  • This paper describes eight new species of the genus Coscinoderma from Chuuk Island, the Federated States of Micronesia. This genus is characterized by very fine, meandering uncored secondary fibres. All the new Coscinoderma species are compared with eight other valid species from tropical regions. Coscinoderma folium n. sp. is characterized by its large thickly foliate shape, and cored primary fibres are easily found between secondary fibres in choanosome. Coscinoderma lacium n. sp. differs in having round conules and no cored primary fibres. Coscinoderma cavernosa n. sp. is distinguished from other species by its cavernous shape and long sharp conules. Coscinoderma wenoa n. sp. is characterized by long conules and primary fibres. Coscinoderma mappula n. sp. differs in having a thick sand crust in the choanosome. Coscinoderma bakusi n. sp. is characterized by having several oscules at the top of the sponge and color changed grey to dark brown in alcohol. Coscinoderma pollax n. sp. is characterized by having a small thumb shape. Coscinoderma truki n. sp. similar to C. pollax in shape but differs in cored primary fibres with many spicules.

  • The Affordable Care Act (ACA) was signed into law on March 23, 2010 and will fundamentally alter health care in the United States for years to come. The US is currently one of the only industrialized countries without universal health insurance. The new law expands existing public insurance for the poor. It also provides financial credits to low income individuals and some small businesses to purchase health insurance. By government estimates, the law will bring insurance to 30 million people. The law also provides for a significant new investment in prevention and wellness. It appropriates an unprecedented $15 billion in a prevention and public health fund, to be disbursed over 10 years, as well as creates a national prevention council to oversee the government's prevention efforts. This paper discusses 3 major prevention provisions in the legislation: 1) the waiving of cost-sharing for clinical preventive services, 2) new funding for community preventive services, and 3) new funding for workplace wellness programs. The paper examines the scientific evidence behind these provisions as well as provides examples of some model programs. Taken together, these provisions represent a significant advancement for prevention in the US health care system, including a shift towards healthier environments. However, in this turbulent economic and political environment, there is a real threat that much of the law, including the prevention provisions, will not receive adequate funding.

  • It has been well known that the assumption of full state availability is one of the most important restrictions to the practical realization of VSCS. And several attempts to alleviate the assumption had been made. However, it is not easy to find a positive scheme among them. Recently, an output feedback variable structure control system(OFVSCS) was proposed and the effectiveness of the scheme was validated for the disturbance free systems. The purpose of this study is to propose a robust OFVSCS that have the robust properties against process parameter variations and external distrubances by extending the basic OFVSCS and to evaluate its control performances through power system stabilizer design example. The ROFVSCS is composed of dynamic switching function and output feedback switching control inputs that are constructed by the use of the unknown vector modeling technique. With the proposed scheme, existence of sliding mode is guaranteed and any nonzero bias can be suppressed in the face of disturbances and process parameter variations as far as well-known matching condition is satisfied. Due to the fact that the ROFVSCS is driven by small number of measured informations, the practical application of VSCS for the systems with unmeasurable states and for high order systems that conventional schemes cannot be applied, is possible with the proposed scheme. It is noticeable that the implementation cost of VSCS can be considerably reduced without sacrifice of control performances by adopting ROFVSCS since there is no need measure the states with high measurement cost.

  • Creep Poisson's ratio reported by previous experimental studies on multiaxial creep of concrete was controversial. The Poisson's ratio is very sensitive to small experimental error that is inevitably induced, and the sensitivity may cause the controversy. It is difficulty to find out the properties on multiaxial creep of concrete. Therefore, a new approach method to analyze the test results is needed to precisely understand the properties on multiaxial creep of concrete. In this study, microplane model is used as a new approach method in analyzing the multiaxial creep test data. The six data sets extracted from the literature are fitted from regression analysis. Double-power law as a model representing volumetric and deviatoric creep evolutions on microplane is used, and six parameters in volumetric and deviatoric compliances are determined on the assumption that the volumetric and deviatoric creep strains are linearly proportional to corresponding stresses. The optimum fits give very accurate description of the test data. The Poisson's ratio calculated from the optimum fits varies with time and does not depends on the stress states, namely, uniaxial, biaxial, and triaxial stress states. Regression analysis is also performed on the assumption that the Poisson's ratio remains constant with titre. The constant Poisson's ratio can be use in practice without serious error.

