우리나라의 기후변화 대응방안에 관한 정책 제언 (A Policy Suggestion for the Adaptation of Climate Change in Korea)

  • The purpose of this study is to describe the roles of carbon dioxide in the climate change, and carbon dioxide reduction policies in some countries. In addition, ways to cope with climate change in Korea are also discussed. Currently, global temperatures are rising due to the carbon dioxide produced by human beings. Global temperatures will rise approximately $6^{\circ}C$ until 2100 if we emit carbon dioxide at a present rate. Temperature rise will affect the terrestrial and oceanic resources, and ultimately influence the socio-economic structures including political stability. Most of the carbon dioxide comes from fossil fuels. Therefore, it is urgent to reduce the use of energy, which comes from fossil fuels. Solving the climate change due to the increases in carbon dioxide is a global problem. Korea should participate in the international community and cooperate with each other in order to reduce the carbon dioxide concentration. No policy was announced for the reduction of carbon dioxide so far. Korea should make a policy for the reduction of carbon dioxide in a specific year compared to that of certain standard year such as 1990 or 2005. Making policy should be based on the scientific result of the amount of carbon dioxide emitted and absorbed. Germanwatch announced the Climate Change Performance Index (CCPI) in order to evaluate an effort to reduce the carbon dioxide for 56 countries which emits 90 % of global carbon dioxide. Ranking for Korea is 51 among 56 countries. This clearly indicates that the appropriate carbon dioxide reduction has not been exercised yet in Korea. Researchers have a moral responsibility to provide updated new ideas and knowledges regarding climate change. Politicians should have a sharp insight to judge the ideas provided by researchers. People need an ethics to reduce the carbon dioxide in every day's life. Scientific research should not be influenced by stress caused by external budget and negative impact of capitalism. Science should be based on the pure curiosity.

"American" Ideas and South Korean Nation-Building: U.S. Influence on South Korean Education

  • This paper examines the American role in shaping South Korean nation-building during the early Cold War by considering how the United States attempted to form South Korea's education and how Koreans responded to these efforts. It looks at education as an arena where "American" ideas such as democracy and liberalism were received, transformed, and utilized by Koreans. This study pays particular attention to the gap between American intentions and Korean expectations, as well as to the competition between American and Japanese systems, which explains the contradictory role America played in South Korean nation-building. In order to better assess the role of the United States in shaping South Korean education, this article considers the complex dynamics between the Japanese legacies, American influence, and Korean actors. Americans had exerted a great effect on Korean education since the beginning of their relationship. American missionaries, U.S. military government, and educational mission teams had all contributed to the expansion of educational opportunities for Koreans. Through the educational institutions that they established or helped establish, Americans tried to spread "their" ideas. In this process, Americans had to struggle with two obstacles: Korean nationalism and the legacies of Japanese colonialism. Many Koreans used American missionary schools for their own purposes and resisted U.S. military government's policies which ignored their desire for self-determination. American education missions had limited effect on Korean education due to the heterogeneous Japanese system that was still influencing South Korea even after liberation. The ways in which Americans have influenced the democratization of South Korea have not been simple. Although "American" democratic ideas reached Koreans through various routes, Koreans understood the "American" idea within their own historical context and in a way that fit their existing socio-political relations. Oftentimes suspicious of "American" democracy, Koreans developed their own concept of democracy. The overall American influence on Korean democratization, as well as on Korean education, was important but limited. While Americans helped Koreans build educational infrastructure and tried to transfer democratic ideas through it, Koreans actors and Japanese colonial legacies limited its impact.

베트남 2017: 경제, 정치, 대외관계의 현황과 전망 (Vietnam in 2017: The Situations and Prospects of Economics, Politics, and International Relations)

