Defense R&D is a key process for securing weapons systems determined by mid- and long-term needs to cope with changing future battlefield environments. In particular, the test and evaluation provides information necessary to determine whether or not to switch to mass production as the last gateway to research and development of weapons systems and plays an important role in ensuring performance linked to the life cycle of weapons systems. Meanwhile, if you look at the recent changes in the operational environment of the Korean Peninsula and the defense acquisition environment, you can see three main characteristics. First of all, continuous safety accidents occurred during the operation of the weapon system, which increased social interest in the safety of combatants, and the efficient execution of the limited defense budget is required as acquisition costs increase. In addition, strategic approaches are needed to respond to future battlefield environments such as robots, autonomous weapons systems (RAS), and cyber security test and evaluation. Therefore, in this study, we would like to present strategies for improving the testing and evaluation of weapons systems by considering the characteristics of the security environment that has changed recently. To this end, the improvement strategy was derived by analyzing the complementary elements of the current weapon system operational test and evaluation system in a multi-dimensional model and prioritized through the hierarchical analysis method (AHP).
Up to date, the economic feasibility analysis on land consolidation and on-farm development projects were mainly depended upon the direct benefits from market value of project outputs. Therefore the projects were neglected in allocation of the government's financial funds and loans on account of undervaluation of the project benefits including socio-economic and environmental values of the projects. Accordingly the Extended Benefit Cost Analysis Method should be adapted to cover not only the benefits such as non-market values of environmental functions of the projects and but also the economic market values of the project outputs. The main objectives of this study is (1) to provision of the guideline for economic feasibility analysis based on the IBRD and ADB guidelines, (2) to estimate the benefits such as Productivity increase effect, labor saving effect, off-farm income increase effect during off-farm season, saving of O&M cost of farm mechanization, enhance of farmer's public health, increase of environmental public function of paddy fields, effect of food security and establishment of peaceful and uncontroversial rural society by implementing the land consolidation and on-farm development, (3) to introduce the newly adapted analytical method as the extended benefit cost analysis which could make possible the analysis of non-market goods such as the food security value and the environmental public value of paddy fields. To carry out the study, the publication on the guideline for economic analysis of agricultural projects were reviewed and consulted and for the post evaluation of the land consolidation and on-farm development project, field survey in Jeongja area were made for the feasibility study of the project by new method. According to the initial project plan, Jeongja land consolidation and on-farm development project has 96ha of benefit area and the project was started in 1989 and completed in the spring, 1990. The total project costs were amounted to 1,052 million won and the annual project benefits were estimated at 135.4 million in 1989 constant market prices. On the other hand, the newly estimated project benefits as a part of post evaluation of the project were amounted to 602.1 million won including all the benefits from the market and non-market commodities of the project as mentioned above column. The original IRP(Internal rate of return) of the project was estimated at 15.81%. On the other hand, the IRR of the post evaluation of the project was amounted to 16.83%. In case of including the benefit from the environment public function of paddy field, the SRR(Social Rate of Return) was reached to 38.81% and when we added the benefit from food security of the project, the SRR showed very high rate as 46.41%. In conclusion, the project were verified socio-economically feasible and environmentally sustainable considering the above decision making criteria.

With population losses and stagnant or depressed economies, the local governments embrace shrinkage and accept having a significantly smaller population. Both the initial and ongoing causes of shrinkage hold dramatic effects on the city and its remaining residents. In this context, vacant land increases as an overabundance of unused infrastructure is demolished and municipalities become burdened with increasing maintenance costs of this land. The result is that vacant land often experiences minimal management relative to social norms and have chance to provide a setting for ecological processes with urban rightsizing strategy. Therefore, urban ecosystems undergo major shifts in structure and function. We need to better understand the possibilities of where and how much of houses and land will be abandoned to assist land planners and policymakers to mitigate conflict between optimal ecological and sociological outcomes. This article, therefore, aims to identify distributional characteristics of vacant houses and lands with case study of Mokpo. The study found and verified affecting factors of vacant houses and lands by type through the use of a Maxent model and spatial data that explained housing choice and preference theory. We can predict the vacancies with the spatial variables such as land price, the population ratio over 65, and the distance from security facility. Based on the analysis, the ways of managing housing and land vacancy for sustainable development and ecological restoration method are discussed.

