  • 「Security Services Industry Act」made in 1976 for the purpose of contributing to the good operation of services industry by establishing the requirements for promotion, development and systematic management of services industry has been since 26 times of overall revisions. Period division of private security through overall revision of 「Security Services Industry Act」 can be roughly divided into three periods. The first is a settlement period. It is a period when the present five business areas were completed rom 1976 to 2001. Beginning with facility and escort security in 1996, five types of jobs have been prepared. so far by adding personal protection in 1996, and machine and special security in 2001. The second is a quantitative growth period. It is a period when quantitative development is made on the institutional basis. As various culture, sports and arts events are increasing based on the demand of security services due to an increase in the people's sense of security, quantitative development was made, which additionally influenced the downward trend of capital and the possibility of having two jobs through revisions. The third is a qualitative growth period. From 2013 to the present is a period when quantitative growth has slowed and qualitative growth has been made. After the period of quantitative growth, the growth slowed down. However, by raising the criteria for permission of services industry through creation of a rule for the group civil petition, by raising capital, by institutionally compensating for diverse punishment regulations, by realizing the training hours for new security guards, by permitting private education, etc, the reliability and professionality of a security guard job has been to be recovered.

  • Interesting in abnormal climate is currently growing because of climate change. With this, an increasing number of people continue to show concern over the negative effects of such changes. In Korea, the annual average rainfall amount increased to about 19% from 1,155 mm in the 1910s to 1,375 mm in the 2000s. By the end of the 21st century, it has been projected that rainfall will further increase to about 17%. In particular, the 10-year frequency of localized heavy rain of more than 100-mm rainfall per day reached 385 days in the last 10 years. As such, it increased 1.7 times from 222 in the 1970s-80s. The extreme events caused by climate change is thus reported as having exacerbated over the years. Gangwon-province will suffer more from climate change than any other region in Korea because of its mostly mountainous terrain. It is a special region with both mountainous and oceanic climates divided alongside the eastern and western regions of the Taebaek Mountain Range. As such, this paper try to quantify using ETCCDI (Expert Team on Climate Change Detection and Indices) the recent climate changes in this region.

  • The IPCC 5th Assessment Report (Climate Change 2013: The Physical Science Basis) was accepted at the 36th Session of the IPCC on 26 September 2013 in Stockholm, Sweden. It consists of the full scientific and technical assessment undertaken by Working Group I. This comprehensive assessment of the physical aspects of climate change puts a focus on those elements that are relevant to understand past, document current, and project future of climate change. The assessment builds on the IPCC Fourth Assessment Report and the recent Special Report on Managing the Risk of Extreme Events and Disasters to Advance Climate Change Adaptation. The assessment covers the current knowledge of various processes within, and interactions among, climate system components, which determine the sensitivity and response of the system to changes in forcing, and they quantify the link between the changes in atmospheric constituents, and hence radiative forcing, and the consequent detection and attribution of climate change. Projections of changes in all climate system components are based on model simulations forced by a new set of scenarios. The report also provides a comprehensive assessment of past and future sea level change in a dedicated chapter. The primary purpose of this Technical Summary is to provide the link between the complete assessment of the multiple lines of independent evidence presented in the main report and the highly condensed summary prepared as Policy makers Summary. The Technical Summary thus serves as a starting point for those readers who seek the full information on more specific topics covered by this assessment. Warming of the climate system is unequivocal, and since the 1950s, many of the observed changes are unprecedented over decades to millennia. The atmosphere and ocean have warmed, the amounts of snow and ice have diminished, sea level has risen, and the concentrations of greenhouse gases have increased. Total radiative forcing is positive, and has led to an uptake of energy by the climate system. The largest contribution to total radiative forcing is caused by the increase in the atmospheric concentration of $CO_2$ since 1750. Human influence on the climate system is clear. This is evident from the increasing greenhouse gas concentrations in the atmosphere, positive radiative forcing, observed warming, and understanding of the climate system. Continued emissions of greenhouse gases will cause further warming and changes in all components of the climate system. Limiting climate change will require substantial and sustained reductions of greenhouse gas emissions. The in-depth review for past, present and future of climate change is carried out on the basis of the IPCC 5th Assessment Report.

