Optimizing Business Opportunities: The Evolving Landscape of Smart Cities in South Korea

  • Purpose: The purpose of this study is to investigate the essential factors contributing to the growth and success of smart cities, providing a comprehensive analysis of key elements that are crucial in fostering the development of smart cities. This study explored the impacts of technology-driven applications, corporate involvement, the role of experts, citizen co-creation, city-led strategy governance, and sustainable urban practices on overall attitudes towards smart cities. Additionally, the study examined the impact of overall attitude on the growth trajectory of the smart cities and satisfaction. Research design, data and methodology: To collect data, this study employed an online survey conducted by a reputable research organization. Data analysis involved the use of factor analysis, ANOVA, and regression analysis. Results: This study unveiled significant impacts of technology-driven applications, corporate involvement, the role of experts, citizen co-creation, city-led strategy governance, and sustainable urban practices on the overall attitudes. Furthermore, it demonstrated that the overall attitude significantly influences the growth trajectory of smart cities. Conclusions: This study identified key driving factors for smart city development, suggesting that the consideration of sustainable urban practices emerges as the most significant factor influencing the growth of the smart cities.

사회-참여 중심의 스마트도시 성장 전략 (A Strategy of Smart City Growth through Social and Living Lab)

  • 연구목적: 본 연구에서는 스마트시티를 추진하는 과정에서 정보통신기술의 기술적 측면뿐 아니라 사람, 사회, 문화의 중요성을 인지하여 미래의 시민 생활환경을 제고한 삶의 질 개선 및 살기 좋은 도시로 거듭날 수 있는 사회-참여 중심의 스마트시티 조성방안을 제시하고자 한다. 연구방법: 리빙랩 방식으로 시민들의 생활여건과 삶의 질 향상을 도모한 암스테르담과 문화콘텐츠와 디지털 기술을 결합한 스마트 콘텐츠 개발에 선도적인 파리의 사례를 분석하고 사회-참여 중심의 스마트 리빙랩 플랫폼 실행방안을 제시한다. 연구결과: 사회-참여 중심의 스마트시티 조성을 위한 성장전략으로는 사람 중심의 사회혁신시스템을 정립하여 스마트 플랫폼 구축, 기술 및 사회혁신분야 간 탄력통합적 상호협력체계 플랫폼 구축 등이다. 결론: 건강하고 지속가능한 커뮤니티조성, 인종 및 공간 형평성을 통한 다양한 커뮤니티와 지역사회참여, 사회경제적 불평등을 극복한 기회 창출을 위한 추진요소로 커뮤니티서비스와 도시마케팅을 설정하고 ICT에 기반한 사회-참여 중심의 스마트시티 전략을 제시하였다.

Comparison of Environment, Growth, and Management Performance of the Standard Cut Chrysanthemum 'Jinba' in Conventional and Smart Farms

  • Background and objective: This study was conducted to compare the cultivation environment, growth of cut flowers, and management performance of conventional farms and smart farms growing the standard cut chrysanthemum, 'Jinba'. Methods: Conventional and smart farms were selected, and facility information, cultivation environment, cut flower growth, and management performance were investigated. Results: The conventional and smart farms were located in Muan, Jeollanam-do, and conventional farming involved cultivating with soil culture in a plastic greenhouse, while the smart farm was cultivating with hydroponics in a plastic greenhouse. The conventional farm did not have sensors for environmental measurement such as light intensity and temperature and pH and EC sensors for fertigation, and all systems, including roof window, side window, thermal screen, and shading curtain, were operated manually. On the other hand, the smart farm was equipped with sensors for measuring the environment and nutrient solution, and was automatically controlled. The day and night mean temperatures, relative humidity, and solar radiation in the facilities of the conventional and the smart farm were managed similarly. But in the floral differentiation stage, the floral differentiation was delayed, as the night temperature of conventional farm was managed as low as 17.7℃ which was lower than smart farm. Accordingly, the harvest of cut flowers by the conventional farm was delayed to 35 days later than that of the smart farm. Also, soil moisture and EC of the conventional farm were unnecessarily kept higher than those of the smart farm in the early growth stage, and then were maintained relatively low during the period after floral differentiation, when a lot of water and nutrients were required. Therefore, growth of cut flower, cut flower length, number of leaves, flower diameter, and weight were poorer in the conventional farm than in the smart farm. In terms of management performance, yield and sales price were 10% and 38% higher for the smart farm than for the conventional farm, respectively. Also, the net income was 2,298 thousand won more for the smart farm than for the conventional farm. Conclusion: It was suggested that the improved growth of cut flowers and high management performance of the smart farm were due to precise environment management for growth by the automatic control and sensor.