Weapon systems are curcial instruments for the security of a nation and critical elements for the victory in a war. Since modern weapon systems tend to be capital-intensive with high precision and quality, they become more and more complex and diversified; their acquisition costs become huge; and their technological obsolescence becomes accelerated. Therefore, the systematic management of weapon acquisition process would be one of the most important defense tasks at the national level. To analyze such problems and find solutions, this paper has studied various aspects related to the efficient management of weapon system acquisition. After brief summarization of the general characteristics of weapon systems, their effectiveness, and developmental trend, the paper discusses the defense management policies and techniques for the weapon systems. Specifically, four alternative acquisition methods such as indigenous R & D, foreign purchase, co-production and joint-production are discussed and analyzed by systems approach. The systems analysis procedure to evaluate and select weapon acquisition method is as follows; 1) to analyze the merits and demerits of the alternative methods, 2) to screen unrealistic alternatives through the consideration of significant factors such as political, economic, military, technological, and social constraints, 3) to evaluate and select an optimal one among the remaining acquisition methods after the cost-effectivenss analysis. For the base of cost-effectivess analysis, cost analysis model as well as effectiveness analysis model of each acquisition method are developed.

The fear of crime, discussed in the early 1960s in the United States, is a psychological response, such as anxiety or concern about crime, the potential victim of a crime. These anxiety factors lead to the burden of the individual in securing the psychological stability and indirect costs of the crime against the society. Fear of crime is not a good thing, and it is a part that needs to be adjusted so that it cannot be exaggerated and distorted by the policy together with the crime coping and resolution. This is because fear of crime has as much harm as damage caused by criminal act. Eric Pawson has argued that the popular impression of violent crime is not formed because of media reports, but by official statistics. Therefore, the police should watch and analyze news related to fear of crime to reduce the social cost of fear of crime and prepare a preemptive response policy before the people have 'fear of crime'. In this paper, we propose a deep - based news classification system that helps police cope with crimes related to crimes reported in the media efficiently and quickly and precisely. The goal is to establish a system that can quickly identify changes in security issues that are rapidly increasing by categorizing news related to crime among news articles. To construct the system, crime data was learned so that news could be classified according to the type of crime. Deep learning was applied by using Google tensor flow. In the future, it is necessary to continue research on the importance of keyword according to early detection of issues that are rapidly increasing by crime type and the power of the press, and it is also necessary to constantly supplement crime related corpus.

