Improvement of Detailed Soil Survey Guidance through the New Site Classification System and Reinforcement of Exploratory Soil Survey (조사 대상 부지 신규 분류 체계 제안 및 개황조사 강화를 통한 토양정밀조사 방법 개선 연구)

  • This study suggested the new site classification system according to land use, type of contamination and contaminants. Because the present site classification system can not cover all the areas, we changed the concept of land use to more detail one and enlarged the concept of other areas to cover all the areas not defined as certain land use. In case of the present industrial area, it was merged as other areas to avoid the confusion with oil and toxic material storage tank farm area. Accident area was separated from other areas and defined as only accident area caused by the mobile storage facility. In addition to classify the sites according to the basic land use, we classify the sites again in lower level according to the type of contamination and contaminants. With this classification system, we proposed different soil sampling strategy with the consideration of the origin of contamination and the interactions between soil and contaminants. We removed the surface soil sample (0~15 cm depth) around above storage tank because it was not a effective sample to assess whether that area contaminated or not. We also proposed to take the deeper soil samples at minimum three sampling points to confirm the depth of contamination in exploratory soil survey. We also proposed to remove the one point of 15 m depth sampling because it is not effective to confirm contaminated soil depth and needs the exhausted labor and cost. Instead of doing this, we added the continuous sampling to uncontaminated subsoil. Soil sampling points and depth in detailed soil survey is determined based on the results of exploratory soil survey. Therefore, effectiveness and reinforcements of exploratory soil survey would play an important role in improving the reliability of detailed soil survey.

The Characteristic and Management of Odor Emitted from Foodwaste Treatment Facility (음식물류폐기물 처리시설에서의 악취발생 특성 및 관리방안)

  • This study is understanding characteristics and analyzing contributions of the odor causing compounds of complex-odor & major specified odor materials, and contribution analysis, caused pre-treatment facilities(input and storage) and post-treatment facilities(heating and drying). The target of this study is feeds-production-facilities, located in Seoul. The averaged complex-odor compounds on the boundary line is 21 times higher, and it is 15 times higher than emission standards. In cracking&collection(pre-treatment facilities), the concentration of compounds is 4,881 times, 2,080 times in drying, and 1,442 times in putting&storing facilities. Ammonia occupies the largest portion of the results of monitoring specified odor compounds in input&storage facilities, followed Acetaldehyde > Hydrogen sulfide > Methyl mercaptan. In cracking&collection, Ammonia also occupies most of odor compounds, followed Methyl mercaptan > Acetaldehyde > Dimethyl disulfide > Dimethyl sulfide > Hydrogen sulfide. Acetaldehyde > Methyl mercaptan in drying facilities. On the boundary line, however, the concentration of specified odor compounds stays below emission standards. The result of contribution analysis is that methyl mercaptan has the highest contribution in input & storage, as well as cracking&collection facilities, followed Acetaldehyde > Hydrogen sulfide > Dimethyl sulfide > Dimethyl disulfide. In the drying facilities, the contribution shows Methyl mercaptan > Acetaldehyde > i-Valeraldehyde and Butyraldehyde. Therefore, to decrease odor in foodwaste treatment facilities, proper prevention facilities need to be installed and operated, according to characteristics of individual odor compounds, based on monitored data.

Safety evaluation of type B transport container for tritium storage vessel (B형 삼중수소 운반용기 안정성 평가)

  • A transport container for a 500 kCi tritium storage vessel was developed, which could be used for the transport of metal tritide from Wolsong TRF facility to a disposal site. The structural, thermal, shielding, and confinement analyses were performed for the container in a view of Type B. As a result of structural analysis, the developed container sustained its integrity under normal and accidental conditions. The maximum temperature increase of the inner storage vessel by radiation was evaluated at $134.8^{\circ}C at room temperature. In $800^{\circ}C$ fire test, The thermal barrier of container sustained the inner vessel at $405^{\circ}C after 30 min, which temperature was allowable for the container integrity since maximum design temperature of inner vessel was $550^{\circ}C. In the evaluation of the shielding, the activity of radiation was nearly zero on the outer surface of inner vessel. Consequently the transport container for a 500 kCi tritium was evaluated to pass all the safety tests including accidental condition, so it was concluded that the designed transport container is proper to be used.

Discussion about the Self Disposal Guideline of Medical Radioactive Waste (의료용 방사성폐기물 자체처분 가이드라인에 관한 고찰)

  • Purpose In the procedure of domestic medical radioactive self-disposal, there are many requests of supplementation and difficulties on the screening process. In this regard, presentation of basic guideline will improve the work processing efficiency of medical institution radioactive waste. From 2015 to 2016, We reviewed and compared a supplementary requests of domestic fifteen medical institution radioactive self-disposal Plan & Procedure manual. In connection with this, we derive the details of the radioactive waste document based on the relative regulation of nuclear safety Act. The representative supplementary requests of Korea Institute of Nuclear Safety are disposal method of non-flammability radioactive waste, storage method of scheduled self-disposal waste, the legitimacy of self-disposal and pre-treatment of self-disposal, reference radioactivity of disused filter and output of storage period, attachment the evidential matter of measurement efficiency when using a gamma counter. Through establishing a medical radioactive waste guideline, we can clearly suggest a classification standard of radioactive nuclide and the type of occurrence. As a result, we can confirm the reduction of examination processing period while preparing a self-disposal document and there is no spending expenses for business agency. Also, the storage efficiency of facility will better and reduce the economic expenses. On the basis of this guideline, we will expect a contribution to the improvement of work efficiency for officials who has a working-level difficulty of radioactive waste self-disposal.