  • 이 글은 최근 베트남 사회에서 일어난 변화를 몇 가지로 나누어 설명하고자 한다. 첫째, 베트남의 세계경제로의 통합과 자본주의화를 이상적인 것으로 상정하고 작성된 각종 보고서와 논문을 활용하여 2017년 베트남 경제의 특징적 변화를 소개한다. 둘째, 베트남의 자본주의로의 이행을 보는 서로 다른 시각을 포괄하면서 베트남 경제의 최근 변화와 위기를 중장기적으로 평가하고, 전망하고, 진단하고자 한다. 셋째, 최근 대두된 정치적, 사회적 이슈를 놓고 공산당 내부에서 벌이고 있는 정치과정의 양상과 이로 인한 권력관계의 변화를 추적한다. 넷째, 이상에서 논의한 베트남의 정치경제적 변화에 영향을 미치고 있는 대외관계의 환경과 이에 대한 베트남 정부의 대응을 설명한다. 이 과정에서 25주년을 맞이한 한국-베트남 관계의 의미에 대한 평가도 간략하게나마 시도해보고자 한다. 마지막으로, 최근 베트남의 사회문화적 변화를 염두에 두면서 대중이 개혁개방정책 이후 일어나고 있는 체제의 변화에 어떻게 반응하고 있는지 성찰해보고자 한다. 2017년은 베트남인에게 자본주의를 향해 순항하는 경제, 이로 인한 인민의 욕구의 분출에 대한 정치적 논란과 통제, 그리고 중국과 미국을 중심으로 커지고 있는 대외관계의 불확실성과 이에 대한 다각적 대응 등으로 기억될 만한 해였다. 2017년 한 해 동안 일어난 이러한 현상들은 사회주의를 표방하고 있는 베트남이 시장경제 모델을 채택하면서 지속적으로 경험해나갈 수밖에 없을 것으로 보인다. 문제는 이러한 경험이 장기적으로 사회주의 베트남의 인민에게 동의를 얻어내며 지속될 수 있는 것인지 아니면 저항을 양산하게 될 것인지 불확실하다는 점이다. 지금처럼, 빈부격차의 확대, 부패와 권력의 독점, 미숙련 저임금 노동자의 양산이 지속되는 한 진정한 의미의 동의를 구하기는 어려울 것이다. 다시 말해, 지금처럼 정치경제적 변화를 위한 개발과 산업화가 환경, 건강, 복지에 부정적 영향을 주고 있는 한 동의 대신 불만의 축적이 불가피할 것이다. 이런 점을 고려할 때 2017년 한 해에 이룬 수치상의 경제성장, 표면적인 정치안정, 대외관계에 대한 기민한 대응이 향후 얼마나 지속가능한 것인지 관심을 가지고 지켜볼 필요가 있다.

임진택의 공동체 지향 연출론: 공동체적 세계관과 미학의 발현 -1970년대와 80년대 대학 공동체 마당굿 퍼포먼스 연출 시기에 초점을 맞추어- (Director Yim Jin-Taek's Grounded Aesthetics of Community-based Theatre)

  • In this paper, based on the theory of performance studies and community-based theatre, I venture to explicate the socio-political significance of director Yim Jin-Taek's community-based performance called 'madanggut', which is heavily based on elements of indigenous culture. Yim's madanggut utilizes elements of indigenous cultures and searches for 'the Korean ethnic (arche)type' as 'the ideal Korean type' or 'genuine Korean-ness' for the reconstruction of 'the Korean ethnic community.' This paper interrogates the major task of Yim Jin-Taek's madanggut, which ideologically promulgates the idea of ethnocentric patriarchy supported by the traditional (mainly Confucianist) notion of 'community' - inquiring if this type of theatre can provide useful and practical prospects for imagining a more democratic and plural civilian society in Korea today, when the interaction of globalization, nationalism, regionalism, and localism simultaneously impact our everyday life and cultural identification. Regarding the recent global phenomenon of the resurgence of nationalism, I looked at madanggut's use of symbolic resources from the past for imaginative communal bonding as a nation. But, the claimed homogeneity of the national past by means of 'nation conflation' of different social groups is an illusionary conceptualization, and the national historiography silences memories of the marginalized groups and denies their histories. It is certain that in Korea nationalism has historically performed an important function during the colonization and democratization period. Nevertheless, as Yim's Nokdukkot realized, it cannot be overlooked that as a representative of 'the Korean ethnic community,' 'the protecting man/the sacrificial woman' is contradictory to the plural and lateral thinking of participatory democracy in community-building. It is time to think about a new political language that relates individuals to the community and nation. 'The ethnic type' cannot represent the whole nation and the members of the nation should be the examples of the community they belong to for a more democratic society. I have selected Yim's several community-based works mainly from the 1970s to the 1980s since the works provide grounding images, symbols, metaphors, and allegories pertinent to discussing how 'the Korean ethnic community' has been narrativized through the performances of madanggut during the turbulent epoch of globalization. I hope that this paper presents Yim's grounded aesthetics of community-based theatre with fully contoured critical views and ideas.

