공공하수처리시설 수질기준 선진화 방안 (Improvement on Sewerage Effluent Standard of Public Sewerage Treatment Plants)

  • Domestic sewage contains increasingly more pharmaceuticals and personal care products (PPCPs), due to rising use of medicines, health supplement food and daily necessities. And various types of industrial wastewater from pollution sources in treatment areas could flow into the public sewerage treatment plants (PSTPs) in metropolitan areas. The conventional PSTPs are designed to treat suspended solids, biodegradable organics, nitrogen and phosphorous from residential and industrial areas and public facilities. However, toxic, conventional, and non-coventional pollutants from non-domestic sources that discharge into sewer system as well as domestic source with various chemicals could not be treated in the conventional PSTPs and discharged untreated to public basin. In this paper we aim to consider the establishment system of effluent standard of PSTPs in comparison with water quality standard of water environment and wastewater discharge regulation. And also we suggest the necessity of regulations on the pretreatment of industrial wastewater as part of efforts to improve water quality in sewerage systems and to protect public basin.

국내 실내디자인분야 관련법의 현황과 제도개선에 관한 연구 (A Study on the Current Issues and System Improvements of Interior Design-Related Law in Korea)

  • As the result of investigating domestic interior design (interior architecture) field-related laws, it was found that interior design (interior architecture) is not recognized as in independent area due to weak classification standards by Korean standard industrial classification and job classification. Korean standard industrial classification is applied as a standard setting limits to applicable targets and industrial fields for laws related to general administration and industrial policy other than various statistic purposes. Also, the standard industrial classifications regarding the industry field determines the laws or applicable tax rates, government support and such according to the classification, and thus is very important. Moreover, interior architecture field is largely different from general architecture due to specialization and distinct characteristics, but due to the comprehensive concept of architecture industry regulations, it is considered the proper assessment for the professionalism is not conducted. Also, interior architecture field has irrational contradictions that is not independent with a clear definition and industry field classification not only in legal system and trade customs. Therefore, The following is proposed as the plan to strengthen the domestic/international competitiveness and system improvements for interior architecture. (1)interior design (interior architecture) must be amended as an industrial classification that can coexist with architecture. (2)interior design (interior architecture) must be amended as a job classification that can coexist with architecture. (3)Among the design tasks of an architect, approval for the design task field of interior architecture field must be legislated. -In architect design standard contract (the existing architecture design task scope and quality standard table) of a structure, among the tasks by request of the owner, (1)interior design tasks shall be legislated. It should be legislated so that interior design (interior architecture) majors can be included as well. (4)The task field of interior design that coexists with design must be amended. (5)National contract law - among contract method by negotiation, specialty item must be vitalized.

개정 토양용출시험법에 따른 비소오염토양의 고형화/안정화 공법 국내 적용성 평가 (Assessment of applicability on Solidification/Stabilization of Arsenic in contaminated Soil According to the Revised Korean Standard Leaching Test for Soil)

  • Arsenic is one of the most abundant contaminant found in waste mine tailings and soil around refinery, Because of its carcinogenic property, the countries like United States of America and Europe have made stringent regulations which govern the concentration of arsenic in soil. The study focuses on solidification/stabilization for removal of arsenic from soil. Cement was used to solidify/stabilize the abandoned soil primarily contaminated with arsenic (up to 68.92 mg/kg) in and around refinery. Solidified/stabilized (s/s) forms in the range of cement contents 5-30 wt % were evaluated to determine the optimal binder content. Revised Korean standard leaching tests (KSLT), toxicity characteristic leaching procedures (TCLP), Old Korea standard leaching test and revised Korea standard leaching test were used for chemical characterization of the S/S forms. The addition of 10 % cement remarkably reduced the leachability of arsenic in contaminated soil. The concentration of As in leachate of TCLP, KSLT, and old KSLT for soil are below the standard. However that in leachate of revised KSLT is above the standard. Because of extraction fluid used in revised KSLT is very strong acid. It is arsenic in s/s with binder should be exhaustingly leached. Therefore S/S process would not be available for As treatment in soil in Korea.

