The recommended factored design wind load effects for overhead lattice transmission line towers by codes and standards are evaluated based on the applicable wind load factor, gust response factor and design wind speed. The current factors and design wind speed were developed considering linear elastic responses and selected notional target safety levels. However, information on the nonlinear inelastic responses of such towers under extreme dynamic wind loading, and on the structural capacity curves of the towers in relation to the design capacities, is lacking. The knowledge and assessment of the capacity curve, and its relation to the design strength, is important to evaluate the integrity and reliability of these towers. Such an assessment was performed in the present study, using a nonlinear static pushover (NSP) analysis and incremental dynamic analysis (IDA), both of which are commonly used in earthquake engineering. For the IDA, temporal and spatially varying wind speeds are simulated based on power spectral density and coherence functions. Numerical results show that the structural capacity curves of the tower determined from the NSP analysis depend on the load pattern, and that the curves determined from the nonlinear static pushover analysis are similar to those obtained from IDA.
As condition-based maintenance (CBM) has risen as a new trend, there has been an active movement to apply information technology for effective implementation of CBM in power plants. This motivation is widespread in operations and maintenance, including monitoring, diagnosis, prognosis, and decision-making on asset management. Thermal efficiency analysis in nuclear power plants (NPPs) is a longstanding concern being updated with new methodologies in an advanced IT environment. It is also a prominent way to differentiate competitiveness in terms of operations and maintenance costs. Although thermal performance tests implemented using industrial codes and standards can provide officially trustworthy results, they are essentially resource-consuming and maybe even a hind-sighted technique rather than a foresighted one, considering their periodicity. Therefore, if more accurate performance monitoring can be achieved using advanced data analysis techniques, we can expect more optimized operations and maintenance. This paper proposes a framework and describes associated methodologies for in-situ thermal performance analysis, which differs from conventional performance monitoring. The methodologies are effective for monitoring, diagnosis, and prognosis in pursuit of CBM. Our enabling techniques cover the intelligent removal of random and systematic errors, deviation detection between a best condition and a currently measured condition, degradation diagnosis using a structured knowledge base, and prognosis for decision-making about maintenance tasks. We also discuss how our new methods can be incorporated with existing performance tests. We provide guidance and directions for developers and end-users interested in in-situ thermal performance management, particularly in NPPs with large steam turbines.
This paper presents a wind tunnel study of wind loads of the large billboard structures with two-plate and three-plate configurations. Synchronous dynamic pressures on the surfaces of plates are measured, and the characteristics of local pressures, integrated forces on each individual plate and on the overall structures are investigated. The influences of wind direction and plate configuration on wind load characteristics, and the contributions of overall crosswind load and torque to the stress responses are examined. The results showed that the wind load characteristics of windward plate in both two- and three-plate configurations are very similar. The contribution of overall crosswind load makes the total resultant force from both alongwind and crosswind loads less sensitive to wind direction in the case of three-plate configuration. The overall torque is lower than the value specified in current codes and standards, and its contribution is less significant in both two-plate and three-plate configurations.

The IMO has made constant efforts for global safety control of fishing vessels operation. As the result varieties of documents, for example, the international conventions, the resolutions, the recommendations and codes were adopted by the Organization. And the Organization contributed to preparing the international standards of marine safety by persuading the member countries to ratify and enforce the documents. The author inspected the content of IMO's activities and recent movement to ensure the safety of fishing vessels and their crew, and obtained the following results in connection with domestic regime. The first is the future prospect and countermeasure against revision and effectuation of "The Torremolinos International Convention for the Safety of Fishing Vessels, 1977". The Authority of Korean Government should make preparations to receive into national legislation as a performance of liability of a party country to the Convention. Secondly, the current domestic legal system has not any serious issues on the education and training for the fishing vessels crew. It is merely necessary to establish and operate the training course for the low grade marine officers.
Seismic isolation is a viable strategy for protecting safety-related nuclear structures from the effects of moderate to severe earthquake shaking. Although seismic isolation has been deployed in nuclear structures in France and South Africa, it has not seen widespread use because of limited new build nuclear construction in the past 30 years and a lack of guidelines, codes and standards for the analysis, design and construction of isolation systems specific to nuclear structures. The funding by the United States Nuclear Regulatory Commission of a research project to the Lawrence Berkeley National Laboratory and MCEER/University at Buffalo facilitated the writing of a soon-to-be-published NUREG on seismic isolation. Funding of MCEER by the National Science Foundation led to research products that provide the technical basis for a new section in ASCE Standard 4 on the seismic isolation of safety-related nuclear facilities. The performance expectations identified in the NUREG and ASCE 4 for seismic isolation systems, and superstructures and substructures are described in the paper. Robust numerical models capable of capturing isolator behaviors under extreme loadings, which have been verified and validated following ASME protocols, and implemented in the open source code OpenSees, are introduced.

