2001년 미국에서 발생한 9.11 항공기 테러사건은 국제교역의 보안에 관한 관심과 우려를 증대시켰다. 그리고 미국은 테러 위협에 대해 다층적 방어 전략을 추진하면서 행정조직을 대폭 개편하여 국토안보부를 설치하고 CSI, 화물정보 24시간 전 신고제도, SAFE Port Act, 9/11 테러대책이행법, C-TPAT 등 다양한 물류보안 제도를 마련하였다. 그 결과 전 세계적으로 물류보안 제도가 강화되고 있다. 우리나라는 동북아 물류허브화 정책추진 및 물류정책기본법에 물류보안시책을 마련하는 등 공급사슬보안에서 국가 이미지를 제고하고 국가경쟁력을 강화하기 위한 체계적인 대응전략을 마련하고 있다. 하지만 국내 인증제도에 참여하는 실제적 당사자인 기업은 각 기관별로 운영되는 물류인증을 획득하기 위해 투자되는 시간과 비용의 중복 문제점을 지적하고 있다. 물류보안 인증제도는 국가차원의 보안강화에 따라 화물흐름의 지체현상을 필연적으로 겪게 되는 기업을 지원하자는 의도인 바, 기업의 부담을 최소화하는 통합된 국가 물류보안제도의 마련은 중요하다고 할 수 있다. 따라서 본 연구는 국제기구 및 주요국의 인증제도를 분석하고 시사점을 제시하여 국내 물류보안 인증제도의 효율적 운영방향을 설정하고자 하였다. 그리고 국가 공급사슬보안체계 구축의 기본 방향을 크게 3가지, 즉 글로벌 수준의 공급사슬보안체계 구축, 국내적으로 효율적 운영체계 구축, 국가적 차원의 지원체계 구축을 제시하였다.

In modern society, digital lifestyles are spreading to minimize contact with people and to receive contactless information. The spread trend has established an unmanned distribution system in which transactions through contactless technologies such as kiosks and chatbots are activated in face-to-face transactions with sellers and consumers. In order to streamline logistics supply worldwide, digital new deal based joint logistics hubs, unmanned courier storage platforms, and fresh logistics based last mile services have been developed into unmanned logistics systems, focusing on the intelligent logistics system automation process. Unmanned courier storage system installed in urban areas and home to daily logistics where volume is concentrated are provided with fresh logistics services through cold chain and receiving freights in contactless environments. Development is also underway to minimize safety accidents caused by courier services, such as managing various information based on the integrated control system. This paper defines the concept of integrated operation for the development of a platform for contactless unmanned courier storage device developed into next-generation logistics system. In addition, we intend to develop systems engineering-based output for deriving safety requirements and specifications by identifying risk sources that may occur in the operational scenario. Therefore, the goal is to establish a foundation for safety and reliability between interfaces of logistics systems to be installed in apartment and subway station environments that want to provide unmanned logistics services to various consumers.

본 논문에서는 효율적인물류관리를위하여물류프로세스와현장 업무환경을 고려한 모바일물류정보시스템을 구현한다. 모바일 물류정보시스템은 물류센터의 전체 업무 프로세스를 실시간으로 수행할 수 있으며, ERP 및 POS 시스템과의 연계로 업무의 효율성을 강화시키는 시스템이다. 또한 서비스와 전체 공급망의 관리 수준을 향상시키는 시스템이다. 기존의물류 관련 업무는 전산화 및 자동화가 되지 않아작업자 경험과 관례에 의존하여 작업을 진행하기 때문에 비효율적인 관리가 이루어지고 있으며 물류 현황 통제력 약화로 물류의 품질이 저하되는 문제점이 있다. 이러한 문제점을 해결하기 본 논문에서는 모바일 물류정보시스템을 구축하여 실물 현장 중심의 실시간 운영 모니터링 환경을 제공하고, 현장업무 효율성 충족 및 최적화 된 시스템 기능을 제공하고자 한다. 또한 신규 물류 시스템으로 안정적 물류 정보지원과 새로운 ERP 및 관련 시스템과의 견고한 인터페이스로 시장 확대와 성장에 따른 물동량 증가에 적절하게 대응할 수 있도록 한다.

