최근 환경에 대한 인식과 관광 산업이 성장하면서 세계적으로 확대되고 있는 생태관광은 지역 발전 전략을 위한 대안으로도 간주되고 있다. 더 나아가 생태관광은 지속가능한 개발을 위한 효과적인 도구로도 잠재성이 있는 것으로까지 인지되고 있다. 그러나 생태관광개발이 잘 계획되지 못하거나 잘못 실행되는 경우 생태관광이란 이름 하에서 가져온 경제적인 이익이 오히려 사회 생태적인 파괴를 가져오기도 한다, 본 연구는 생태관광의 지속가능성을 측정 평가할 수 있는 지표를 개발하고 개발된 평가지표를 한국의 10대 생태관광지에 적용하는데 목적을 두었다. 개발된 평가지표들을 사용한 결과 여러 생태관광지를 동시에 비교하여 생태관광지 마다의 지속가능성 상태와 특성을 확인할 수 있었으며, 개발된 평가지표 체계는 앞으로도 지속가능한 생태관광을 모니터링할 수 있음을 보여주었다. 특히 평가 영역별 가중치를 달리 부여한 결과 나타난 민감도 분석에서 순위 변화가 매우 작아서 평가 영역별 가중치 부여 문제가 심각하지 않을 수 있음을 확인하였다. 이러한 분석결과를 바탕으로 본 연구에서는 생태관광지의 지속가능성의 평가지표를 규범적, 분석적, 실증적 차원에서의 적용 가능성을 제시하였다.
This paper describes the forecast of power plant construction in a competitive korean electricity market. In Korea, KEPCO (Korea Electric Power Corporation, fully controlled by government) was responsible for from the production of the electricity to the sale of electricity to customer. However, the generation part is separated from KEPCO and six generation companies were established for whole sale competition from April 1st, 2001. The generation companies consist of five fossil power companies and one nuclear power company in Korea at present time. Fossil power companies are scheduled to be sold to private companies including foreign investors. Nuclear power company is owned and controlled by government. The competition in generation market will start from 2003. ISO (Independence System Operator will purchase the electricity from the power exchange market. The market price is determined by the SMP(System Marginal Price) which is decided by the balance between demand and supply of electricity in power exchange market. Under this uncertain circumstance, the energy policy planners such as government are interested to the construction of the power plant in the future. These interests are accelerated due to the recent shortage of electricity supply in California. In the competitive market, investors are no longer interested in the investment for the capital intensive, long lead time generating technologies such as nuclear and coal plants. Large unclear and coal plants were no longer the top choices. Instead, investors in the competitive market are interested in smaller, more efficient, cheaper, cleaner technologies such as CCGT(Combined Cycle Gas Turbine). Electricity is treated as commodity in the competitive market. The investors behavior in the commodity market shows that the new investment decision is made when the market price exceeds the sum of capital cost and variable cost of the new facility and the existing facility utilization depends on the marginal cost of the facility. This investors behavior can be applied to the new investments for the power plant. Under these postulations, there is the potential for power plant construction to appear in waves causing alternating periods of over and under supply of electricity like commodity production or real estate production. A computer model was developed to sturdy the possibility that construction will appear in waves of boom and bust in Korean electricity market. This model was constructed using System Dynamics method pioneered by Forrester(MIT, 1961) and explained in recent text by Sternman (Business Dynamics, MIT, 2000) and the recent work by Andrew Ford(Energy Policy, 1999). This model was designed based on the Energy Policy results(Ford, 1999) with parameters for loads and resources in Korea. This Korea Market Model was developed and tested in a small scale project to demonstrate the usefulness of the System Dynamics approach. Korea electricity market is isolated and not allowed to import electricity from outsides. In this model, the base load such as unclear and large coal power plant are assumed to be user specified investment and only CCGT is selected for new investment by investors in the market. This model may be used to learn if government investment in new unclear plants could compensate for the unstable actions of private developers. This model can be used to test the policy focused on the role of unclear investments over time. This model also can be used to test whether the future power plant construction can meet the government targets for the mix of generating resources and to test whether to maintain stable price in the spot market.