Opportunities and challenges in the development of smart cities in Tanzania

  • In developing countries especially in African continent, rapid population growth in cities is a major concern. Majority of governments in Africa have made more effort to develop urban areas as compared to the rural ones. Social and economic activities are more concentrated in urban areas. This is a pushing factor for the rapid population growth in cities as many people, especially young generation, tend to migrate from rural to urban. This growth leads to excessive exploitation of natural resources, environmental degradation and increased pressure on social services. Rapid increased population acts as an encouragement to construct smart cities for achieving needs for present and future generations. Tanzania as one of the developing countries in Africa has taken initiatives in establishing smart cities. The aim of this study therefore, is to examine opportunities and challenges in the development of Smart cities in Tanzania with a case study of Mbeya city. In addition, conceptualization about development of smart cities is proposed to prioritize the planning of smart grid among other smart city infrastructure systems. Conclusively, Mbeya city has a full potential of many strengths and opportunities for successful development as a smart city.

도시성장관리정책 하에서의 개발용량 추정과 정책적 함의: 미국 매릴랜드 주를 사례로 (An Estimation on Development Capacity under Urban Growth Management Policies: A Case of Maryland in the U.S.)

  • 본 연구는 미국 매릴랜드 주의 15개 카운티를 대상으로 지리정보가 포함된 과세필지 데이터베이스를 이용하여 현재 스마트성장정책으로 알려져 있는 주의 도시성장관리정책 하에서 주택개발용량이 어떻게 산정될 수 있으며 각각의 카운티별로 산정된 개발용량이 성공적인 성장관리정책의 시행에 있어서 가지는 함의는 무엇인지를 규명해 보려 하였다. 연구의 결과 이 지역에는 향후 30년 동안의 성장을 수용할 충분한 주거용 토지가 있었으나 이중 대부분의 개발용량은 주의 스마트성장정책에 의해 설정된 우선투자지역의 외부에 있으며, 스마트성장정책의 목표와는 반대로 주요 대도시권으로부터 떨어진 카운티들에 있었다. 이러한 불균형을 해소하려 주정부가 우선투자지역을 제거하거나 당장 확장할 필요는 없으며 오히려 이는 주정부가 지방정부로 하여금 종합계획에 주택요소를 포함하고, 주택 및 고용용량의 정기적인 추정치를 제공하며, 개발가능토지의 위치와 용량에 대한 자료를 구축 관리케 해야 함을 의미한다.

From Environmental Movement to Smart Growth Policy - The Case of Austin, Texas -

  • 본 연구는 미국 텍사스 주 오스틴 시의 환경정책 형성과정에 대한 역사적 고찰을 통해, 환경운동과 환경정책과의 관계를 파악하고 그 역사적 경험에 대한 이해를 목적으로 한다. 특히 가장 최근의 도시 환경정책으로서 "스마트 성장 정책(Smart Growth Initiative)"에 대한 정책분석을 시도한다. 오스틴은 과거 35년 동안 급속한 인구와 경제발전을 경험하였고, 이러한 과도한 발전에 대한 경험은 오스틴 시민들에게 환경적 인식을 키우는 계기가 되었다. 오스틴 시 정부는 "도시기본계획(Comprehensive Plans)", "분수계 보호 조례(Watershed Protection Ordinance)", 그리고 가장 최근의 "스마트 성장정책(Smart Growth Initiative)"에 이르기까지 다양한 환경정책 등을 통해 이러한 환경적 문제들에 대처하려고 노력하여 왔다. 본 연구의 결론은 다음과 같다. "환경적 이슈 등이 최근 30년간 오스틴 시의 정책적 우선순위가 되어 왔음에도 불구하고 환경정책 노력들이 시의 제도적인 부분으로 완전히 흡수되는 데에는 실패했다" 이러한 결론은 환경운동과 환경정치적 행위자들의 노력이 환경정책 형성에 있어 중요한 동기를 제공함에도 불구하고 진보적인 도시 환경체제(Progressive Environmental Regime)를 유지하는 데에는 충분하지 않음을 보여준다.

