Recently Korea has stepped into a stage of sluggish development, and the unemployment of young people has become a major issue. Especially in 1998 IMF economic shock was influential in formulating government policy and social economic structure on employment. Restructuring now becomes everyday words and further restructuring is already under way. Owing to the growing economic crisis and resultant unemployment and initial appointment shall be considered conditional. Young job seekers are grappling with mastering their native language and unnecessary experiences. These unnecessary experiences are needless waste of time and money. Educational system in university may be affected by environmental changes in population of students and business crisis. Sometimes the departments made a very low rate of employment may be abolished or merged in university. The government will demand us in the work of reform by doing NCS. The government is now ask to teach, train and employ students on the basis of NCS especially in high-school, job training center, and college and university. NCS has advantages and disadvantages. NCS may reduce waste of time and money to make unnecessary experiences, provide standard course to prepare educational system. It will be a big help to adapt properly and make better employment system. The most negative element of the program is application to humanities and social sciences by the same standard with technology and engineering department in the university. Standardization of each educational course will not react quickly to rapidly changing situations in the future.

Fishery resource rents(i.e. windfall gains or excess profit), which tend to lead a variety of important economic, social, political problems, have been a fundamental cause of unbalance between fishery resource use and management. Thus, there may exist several sorts of optimal level of resource utilization such as economic maximum sustainable yield, biological maximum sustainable yield, social optimum production, socio-political optimum yield, etc. The fishery resource use level seems to a large extent to be determined by the characteristics of fishermen's rent seeking structure. As well known, fishery resources as common properties have a characteristic of being difficult to establish private property rights. Therefore, their use rights are controlled by the permit and/or the license system. As a result, absolute or differential rents are formed by the changes in institutional arrangements. Rent problems are often transformed into serious socio-political issues when the rent in a given industry is much higher to a socially unacceptable extent than the average of other industries. However, individual fishermen or fishermen's groups tend to behave aggressively to change the existing fishery institutions towards maximizing fishery rents. These rent-seeking behaviors often tend to nullify fishery management schemes. The larger is the relative rent difference between fisheries and other industries, the more aggressive tend to be the rent-seeking behaviors in fisheries.
From the economic development perspective, economic growth should accompany structural improvement in order to meet complex demands from a society. In the context of development economics, economic growth is critically dependent on successful structural advancement. The issue of structural change is also important for advanced economies as the landscape of modern industry is changing fast. Many advanced countries of slow growth are experiencing dawdling changes in industry structure. However, there is no definitive answer to the question of whether there is a causal relationship between structural change and growth. This study empirically assesses the relationship between structural change or 'speed' thereof and economic growth in developed countries of OECD. Rather than looking into the causes of structural changes, this study simply measures structural changes in OECD economies and examines if structural change is really contributing to growth. The reason why this study focuses on advanced countries of OECD is rather obvious; technological innovation and emergence of new industries pressure these countries to restructure their economies to address these new challenges though they are at stages well beyond conventional industrialization. And structural rigidity can always limit growth even in advanced countries. The main results of this study can be summarized as a positive relationship between 'change and growth'. 'Change' in this study refers to changes in the industrial structure based on value-added and was analyzed to have a close positive relationship with economic growth. This result is consistent with arguments of early development economists emphasizing structural upgrade as an indispensable process for growth and development. The result of this study potentially confirms that the main argument of development economics is valid also for advanced economies. One of our results suggests that business/professional services and social services should be main targets for restructuring for advanced economies. The rational may be that rapid convergence of manufacturing and services is a key for structural advancement in the era of new technologies. Obviously, as manufacturing technology and production are standardized, it is difficult to secure international competitiveness through traditional manufacturing alone and the role of R&D, design, logistics, and marketing is becoming more important.

With the increasing obligation to reduce greenhouse gas emissions to the building sector, the government has been gradually expanding its obligation to zero-energy buildings since 2020. Since the ZEB certification took effect in 2017, 48 preliminary and main certifications have been completed as of March 2019, and most of them are public buildings or even certified, but have earned Grade 5 of ZEB. This means that compared with the number of annual building permits registered in Korea, the figure is insignificant, and that it receives little if not mandatory. Therefore, this study investigated empirical cases of ZEB additional construction cost and conducted cost benefit analysis according to changes in ZEB additional construction cost based on a preliminary feasibility analysis project recently conducted by the KDI. In addition, considering the public buildings, the social costs were considered, and the cost-benefit analysis method was the same as the KDI's preliminary feasibility analysis method. The analysis shows that if the ratio of ZEB additional construction cost is more than 5 percent, it is analyzed that there is no economic feasibility, and considering that the ratio of additional construction cost in the cases of ZEB in Korea is 17 percent to 38 percent, it will not be easy to obtain ZEB certification in terms of cost. Finally, to narrow these differences in cost and economic aspects, the overseas low energy and ZEB incentive examples proposed measures such as the concept of subsidy payment in Illinois and the compensation of social costs to private ZEB.

