the characteristics of border areas and ecosystem health when compared to previous studies. Limitations of this study include the lack of literature and statistical data at the local government level and the resulting limited application of evaluation methods, which limited direct regional comparisons. To overcome the research limitations, further studies are needed, such as establishing ecological information in border areas, mapping and assessment of ecosystem services, and developing and applying assessments that reflect the opinions and participation of various stakeholders. This study was the first attempt to assess the health of ecosystems and ecosystem services in border areas and provided an important baseline for future changes in border areas. In the future, it will be helpful in national and local government policies and ecological assetecosystem management by supplementing insufficient information and presenting clear goals.

The present research evaluates the public engagement approach in various project stages. Hong Kong had long been criticized as top-down and executive-led jurisdiction by overlooking the importance of cultural heritage and public concerns on public projects. It was suggested to the government to engage public and provide sufficient public consultation. Thereby, the government announced a series of revitalization and conversion measures in Policy Address in 2008. To carry out the measures, there were voices, because of diverse and sometimes conflicting interests, over the effect of revitalization project. On the other hand, studies reveal that there are benefits of revitalization and enhancement of public engagement approach. In pursuit of the subject, the present research aims at studying the Central Market as a case study pilot project. In October 2009, the Policy Address announced that the Central Market be revitalized. Tasked to implement the project, Urban Renewal Authority (URA) continued to adopt the people-oriented approach as the guiding principle in its core business and in heritage preservation and revitalization so as to create a sustainable development. Between government and the public, URA acts as a bridge for communication. As between URA and the public, URA conducted public consultation, set up an ad-hoc committee in January 2016 to be in charge of the project and will continuously inform the government and public with the updates and project progress. The main objectives of the present research are to assess the advantages and challenges in different stages of public engagement approach, to evaluate the engagement system, to give a comprehensive view for participation of stakeholders, and to find out effective strategies to enhance civil engagement. Research was achieved through interviews to key persons in the project, questionnaire that was distributed to community and experts in the field. Case Study of the Central Market was studied and investigated using different sources, such as newspapers, journals, etc, to evaluate the degree of public engagement in the project. Both detailed qualitative methodological approaches of interview, questionnaire, and case study, act as a synergy to demonstrate the research objectives and provide the comprehensive perceptions on the revitalization project. The results show that public participants in revitalized project have generated considerable value enhancements to social-cultural, environmental, political and economic aspect. This study provides valuable insights that the public participation can make positive contribution to sustainability in the city. The findings indicate that no any single system is flawless therefore seeking both public opinions and professional advices are also important as a comprehensive approach to achieve higher sustainability of the building.
최근 수자원 취약성에 대한 논의 및 지속 가능한 개발개념에 적합한 지수 개발이 활발히 이루어지고 있다. 이러한 지수를 바탕으로 현재 또는 미래의 수자원 취약성을 판단하고 진단하고 있다. 본 연구는 자료의 확보가 가능한World Bank, 취약성-탄력성지수(Vulnerability Resilience Indicator, VRI), 환경지속 가능성지수(Environmental Sustainability Index, ESI)에서 사용된 수자원 평가 관련 지표들을 활용하여 우리나라를 포함한 전 세계 152개 국가의 수자원 취약성 순위를 도출했다. 이러한 지표를 바탕으로 수자원 취약성의 정량적 평가를 위해 TOPSIS (Technique for Order Preference by Similarity to Ideal Solution) 기법을 적용하여 국가 별 수자원 취약성을 지수화하고 취약성 순위를 도출하였다. 연구결과 우리나라는 152개국 중 88위로 나타났고, 대륙 별 비교 시 오세아니아가 취약성이 낮았고, 아프리카는 취약성이 심각한 것으로 나타났다. 주요 국가 비교 시, 미국, 일본, 우리나라, 중국 순으로 취약성의 정도가 심각했다. 따라서 본 연구는 국가 별 수자원 취약성 순위를 통해 우리나라의 상황을 파악하고 국가의 수자원 계획 수립 및 대책을 제시할 수 있는 자료로 활용될 수 있을 것이다.
이 연구의 목적은 학교 STEAM 교육의 실행과 교육환경 기반을 진단하고 평가할 수 있는 학교 STEAM 교육 역량 진단 도구를 개발하는 것이다. 진단 도구의 개발은 STEAM 교육의 평가 또는 성과와 관련된 문헌 조사, 연구진의 반성적 재검토, 전문가 및 현장교사의 타당도 검증 등으로 이루어졌다. 학교 STEAM 교육 역량 진단 도구는 'STEAM 교육의 실천과 지속가능성의 계획', 'STEAM 교육과정 및 교수학습 방법', 'STEAM 학습 전문성 개발', '과정 중심 평가', '고등 교육 기관, 산업 파트너, 기술 센터와 연계 구축' 등 5개 영역과 하위영역의 총 14문항으로 구성된다. 학교 STEAM 역량 진단 도구의 타당화는 전문가의 내용 타당도 검증과 예비조사(pilot study)의 학교 교사의 실제에 의한 타당도를 통해 진행하였다. 개발된 학교 STEAM 역량 진단 도구를 활용하여 초등, 중, 고등학교 267개교를 진단한 결과, 5개 영역 평균이 1.46 ~ 2.18의 수준으로 나타났다. 이 진단 도구는 학교의 STEAM 교육의 실행 및 효과를 포괄적으로 진단·평가하고, 우리나라 STEAM 교육의 실행을 진단하고 이해하는데 기초 자료로 활용될 것으로 기대한다.
