The scope of fire services has been expanded from local fire prevention to rescue and first aid services, and the fire services system has been converted from an autonomous fire services system to a wide-area fire services system, and the status of fire officers has been unified as a national public servant. However, the underlying problem remains unsolved. One is a problem related to the conversion of fire services to state affairs, and the other is that Fire officers converted to national public servants are in charge of fire services which are evaluated as local autonomous affairs. The controversy over the nature of fire service stems from uncertainty and redundancy in the coordination of office function and distribution between the State and Local governments, and incomplete legislation that fundamentally fails to achieve systematic unity of office work and status. The fire service has a national responsibility as an affair that includes the existence of the state and the welfare and order of the people along with the police affairs. That is, affairs related to the safety of the people that protect the lives, bodies and properties of the people should be understood as State affairs. 「The LOCAL AUTONOMY ACT」 stipulates that local governments cannot perform State affairs such as affairs necessary for the existence of the nation, affairs requiring performance in a uniform manner throughout the nation, and affairs of nationwide or similar scale unless otherwise provided by the law. Fire Service should be regarded as such affairs. Considering that the rights to the safety and life of the people and the duty to protect the people are the duty of the nation, it is necessary to keep in mind that the reason for the change fire officers to the national public servants was not basically just a matter of treatment and finance.

This study was carried out to analyze the effect of changes in the light environment caused by the daylight disturbance on the productivity and quality of the standard cut flower rose cultivar 'Monet'. It was artificially shaded to obstruct the sunlight and the productivity and growing characteristics of roses according to the time of daylight disturbance were investigated. The number of cut flowers per unit area (3.3m2) of the cut flower rose 'Monet' was 40 stems in the control, while in the 4-hour, 8-hour, and 12-hour treatments, it was 32, 29, and 25, respectively. As the daylight disturbance time was increased, the number of cut flowers showed a tendency to decrease. In the case of cut flower characteristics related to the quality of cut roses, all characteristics such as flower width, flower height, petal length, and petal width, decreased by 10 to 20% in the 12-hour treatment compared to the control. In addition, growth characteristics such as peduncle length, peduncle thickness, and cut flower height, which determine the marketability of cut roses, also tended to decrease as the daylight disturbance time increased. On the other hand, the number of days to flowering increased by 14.0% from 24.3 to 27.7. The overall growth characteristics were contracted and flowering was delayed as the time of daylight disturbance increased. In the results of this study, as the daylight disturbance time increased, flower size, cut flower length, and fresh weight was decreased. This is due to the decrease in the total photosynthetic amount as the daily average photosynthetic photon flux density (PPFD) was decreased, resulting in a decrease in the quality of roses. It is judged that it is because they do not receive enough carbohydrates necessary for growth and development.
Kenaf (Hibiscus cannabinus L.), one of the four major fiber crops, is attracting attention for its efficient CO2-absorbing ability and versatility for producing daily supplies, including textiles. In Korea, a new cultivar 'Jangdae' was established in 2013. The ease of cultivation and seed gathering of 'Jangdae' has led to its nationwide cultivation. However, evaluation of the bioactivities of the different parts of kenaf, and especially the 'Jangdae' cultivar, remains rudimentary. In this study, the antithrombosis and antioxidant activities of extracts prepared from different parts of the 'Jangdae' cultivar were evaluated by determining their effects on blood clot formation. Extracts prepared from seeds (HC-SD), seedpods (HC-SP), leaves (HC-L), stems (HC-S), and roots (HC-R) of the 'Jangdae' cultivar strongly inhibited blood clot formation. In particular, the HC-SD, HC-SP, and HC-S extracts showed strong inhibition against the coagulation factors prothrombin, and thrombin. The HC-SP extract showed strong antioxidant activities, such as scavenging ability against DPPH anion, ABTS cation, nitrite, and reducing power. Since blood clot formation is closely related to oxidative stress, the HC-SP extract could be developed as a novel anticoagulation and antioxidant resource. This is the first report of the antithrombosis activities of different parts of H. cannabinus L. cv. 'Jangdae'.

