  • Since 2000, S. Korea is building yachts through government supported localization, cooperation between industry and educational organizations, or partnerships with foreign firms but the yacht building has yet only accomplished trial manufactured ships and one-time production. Because of a lack of mass production, the industry assesses the domestic technical skills to an average 50~60% of developed countries and its market share is less than 1% in the world. In addition, domestic marine equipment is heavily depending on imports and the industry is experiencing shortage of technology and experts, small-sized companies, insufficient industry and educational organizations' cooperation networks, inadequate legislation and policies, deficient domestic market vitalization, and scarce international information. Thus, this study focuses on the alternative plans to strengthen competitiveness and to cope with problems in the southeast marine leisure equipment industry.

The evaluation is attempted twice. First attempt is evaluated by present conditions of each port and second attempt by upgraded conditions of evaluation value such as port service level and flexibility of port management and operations resulted from the implementation of the ON-DOCK service system. The results of evaluation are as follows; (1) Port competitiveness of first evaluation is ranked in Kobe=Kaohsiung >Pusan>Yokohama. (2) Second evaluation is resulted in Kobe> Pusan= Kaohsiung>Yokohama. • This study analyzed diversification and diversification indices by region and construction type of overseas construction in major global countries using the Berry-Herfindahl Index. The analysis found that advanced European countries account for most of the countries with a high overseas share of global design and construction companies, and a high degree of diversification by engineering and by region. Korea is pushing for diversification through the specialization of construction enterprises by type of construction, and design enterprises are concentrated in some areas and specializations by type of construction and region. In the future, Korea's global construction companies need to strengthen their overseas competitiveness by diversifying their overseas business areas and their industrial sectors in the way that advanced countries have.

  • The central government has implemented policies to strengthen the competitiveness of small and medium sized cities for balanced development at the national scale. However, since it is often difficult to enhance the competitiveness through partial projects of each jurisdiction, many local governments collaborate at the regional scale. This suggests that a regional approach is important for the management of small and medium sized cities. On the one hand, the concept of network city suggests that various functional networks can affect the growth of small and medium sized cities. Given this background, the purposes of this study are to delineate regional boundaries at national scale and identify their relations of growth by using functional network and Moran's I index. The study uses the Markov-chain model and cluster analysis to delineate the regions, and Moran's I is employed to identify the relations of growth. The results show that interactions between jurisdictions through networks could be crucial factors for growth of small and medium sized cities, while the networks based on passenger travel and freight movement have different implications. The results suggest that policy makers should not only consider local level investments, but also take the characteristics of networks between cities into account for achieving balanced development and developing regeneration policies.

  • Korea has relied on top down development method, in which companies, research and education institutions move into the industrial complexes established by the government. However, to improve local competitiveness, the paradigm is shifting from the government initiated industrial complex to the clusters based on the cooperative network of the region. Representative case is 'Samcheok-si Fire & Emergency industry cluster construction project' that begun in 2007. AHP technique analysis results on first-stage showed that priority was on policy and network elements, and the results of second-stage analysis show that priority was on Policy incentives to internationalize the cluster and strengthen link,. Cluster branding, Sharing of organizational culture to cope with changes in environment, Creation of group learning culture. The subject of this research is limited to Samcheok-si's the Fire and Emergency Industry cluster formation project. Therefore, the research area and standard should be expanded to increase generality in further researches.

  • As the spatial structure of a region is evolving into a decentralized multi-nucli model, networked connection among cities in a region is emerging as an important issue to strengthen regional competitiveness. This paper focused on the limitation of current new town planning criteria which just suggest a uniform standard for economic self-sufficiency by new-town size, without representing the network characteristics of new town. If a new town is planned as a economic strongpoint within a region, it needs to secure appropriate industrial functions. This study classified the characteristics of new towns by network analysis and reviewed the economic self-sufficiency criteria by new town types. Using various network connectedness indices, the 1st and 2nd round new towns in the capital region were analyzed, and land-use distribution of new-towns in other countries were also examined comparatively. The network characteristics of new towns are classified as three types: mono-nucleus, distributed center, and dependent. Based on this classification, planning criteria for self-sufficiency were compared among 6 new towns. This study provides implications for the amendment of "the sustainable new town planning criteria" or the revision of development plans.