  • Asymmetric recognition of chiral alcohol by fluorenone derivatives with chiral substituents through intermolecular hydrogen bonding interaction in the singlet excited state was attempted. 1-((1S, 2R, 5S)-(+)-Menthyloxycarbonyl)aminofluoren-9-one (1-MAF) and 1-((1S, 2R, 5S)-(+)-menthyloxycarbonyl)oxyfluoren-9-one (1-MOF) were synthesized and their photophysical behaviors were characterized by the measurement of absorption and fluorescence spectra, as well as the quantum yield and the lifetime of fluorescence. The excited singlet states of 1-MAF and 1-MOF were revealed to have characteristics similar to those of fluorenone, though the intramolecular CT nature was fairly suppressed as compared with 3- and 4-substituted aminofluorenones. Fluorescences of 1-MAF and 1-MOF in acetonitrile were quenched by the addition of alcohols. Differences in fluorescence quenching efficiency were hardly observe for rather small chiral alcohols such as (R)-(-)- or (S)-(+)-2-butanol, while bulky alcohols such as menthol and isopinocampheol showed chiral recognition effects in their fluorescence quenching of 1-MAF in either acetonitrile or butyronitrile.

  • To investigate the effects of central buckles on the dynamic behavior and flutter stability of long-span suspension bridges, four different connection options between the main cable and the girder near the mid-span position of the Aizhai Bridge were studied. Based on the flutter derivatives obtained from wind tunnel tests, formulations of self-excited forces in the time domain were obtained using a nonlinear least square fitting method and a time-domain flutter analysis was realized. Subsequently, the influences of the central buckles on the critical flutter velocity, flutter frequency, and three-dimensional flutter states of the bridge were investigated. The results show that the central buckles can significantly increase the frequency of the longitudinal floating mode of the bridge and have greater influence on the frequencies of the asymmetric lateral bending mode and asymmetric torsion mode than on that of the symmetric ones. As such, the central buckles have small impact on the critical flutter velocity due to that the flutter mode of the Aizhai Bridge was essentially the symmetric torsion mode coupled with the symmetric vertical mode. However, the central buckles have certain impact on the flutter mode and the three-dimensional flutter states of the bridge. In addition, it is found that the phenomenon of complex beat vibrations (called intermittent flutter phenomenon) appeared in the flutter state of the bridge when the structural damping is 0 or very low.

  • Robotics has emerged as an important field for the future. It is our vision that robots in future will be able to transcend these precincts and work side by side humans for the greater good of mankind. We developed a face robot for this purpose. However, Life like robots demands a certain level of intelligence. Some scientists have proposed an event based learning approach, in which the robot can be taken as a small child and through learning from surrounding entities develops its own personality. In fact some scientists have proposed an entire new personality of the robot itself in which robot can have its own internal states, intentions, beliefs, desires and feelings. Our approach should not only be to develop a robot personality model but also to understand human behavior and incorporate it into the robot model. Human's personality is very complex and rests on many factors like its physical surrounding, its social surrounding, and internal states and beliefs etc. This paper discusses the development of this platform to evaluate this and develop a standard by a society based approach including the cultural paradigm. For this purpose the fuzzy control theory is used. Since the fuzzy theory is very near human analytical thinking it provides a very good platform to develop such a model.

  • We studied the electronic and magnetic properties for the Mn-doped chalcopyrite (CH) AlAs, GaAs, and AlGaAs2 semiconductor by using the first-principles calculations. The chalcopyrite AlGaP2, AlGaAsP, and AlGaAs2 compounds have a semiconductor characters with a small band-gap. The interaction between Mn-3d and As-4p states at the Fermi level dominate rather than the other states. The ferromagnetic ordering of dopant Mn with high magnetic moment is induced due to the Mn(3d)-As(4p) strong coupling, which is attributed by the partially filled As-4p bands. The holes are mediated with keeping their 3d-electrons, therefore the ferromagnetic state is stabilized by this double-exchange mechanism. We noted that the ferromagnetic state with high magnetic moment is originated from the hybridized As(4p)-Mn(3d)-As(4p) interaction mediated by the holes-carrier.

  • The study tested a hybrid model with constructs drawn from the Technology Acceptance Model (TAM) and Diffusion of Innovation (DOI) theory in order to examine the moderating effect of productivity and relative advantage (RA) on perceived usefulness (PU) vis-à-vis electronic information resources (EIR) adoption in private university libraries in Ogun and Osun States of Nigeria. The descriptive research design was adopted in the study. The population consisted of 61 (55.0%) librarians and 50 (45.0%) library officers (totaling 116—100%) in Babcock University, Bells University, Covenant University, Bowen University, Oduduwa University, and Redeemer's University. Purposive sampling procedure was adopted after which total enumeration was used since the total population is small. The questionnaire was used for data collection. Of the 116 copies of the questionnaire administered, 111 (95.7%) were found usable. The instrument was structured based on a 4-point Likert agreement scale of Strongly Agree, Agree, Disagree, and Strongly Disagree. Data were analyzed using descriptive statistics like tables of frequency counts and percentage. The findings revealed that productivity and relative advantage are significant moderators of perceived usefulness of EIR adoption in private university libraries in Ogun and Osun States, Nigeria.
