For effective and efficient environmental management, developed countries, such as the Netherlands, UK, Australia, Canada, and United States apply ecological risk assessment, and they have an autonomous risk assessment methodology to protect native receptors. In this study, soil ecological protective concentration (EPC) of cadmium in Korea was derived using Korean ecological risk assessment methodology. The soil EPC of cadmium was calculated using probabilistic ecological risk assessment based on species sensitivity distribution. The soil EPC was calculated according to land use for residential/agricultural and industrial/commercial purposes. The chronic soil EPCs for residential/agricultural and industrial/commercial lands were derived to be 1.58 and 9.60 mg/kg, respectively. These values were similar to soil EPC of European Commission, the Netherlands, UK, and Canada. However, these values were lower than the established Korean soil standard, because the current soil standard was based on human risk. Therefore, the impact on an ecosystem when establishing environmental standard should be considered.
Ecological Risk Assessment (ERA) supports a decision-making process such as establishment of environmental quality criteria. Soil quality criteria (SQC) are essential to protect soil organisms from the exposure to various soil contaminants. In this study, ERA methodologies of advanced countries for soil pollution were extensively compared to propose the ERA approach suitable for soil ecosystem in Korea. The soil ERAs in European Chemical Bureau(ECB), The Netherlands, and Canada can be classified as deterministic ecological risk assessment (DERA), and probabilistic ecological risk assessment (PERA) based on species sensitivity distribution (SSD). We propose three ERA methods according to abundance and reliability of soil ecotoxicity data. The method considered land use such as residential/agricultural, and industrial/commercial uses. The taxonomic groups of soil organism were classified as 'Class' level including different trophic levels (Magnoliopsida or Liliopsida, Clitellata, and Insecta or Secernentea). This study can be used to estimate the soil quality criteria to protect soil biota.
The purpose of ecological risk assessment in soil ecosystem is to protect ecological receptors and to provide a scheme of efficient management for soil contaminants. Developed countries have already prepared the methodologies of ecological risk assessment by considering their soil properties, land use, and ecological receptors. In this study, we compared the soil ecological risk assessment processes in the similarity and differences in methodology. Four countries, except for USA, adjusted the toxicological data for ecological risk assessment, based on their representative soil properties because the soil properties affect toxic effects to ecological receptors. The soil ecological risk assessment methodology of Netherlands and UK was based on 'Technical guidance document on risk assessment (TGD)' of European Chemical Bureau (ECB). Australia, USA, and Canada developed their autonomous methodology. In the Netherlands, UK, Australia, and Canada, they employed the species sensitivity distribution (SSD) approach if sufficient toxicity data are available. The USA determined the ecological soil screening level by obtaining the geometric mean of toxicological data for three species. Furthermore, all countries consider secondary poisoning in their soil ecological risk assessment. The latest risk assessment methodology of soil ecosystem that this study investigated can be used to explore what Korea needs to develop the Korean ecological risk assessment methodology of soil ecosystem in the future.
BACKGROUND: Metal mines were actively developed in the early twentieth century in Korea; however, most of these mines were closed and abandoned without proper management. Therefore, toxic metal contamination in the vicinity of Korean abandoned metal mines has been reported. A risk assessment for these metals was performed for residents near by abandoned Sanyang metal mine. METHODS AND RESULTS: Soil and groundwater samples were collected from May to October 2007 around the mine. After pretreatment of these samples, metal concentrations were measured and then a risk assessment was performed using the Korean soil-contamination risk assessment guidelines. Cancer risk was the highest from inhalation of Pb-contaminated soil, followed in descending order by As-contaminated soil inhalation and water ingestion. The sum of carcinogenic risks was $3.35{\times}10^{-3}$. The noncarcinogenic risk was observed for inhalation of Hg-contaminated soil (5.71). CONCLUSION: Inhalation of soil in dust was the principal pathway to cause the health risk and most of the risk was attributed to As, Pb,Cd, and Hg contamination.
For a given soil-contaminated site, a level of soil contamination is characterized and decisions on risk may be made from the risk assessment. The study evaluated critical design factors for the determination of sample size in the sampling design plan and the assessment of soil contaminant- leaching to groundwater. Two variables, the minimum relative detectable difference (T) and coefficient of variation (CV) were evaluated for the sample size determination. The minimum number of samples can be appropriately determined by CV under a T value greater than or equal to 0.2. Soil-contaminant leaching to groundwater was evaluated by using the Soil Screening Level equation of U.S. Environmental Protection Agency and the Risk Based Screening Level equation of American Society for Testing and Materials, with the same input parameters. The groundwater concentrations estimated from soil contaminant concentrations were significantly affected by the Darcy velocity of groundwater and the organic content of soil.
Earthworm (Eisenia fetida) acute toxicity test was carried out and ecological risk assessment in soil was performed with national monitoring data. 14 day - $LC_{50}$ of nonylphenol and bisphenol A were 288.1 mg/kg and 90.1 mg/kg, respectively. And NOECs of nonylphenol and bisphenol A were 250 mg/kg and 50 mg/kg, respectively. Significant weight decrement was appeared at 70 mg/kg of bisphenol A, however, nonylphenol at concentrations tested did not severe adverse effect on the weight decrement. The environmental monitoring has been carrying out by NIER since 1999. Exposure levels of nonylphenol in soil were ND$\sim$10.55 $\mu$g/kg and those of bisphenol A were ND$\sim$15.50$\mu$g/kg in National Monitoring data which had been performed from 2000 to 2004. The measured soil exposure level was applied to evaluate the environmental risk assessment. The values of PNEC for bisphenol A and nonylphenol were determined as 0.5 mg/kg and 2.5 mg/kg, respectively using the safety factors which were suggested in EU and OECD. The values of HQ (PEC/PNEC) were determined to be below I for bisphenol A and nonylphenol when the maximum exposure levels for bispheol A (15.50$\mu$g/kg) and nonylphenol (10.55$\mu$g/kg) were applied. Conclusively, the environmental risk assessment of bisphenol A and nonylphenol was not critical in soil.