In order to achieve the management goals (30by30) mandated by the Kunming-Montreal Global Biodiversity Framework, this study established the site-level assessment criteria for OECMs, tailored to domestic circumstances using the Delphi analysis. Subsequently, a site-level assessment was conducted on the National Gariwangsan Natural Recreation Forest. As a result of the study, the initial step involved presenting criteria for the site-level assessment of OECMs, with 'consent for the assessment and recognition of OECM by competent and management authority' proposed as a prerequisite. Subsequently, seven evaluation criteria were established, including 'other than a legally protected area', 'spatially separated area with defined boundaries', 'effective in-situ conservation of biodiversity', 'sustainable management based on the competent and management authority', 'long-term sustainability of conservation outcomes', and 'provision of ecosystem services'. The results of applying site-level assessment criteria to the National Gariwangsan Natural Recreation Forest indicate that six criteria were met, while one criterion (sustainable management based on the competent and management authority) requires further improvement. Specifically, the key competent and management authorities for the National Gariwangsan Natural Recreation Forest are the Korea Forest Service and the National Natural Recreation Forest Management Office, with competent and management organizations established. However, the management focus is primarily on providing forest recreation services centered on users and facilities, making it difficult to confirm the long-term biodiversity conservation plans and implementation by the competent and management authorities. Therefore, it is deemed necessary to improve the long-term biodiversity conservation plans and implementation for the recognition of the National Gariwangsan Natural Recreation Forest as an OECM.
우리 사회의 성숙한 민주주의와 보다 지속가능한 환경관리를 위해 다양한 정책과 제도적 노력이 이루어지고 있다. 이러한 측면에서 환경영향평가 시 필수적인 과정으로 여겨지는 시민참여의 중요성은 관련 이론 및 실천 영역에서 꾸준히 강조되고 있다. 국내에서도 제한적이나마 여러 형태의 시민 참여가 이루어지고 있으나, 의사결정과정에서 시민들의 의견수렴이 실효적이지 않고 형식적인 절차로 전락했다는 비판은 지속적으로 제기되고 있다. 본 논문은 이러한 문제의식을 기반으로 환경영향평가의 시민참여 측면에서 다양한 문제와 정책적 시도를 경험한 외국 사례들의 분석을 통해 시사점을 얻고자 한다. 이를 위해 광범위한 문헌고찰을 통해 환경영향평가에 있어 시민 참여의 의의와 목표 그리고 효율적인 적용을 위한 원칙에 대해 검토하였다. 이를 바탕으로 미국, 영국, 독일, 일본, 캐나다 등의 시민 참여 제도와 절차에 대해 고찰하였으며 이와 연계된 구체적인 실행 사례 분석을 통해 시사점을 도출하였다. 본 연구를 통해 도출된 주요 시사점으로는 첫째, 구체적인 시민 참여 가이드라인을 제공할 것, 둘째, 의사결정과정의 투명성을 확보할 것, 셋째, 절차상 참여 가능한 단계를 더욱 확장해 나갈 것, 마지막으로 이해당사자들의 참여기회를 보장할 것 등이다. 본 논문은 국내 환경영향평가에서의 시민 참여 증진을 위해 해외 사례들을 폭넓게 분석한 연구로서 의의를 지니며, 향후 보다 다양한 정책개발 및 실증적 사례 연구를 위한 기초 자료로 활용될 수 있기를 기대한다.
현재 한국의 폐LIBs 소각시스템에 대한 환경적인 측면들을 규명하고, 개선시키기 위해서 전과정평가를 수행하였다. 본 연구에서는 기존의 대부분 연구에서는 생략이 되었던 소각재의 매립과 관련된 환경영향도 평가되었다. 전기 생산과정과 소각공정으로부터 배출되는 $CO_{2}$와 소각공정에서 대기와 수계로 배출되는 중금속에 의한 환경영향이 전체 환경영향의 약 90%를 차지하였다. 특히, 중금속의 배출에 의한 환경영향이 압도적인데, 이를 개선시키기 위해서는 폐LIBs 와 같이 중금속의 함량이 높은 폐기물은 일반폐기물과 분리하여 소각하는 것이 필요하다. 반면에 소각 후에 발생되는 소각재에 의한 환경영향은 미미하였다. 이는 소각재가 소각과정을 거치면서 이미 안정한 산화물을 형성한 것에 기인한다.