  • The Ministry of Science and Technology has been planning various events and carrying them out as the effort for promotion and popularization of science. The ministry has made followings: i)Science culture year, 2004 ii) Physics year, 2006 iii)Chemistry year, 2007 iv)Biology year, 2008. Especially, in 2006 the ministry held various exhibitions and contests about chemistry. The science play "Oxygen" had been presented in the whole country, 2006. From 2006 to 2007 the moving science museum had been displayed many times in the whole country. The national broadcast media KBS made a special program and televised several times to commemorate the year of chemistry. Like that in 2006 the chemistry approached to general people. In these surroundings, we wondered how chemistry was expressed in daily newspaper and how the general public accepted chemistry in the year of chemistry, 2006. So we selected four daily newspaper and researched descriptions about chemistry then analyzed the image of chemistry in that descriptions. When we research, we first selected 5 words of high frequency. On the internet research engine we used these 5 words and searched descriptions. We read and sorted descriptions which were more connected to chemistry. Finally we analyzed the images of descriptions(affirmative or negative) and character. The chemistry's image on newspaper descriptions influences people greatly. Because that is the easiest channel.

  • Using 61 observation data of the recent 30 years from 1979 to 2008, we have identified the areas which had climatologically frequent occurrence of extraordinary low and high temperature leading to meteorological disasters. The station of the highest temperature deviation was Gangneungduring the period of April through July. Furthermore, the eastern coast region including Gangneung recorded the largest amplitude of temperature deviation in Korea, showing the climatological evidence that the temporal variation was the largest. During the period of April to October, most of the days with extraordinary high temperature were found in April. The regionswith more than 30days of extraordinary high temperature werethe eastern and western coast regions. Thus, special attention to prevent the meteorological disaster related to extraordinary high temperature is required in the coast regions particularly during April. Meanwhile, further attention to prevent the disaster related to extraordinary low temperature is required in Gangwon inland, Chungcheong inland, and the southern province especially in August.

  • The Seakeeping committee of Korea Towing Tank Conference executed the cooperative experimental study on deck wetting phenomena using S-175 contatiner model ships. Two members, Korea Research Institute of Ships and Ocean Engineering(KRISO) and Hyundai Maritime Research Institute(HMRI) participated in the study. This study was initiated by the ITTC(International Towing Tank Conference) Seakeeping Committee as the cooperative study of the 19th ITTC aiming at the establishement of the model test procedure on the deck wetting phenomena. Special emphasis was made on the determination of reliable record length for experimental measurement on rarely occurring events(such as deck wetness, slamming etc). Comparisons were made on both the test results and the test procedrues in this research. The measured frequencies of deck wetting show remarkable deviations between the runs. This fart implies that sufficiently long record length is required in the deck wetness measurement compared to the conventional ship motion tests. Careful considerations were made on the physical interpretation of the deck wetting phenomena, the correlation between the measured relative motion at stemhead and the measured deck wetness, and the estimation of deck wetting frequencies by Poisson process.

  • Considering that rural village had evolved through a long-sustained effort of harmnization with nature, there should be the wisdom not only to reflect the level of rural resident's housing demand, but also to conserve the traditional characteristics of high-valuation in the modern rural housing. In Korea , standard design proposals of rural houses had been made public three times ; in 1972 , 1984 and 1995. so , firstly, this study analysed the inner-space layouts of design proposals mentioned above, from which changes and problems in the past housing design were derived. And also, through, the positive acceptance of residents' opinion living inthe houses built by standard design proposals in 1970 ~1980's, improved design principles and an alternative model were proposed , finally. The inner-space structed of standard design proposals in 1970s was originated from small-scaled and low-priced one, basically under the " open system". In 1980s, the basic design principle changed to the 'closed system' in which the living room being the focus of indoor family life, and , in 1990s, progressively, therural housing developed to the high qualified type by the spatial enlargement and with increased equipements. However, this structural change of rural house brought about the problem of functional separatioon between farming and daily living activities. In details, limited spaces of multipurpose spaces and sanitary facility would be mentioned as problems for improvement. conclusively in this study, newoly arranged "open system" was recommended , as a basic design principle for theinner space structure formation of rural house, which easily links the constituent inner-house spaces to outer one. Based on this principle, the detailed design criterial was proposed as follows ; 1. The living room be directly linked to the front-yard and centrally placed, the addtional space of which could be secured for the special family events by the flexibleuse of its adjacent room or by the housing of male quarters(separated from main building quarter). 2. The kitchen also be directly linked to side-yard and to livng room , for the convenience of farming activities and the shortening of path flow housewife. 3. The expanded toilet-and-bathroom be placed in the directly connected left-hand side to the living room and also be allowed access through multipurpose spaces to out door. 4. The multipurpose spaces be directly connected to the kitchen and the toilet and-bathroom , of which function would be for undressing of working clothes, quickwashing and ordinary working.nd ordinary working.