A risk assessment of environmental media was performed for the inhabitants in the area of the abandoned Nokdong metal mine. Soil, groundwater, and crop samples were collected from September to October 2008 around the mine. After pretreatment of these samples, metal concentrations were measured, and a risk assessment was performed using the Korean soil-contamination risk assessment guidelines. Lead (Pb) and arsenic (As) intake rates were the highest for inhalation of soil dust. The cancer risks from ingestion of As-contaminated groundwater, inhalation of As-, Cd-, and Pb-contaminated soils, and contact of As-contaminated soils exceeded the acceptable risk. The sum of all carcinogenic risks was $9.29{\times}10^{-3}$. The non-carcinogenic risk was highest for ingestion of As-contaminated water (11.0), followed, in descending order, by inhalation of Hg-contaminated soil and ingestion of Pb-contaminated water. Most of the risks were associated with As, Cd, Pb, and Hg contamination, and therefore, these metals were considered to be potential toxic carcinogens and non-carcinogens for humans in this area. In this study, the non-carcinogenic risks of ingestion of contaminated water or crops, as well as those associated with the inhalation of soil dust were observed.
인간활동에 의한 토양오염은 지속적으로 발생되고 있으며, 이를 과학적이고 합리적으로 관리하기 위한 인체 및 생태 위해성평가의 중요성이 부각되고 있다. 하지만 국내에서 생태계를 수용체로 하는 위해성평가에 대한 제도적 장치가 마련되어 있지 않으며, 이에 대한 평가체계와 활용가능한 기반 마련이 필요할 것으로 사료된다. 본 연구에서는 국내형 토양생태 위해성평가(soil ecological risk assessment) 체계를 제시하였으며, 이를 수행하기 위한 구체적인 내용들을 정리하였다. 토양생태 위해성평가는 오염물질에 대한 생태계 보호수준을 의미하는 예측무영향농도 산출을 목적으로 하고, 토양생태 독성자료 수집 및 적합성 확인, 토양생태 독성자료 표준화, 생태독성자료 충족도 확인 및 예측무영향농도 산출, 생태위해도결정의 단계로 수행할 수 있다. 수집된 생태독성자료는 신뢰도지수에 따라 적합성을 먼저 확인하며, 필요기준(국내 서식종, 급 만성, 독성종말점, 토양특성 분류)에 따라 순차적으로 정리하여 평가체계에 적용하는 방안을 제안하였다. 예측무영향농도는 생태독성자료 수준에 따라 저신뢰, 중간신뢰, 그리고 고신뢰 수준 중 하나의 산출 기법을 이용하며, 이를 통해 최종적으로 생태 위해도를 결정하는 방식을 제안하였다. 본 연구는 차후 토양오염물질에 대한 생태위해성평가 지침 제정에 있어 기본 체계로 활용될 수 있을 것으로 사료된다.
Indoor inhalation of vapors intruded into buildings is an important exposure pathway in volatile organic compoundscontaminated sites. Site-specifically measured indoor air concentration is preferentially used for risk assessment. However, when indoor air concentration of VOC is not measured, the indoor air concentration needs to be estimated from soil concentration or measured soil gas concentration of the VOC. Some risk assessment guidance (e.g., Korea Ministry of Environment (KMOE) and American Society for Testing and Materials (ASTM) International guidance) estimate the indoor air concentration from soil concentration while other guidances (e.g., United States Environmental Protection Agency (USEPA) and Dutch National Institute for Public Health (RIVM)) estimate it from measured soil gas concentration. This study derived indoor inhalation risks of intruded benzene in two benzene-contaminated residential areas with four different risk assessment guidances (i.e., KMOE, USEPA, ASTM, and Dutch RIVM) and compared the derived risks. The risk assessment results revealed that indoor air estimation approach from soil concentration could either underestimate (when the contaminant is not detected in soil) or overestimate (when the contaminant is detected in soil even at negligible concentration) the indoor air inhalation risk. Hence, this paper recommends to estimate indoor air concentration from soil gas concentration, rather than soil concentration. Discussions about the various indoor air concentration estimation approaches are provided.
본 연구에서는 중금속에 의한 토양환경영향평가 시 노출농도 기반의 평가와 위해성 기반의 평가를 비교하였다. 이를 위해서 폐광산 지역에서 중금속 오염노출을 조사하였다. 발암위해도와 비발암위해도 평가 결과, 토양섭취의 영향이 토양접촉의 영향보다 지배적이었고, 우려기준을 초과하는 경우에는 총 위해도도 기준을 초과하였다. 우려기준을 초과하지 않는 경우도 대부분 총 위해도 기준을 초과하였으므로, 위해도 기반의 평가가 노출농도 기반의 평가보다 더 민감한 기준이라는 기존 인식을 확인하였다. 하지만 토양접촉 경로의 비발암위해성 결과들의 심층 분석 결과, 우려기준을 초과함에도 위해도 기준을 초과하지 않는 경우들이 검출되었다. 본 연구에서는 신뢰성 있는 폐광산지역의 토양오염정화사업 타당성 평가를 위해서는 현재 노출농도기반의 평가 위주에서 위해성 기반 평가로의 정책 전환의 필요성이 확인되었고, 위해도 원단위 및 판단기준의 객관적 설정을 위한 연구 필요성이 제시되었다.