국내외 조경식물의 규격 및 품질기준 비교분석 (A Comparison of the standard and instruction for grade and quality of Landscape Plants in foreign countries and korea)

  • Comparison of the standard and instruction for grade and quality of landscape plants between Korea and foreign countries indicates that the individual country characteristically develops and uses their own standards for landscape plants. Ultimate aim of these regulations is to develop the standard of landscape plants classified by kinds, types and purposes to improve the quality of landscape plants. This study analyzed the differences of standards and instructions for landscape plants between Korea and other countries such as Germany, Switzerland, America, Canada and Japan. Our results indicated that Korea and Japan used the diameter at 1.2m above from ground surface for the diameter at breast height(DBH) whereas Germany and Switzerland at 1.0m above from ground surface. In case of America and Canada, the standard of landscape plants included crown width, height and DBH of plants. In Germany, the standard for creeping plants and herbaceous flowers was determined by the type and the root size of plants with the standard of containers(seven to eleven types). This research would be helpful for developing the practical and environmentally suitable guideline for the grade and quality of landscape plants and also for developing the standardized distribution structures and cultivation techniques for landscape plants in Korea.

국립공원 집단시설지구 자연경관관리를 위한 층고규제 합리화 방안 (A Study Identifying Improved Building Height Regulations for Managing Natural Landscape in Collective Facility Districts in and around National Parks)

  • 본 연구는 국립공원 내부 혹은 경계에 연접하고 있는 집단시설지구 내의 건축물 층고 규제 기준을 정량화 된 합리적 높이 기준으로 개선하는데 목표를 두고 진행되었다. 전국 국립공원의 집단시설지구 건축물의 높이를 시뮬레이션함으로써 주요 조망점으로부터 건축물 상단을 지나는 조망선이 배후산지의 몇 부 능선까지 도달하는지를 분석하는 과정을 거쳤다. 분석 결과로 내륙의 산악형 국립공원 내부 혹은 경계에 입지하는 시설지구와 배후 산지가 있는 해안형 국립공원내의 시설지구의 경우, 3부 능선 보전을 목표로 하게 될 때 최대 허용 건축물 높이를 8.82m로 산정하는 것이 합리적이라는 결론을 얻을 수 있었다. 층수로 환산하면 3~3.5층 정도라고 할 수 있다. 이는 건축물 최대 허용 높이를 규정하는 것으로 랏지, 코티지 등을 제외한 호텔 등의 숙박시설에 적용하는 것이 바람직할 것으로 사료된다. 다만 해안해상형 중에서 배후 산지가 존재하지 않는 경우는 별도의 기준을 적용할 필요가 있다. 모든 집단시설지구에 동등한 일률적 기준을 적용하게 되면 지역 특성을 고려한 경관관리가 어렵다는 점과 조망점의 위치, 조망점 선정방법의 차이, 조망각도 차이 등의 변수에 따라 기준 적용 편차가 있을 수 있음을 고려하여야 한다. 향후 높이규정과 함께 각 지구별 경관계획에 의해 해당 지구의 자연환경에 적합한 차별화된 경관관리 전략이 필요하다.

LNG 운반선에 적용된 독립형 탱크의 균열 진전 해석에 관한 연구 (Crack Propagation Analysis for IMO Type-B Independent Tank with Liquefied Natural Gas Carrier)