Design of Smart Farm Growth Information Management Model Based on Autonomous Sensors

  • 스마트 팜은 IoT 기술과 인공지능 기술이 접목되면서 농작물에 투입되는 노동력·에너지·양분 등을 최소화는 연구가 꾸준히 증가하고 있는 상황이다. 그러나, 스마트 팜에서 농작물의 생육 정보를 효율적으로 관리하는 연구는 현재까지 미진한 상태이다. 본 논문에서는 스마트 팜에 자율 센서를 적용하여 농작물의 생육 정보를 효율적으로 모니터링할 수 있는 관리 기법을 제안한다. 제안 기법은 농작물의 생육 정보를 자율 센서를 통해 수집한 후 생육 정보를 농작물 재배에 재활용하는데 초점을 갖는다. 특히, 제안 기법은 농작물의 생육 정보를 한 슬롯으로 할당한 후 로드밸런싱을 수행하도록 농작물별로 가중치를 부여하며, 농작물의 생육 정보 간의 간섭을 서로 최소화한다. 또한, 제안 기법은 농작물의 생육 정보를 4단계 (센싱 탐지 단계, 센싱 전송 단계, 애플리케이션 처리 단계, 데이터 관리 단계 등)로 처리할 때, 농작물의 중요 관리점을 실시간으로 전산화하기 때문에 관리 기준 이외의 경우에는 즉각적인 경고 시스템이 동작한다. 성능평가 결과, 자율 센서의 정확도는 기존 기법보다 평균 22.9%의 향상된 결과를 얻었으며, 효율성은 기존 기법보다 평균 16.4% 향상된 결과를 얻었다.

Antagonistic and Plant Growth-Promoting Effects of Bacillus velezensis BS1 Isolated from Rhizosphere Soil in a Pepper Field

  • Pepper (Capsicum annuum L.) is an important agricultural crop worldwide. Recently, Colletotrichum scovillei, a member of the C. acutatum species complex, was reported to be the dominant pathogen causing pepper anthracnose disease in South Korea. In the present study, we isolated bacterial strains from rhizosphere soil in a pepper field in Gangwon Province, Korea, and assessed their antifungal ability against C. scovillei strain KC05. Among these strains, a strain named BS1 significantly inhibited mycelial growth, appressorium formation, and disease development of C. scovillei. By combined sequence analysis using 16S rRNA and partial gyrA sequences, strain BS1 was identified as Bacillus velezensis, a member of the B. subtilis species complex. BS1 produced hydrolytic enzymes (cellulase and protease) and iron-chelating siderophores. It also promoted chili pepper (cv. Nockwang) seedling growth compared with untreated plants. The study concluded that B. velezensis BS1 has good potential as a biocontrol agent of anthracnose disease in chili pepper caused by C. scovillei.

Probabilistic Modeling of Fish Growth in Smart Aquaculture Systems

  • We propose a probabilistic fish growth model for smart aquaculture systems equipped with IoT sensors that monitor the ecological environment. As IoT sensors permeate into smart aquaculture systems, environmental data such as oxygen level and temperature are collected frequently and automatically. However, there still exists data on fish weight, tank allocation, and other factors that are collected less frequently and manually by human workers due to technological limitations. Unlike sensor data, human-collected data are hard to obtain and are prone to poor quality due to missing data and reading errors. In a situation where different types of data are mixed, it becomes challenging to develop an effective fish growth model. This study explores the unique characteristics of such a combined environmental and weight dataset. To address these characteristics, we develop a preprocessing method and a probabilistic fish growth model using mixed data sampling (MIDAS) and overlapping mixtures of Gaussian processes (OMGP). We modify the OMGP to be applicable to prediction by setting a proper prior distribution that utilizes the characteristic that the ratio of fish groups does not significantly change as they grow. We conduct a numerical study using the eel dataset collected from a real smart aquaculture system, which reveals the promising performance of our model.

Electricity Market Design for the Incorporation of Various Demand-Side Resources in the Jeju Smart Grid Test-bed

  • Many countries are increasing their investments in smart grid technology to enhance energy efficiency, address climate change, and trigger a green energy revolution. In addition to these goals, Korea also seeks to promote national competitiveness, prepare for the growth of the renewable energy industry, and export industrialization through its strategic promotion of the smart grid. Given its inherent representativeness for Korean implementation of the smart grid and its growth potential, Jeju Island was selected by the Korean government as the site for smart grid testing in June 2009. This paper presents a new design for the electricity market and an operational scheme for testing Smart Electricity Services in the Jeju smart grid demonstration project. The Jeju smart grid test-bed electricity market is constructed on the basis of day-ahead and real-time markets to provide two-way electricity transaction environments. The experience of the test-bed market operation shows that the competitive electricity market can facilitate the smart grid deployment in Korea by allowing various demand side resources to be active market players.