Structural design includes calculation of the wind speed as one of the major steps in the design process for wind loading. Accurate determination of design wind speed is vital in achieving safety that is consistent with the economy of construction. It is noticeable that many countries and regions such as Hong Kong, Japan and Australia regularly make amendments to improve the accuracy of wind load estimations for their wind codes and standards. This study compares the latest Hong Kong wind code published in 2019, which is generally known as the Code of Practice on Wind Effects in Hong Kong - 2019, with the latest revision of the AIJ Recommendations for Loads on Buildings - 2015 (Japan), and the Australian/New Zealand Standard, AS/NZS 1170.2:2021. The comparisons include the variations between the design wind speed and the vertical profiles of wind speed multipliers. The primary purpose of this study was to show any differences in the basic design wind speed and exposure factor estimations among the three economies located in the Western Pacific Ocean. Subsequently, the reasons for such underlying variations between the three documents, are discussed, together with future development trends.
Design criteria, modeling rules, and analysis principles of seismic isolation systems have already found place in important building codes and standards such as the Uniform Building Code and ASCE/SEI 7-05. Although real behaviors of isolation systems composed of high damping or lead rubber bearings are nonlinear, equivalent linear models can be obtained using effective stiffness and damping which makes use of linear seismic analysis methods for seismic-isolated buildings possible. However, equivalent linear modeling and analysis may lead to errors in seismic response terms of multi-story buildings and thus need to be assessed comprehensively. This study investigates the accuracy of equivalent linear modeling via numerical experiments conducted on generic five-story three dimensional seismic-isolated buildings. A wide range of nonlinear isolation systems with different characteristics and their equivalent linear counterparts are subjected to historical earthquakes and isolation system displacements, top floor accelerations, story drifts, base shears, and torsional base moments are compared. Relations between the accuracy of the estimates of peak structural responses from equivalent linear models and typical characteristics of nonlinear isolation systems including effective period, rigid-body mode period, effective viscous damping ratio, and post-yield to pre-yield stiffness ratio are established. Influence of biaxial interaction and plan eccentricity are also examined.

This problem is augmented by the exposure of wind turbines to severe atmospheric events with unconventional flows such as tornadoes, which need specific designs not included in standards and codes at present. An experimental study was conducted to analyze the loads induced by a tornado-like vortex (TLV) on horizontal-axis wind turbines (HAWT). A large-scale tornado simulation developed in The Wind Engineering, Energy and Environment (WindEEE) Dome at Western University in Canada, the so-called Mode B Tornado, was employed as the TLV flow acting on a rigid wind turbine model under two rotor operational conditions (idling and parked) for five radial distances. It was observed that the overall forces and moments depend on the location and orientation of the wind turbine system with respect to the tornado vortex centre, as TLV are three-dimensional flows with velocity gradients in the radial, vertical, and tangential direction. The mean bending moment at the tower base was the most important in terms of magnitude and variation in relation to the position of the HAWT with respect to the core radius of the tornado, and it was highly dependent on the rotor Tip Speed Ratio (TSR).
Wind speed data from Nepal and adjoining countries have been analyzed to estimate an extreme wind speed climatology for the region. Previously wind speed information for Nepal was adopted from the Indian National Standard and applied to two orographically different regions: above and below 3000 m elevation respectively. Comparisons of the results of this analysis are made with relevant codes and standards. The study confirms that the assigned basic wind speed of 47 m/s for the plains and hills of Nepal (below 3000 m) is appropriate, however, data to substantiate a basic wind speed of 55 m/s above 3000 m is unavailable. Using a composite analysis of 15 geographically similar stations, the study also generated 435 years of annual maxima wind data and fitted them to Type I and Type III extreme value distributions. The results suggest that Type III distribution may better represent the data. The findings are also consistent with predictions made by Holmes and Weller (2002) and to a certain extent those of Sarkar et al. (2014), but lower than the analysis undertaken by Lakshmanan et al. (2009) for northern India. The study also highlights that the use of a load factor of 1.5 on wind load implies lower strength design MRI's of around 260 years compared to the 700 years of ASCE 7-22.