Concept and Indicators of Eco-Efficient Water Infrastructure for Asia and the Pacific

  • This research aims to evaluate the concept of eco-efficient water infrastructure and provides a list of case studies in order to help understand the applicability of eco-efficient water infrastructure to Asia and the Pacific. A set of indicators have been explored to assess eco-efficiency in water infrastructure for the region on a micro and macro scale. The core idea of eco-efficiency, 'more value with less impact (on the environment)', has proven to be applicable in management of water infrastructure. The fundamental elements in eco-efficient water infrastructure should encompass physical infrastructure and non-physical infrastructure, which is more needed particularly in Asian countries. The case studies have demonstrated the applicability of the concept of eco-efficient water infrastructure. The Republic of Korea has provided the case of the eco-friendly approaches to enhance dam management and its innovative solutions how to use water more efficiently through state-of-art technologies. The experiences of Singapore are some of the best evidence to establish eco-efficient water infrastructure, for instance, the NEWater project via application of cutting edge technologies (recycled water) and institutional reform in water tariff systems to conserve water as well as enhance water quality. A list of indicators to assess eco-efficiency in water infrastructure have been discussed, and the research presents a myriad of project cases which are good to represent eco-efficiency in water infrastructure, including multipurpose small dams, customized flood defense systems, eco-efficient ground water use, and eco-efficient desalination plants. The study has presented numerous indicators in five different categories: 1) the status of water availability and infrastructure; 2) production and consumption patterns of freshwater; 3) agricultural products and sources of environmental loads; 4) damages from water-caused natural disaster; and 5) urban water supply and sanitation. There are challenges as well as benefits in such indicators, since the indicators should be applied very carefully in accordance with specific socio-economic, political and policy contexts in different countries in Asia and the Pacific Region. The key to success of establishment of eco-efficient water infrastructure in Asia primarily depends on the extent to which each country is committed to balancing its development of physical as well as non-physical water infrastructure. Particularly, it is imperative for Asian countries to transform its policy focus from physical infrastructure to non-physical infrastructure. Such shift will help lead to implementation of sustainable in Asian countries.

서울 대도시권 하루 시간대별 지하철 통행흐름 패턴과 토지이용과의 관계 (Relationship between Diurnal Patterns of Transit Ridership and Land Use in the Metropolitan Seoul Area)

  • 본 연구에서는 서울 대도시권에서 도시 내 통행흐름의 시-공간적 특성을 밝히고자 한다. 특히, 서울대도시권 대중교통이용자의 통행기록을 담고 있는 교통카드 데이터베이스에서 지하철 이용자의 하루 동안의 탑승자료를 이용하여 시간대별 통행흐름의 유형과 토지이용과의 관계를 분석하였다. 이를 위하여 먼저 각 지하철역별 아침, 낮, 저녁 시간대별 승하차 여객 수를 산출하고, 그의 공간적 분포를 GIS를 이용하여 시각화 하였다. 이러한 각 역의 시간대별 승객의 타고 내리는 승객흐름을 바탕으로 계층적 군집분석법을 이용하여 서울대도시권 지하철체계를 구성하고 있는 353개 역들을 유형화 하였다. 이러한 승객 흐름의 유형별 군집에 따라 지하철 역 인접 지역의 토지이용을 나타내는 지역변수들과의 관계식을 도출하였다. 이러한 분석의 결과는 교통계획은 물론 도시계획의 다양한 단계에 유용하게 이용될 수 있다.

과당경쟁(過當競爭)과 정부규제(政府規制) (In Search of "Excess Competition")

  • 본 연구는 과잉투자(過剩投資)나 과당경쟁(過當競爭)이 발생할 수 있는 객관적인 기준과 경제적 조건들을 분석하고, 정부규제(政府規制)의 근거로서 제시되는 과잉투자(過剩投資)-과당경쟁(過當競爭)의 개념과 논리의 타당성 및 이에 대한 정책적(政策的) 대응방향(對應方向)을 검토하였다. 본고(本稿)에서 필자(筆者)들은 유지불가능한 자연독점의 경우를 제외하면 시장수요(市場需要)의 사전적(事前的) 불확실성(不確實性)으로 인해 발생하는 사후적(事後的) 설비부족(設備不足)이나 유휴설구(遊休設構)는 발생할 수 있지만, 투자시점에서의 과잉투자는 발생할 수 없음을 모형의 분석을 통해 보였다. 설비투자 완료후 생산(生産)-판매단계(販賣段階)에서 유휴설비가 발생하였을 경우에 정부(政府)가 경쟁을 제한할 수 있다는 예상이 오히려 과잉설비투자를 초래하는 중요한 원인임을 보이고, 일관성 있는 정부불개입정책(政府不介入政策)의 유지가 과잉설비투자를 억제하는 최선의 정책임을 보였다.

