Gale Disaster Damage Investigation Process Provement Plan according to Correlation Analysis between Wind Speed and Damage Cost -Centering on Disaster Year Book- (풍속과 피해액 간 상관관계분석에 따른 강풍재해피해조사 프로세스 개선방안 -재해연보를 중심으로-)

  • Across the world, the industrialization has increased the frequency of climate anomaly. The size of damage due to recent natural disasters is growing large and fast, and the human damage and economic loss due to disasters are consistently increasing. Urbanization has a structure vulnerable to natural disasters. Therefore, in order to reduce damage from natural disasters, both hardware and software approaches should be utilized. Currently, however, the development of a statistical access process for 'analysis of disaster occurrence factor' and 'prediction of damage costs' for disaster prevention and overall disaster management is inadequate. In case of local governments, overall disaster management system is not established, or even if it is established, unscientific classification system and management lead to low utility of natural statistics of disaster year book. Therefore, in order to minimize disaster damage and for rational disaster management, the disaster damage survey process should be improved. This study selected gale as the focused analysis target among natural disasters recorded in disaster year book such as storm, torrential rain, gale, high seas, and heavy snow, and analyzed disaster survey process. Based on disaster year book, the gale damage size was analyzed and the issues occurring from the correlation of gale and damage amount were examined, so as to suggest an improvement plan for reliable natural disaster information collection and systematic natural disaster damage survey.

  • The purpose of this study was to disclose the problems of structural safety of small scale vinyl house through investigation of actural state of plastic greenhouses by region and growing crops and the objective of a field survey is to develop safety structural model of small scale vinyl house which accounts for the most part of local horticultural facility in order to reduce damage caused by strong wind and heavy snow repeatedly every year.

  • The objectives of this study are to analysis structural characteristics of small scale vinyl house and to develope structural analysis program for optimum design. The variation of maximum section forces along the structural characteristics, location and number of purlin was analyzed in vinyl house. It was concluded that the developed structural analysis program could be used usefully for optimum design of small scale vinyl house.

Electrical signal characteristics of conductive asphalt concrete in the process of fatigue cracking

  • As a kind of intelligent materials, conductive asphalt concrete has a broad application prospect including melting ice and snow on the pavement, closing cracks in asphalt concrete, sensing pavement damage, and so on. Conductive pavement will be suffered from fatigue failure as conventional pavement in the process of service, and this fatigue damage of internal structure can be induced by electrical signal output. The characteristics of electrical signal variation of conductive asphalt concrete in the process of fatigue cracking were researched in this paper. The whole process was clearly divided into three stages according to resistance changes, and the development of fatigue damage wasn't obvious in stage I and stage II, while in stage III, the synchronicity between the resistance and damage began to appear. Thus, fatigue damage variable D and initial damage value $D_0$ represented by the functions of resistance were introduced in stage III. After calculating the initial damage value $D_0$ under different stress levels, it was concluded that the initial damage value $D_0$ had no noticeable change, just ranged between 0.24 and 0.25. This value represented a critical point which could be used to inform the repair time of early fatigue damage in the conductive asphalt pavement.

Developing and Evaluating Damage Information Classifier of High Impact Weather by Using News Big Data (재해기상 언론기사 빅데이터를 활용한 피해정보 자동 분류기 개발)

  • Recently, the importance of impact-based forecasting has increased along with the socio-economic impact of severe weather have emerged. As news articles contain unconstructed information closely related to the people's life, this study developed and evaluated a binary classification algorithm about snowfall damage information by using media articles text mining. We collected news articles during 2009 to 2021 which containing 'heavy snow' in its body context and labelled whether each article correspond to specific damage fields such as car accident. To develop a classifier, we proposed a probability-based classifier based on the ratio of the two conditional probabilities, which is defined as I/O Ratio in this study. During the construction process, we also adopted the n-gram approach to consider contextual meaning of each keyword. The accuracy of the classifier was 75%, supporting the possibility of application of news big data to the impact-based forecasting. We expect the performance of the classifier will be improve in the further research as the various training data is accumulated. The result of this study can be readily expanded by applying the same methodology to other disasters in the future. Furthermore, the result of this study can reduce social and economic damage of high impact weather by supporting the establishment of an integrated meteorological decision support system.

Development of the Wind Wave Damage Estimation Functions based on Annual Disaster Reports : Focused on the Western Coastal Zone (재해연보기반 풍랑피해예측함수 개발 : 서해연안지역)

  • Not only South Korea but also Global world show that the frequency and damages of large-scale natural disaster due to the rise of heavy rain event and typhoon or hurricane intensity are increasing. Natural disasters such as typhoon, flood, heavy rain, strong wind, wind wave, tidal wave, tide, heavy snow, drought, earthquake, yellow dust and so on, are difficult to estimate the scale of damage and spot. Also, there are many difficulties to take action because natural disasters don't appear precursor phenomena However, if scale of damage can be estimated, damages would be mitigated through the initial damage action. In the present study, therefore, wind wave damage estimation functions for the western coastal zone are developed based on annual disaster reports which were published by the Ministry of Public Safety and Security. The wind wave damage estimation functions were distinguished by regional groups and facilities and NRMSE (Normalized Root Mean Square Error) was analyzed from 1.94% to 26.07%. The damage could be mitigated if scale of damage can be estimated through developed functions and the proper response is taken.

A Preliminary Study for Vulnerability Assessment to Natural Hazards in Gyeongsangnam-do (경남 시군별 자연재해 취약성 평가 및 유형 분류)

  • This study aimed to evaluate the vulnerability to different natural hazards such as flood, drought, and abnormal climate, and to classify the vulnerability patterns in Gyeongsangnam-do. The damage records and annual budgets during 2000 to 2009 were collected and were ranked for all twelve si-guns. Sancheong-gun and Hamyang-gun resulted in the most vulnerable to flood and drought damages, and Hadong-gun and Yangsan-si were most damaged from abnormal climate such as heavy snow and heavy wind. In addition, three clusters were classified by using Ward's method, and were interpreted. The results showed that the western areas of Gyeongsangnam-do might be more vulnerable to flood damage while drought might threaten the eastern si-guns.

  • The railroad system must ensure not only the safety of facilities but also the prevention of natural and environmental disasters. The infrastructure must be strengthened in order to prevent rail damage by natural disasters and other causes. Thus, it would be able to prevent damage due to such natural factors like heavy rain and snow fall, wind, and catastrophic earthquakes. It seems that it would be the best way to install safety facilities throughout the entire length of a route, but one would not be able to provide for the costs involved in this approach. Therefore, these facilities must be installed at selected locations that is the most vulnerable to disasters. In this paper we propose the examples of both foreign and domestic methods in order to prevent from damages caused by the above-mentioned natural disasters and others.

  • Abnormal climate events are occurring frequently around the world. In particular, cold waves and heavy snow lead to damage and deterioration of facilities, which can cause loss of life or property damage, such as shortening the lifespan of facilities. Therefore, it is very important to prepare an appropriate maintenance system and to establish a strategy to cope with abnormal weather conditions. In this study, laboratory freezing experiments were performed to analyze the freeze-thaw characteristics affecting the tunnel concrete lining, and heat flow analysis was carried out based on the test results. Based on these experimental and theoretical analysis results, quantitative freeze-thaw evaluation criteria for tunnel concrete linings were proposed.