Korea is rapidly becoming an aging society due to lower birth rate and longer life expectancy. As elderly diseases are of a serious concern, the number of patients with dementia has been increasing significantly. For now, it has become a nationwide problem, as dementia is difficult to manage and requires a lot of social costs. To solve this, an IoT device has been devised that efficiently screens Mild Cognitive Impairment(MCI), the early stage of dementia. To design and implement the device, the latest IoT technology is introduced, the optimized Korean Version of Hasegawa Dementia Scale Revised(K-HDS) is utilized, and convenient service scenario with user-friendly design is applied. As a result, the symptoms of MCI have been screened quickly with convenient operation, which lead to the healthier society by the prevention of dementia.
It is highly in demand to establish a bunker-type underground data center to ensure the safety of national critical data, such as financial information and medical information, and prevent those outflow of national important data. In particular, the security of a data center which is a key national structure has become a social issue due to EMP weapon and earthquakes, but data centers in the nation have not been able to deal with it properly. Therefore, it is necessary to develop an underground data center that is safe from human-induced and natural disasters while reducing power costs by utilizing the benefits of underground spaces such as constant temperature and isolation. In this analysis, the status and trends of data centers around the world were analyzed and based on those trend analyses, the research strategy for underground data center were discussed.
In the era of untact, the "Chabak" using cars as accommodation spaces is attracting attention as a new form of travel. Due to the advantages, including low costs, convenience, and safety, as well as the characteristics of the vehicle enabling independent travel, the demand for Chabak is continuously increasing. Despite the rapid growth of the market and related industries, little academic has investigated this trend. To establish itself as a new type of travel culture and to sustain the growth of related industries, it is essential to understand the public perception of Chabak. Therefore, based on the marketing mix theory and big data analysis, this study analyzes the public perception of Chabak. The results showed that Chabak has established itself as a consumer-led travel culture, contributing to the aftermarket growth of the automobile industry. Additionally, consumers were found to be increasingly inclined to enjoy travel economically and wisely, and actively share information through social media. This initial study on the new travel trend of Chabak is significant in that it employs big data analysis on a theoretical basis.
As the basic old-age pension system was enforced in 2008, the base for old-age income security was founded. However, due to the basic old-age pension played a minor role as assistant allowance, it did not reach to sufficient level to cover full income security system. It is estimated that the dependency on private transfer income among the elderly who are difficult to be economically independent is still high. Therefore the poverty rate of the elderly households, who are not economically active or who are not protected by old-age income security system, is more likely to be higher than that of non-elderly households. Based on the assumption that public transfer income system should become a central means of old-age life guarantee, this study examined the poverty mitigation effects among the elderly households by comparing the private transfer income and the public transfer income. For this purpose, we selected single-elderly-households who have been considered the most vulnerable to poverty. We used 2006- 2008 Household Income and Expenditure Survey dataset that contained single-elderly who were older than 65 years old. To understand the conditions of poverty among single-elderly-households and the degree of poverty-reducing effect originated from income transfer system, we compared the poverty rates of total households and the whole elderly households. Next, we analysed the poverty of the single-elderly-households by social demographic factors such as gender, age, and economic activity. Our major findings are as follows: First, the poverty rate of the whole elderly households were not reduced, even though the basic old-age pension and long-term care management system were enforced in 2008. Second, half of the elderly households including single-elderly-households belonged to the absolute poverty line. Relatively higher level of poverty among the single-elderly-households was found especially those who were female, unemployed, low-educated, older, and rural single-elderly-households. Third, the effect of the public transfer income on mitigating the single-elderly-households poverty showed a little progress. However, even greater poverty reducing effect was found by the private transfer income system. Fourth, in a group of the public transfer systems, the public assistance such as supporting living costs contributed more to reduce poverty of the elderly population than the public pension system did.

The purpose of this study suggested the strategies to company and union. The purpose of this study is to examine how the union-relation behaviors are influenced by the job security. This study built a exploratory model that there is causal relationship of job security to union commitment, dual commitment, and labor related behaviors. For the verification of this study model, the regression analysis was applied to the surveys of 236 members of union that are located in Busan, Gyeongnam, Ulsan, and Pohang. The result of this research shows that the job insecurity is strongly related to the union commitment and union related behaviors. According to the research, the effect that the job security affects union commitment and union related behaviors are positive. With the research outputs, we have discussed about the academic and pragmatic viewpoint. We proposed comprehensive model to verify how the job insecurity affects the union-related behaviors, and objectively analyzed the model. The research result was opposite to what the existing theories have said that high job insecurity derives high union-related behaviors. This result is meaningful because it is concerned with the social issues-present situation of Korean company, low-employment, unstable employment and so on. Moreover, this research may contribute to expand the aspect of academic research on job insecurity as there are few research conducted in korea. This research also suggests the realistic alternative of union-related behaviors because it is proved that job security can contribute to innovation activities. Also, this research implies that the matter of job insecurity is the basic need of organizational individual and presents that job security is not a notion but the alternative by using of the positional stability and situational control power. The limitation of this research is that it is only utilized the cross-sectional study. To remedy the cross-sectional study, vertical, and serial method of research is needed. And there is no enough sample to secure more comprehensive data as the targets of the research is limited to Busan and Gyeongnam regions. Finally, the measurement tool for job security is needed to be suitably modified to by the South Korea's economic, linguistic, and cultural situation.