  • LNG 운반선은 선체와 화물창이 일체형인 멤브레인 타입을 적용한 대형선을 중심으로 건조되어 왔으나, 최근 친환경 연료인 LNG의 수요 증가 및 LNG 벙커링 인프라 확대로, 중소형 운반선에 대한 관심이 증가하고 있다. 본 연구에서는 중소형 LNG 운반선에 IMO B 형식 탱크를 적용하고 설계의 안정성 및 적합성을 검증하는 것을 목표로 하였고, B 형식 탱크를 적용하는 경우 필수적으로 수반되는 파괴역학 기반의 균열 진전 해석 및 가스 누출을 대비하여 설치되는 부분 2차 방벽의 크기의 결정을 위한 내용을 소개하였다. LNG 운반선 적용에 적용되는 국제 규정인 IGC 코드를 이용하여 설계 수명동안 균열 진전 해석에 적용될 응력 분포를 산정하는 방법을 제시하였고, Paris 법칙과 British Standard 7910 (BS 79110) 기반의 균열 진전 해석 프로그램을 개발하여 표면 균열 진전 해석을 수행하였다. 다음으로 2차 방벽의 크기를 결정하기 위하여, 초기 관통 균열의 크기를 가정할 수 있는 방법론을 제시하고, 균열 감지 후 회항 가능 기간인 15일 동안의 관통 균열 진전 해석을 수행하여 국제 규정에서 요구하는 B 형식 화물 탱크의 안정성 및 적합성을 검증하였다. 더 정확한 피로 균열 진전 해석을 위하여 코드 기반에 더하여 직접 해석을 통한 해석 절차 개발 및 검증이 필요할 것으로 사료된다.

De-NOx 저감장치가 온실가스 배출량에 미치는 영향 연구 (A Study on the Effect of De-NOx Device on GHG Emissions)

  • As increase the number of vehicles, the issue of greenhouse gas that was emitted by them became important. As a result, greenhouse gas (GHG) regulations are being strengthened and efforts are being actively made to reduce greenhouse gas emissions in the automotive industry. In the other hand, regulations for harmful emission of vehicles have been reinforced by step. Especially, the lastly applied step, so called Euro 6, not only decreased NOx limit down to half of Euro 5 but also introduced real driving emission limit for NOx and PN. It is a challenge for manufacturers to meet the recent GHG regulation as well as the latest emission regulation. To overcome these regulations a De-NOx after-treatment system is being applied to diesel vehicles that are known emitting the lowest GHG among conventional internal combustion engines. At the time of the introduction of Euro 6 emission standard in Korea, in the domestic fuel economy certification test, some diesel vehicles emitted more $CH_4$ than Euro 5 vehicles. As a result, it was confirmed that LNT-equipped vehicles emitted a high level $CH_4$ and the level exceeded the US emission standard. In order to determine the reason, various prior literature was investigated. However, it was difficult to find a detailed study on the methane increase with LNT. In this paper, to determine whether the characteristics of vehicles equipped with LNT the affects the above issue and other greenhouse gases, 6 passenger cars were tested on several emission test modes and ambient temperatures with a environment chamber chassis dynamometer. 2 cars of these were equipped with LNT only, other 2 cars had SCR only, and LNT + SCR were applied to remaining 2 cars. The test result shown that the vehicles equipped with LNT emitted more $CH_4$ than the vehicles with SCR only. Also, $CH_4$ tended to increase as the higher acceleration of the test mode. However, as the test temperature decreases, $CH_4$ tended to decreased. $CO_2$ was not affected by kinds of De-NOx device but characteristic of the test modes.

기업재난관리표준의 법적성격과 문제점 개선에 관한 연구 (A study on the legal status and problem improvement of enterprise disaster management standard)

  • 연구목적 : 본 연구는 자본주의 경제의 한 축을 이루고 있는 기업 재난을 관리하여 사업연속성(Business Continuity)을 확보하고 더 나아가 리질리언스(Resilence, 복원력)를 보장하기 위한 일환으로 제정된 기업재난관리표준의 법적성격을 규명하고, 기업재난관리표준의 관련 산업분야 적용 시 문제점 개선방향을 제안 목적으로 한다. 연구방법 : 연구를 위해 관련 자료를 수집하여 헌법 및 기업재해경감법 등 법령 및 학술적 체계의 논리적 규명, HLS구조 등에 대한 문헌 연구를 수행하였다. 연구결과 : 기업재해경감법상의 기업재난관리표준이 ISO 22301:2012 국제표준보다 법적인 측면에서 위계가 상위에 있다는 것을 확인하였다. 결론 : 본 연구를 통해 기업재해경감법에 따른 기업재난관리표준의 명확한 해석을 함으로써 현업적용 및 관련규정의 발전적 방향을 수립해야 한다.

