National Language Conflict Reflected in the Divided Germany (독일 분단사에 나타난 민족어의 갈등)

  • The national language in the divided Germany has undergone changes that are not simply 'linguistic' in nature but reflect on the diverse social activities that have contributed to the development of the country's political and economic systems. Accordingly, a study of the German language in the process of the division would necessarily involve looking into the socio-political dynamics of the period, in tandem with the study of the linguistic structure per se. This paper deals with the political situation of Germany during the period of 1945 through 1990 and the issues of territorial devision during that period with the view to clarifying the extra-linguistic factors behind the changes of the country's national language. This mode of explaining the heterogeneous linguistic changes that characterize post-war Germany will provide an opportunity to consider the classical issues of the relationship between linguistic changes and social ones in a new light.

ECONOMICS OF SINGLE ANIMAL PLOUGHING IN BANGLADESH : PRESENTATION OF SURVEY RESULTS

  • In this study attempts were made to identify the areas of single animal ploughing (SAP) in Bangladesh, causes of its localization and the socio-economic constraints hindering the expansion of the system. To determine the areas of single animal ploughing, 123 upazilas of 15 districts were surveyed. Of them, 16 upazilas were found heavily engaged with this system. A detailed investigation of 469 SAP and 439 double animal ploughing (DAP) farmers revealed that there was significant difference between the two systems in respect of cost of production and yield per unit of land. The benefit/cost (B/C) ratio was higher in SAP system. However, no significant difference was observed in respect of time required for ploughing, intensity of cropping, cost of implements, and cost of repairing implements (except yoke). The study recommends for expansion of SAP system in areas where buffaloes are concentrated. Fro this purpose, logistic and institutional supports need to be made available.

Spatial Delineation of Planning Unit for Rural Village Improvement (농촌 생활환경 정비구역의 설정)

  • The purpose of the study is to identify a basic spatial unit for rural village redevelopment plan. An ideal spatial unit need to satisfy three basic premises: to be homogeneous as rural community, to be appropriate to implement the project, and to be compatible with regional planning systems. A spatial unit could, empirically, be defined based on the homogeneity at first, and then appropriateness and compatibility could be used to adjust its boundary. Mitan-Myun(13 villages), Pyungchang County, Dochuck-Myun(15 villages), Kwangju County, and Chuksan-Myun(28 villages), Kimje City in Korea were selected as case study areas. The degree of interrelationship between all possible pairs in each Myun was measured using spatial, socio-cultural, and economic indicators. Multidimensional Scaling(MDS) was used to identify a homogeneous spatial unit, and then indicators representing appropriateness and compatibility were used to adjust the identified boundary. New districts which have two or three villages were suggested as a reasonable spatial unit for rural village redevelopment, and its boundary roughly overlaps with Bup-Jeong-Ri(法定里: a legally defined village).

Diverse yet Distinct: Philippine Men's Clothing in the Nineteenth Century, 1850s-1890s

  • The changing of clothes in Balagtas' 1860 fictional comedy La filipina elegante y negrito amante (The Elegant Filipina and the Amorous Negrito) is used to explore the ethnic, cultural, and sartorial diversity in 19th century colonial Philippines. But, how does plurality in men's clothing reflect the socio-economic conditions of the late Spanish colonial period? This paper focuses on the diversity in Philippine men's clothing around 1850 to 1896, taking into account the limited range of colonial archetypes in iconographic and documentary sources. Underscoring the colonial culture that shaped mentalities and tendencies, this study offers insights on how clothing was used and how it was perceived in relation to the wearer. In discussing clothing diversity, distinctiveness was articulated using the work of J.A.B. Wiselius (1875), a Dutch colonial administrator in neighboring Indonesia, who in comparing Spanish and Dutch systems of colonial governance, underscored the Filipino penchant for imitation.

Integrated Model of the Higher Education Financing Under the Quadruple Helix Concept

  • Rapid growth of the higher education role in ensuring the socio-economic and innovative development of the national economy in the context of the development of the information society and the knowledge economy is observed. Achieving positive synergistic effects of the higher education development requires proper funding for university education and research. The existing funding models for national higher education systems in a number of developing countries need modernization in accordance with the modern challenges of economic and innovative development. The purpose of the article is to formulate theoretical - methodological and applied foundations for the development and implementation of the integrated model of the higher education financing under the Quadruple Helix concept. At the center of the developed model are the areas of interaction identified by the authors, namely: Personnel, Science, Management, Innovation, Social area. This made it possible to specify the interests of all stakeholders and orient the activities of higher education institutions to the satisfaction of these interests. Effective implementation of the integrated Model of the higher education financing requires increasing the level of investment attractiveness and practical value of university research; activation of innovative development of enterprises; state stimulation of business participation in university research and education; harmonization of current legislation with EU standards. Implementation of the Model will diversify sources of funding for universities, increase their level of economic security and achieve integrated synergies from the interaction of universities, business, government and the public (as the main stakeholders within the Quadruple Helix concept).