한국의 지역개발과 댐건설 (Regional Development And Dam Construction in Korea)

  • Because of differences in thoughts and ideology, our country, Korea has been deprived of national unity for some thirty years of time and tide. To achieve peaceful unification, the cultivation of national strength is of paramount importance. This national strength is also essential if Korea is to take rightful place in the international societies and to have the confidence of these societies. However, national strength can never be achieved in a short time. The fundamental elements in economic development that are directly conducive to the cultivation of national strength can be said to lie in -a stable political system, -exertion of powerful leadership, -cultivation of a spirit of diligence, self-help and cooperation, -modernization of human brain power, and -establishment of a scientific and well planned economic policy and strong enforcement of this policy. Our country, Korea, has attained brilliant economic development in the past 15 years under the strong leadership of president Park Chung Hee. However, there are still many problems to be solved. A few of them are: -housing and home problems, -increasing demand for employment, -increasing demand for staple food and -the need to improve international balance of payment. Solution of the above mentioned problems requires step by step scientific development of each sector and region of our contry. As a spearhead project in regional development, the Saemaul Campaign or new village movement can be cited. The campaign is now spreading throughout the country like a grass fire. However, such campaigns need considerable encouragement and support and the means for the desired development must be provided if the regional and sectoral development program is to sucdceed. The construction of large multipurpose dams in major river basin plays significant role in all aspects of national, regional and sectoral development. It ensures that the water resource, for which there is no substitute, is retained and utilized for irrigation of agricultural areas, production of power for industry, provision of water for domestic and industrial uses and control of river water. Water is the very essence of life and we must conserve and utilize what we have for the betterment of our peoples and their heir. The regional and social impact of construction of a large dam is enormous. It is intended to, and does, dras tically improve the "without-project" socio-economic conditions. A good example of this is the Soyanggang multipurpose dam. This project will significantly contribute to our national strength by utilizing the stored water for the benefit of human life and relief of flood and drought damages. Annual average precipitation in Korea is 1160mm, a comparatively abundant amount. The catchment areas of the Han River, Keum River, and Youngsan River are $62,755\textrm{km}^2$, accounting for 64% of the national total. Approximately 62% of the national population inhabits in this area, and 67% of the national gross product comes from the area. The annual population growth rate of the country is currently estimated at 1.7%, and every year the population growth in urban area increases at a rising rate. The population of Seoul, Pusan, and Taegu, the three major cities in Korea, is equal to one third of our national total. According to the census conducted on October 1, 1975, the population in the urban areas has increased by 384,000, whereas that in rural areas has decreased by 59,000,000 in the past five years. The composition of population between urban and rural areas varied from 41%~59% in 1959 to 48%~52% in 1975. To mitigate this treand towards concentration of population in urban areas, employment opportunities must be provided in regional and rural areas. However, heavy and chemical industries, which mitigate production and employment problems at the same time, must have abundant water and energy. Also increase in staple food production cannot be attained without water. At this point in time, when water demand is rapidly growing, it is essential for the country to provide as much a reservoir capacity as possible to capture the monsoon rainfall, which concentarated in the rainy seaon from June to Septesmber, and conserve the water for year round use. The floods, which at one time we called "the devil" have now become a source of immense benefit to Korea. Let me explain the topographic condition in Korea. In northern and eastern areas we have high mountains and rugged country. Our rivers originate in these mountains and flow in a general southerly or westerly direction throught ancient plains. These plains were formed by progressive deposition of sediments from the mountains and provide our country with large areas of fertile land, emminently suited to settlement and irrigated agricultural development. It is, therefore, quite natural that these areas should become the polar point for our regional development program. Hower, we are fortunate in that we have an additional area or areas, which can be used for agricultural production and settlement of our peoples, particularly those peoples who may be displaced by the formation of our reservoirs. I am speaking of the tidelands along the western and southern coasts. The other day the Ministry of Agriculture and Fishery informed the public of a tideland reclamation of which 400,000 hectares will be used for growing rice as part of our national food self-sufficiency programme. Now, again, we arrive at the need for water, as without it we cannot realize this ambitious programme. And again we need those dams to provide it. As I mentioned before, dams not only provide us with essential water for agriculture, domestic and industrial use, but provide us with electrical energy, as it is generally extremely economical to use the water being release for the former purposes to drive turbines and generators. At the present time we have 13 hydro-electric power plants with an installed capacity of 711,000 kilowatts equal to 16% of our national total. There are about 110 potential dams ites in the country, which could yield about 2,300,000 kilowatts of hydro-electric power. There are about 54 sites suitable for pumped storage which could produce a further 38,600,000 kilowatts of power. All available if we carefully develop our water resources. To summarize, water resource development is essential to the regional development program and the welfare of our people, it must proceed hand-in-hand with other aspects of regional development such as land impovement, high way extension, development of our forests, erosion control, and develop ment of heavy and chemical industries. Through the successful implementation of such an integrated regional development program, we can look forward to a period of national strength, and due recognition of our country by the worlds societies.