Coronavirus disease 2019 (COVID-19) in patients with underlying diseases, is associated with high infection and mortality rates, which may result in acute respiratory distress syndrome and death. Mucopolysaccharidosis (MPS) type II is a progressive metabolic disorder that stems from cellular accumulation of the glycosaminoglycans, heparan, and dermatan sulfate. Upper and lower airway obstruction and restrictive pulmonary diseases are common complaints of patients with MPS, and respiratory infections of bacterial or viral origin could result in fatal outcomes. We report a case of COVID-19 in a 16-year-old adolescent with MPS type II, who had been treated with idursulfase since 5 years of age. Prior to infection, the patient's clinical history included developmental delays, abdominal distension, snoring, and facial dysmorphism. His primary complaints at the time of admission included rhinorrhea, cough, and sputum without fever or increased oxygen demand. His heart rate, respiratory rate, and oxygen saturation were within the normal biological reference intervals, and chest radiography revealed no signs of pneumonia. Consequently, supportive therapy and quarantine were recommended. The patient experienced an uneventful course of COVID-19 despite underlying MPS type II, which may be the result of an unfavorable host cell environment and changes in expression patterns of proteins involved in interactions with viral proteins. Moreover, elevated serum heparan sulfate in patients with MPS may compete with cell surface heparan sulfate, which is essential for successful interaction between the severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2) spike protein and the host cell surface, thereby protecting against intracellular penetration by SARS-CoV-2.

The invasive alien species Brassica tournefortii Gouan (Brassicaceae) is herein reported for the first time in Korea, from Gunsan-si, Gochang-gun, and Jeju-si. Brassica tournefortii can easily be distinguished from B. juncea and B. napus by its dense stiff hairs at the base of the stem and leaves, basally and distally branched stems, partially dehiscent fruits, and seeds that become mucilaginous in the presence of moisture. Although some taxonomists have classified this species as belonging to Coincya Rouy based on its fruit and seed characteristics, the existence of one vein on the fruit valves and our maximum likelihood analysis using internal transcribed spacer sequences placed it in Brassica. Distribution data, photographs, and a description of B. tournefortii are presented herein. Moreover, potential changes in the distribution of B. tournefortii were predicted under different climate scenarios, but our analysis showed that the probability of the spreading of this species is low. Nevertheless, continuous monitoring is necessary for an accurate assessment. The results of the present study can be used to conduct an invasion risk assessment and can assist with the effective management of this invasive alien species.
The leaves, stems, seeds, and roots of Dendropanax morbifera have been used since ancient times as folk medicines for the treatment of headaches, skin diseases, infectious diseases, and other ailments. This study investigated the antioxidant, alcohol metabolism, and hepatoprotective effects of D. morbifera leaf and stem water extracts. The total polyphenol content of the D. morbifera leaf and stem water extracts was 49.56 mg tannic acid equivalent (TAE)/g, and the 1,1-diphenyl-2-picrylhydrazy (DPPH) radical scavenging activity of the D. morbifera leaf and stem water extracts was 84.09% at 1,000 ㎍/ml concentration. The effects of D. morbifera leaf and stem water extracts on alcohol metabolism were determined by measuring the generation of reduced nicotinamide adenine dinucleotide (NADH) by alcohol dehydrogenase (ADH) and acetaldehyde dehydrogenase (ALDH). The ADH and ALDH activities of D. morbifera leaf and stem water extracts were increased in a dose-dependent manner at 37.68% and 41.67%, respectively, at a 1,000 ㎍/ml concentration. The D. morbifera leaf and stem water extracts showed significant protective effects against tacrine-induced cytotoxicity in HepG2 cells at 50 ㎍/ml. Based on our results, we concluded that D. morbifera leaf and stem water extracts may be used as major pharmacological agents, such as antioxidants, alcohol metabolism, and anti-hepatitis remedies.

To use kenaf (Hibiscus cannabinus L.) as a fiber and livestock feed, a high-yielding variety needs to be identified. For this, accurate phenotyping of plant height is required for this breeding purpose due to the strong relationship between plant height and yield. Plant height can be estimated using RGB images from unmanned aerial vehicles (UAV-RGB) and photogrammetry based on Structure from Motion (SfM) algorithms. In kenaf, accurate measurement of height is limited because kenaf stems have high flexibility and its height is easily affected by wind, growing up to 3 ~ 4 m. Therefore, we aimed to identify a method suitable for the accurate estimation of plant height of kenaf and investigate the feasibility of using the UAV-RGB-derived plant height map. Height estimation derived from UAV-RGB was improved using multi-point calibration against the five different wooden structures with known heights (30, 60, 90, 120, and 150 cm). Using the proposed method, we analyzed the variation in temporal height of 23 kenaf cultivars. Our results demontrated that the actual and estimated heights were reliably comparable with the coefficient of determination (R2) of 0.80 and a slope of 0.94. This method enabled the effective identification of cultivars with significantly different heights at each growth stages.