  • Estimated dose rates in spent fuel pool storage with the extended fuel cycle core management were reviewed and compared with design limit after calculation with the aid of DLC-23/CASK(22 n, 18 g) nuclear data and ANISN code. Radioactivity and gamma spectrum within spent fuel assemblies were calculated with ORIGEN code by extended fuel cycle model. In the calculation of dose rate, the fuel pool geometry was assumed to be infinite slab. Also, composition materials and radiation source within assemblies which are being stored in pool storage were assumed to be uniformly distributed throughout all the assemblies. As a result of culculation of dose rate from stored assemblies and waterborne radionuclides in pool water, the calculated dose rates appear to be lower than design basis limit under normal condition as well as abnormal condition.

Determination of Optimum Capacity Rainwater Utilizing Facilities by Analysis of the Water Supply by Land Use Scenario (토지이용 시나리오별 용수공급 분석에 따른 빗물이용시설 최적 용량 결정)

  • Most of Korea's agricultural water is supplied by reservoirs, so dependence on them is very high. Accordingly, it is important to reduce this dependence and provide a stable agricultural water supply by utilizing an applicable alternative water source. Therefore, in this work, scenarios for different land uses were constructed, and an optimal water supply plan using rainwater and reused sewage water - which are alternative water sources - was created. A study was also conducted to determine the optimal capacity of a rainwater facility. From the analysis, a stable water supply was achieved in the scenario of maximum utilization of rainwater by changing an existing paddy area to a greenhouse area, and about 0.82 ton of flow capacity was required for 1 mm of rainfall on farms utilizing rainwater. As a result of analyzing the optimal scenario to derive the ratio of the storage capacity per unit water collection area, the rainwater storage capacity determined through MODSIM and the storage capacity determined through actual monitoring showed similar results, about 31 and 32 %, respectively, and the optimal capacity of rainwater facilities was calculated to be about 5,796,000-6,182,400 ton.

A Study on the Flooding Risk Assessment of Energy Storage Facilities According to Climate Change (기후변화에 따른 에너지 저장시설 침수 위험성 평가에 관한 연구)

  • Purpose: For smooth performance of flood analysis due to heavy rain disasters at energy storage facilities in the Incheon area, field surveys, observational surveys, and pre-established reports and drawings were analyzed. Through the field survey, the characteristics of pipelines and rivers that have not been identified so far were investigated, and based on this, the input data of the SWMM model selected for inundation analysis was constructed. Method: In order to determine the critical duration through the probability flood analysis according to the calculation of the probability rainfall intensity by recurrence period and duration, it is necessary to calculate the probability rainfall intensity for an arbitrary duration by frequency, so the research results of the Ministry of Land, Transport and Maritime Affairs were utilized. Result: Based on this, the probability of rainfall by frequency and duration was extracted, the critical duration was determined through flood analysis, and the rainfall amount suggested in the disaster prevention performance target was applied to enable site safety review. Conclusion: The critical duration of the base was found to be a relatively short duration of 30 minutes due to the very gentle slope of the watershed. In general, if the critical duration is less than 30 minutes, even if flooding occurs, the scale of inundation is not large.

Assessment of Sanitary Management Practices of School Foodservice Operations in Seoul (서울지역 학교급식 위생관리 실태평가)

  • Sanitary management practices were assessed to insure the safety of school foodservice, to prevent the outbreak of foodborne illness, and to improve the quality of school foodservice. To accomplish these objectives, a survey was conducted and analyzed on elementary and high school foodservice operations located in Seoul area. A Questionnaire from based on HACCP standards was developed and used for self-reported evaluation of the school foodservice managers on their sanitary management practices. The results were analysed by examining their activities and identifying weaknesses in those activities. The questionnaire was composed of three sectors with all 53 questions; 33 questions for time-temperature management, 5 for personal hygiene and 15 for equipment/facility sanitation. Five-point-scale was used on the questionnaire answers. Among the schools responded,253 (98.4% of the total) were elementary schools and 19 (1.6%) were high schools. Among the three sectors, personal hygiene performance was mostly well conducted by marking average 4.06$\pm$0.57. Equipment/facility sanitation came next by marking average 3.84$\pm$0.53. Time-temperature marked average 3.45$\pm$0.46. “Storage after cooking (2.03$\pm$0.94)”was identified as the least managed activities because the school foodservice operations were not equipped well with hot holding and/or cold holding. “Separate use of sink per usage (3.03$\pm$1.10)” and “proper location of hand washing facility (3.07$\pm$1.13))” were identified as the least practiced activities in equipment/facility sanitation sector. To enhance these practices, proper number of sinks and hand washing facilities should be equipped first within the kitchen area.