This study explores the CSR activities of Korean fashion corporations. A contents analysis of corporate websites was carried out to investigate the structure and function of their websites and the activity dimensions related to the CSR of Korean fashion corporations. The subjects were the Korean top 100 fashion corporations according to total sales in 2009. The findings throughout the research are as follow. First, a total of 46 corporations created the contents about CSR activities on their websites. A total of 32 of them communicated their CSR activities on the main menu at the intro page of the website. Second, the CSR activities of Korean fashion corporate were classified the 3P dimensions, profit (economic responsibilities), planet (environmental responsibility), and people (social responsibility). We found a total of 228 CSR issues for Korean fashion corporations. The issues included in the people dimension were 71.0%, planet issues 16.7%, and profit issues 12.3%. The most significant issue was the economic support responsibility to social organizations included in the people dimension.

The project to improve the structure of village has been conducted in order to improve the residential environment since 1960's. Also, with the rural exodus and the aged population in a rural area during the rapid change of social structure in our country, the old people's problem in a rural area became a problem beyond the welfare of the old age. Moreover, as the role of old people who established their position as the subject of social & economic activities in a rural area gradually increases, an attention to problems related on old people also increases. Especially, the leisure life of old people can be an important factor on the type of leisure life of old people in a cultural village and the demands for facilities for old people by studying the present situation of facilities for old people and the actual situation of their use in a welfare center.
In The Structure of Empire, Karatani Kojin discovers cosmopolitanism as an element of exchange mode D, and according to this, argues that the World Republic needs to sublate(aufheben) sovereign state and this sublation is to recover Empire at higher dimension from a different way of viewpoint. On the strength of this theoretical advance, Karatani Kojin's exchange mode D can embrace reciprocity of freedom, reciprocity of donation and cosmopolitanism as it's elements. But on the way to the World Republic which Karatani Kojin suggests, there still exists a theoretical missing link. This paper argues the missing link is no more than democracy.
In order to examine the causes of the social policy changes in Korea during the late of 1990s, this study tries to compare the social policy decision-making structure between Kim Yong-Sam Government and Kim Dae-Jung Government. This study applies policy network analysis method which measures the relation and power structures of policy actors and as a result shows the characteristics of the policy making structure. Analysing the 6 policy domains and 52 policy events, this study finds that the importance and location of veto points which were created by the social policy decision processes have changed. In Korea, social policy decision processes have been produced power structures in which Ministry of Finance and Economic Planning Board have played a decisive role. In result, these executives can have controlled policy making processes and had veto power, i. e. veto points in policy decision-making structure. But, during Kim Dae-Jung government, accountability issues of financial crisis and reorganization of ministries have changed the importance and location of veto points. Pro-welfare groups of civil society got a chance to penetrate policy decision-making structure during that time. This study argues that these changes of policy decision-making structure may be associated with the social policy changes in Korea during the late of 1990s.
Purpose - The purpose of this study is to grasp the concept, characteristics and application status of sharing economy, and to derive a research model based on sharing economic service, and to analyze factors and influences of consumers' intention to reuse of sharing economy. Research design, data, and methodology - The questionnaires were created to examine variables for practical and theoretical implications. After pilot survey, conducted for 24 days from March 10th to April 2st in 2017, total numbers were 377. But 330 copies were used for the analysis with IBM SPSS Statistics 23.0 and IBM SPSS AMOS 23.0. The structural equation model was applied for this. Results - First, sharing economic services remain at an early stage, but it is meaningful to identify the revenue mechanism of the business model of the sharing economic platform. Second, in this study, it is meaningful that we systematized the theoretical structure by examining existing studies on the characteristics of the sharing economic service and consumer characteristics, and by examining empirically. Third, Satisfaction and Reliability are related to the characteristics of Sharing Economic Service (Security, Convenience, Discount, Sharing, Social Interaction), Consumer Characteristics (Personal Innovation, Word-of-Mouth) It is meaningful to broaden the understanding of the factors by verifying the mediating effect. Fourth, the sharing economy business is meaningful in that it is a new consumption trend that changes the meaning of consumption to consumers. Gradually, more and more people are recalling that purchasing something is not consumption, but sharing and borrowing is also consumption. In other words, through the sharing economy, consumers can experience more products and services, have more choices, and are expected to have a positive impact on economic growth by increasing the utilization of idle resources. Conclusions - Currently, the sharing economy is growing rapidly all over the world. Therefore, in the subsequent study, it is necessary to compare Korea and China's sharing economy and study the cultural and social characteristics of Korea and China. In particular, I think that steady research is necessary for more precise and specific direction on the influence of the shared economy.
The interest in social regulation and its influence on innovation are increasing as the society concerns more for environment and safety. There have been plenty of literature about the impact of social regulation on innovation and its mechanism. Majority of research have been influenced by or based on the famous Porter's hypothesis. However, majority of the literature focus on internal factors such as expected benefits from change of regulations, and it is hard to find one studying social regulation's influence on innovation through external factors such as market or industrial structure. This study addresses this issue of the impact of social regulation on innovation by analyzing the case of fire-retardant coating material for steel structure industry in Korea. It scrutinizes the impact of social regulation which affects competition and innovation on substitute competing market, and tries to reveal that there might exist the other path to innovation, besides the way that the expected benefit from compliance of regulation directly drives innovation. As a result of the case study, we have found that changes in social regulation may act like economic regulation and restructure the market segment and this effect may lead to innovation. It can be explained by the fact that expected benefits from compliance of regulation can be a direct source of innovation, as Porter suggested, but the change of industry structure and competitive strength caused by the change in social regulation can also act as a driving force of innovation.