'Jogreen' (Secale cereal L.) was developed for rye cultivars not fast heading but winter hardiness with high yields, which was open-pollinated by ten rye cultivars including 'Chochun' in 1995. Its average heading date was April 15, which was five days earlier on average compared with 'Gogu'. At harvest, the plant height of 'Jogreen' was 117 cm which was taller than 'Gogu' as much as 6 cm. The number of stems was 983 per m2, which was higher than that of Gogu (979). 'Jogreen' did not show both winter kill and powdery mildew, but showed lodging as 3 which is similar to 'Gogu'. The biomass in the dry weight base was 8.1 MT ha-1, and showing was 4% higher than 'Gogu'. The crude protein content of 'Jogreen' was 11.9%, 0.8% lower than that of 'Gogu', and the acid detergent fiber (ADF) and the neutral detergent fiber (NDF) contents were 36.9% and 64.5%, respectively, higher than that of 'Gogu'. The total digestible nutrients (TDN) content also was low, but the TDN content was 5.09 ton ha-1, which was higher than that of 'Gogu'. The seed productivity of 'Jogreen' was approximately 3.1 ton ha-1, which was similar to the check. 'Jogreen' was found to be resistant to winter kill and can be adapted to after-paddy-rice cultivation in all Korean provinces. 'Jogreen' is likely to lodge, therefore, farmers should follow the recommended seeding rate and fertilization rate.

Background: Due to the interrupted blood supply in cerebral ischemic stroke (CIS), ischemic and hypoxia results in neuronal depolarization, insufficient NAD+, excessive levels of ROS, mitochondrial damages, and energy metabolism disorders, which triggers the ischemic cascades. Currently, improvement of mitochondrial functions and energy metabolism is as a vital therapeutic target and clinical strategy. Hence, it is greatly crucial to look for neuroprotective natural agents with mitochondria protection actions and explore the mediated targets for treating CIS. In the previous study, notoginseng leaf triterpenes (PNGL) from Panax notoginseng stems and leaves was demonstrated to have neuroprotective effects against cerebral ischemia/reperfusion injury. However, the potential mechanisms have been not completely elaborate. Methods: The model of middle cerebral artery occlusion and reperfusion (MCAO/R) was adopted to verify the neuroprotective effects and potential pharmacology mechanisms of PNGL in vivo. Antioxidant markers were evaluated by kit detection. Mitochondrial function was evaluated by ATP content measurement, ATPase, NAD and NADH kits. And the transmission electron microscopy (TEM) and pathological staining (H&E and Nissl) were used to detect cerebral morphological changes and mitochondrial structural damages. Western blotting, ELISA and immunofluorescence assay were utilized to explore the mitochondrial protection effects and its related mechanisms in vivo. Results: In vivo, treatment with PNGL markedly reduced excessive oxidative stress, inhibited mitochondrial injury, alleviated energy metabolism dysfunction, decreased neuronal loss and apoptosis, and thus notedly raised neuronal survival under ischemia and hypoxia. Meanwhile, PNGL significantly increased the expression of nicotinamide phosphoribosyltransferase (NAMPT) in the ischemic regions, and regulated its related downstream SIRT1/2/3-MnSOD/PGC-1α pathways. Conclusion: The study finds that the mitochondrial protective effects of PNGL are associated with the NAMPT-SIRT1/2/3-MnSOD/PGC-1α signal pathways. PNGL, as a novel candidate drug, has great application prospects for preventing and treating ischemic stroke.

Houttuynia cordata belongs to the Saururacease family and its leaves, stems, and roots have been used as oriental medicines to treat pneumonia, acute or chronic bronchitis, enteritis, and abscesses and to remove extravasated blood. Recently, the antioxidant, anti-inflammation, antibacterial, and anti-proliferation activities and protection abilities of H. cordata against liver and neuron cell damage have been reported. In this study, ethanol extract and its solvent fractions (fractions of hexane, ethyl acetate, butanol, and water residue) were prepared, and their antithrombosis, antidiabetes, antioxidant, and hemolysis activities were evaluated. The ethyl-acetate fraction of H. cordata (EF-HC) showed the highest polyphenol and flavonoids contents among the fractions and exhibited strong antithrombosis and antioxidant activities. The EF-HC at 5 mg/ml showed 2.09-folds of thrombin time, 2.19-folds of prothrombin time, and 1.69-folds of activated partial thromboplastin time compared to the their solvent control and 30.9, 19.9, and 49.6 ㎍/ml of RC50 against DPPH, ABTS, and nitrite radicals, respectively. Furthermore, the EF-HC did not show any hemolytic activity up to 1 mg/ml, whereas the hexane fraction of H. cordata showed 55% hemolysis at 1 mg/ml. This is the first report of the antithrombosis activity of H. cordata. Our results suggest that quercitirin, hyperoside, orientin, and isoquercitrin in EF-HC are related to its antithrombosis and antioxidant activities and that the EF-HC could be developed as a promising antithrombosis agent.