EN12663과 prEN15227에 따른 객차의 구조적 요구사항 검토 (An overview of the structural requirements of passenger carrying rolling stock according to EN12663 and prEN15227)

  • As the South Korean rolling stock industry is developing designs for full compliance with the European Standards, it is fitting to take a look at these two core standards. The paper presents an overview of the load cases and structural requirements developed in Europe for the design of safe and compatible rolling stock vehicles. These load cases and structural requirements have been compiled into two standards namely EN12663 and EN15227. Standard EN12663 was developed as a reference design requirements standard. The work was mandated and sponsored by the European Committee for Standardization and Standard issuing National Institutions. EN12663 specifies a series of proof and fatigue load cases for European rolling stock regulations compliant vehicle designs. As EN12663 does not address the crashworthiness issue, a dedicated crashworthiness standard, EN15227, was therefore developed in a similar manner through industry wide consultations managed by a Trans-European working group of experienced engineers and specialists. In both standards, the vehicle and/or trains are grouped into categories reflecting the vehicle types and/or their indented operational function. EN15227, developed to complement EN12663, addresses the "passive" crashworthiness capability of the vehicles and trains. EN15227 specifies reference crash scenarios similar to those found in the Technical Specification for Interoperability (TSI) of high speed trains operating in Europe. The overview also touches on a general comparison with the corresponding British Group Standard (GM/RT2100) and also the UIC leaflet based load cases. The exercise is extended to pertinent design load cases specified by the Federal Railroad Administration (FRA) in the US.

경쟁과 다양성: 방송관련법의 목적의 관점 (Competition and Diversity: Perspective of the Objectives of Broadcasting-related Laws)

  • 이 글에서는 먼저 경쟁과 다양성이 미디어 정책의 구체적인 수단을 규정한 방송관련법이 추구하는 주된 목적이 된다는 것을 전제로 하여 각각의 개념과 구성요소 그리고 그 제도적 구현의 모습을 살펴보고, 특정분야의 경쟁법으로서의 방송관련법에서는 경쟁 목적이 차별성 요인을 갖는 한편 다양성 가치도 특수성을 갖는다는 논의를 전개한다. 다음으로 경쟁과 다양성 가치를 조화롭게 실현하기 위해서는 방송시장 특유의 구조적 규제수단을 포함하는 특별한 경쟁규칙이 필요하다고 전제하면서, 방송관련법상 경쟁 목적 규제와 다양성 목적 규제에 대하여 개선되어야 할 방향을 다음과 같이 제시한다. 첫째, 경쟁 목적 규제의 개선 방안이다. 사전적인 상태적 규제로서의 시청점유율 규제와 사후적인 행위규제로서의 금지행위 규제는 다양성 가치를 추구하면서도 원인적 규제를 대체하는 데 중요한 역할을 할 수 있다. 이를 위하여 공정거래법의 위법성 판단방식을 유추하여 다양성 관련 요소를 금지행위의 위법성 판단기준의 고려요소로 하는 방식을 구체적으로 개발할 필요가 있다. 둘째, 다양성 목적 규제의 개선 방안이다. 이는 규제 목적의 설정, 대체가능한 규제수단의 식별, 규제 목적에 맞는 규제수단과 규제수준의 선택이라는 3가지 관점에서 검토될 수 있다. 이러한 관점에서 다양성 가치가 단순한 수사적 도구에 그치지 않고 평가 및 분석 도구로 사용될 수 있는 제도적 수단 위주로 규제 틀을 개선하는 한편, 경쟁과 같은 경제적 목적과의 조화를 고려할 때 불합리해 보이는 규제에 대하여는 이를 유지할 것인가 또는 어느 정도로 유지할 것인가를 신중하게 재검토해야 한다.