일반적으로 공급중심의 공간정보 데이터 구축 및 서비스 개발은 정보의 최신성, 다양성, 활용성의 한계를 수반한다. 최근 이러한 한계점을 극복하기 위하여 공간정보 웹서비스에 사용자 경험과 참여기반의 공간정보(VGI: Volunteered Geographic Information)를 활용하려는 노력들이 이루어지고 있다. 본 연구는 선행연구를 검토하여 VGI를 지원하는 공간정보 웹서비스의 10C 프레임워크를 제안하였다. 또한 10C 프레임워크를 기반으로, 사용자 참여를 통하여 VGI를 생산하는 23개 공간정보 웹서비스의 가치사슬체계를 분석하였다. 가치사슬 분석결과를 바탕으로 VGI의 생산, 수집, 전달, 이용 측면에서 공공 공간정보의 가치증진을 위한 시사점을 도출하였다.

전통적으로 전력시스템은 공급체계의 말단에 있는 소비자의 위치에서 보면 중앙집중화된 구조를 갖고 있다. 그러나 최근 수 십년간 지붕형 태양광, 영농형 태양광, 소형 풍력터빈, 배터리저장장치 및 스마트 가전품과 같은 분산에너지원의 등장을 보아왔다. 분산에너지원의 등장에 따라 배전계통 운전원의 역할도 확장된다. 확장된 분산전원의 진출은 배전망이나 송전망의 전통적인 계획과 운영에 영향을 주는 전력계통의 역조류와 예측성을 어렵게 할 수 있다. 이는 전형적인 계통계획, 정비 및 망관리, 정전할당 등 배전계통 운전원이 갖는 기능이 변경되어야 할 필요성을 증폭시킨다. 이 연구의 목적은 다중 분산전원을 갖는 미래 배전운전시스템을 설계하고 제안된 배전시스템 모델을 HILS로 구현 및 검증하는 것이다. 시험결과를 보면 제안된 배전시스템이 정상 영역에서 운전되고 배전선로 손실이 감소된다는 것을 보여준다.

An effective methodology is reported for the optimal design of multisite batch production/transportation and storage networks under uncertain demand forecasting. We assume that any given storage unit can store one material type which can be purchased from suppliers, internally produced, internally consumed, transported to or from other plant sites and/or sold to customers. We further assume that a storage unit is connected to all processing and transportation stages that consume/produce or move the material to which that storage unit is dedicated. Each processing stage transforms a set of feedstock materials or intermediates into a set of products with constant conversion factors. A batch transportation process can transfer one material or multiple materials at once between plant sites. The objective for optimization is to minimize the probability averaged total cost composed of raw material procurement, processing setup, transportation setup and inventory holding costs as well as the capital costs of processing stages and storage units. A novel production and inventory analysis formulation, the PSW(Periodic Square Wave) model, provides useful expressions for the upper/lower bounds and average level of the storage inventory. The expressions for the Kuhn-Tucker conditions of the optimization problem can be reduced to two sub-problems. The first yields analytical solutions for determining lot sizes while the second is a separable concave minimization network flow subproblem whose solution yields the average material flow rates through the networks for the given demand forecast scenario. The result of this study will contribute to the optimal design and operation of large-scale supply chain system.

효율적 경영활동과 경쟁우위 확보 및 고객관계 경영을 죄하고자 하는 기업들은 정보시스템 투자 비율을 확대하고 있다. 그러나 현실적으로 볼 때 투자를 위한 의사결정 단계에서 검토되었던 정보시스템의 기대가치와 실현가치 간에는 예상치 못했던 격차가 발생하는 경우가 빈번하다. 또한 최근 e비즈니스 전략을 적극적으로 추진중인 기업들은 SCM(Supply Chain Management), ERP(Enterprise Resource Planning), CRM(Customer Relation-ship Management) 시스템을 상호 연동하고자 하는 요구가 증대되고 있다. 그러나 기존 연구들의 경우 개별 정보시스템 단위의 성공 요인들에 대한 연구가 대부분이고, 이들 시스템 간의 연동이나 시스템 구축이후 발생하는 조직 내외적인 장애요인 관련 연구는 미미한 실정이다. 본 연구에서는 이들 시스템을 구축하여 운영중인 기업들을 선정하여 시스템별 그리고 시스템 간의 투자 전후가치격차 유발 요인을 규명하고자 하였다. 연구결과는 기업의 정보시스템 투자 의사결정시 반드시 사전에 고려하여야 할 가치격차 유발 요인들에 대한 통찰력을 제시할 수 있을 것이며, 관련 분야 연구의 실증적 접근을 위한 토대를 제시할 것이다.

