Purpose - The paper aims to propose an optimization model for supporting the buyer-seller negotiations. We consider the price, quality, and delivery as evaluation criteria, also recognized as objectives for negotiation. Research design, data, and methodology - The methodology used in this paper involves the input-oriented DEA with the inverse optimization. Under the existence of several potential suppliers, the price would be considered to be the decision variable to conclude the negotiation so as to meet the desired level of the quality and delivery. The data set for six suppliers with three criteria is examined by the proposed approach. Results - We present the decision aid model by displaying the price spectrum as the changes of desired output levels. It overcomes the shortcomings from previous researches mainly based on the discrete types of scenario generations. This approach shows that the obtained results help the buyer understand the trade-offs between price and performance when he/she considers the negotiation. Conclusions - The paper contributes to the numerical models for buyer-supplier negotiation in that the model for the supplier evaluation and selection is closely linked with the model for negotiation. In addition, it eliminates the unrealistic negotiation strategy, and provides the negotiation strategies that the buyer would not shift the burden on suppliers by maintaining the current efficiency.

Device-to-device (D2D) communications underlaid cellular infrastructure is an competitive local area services technology to promote spectrum usage for next generation cellular networks. These potential can only be tap through efficient interference coordination. Previous works only concentrated on interference from D2D pairs whiles interference from CUs to D2D pairs were neglected. This work focus on solving uplink interference problem emanating from multiple CUs sharing its resource with multiple D2D pairs. The base station (BS) acting as a supervisor selfishly institute a pricing scheme to manage the interference it experience from D2D pairs based on its Quality of service (QoS) requirement. D2D pairs following the supervisor make power allocation decisions considering the price from the BS in a non-cooperative game fashion. In order for the D2D pairs to also meet their QoS requirement, they suggest a price to the BS called discount price which reflects the interference they receive from the CUs. Finally, we analyze the proposed approach.
Spectral analysis is used to determine the frequency of time series data. We first determine the frequency of the series through the power spectrum or the periodogram and then calculate the period of a cycle that may exist in a time series. Estimating the frequency using a Bayesian technique has been developed and proven to be useful; however, the Bayesian estimator for the frequency cannot be analytically solved through mathematical equations and may be handled numerically or computationally. In this paper, we make an inference on the Bayesian frequency through both resampling a parameter by Markov chain Monte Carlo (MCMC) methods and resampling data by bootstrap methods for a time series. We take the Korean real estate price index as an example for Bayesian frequency estimation. We have found a difference in the periods between the sale price index and the long term rental price index, but the difference is not statistically significant.
This paper proposes an accelerated life evaluation of drive shaft. The life test of drive shaft for independent suspension type AWD vehicle should be performed by use of the least test sample because many number of samples can't be used for the test because of its mass capacity and high price. We calculated the no failure test time by application of no failure test concept, and the already performed test data for drive shaft are applied for some kinds of reliability coefficients which are needed for calculation of life test time. And, for analysis of real driving condition of vehicle, the load spectrum is prepared using the needed road condition and vehicle data. The inverse power model is used for accelerated life test. The equivalent torque of load spectrum is achieved by use of Miner's Rule, and then the final accelerating condition is determined by decision of the accelerated test torque. This paper shows that the accelerated life test results corresponds with the target life and the proposed life test method can be very well applied to no failure life test for mass capacity machinery components.
The battery powered electric vehicle (EV) is one of most promising technologies in 21st century. Though the lithium batteries are playing an important role in the EVs, they are only applicable until their capacities reach 80%, the end of its useful first life. Yet, these batteries can live a second life such as Energy Storage Systems (ESS). In order to utilize the Residual Useful Life (RUL) of the batteries the State of Health (SOH) of them needs to be estimated by a nondestructive test such as Electrochemical Impedance Spectroscopy (EIS) technique. Though many kinds of different EIS instruments are commercially available, most of them can only test a battery module less than 10V and the price of the instrument is very high. In this paper a low-cost EIS instrument suitable for measuring the impedance spectrum of the high voltage battery module is proposed and its validity is verified through the experiments. In order to prove the accuracy of the developed EIS instrument its measured impedance spectrum is compared with the results obtained by a commercial instrument. The Chi Square value calculated between two impedance spectrum measured by both developed and commercial instruments are less than 2%, which prove the strong correlation between two results.

Compared to conventional pure-tone audiometer(PTA), the computerized one has several advantages such as relatively lower price, better flexibility, and easy operation. In addition, the computerized PTA can be easily extended to support automatic calibration. In this study, the support of automatic calibration in the computerized PTA has been addressed using the Linux realtime spectrum analyzer and network. In terms of accuracy, the new automatic calibration machine was compared to the existing manually operated one. According to the comparison, normal operation and high accuracy were observed within the scope of the international standard.

Demand for spectrum resources is increasing with the development of mobile telecommunications and so is their economic value. As a way to enhance the economic efficiency of use of spectrum resources, many countries have focused on the management of public and broadcasting spectrums which have traditionally been undercharged compared to their economic values. In this paper, we discuss the economic value valuation of the frequencies for the fisheries communications. The estimated value is the average value of the total equipment cost of the mobile communication services that their service coverage is nation-wide, and the value that adjusted the auction price for the LTE service frequencies in 2011 to the characteristics of fisheries communications.

To this aim, springing effects on hull girder were re-evaluated, including non-linear wave excitations and torsional vibrations of the hull. The Timoshenko beam model was used to calculate stress distribution on the hull girder, using the superposition method. The quadratic strip method was employed to calculate the hydrodynamic forces and moments on the hull. In order to remove the irregular frequencies, we adopted 'rigid lid' on the hull free surface level, and addedasymptotic interpolation along the high frequency range. Several applications were carried out on the following existing ships: The Bishop and Price's container ship, S-175 container ship, large container, VLCC, and ore carrier. One of them is compared with the ship measurement result, while another with that of the model test. The comparison between the analytical solution and the numerical solution for a homogeneous beam-type artificial ship shows good agreement. It is found that Most springing energy comesfrom high frequency waves for the ships having low natural frequency and North Atlantic route etc. Therefore, the high frequency tail of the wave spectrum should be increased by $\omega$$\^{-3}$ instead of $\omega$$\^{-4}$ or $\omega$$\^{-5}$ for the springing calculation.

We consider a virtualized cognitive radio (CR) network, where multiple virtual network operators (VNOs) who own different virtual cognitive base stations (VCBSs) share the same physical CBS (PCBS) which is owned by an infrastructure provider (InP), sharing the spectrum with the primary user (PU). The uplink scenario is considered where the secondary users (SUs) transmit to the VCBSs. The PU is protected by constraining the interference power from the SUs. Such constraint is applied by the InP through pricing the interference. A Stackelberg game is formulated to jointly maximize the revenue of the InP and the individual utilities of the VNOs, and then the Stackelberg equilibrium is investigated. Specifically, the optimal interference price and channel allocation for the VNOs to maximize the revenue of the InP and the optimal power allocation for the SUs to maximize the individual utilities of the VNOs are derived. In addition, a low‐complexity ±‐optimal solution is also proposed for obtaining the interference price and channel allocation for the VNOs. Simulations are provided to verify the proposed strategies. It is shown that the proposed strategies are effective in resource allocation and the ±‐optimal strategy achieves practically the same performance as the optimal strategy can achieve. It is also shown that the InP will not benefit from a large interference power limit, and selecting VNOs with higher unit rate utility gain to share the resources of the InP is beneficial to both the InP and the VNOs.