Strategy for Bio-Diversity and Genetic Conservation of Forest Resources in Korea (생물종(生物種) 다양성(多樣性) 및 삼림유전자원(森林遺傳資源) 보존(保存) 전략(戰略))

  • Due to its topographic complexities and various climatical condition, Korea exhibits diverse forest types. Dominant tree species in this zone are Quercus spp., Betula spp., Zelkova spp., Fraxinus spp., Pinus densiflora, Pinus koraiensis, and Pinus thunbergii ete. Genetic conservation in forest species in Korea there are three ways ; one is in situ, other is ex situ and third is in-facility conservation. In situ conservation include that are the present status of conservation of rare and endangered flora and ecosystem, the reserved forest, the national and provincial park, and the gene pool of natural forests. Ex situ conservation means to be established the new forest from in situ forest stands, progeny and provenance test populations, seed orchard and clone banks, and gene conservation in-facility. As a tool for low temperature storage, several aspects on in vitro system were studied ; (1) establishment of in vitro cultures from juvenile and/or rejuvenated tissues, (2) induction of multiple shoots from the individual micropropagules, (3) elongation of the proliferated shoots. Studies on cold storage for short-and long-term maintenance of in vitro cultures under $4^{\circ}C$ in the refrigerator were conducted. For the cryopreservation at $-196^{\circ}C$, various factors affecting survivability of the plant materials are being examined. The necessity of gene conservation of forest trees is enlarged not only to increase the adaptability for various environments but also to gain the breeding materials in the future. For effective gene conservation of forest trees, I would like to suggest followings ; 1. Forest stands reserved for other than the gene conservation purposes such as national parks should be investigated by botanical and gene-ecological studies for selecting bio-diversity and gene conservation stands. 2. Reserved forest for gene pool should be extented both economically important tree spp. and non-economical species. 3. Reserved forest for progeny test and clone bank should be systematically investigated for the use of Ex situ forest gene conservation. 4. We have to find out a new methodology of genetic analysis determining the proper and effective size of subpopulation for in situ gene conservation. 5. We should develop a new tree breeding systems for successful gene conservation and utilization of the genetic resources. 6. New method of in-facility gene conservation using advanced genetic engineering should be developed to save time and economic resources. 7. For the conservation of species with short-life span of seed or shortage of knowledge of seed physiology, tissue culture techniques will be played a great role for gene conservation of those species. 8. It is are very useful conservation not only of genes but of genotypes which were selected already by breeding program. 9. Institutional and administrative arrangements including legistlation must be necessarily taken for gene conservation of forest trees. 10. It is national problems for conservation of forest resources which have been rapidly destroyed because of degenerating environmental condition and of inexperienced management system of bio-diversity and gene conservation. 11. In order to international cooperation for exchanging data of bio-diversity and gene conservation, we should connect to international net works as soon as possible.

Preliminary Post-closure Safety Assessment of Disposal Options for Disused Sealed Radioactive Source (폐밀봉선원 처분방식별 폐쇄후 예비안전성평가)

  • Disused Sealed Radioactive Sources (DSRSs) are stored temporally in the centralized storage facility of Korea Radioactive Waste Agency (KORAD) and planned to be disposed in the low- and intermediate-level radioactive waste (LILW) disposal facility in Gyeongju city. In this study, preliminary post-closure safety assessment was performed for DSRSs in order to draw up an optimum disposal plan. Two types of disposal options were considered, i.e. engineered vault type disposal and rock cavern type disposal which were planned to be constructed and operated respectively in LILW disposal facility in Gyeongju city. Assessment end-point was individual effective dose of critical group and calculated by using GoldSim code. In normal scenario, the maximum dose was estimated to be approximately $1{\times}10^{-7}mSv/yr$ for both disposal options. It meant that both options had sufficient safety margin when compared with regulatory limit (0.1 mSv/yr). Otherwise, in well scenario, the maximum dose exceeded regulatory limit of 1 mSv/yr in engineered vault type disposal and the exposure dose was mainly contributed by $^{226}Ra$, $^{210}Pb$ (daughter nuclide of $^{226}Ra$) and $^{237}Np$ (daughter nuclide of $^{241}Am$). For rock cavern type disposal, even though the peak dose satisfied regulatory limit, the exposure doses by $^{14}C$ and $^{237}Np$ were relatively high above 10% of regulatory limit. Therefore, it is necessary to exclude $^{14}C$, $^{226}Ra$ and $^{241}Am$ for two type of disposal options and additional management such as long-term storage and development of disposal container for those radionuclides should be performed before permanent disposal for conservative safety and security.
