Analysis on the spread variance by the spill-over spot on the spark sonance

  • Spark variance technique is melded the jagged spill-over-sonance status of the glitter-differentiation knowledge level (GDKL) on the spark knowledge gestalt. The knowledge level condition by the spark knowledge gestalt system is comprised with the spill-over-sonance system. As to search a spot of the glitter situation, we are obtained of the spark value with black-red dot by the spill-over upper structure. The concept of knowledge level is comprised the reference of glitter-differentiation level for variance signal by the spark sonance gestalt. Further presenting a jagged variance of the GDKL of the maximum in terms of the spill-over-sonance gestalt, and spark spot sonance that was the a spark value of the far variance of the Spa-kg-FA-${\rho}_{MAXN}$ with $17.68{\pm}2.22units$, that was the a spark value of the convenient variance of the Spa-kg-CO-${\rho}_{MAXN}$ with $7.55{\pm}0.59units$, that was the a spark value of the flank variance of the Spa-kg-FL-${\rho}_{MAX}$ with $2.70{\pm}0.48units$, that was the a spark value of the vicinage variance of the Spa-kg-VI-${\rho}_{MAX}$ with $0.48{\pm}0.05units$. The spill-over sonance will be to appraisal at the jagged ability of the spill-over-sonance gestalt with black-red dot by the spark knowledge level on the GDKL that is presented the glitter-differentiation gestalt by the knowledge level system. Spill-over knowledge system will be possible to restrain of a gestalt by the special signal and to employ a spark data of spill-over sonance level.

A Study on the Development of Effective Regional IT Cluster (효과적인 지역IT 클러스터의 구축방안에 관한 연구)

  • This empirical study is to explain critical success factors for building effective regional IT cluster from the literature reviews which have some limitations, and is to suggest new key factors from the views of Regional Innovation System and Sectoral Systems of Innovation. For building successful cluster, the new key factors not only stress on regional networks, the spill-over of tacit knowledge through learning by interacting, institutions which contain regional custom, norms, established practices, culture, and characteristics from the Regional Innovation System, but also emphasize on heterogeneous agents who are interacting by each others from Sectoral Systems of Innovation. From these factors we suggest some strategies for building effective "Daegu IT Cluster" as following; making characterized IT brands which are selected and concentrated based on regional and IT sectoral characteristics, strengthening learning competence of tacit knowledge built in multiple heterogeneous agents network, establishing strong agent networks which are composed of universities, companies, institutes and government, and sharing the institution of mind-opening culture in order to correspond with environmental changes and link to other industrial clusters. By putting above strategies in force, the compatabilities of Daegu region are reinforced. Tacit knowledges spill over and the regional innovation competence are accumulated. Also IT cluster plays core role of employment in Daegu for long term. Especially, "Daegu IT Cluster" changes city's image from medium and small manufacturing city to new industrial city based on high technologies.

Network Connecting Structure and Contextual Meanings of Chungbuk Innovation Projects Based on the Amalgamation of Social Network Analysis and System Dynamics Approaches (SNA와 SD 방법론을 활용한 충북 지역혁신사업의 네트워크 연결구조와 함의)

  • Using various data derived from the regional innovation projects in the IT and BT-sectors within Chungbuk Province, this study tries to observe formation processes of network connecting structure and their spill-over effects. Considering the dynamic nature of key issues, it applies both social network analysis and causal loop methods. After a series of simulation exercises, we find that so-called extroverted regional innovation projects, that is, ones financially supported by the central government, reveal a higher tendency in the centrality, heavily depending on a handful of well reputed organizations. It is quite similar to the reinforcing mechanism, resulting in the rich-get-richer and the poor-get-poorer. Compared with the existing documents, nonetheless, it shows relatively weak in the mechanism strength, implying the fact that regional innovation projects have significantly contributed to ameliorating the unequal distribution of innovation organizations within Chungbuk Province. On the other hand, this study concludes that all the brokerage organizations related to the regional innovation projects have settled in Chungbuk Province. Whereas the Capital Region-based organizations present a higher tendency in the knowledge-network, it seems that the regional innovation projects have significantly contributed to upgrading direct and indirect competitiveness of the local organizations.