플랫폼 금융은 데이터 분석과 플랫폼을 이용한 매칭이라는 새로운 자금조달 방식을 제시함으로써 중소기업의 대안금융으로 부상하고 있다. 이 사업의 본질은 빅데이터를 이용한 위험평가와 투자자의 위험-수익 선호(risk-return preference)를 적절히 반영할 수 있는 위험분산 기술을 금융업에 적용한 것이다. 이로써 소상공인을 위한 소액금융, 중소기업의 운전자본(working capital) 조달을 위한 공급망 금융의 형태로 기존 금융의 대안으로 부상하고 있다. 한국의 플랫폼 금융은 이 같은 가능성에도 아직 유치 단계(infant stage)이며, 정책적 지원을 필요로 한다. 이는 다음과 같이 요약할 수 있다. "기관 및 공공 투자참여", 플랫폼 금융의 민간 자금유입(crowd-in)을 위한 정책금융의 씨앗자금(seed money) 공급, "수용적 규제체계", 영국의 샌드박스와 같이 새로운 사업에 대한 한시적 규제 유예, "데이터 개방 확대", 재량적인 데이터 공유의 허용, "대안투자 수단의 보급", 저금리시대의 대안투자 수단으로서 플랫폼 금융 육성.

조직시민행동이란 조직내의 공식적 역할이나 기능을 넘어서는 구성원들의 재량적 행동을 의미하며, 조직의 성과 제고에 상당한 기여를 하는 것으로 알려져 있다. 공급망관리(SCM) 시스템이 도입되면, 글로벌 표준, 프로세스 혁신, 핵심성과지표 등에 관한 정보가 여러 부서에 폭넓게 전달되어 구성원들의 흡수 및 혁신능력을 제고할 수 있다. 구성원들의 조직시민행동은 이런 과정을 활성화시켜 SCM 성과를 증진시키며 결과적으로 조직 혁신에 기여할 수 있다. 본 논문은 국내에서 비즈니스를 전개하고 있는 글로벌 제조 기업에 근무하고 있는 조직구성원의 흡수능력과 조직시민행동의식, SCM의 성과 및 혁신의도 간 인과관계 분석에 초점을 둔다. 122명으로부터 수집한 설문자료를 통계적으로 분석한 결과, 조직시민행동은 SCM 성과와 흡수능력에 긍정적 영향을 미치며, 흡수능력 또한 SCM 성과에 직접적 영향을 미치는 것으로 나타났다. 기대한 바와 같이 SCM 성과는 혁신의도의 유의한 선행요인으로 분석되었지만, 조직구성원의 흡수능력은 별다른 영향을 미치지 못하는 것으로 나타났다. 그 외 본 연구결과의 학술적, 실무적 시사점도 함께 제시하였다.

This paper analyses the effects of the increase of logistics outsourcing on the economy which are largely classified into three parts. The firm level and industry level are two among them which will be summarized below. The another is consumers level. On the fm level, the logistics outsourcing of a manufacturing firm not only helps to increase the efficiency of itself and but also confront the competitive environments by weakening the entry barriers, i.e., the emergence of contestable market. The reasons why the efficiency of the firm enhances are also largely divided into two parts. One is due to the reduction of inventory cost by replacing it by the information cost resulting from internet use. The other is owing to reducing the life cycle of production process by the emergence of virtual enterprises which are located in one point in De process of supply chain management. The weakening of entry barriers is directly affected by the drastic increase of internet users in twofold reasons: one is based on the restricted competitive characteristics due to the long-term transaction relationship between logistics providers and the companies who offer logistics services and the other, due to the weakening of the restriction of space and time. The effect of industry level is due to the transition of traditional to virtual vertical integration system The firms corresponding to a connection point in the process of supply chain management would try to realize both the scale of economy and the scope of economy for strengthening the competitiveness. We indicated above the emergence of contestable market however, it is a short-term phenomenon and result in the oligopoly market due to the entry barriers in the long-run sense.