Cattle Production on Small Holder Farms in East Java, Indonesia: I. Household and Farming Characteristics

  • A general household survey was carried out in the village of Sonoageng in East Java, Indonesia with the aim to assess their socio-economic status, and the crop and livestock production system prevailing in the area. Of the households interviewed (164), 52% are landless, 35% own land or have a combination of own and shared land, and 12% do not own land but have access to land by sharing. Nearly two thirds (65%) of the households raise cattle; most of them own animals, 8% reared shared animals only. The dominant crop was rice; other crops grown were soya bean, groundnut, maize and sugar cane. Nearly half (47%) the household income was derived from off-farm work (non-agricultural activities), 33% from crops, 13% from livestock (mainly cattle), and 7% from agricultural labour. Most households kept 1 to 2 animals and only 21 out of 164 households earned more than Rp. 500,000 (~250 US$) per annum from livestock. The most prevalent type of livestock production in the area could be characterized as small-scale cow/calf operation, either by landless households or those with <0.4 ha of land.

A Study on the Socio-economic Direct Effects of the Opening of the Gyeongbu Expressway for 50 Years (경부고속도로 개통 50년의 사회경제적 직접효과 평가 연구)

  • This study quantitatively derived the direct socio-economic effects of the Gyeongbu Expressway, which opened in 1970, and suggested a methodological approach for more reliable results. The scenario was set when the Gyeongbu Expressway was not constructed in 1970, the opening of the Gyeongbu Expressway was delayed by 10 years, and the toll road between Seoul and Daejeon, or between Seoul and Gangneung was opened instead of the Gyeongbu Expressway as suggested by the World Bank. In addition, direct benefits were estimated by calculating and comparing the current vehicle operating costs, travel time costs, traffic accident costs, and environmental pollution costs. As a result, it was estimated that about 351 trillion won in direct benefits occurred, and it can be seen that the promotion of the construction project of the Gyeongbu Expressway at that time had a huge impact on South Korea's social economy.

A Comparative Study on Discrimination Issues in Large Language Models (거대언어모델의 차별문제 비교 연구)

  • Recently, the use of Large Language Models (LLMs) such as ChatGPT has been increasing in various fields such as interactive commerce and mobile financial services. However, LMMs, which are mainly created by learning existing documents, can also learn various human biases inherent in documents. Nevertheless, there have been few comparative studies on the aspects of bias and discrimination in LLMs. The purpose of this study is to examine the existence and extent of nine types of discrimination (Age, Disability status, Gender identity, Nationality, Physical appearance, Race ethnicity, Religion, Socio-economic status, Sexual orientation) in LLMs and suggest ways to improve them. For this purpose, we utilized BBQ (Bias Benchmark for QA), a tool for identifying discrimination, to compare three large-scale language models including ChatGPT, GPT-3, and Bing Chat. As a result of the evaluation, a large number of discriminatory responses were observed in the mega-language models, and the patterns differed depending on the mega-language model. In particular, problems were exposed in elder discrimination and disability discrimination, which are not traditional AI ethics issues such as sexism, racism, and economic inequality, and a new perspective on AI ethics was found. Based on the results of the comparison, this paper describes how to improve and develop large-scale language models in the future.

  • Focusing on 'growing together' strategies through horizontal fiscal equalization systems, this and subsequent papers aim to suggest regional co-development strategies in which conflicts between the Seoul Metropolitan Area(SMA) and the non-SMA can be efficiently alleviated. Regarding the socio-economic relationships between the SMA and the non-SMA, there are two contradictory perspectives. One perspective is that the SMA grows at the expense of the non-SMA. The other perspective is that non-SMA's economy is somehow entirely dependent on the economic activities occurring within the SMA, which is the opposite of the former perspective. There are various forms of collaboration among local or regional governments, but the most radical solutions involve the establishment of new regional development financing method at the practical level. This paper suggests that horizontal fiscal equalization not yet introduced between same level subgovernments need to be institutionalized to promote the growing together between the SMA and the rest region of Korea.

Determination of a priority for leakage restoration considering the scale of damage in for water distribution systems (피해규모를 고려한 용수공급시스템 누수복구 우선순위 선정)

  • Leakage is one of the representative abnormal conditions in Water distribution systems (WDSs). Leakage can potentially occur and cause immediate economic and hydraulic damage upon occurrence. Therefore, leakage detection is essential, but WDSs are located underground, it is difficult. Moreover, when multiple leakage occurs, it is required to prioritize restoration according to the scale and location of the leakage, applying for an optimal restoration framework can be advantageous in terms of system resilience. In this study, various leakage scenarios were generated based on the WDSs hydraulic model, and leakage detection was carried out containing location and scale using a Deep learning-based model. Finally, the leakage location and scale obtained from the detection results were used as a factor for the priority of leakage restoration, and the results of the priority of leakage restoration were derived. The priority of leakage restoration considered not only hydraulic factors but also socio-economic factors (e.g., leakage scale, important facilities).