본 연구는 민간경비의 활성화 방향을 모색하고 궁극적으로 민간경비의 바람직한 서비스 개선에 기여하기 위하여 민간경비 산업의 경영환경(SWOT)분석을 통하여 현안을 진단하고 활성화전략을 제시하고자 한다. 이와 같은 연구목적을 달성하기 위하여 국내 민간경비 산업의 경영환경 분석에 관한 문헌조사와 설문조사를 실시하였다. 즉, 관련분야 문헌 및 자료를 수집 정리 분석하였으며, 전문가 13인과 함께 설문을 실시하여 민간경비산업의 현황을 파악하였다. 설문조사는 반구조화된 질문을 중심으로 이루어졌다. 이러한 설문은 동일 연구 참여자의 의견을 분석하면서 3차례 반복적으로 실시되었다. 이들 설문자료를 분석한 결과와 문헌자료 및 기타 2차 자료를 다각적 검증을 통하여 SWOT 환경분석을 위한 기초자료로 활용하였다. 이에 따라 도출된 결론은 다음과 같다. 첫째, 민간경비 산업관련 법제를 체계적으로 보완한다. 이는 공경비와의 업무권한 및 관계를 개선하는 방향으로 이루어져야 할 것이다. 또한 국가공인 자격제를 명확히 하여 보안업체 시장내에서 소비자로부터 신뢰도를 향상시켜야 한다. 둘째, IT 기술의 적극 활용을 통한 시장의 다각화 전략 수립이다. IT 첨단기술을 기반으로한 보안서비스 상품의 지속적인 개발은 대형보안업체 및 중 소형 업체 모두에게 사업적 시장성과 이윤을 극대화 하는데 해결책을 제시할 수 있다. 셋째, 국내의 보안기술과 자본력을 바탕으로 아시아 및 개발도상국에 사회안전망 기반구축 사업을 수출하는 방안을 모색한다. 이로써 국내 시장경쟁을 완화하고, 국가경쟁력을 향상시키는데 일조하는 민간경비 산업의 면모를 갖춘다.
Rice is the staple food of more than 50% of the worlds population. Cultivated rice has the AA genome (diploid, 2n=24) and small genome size of only 430 megabase (haploid genome). As the sequencing of rice genome was completed by the International Rice Genome Sequencing Project (IRGSP), many researchers in the world have been working to explore the gene function on rice genome. Insertional mutagenesis has been a powerful strategy for assessing gene function. In maize, well characterized transposable elements have traditionally been used to clone genes for which only phenotypic information is available. In rice endogenous mobile elements such as MITE and Tos (Hirochika. 1997) have been used to generate gene-tagged populations. To date T-DNA and maize transposable element systems has been utilized as main insertional mutagens in rice. A main drawback of a T-DNA scheme is that Agrobacteria-mediated transformation in rice requires extensive facilities, time, and labor. In contrast, the Ac/Ds system offers the advantage of generating new mutants by secondary transposition from a single tagged gene. Revertants can be utilized to correlate phenotype with genotype. To enhance the efficiency of gene detection, advanced gene-tagging systems (i.e. activation, gene or enhancer trap) have been employed for functional genomic studies in rice. Internationally, there have been many projects to develop large scales of insertionally mutagenized populations and databases of insertion sites has been established. Ultimate goals of these projects are to supply genetic materials and informations essential for functional analysis of rice genes and for breeding using agronomically important genes. In this report, we summarize the current status of Ac/Ds-mediated gene tagging systems that has been launched by collaborative works from 2001 in Korea.
Hot springs development will be more activated with the five-day work week system than before. Nevertheless, investment and development achievement of hot springs has not resulted in a successful performance to foster townships, and this calls upon locals to build a guideline to develop hot springs. This study intends to analyze laws on hot springs, which influence mostly on the hot spring development, to gather up the information on the present state of the development, and to suggest considerations for further development plans. Features of the hot spring development are as follows: One is that metropolitan cities will discover hot spring resources more than small cities. Therefore the development will be twofold : one for resort tour and the other for one-day rest and recreation. In addition, Korean laws on hot springs are more site development-oriented to support tourism and recreation than to protect environment and discover unused resources. This makes hot spring development easier and efficient being supported by hot spring law, law on territory development and use, and tourism promotion law. On the other side, planned landscape trimming can be uniformized and unharmonized in terms of local identity and environment-friendliness. This is why careful considerations such as goods and bads of the local resources, local history and culture are needed in hot spring development. A long-term development project should include remodeling based on local identity and development trends. The third point indicates that Korean hot springs development has recorded relatively low performance due to difficult private capital attraction, and a high fence on land purchase and development approval. It is essential to release restrictions on the hot spring development-especially on those whose development performance has not been successful so that best practice can be supported by the government in remodeling and marketing. New plans on hot spring development should be also examined based on developer's capacity and local authorities' volition on the plan. Last point shows that most hot springs development plans have been designed only based on territory utilizing plan and facilities arrangement, not considering much on fund-raising, operational plan or feasibility analysis. Therefore the tourism promotion law should reinforce guidelines on tourist site approval system by supplementing criteria. At the same time, an education on tourism development planning is necessary to deepen developers' understanding, since most developers are experts more on city development, landscape architecture, designing, constructing and engineering than tourism development.
사회 경제 체제의 복잡성 및 불확실성이 증가하면서, 환경변화에 능동적이고 효과적으로 대응할 수 있는 전략적 예측의 필요성이 더욱 중요해지고 있다. 전략적 예측을 수행하는 데는 목적과 상황에 따라 다양한 예측방법론이 사용될 수 있다. 최근의 상황을 보면, 추세외삽법 같은 단정적인 미래예측 방법론들의 활용성은 줄어들고 있다. 그러나 불확실성을 고려한 시나리오 플래닝은 전략적인 의사결정을 도와주는 도구로서 정부와 기업의 관심이 증대하고 있다. 일반적으로 시나리오 플래닝은 다양한 분야의 전문가들이 참여하여 의견을 개진하고 협의를 통해 결과를 도출하는 워크숍 방식으로 진행된다. 그러나 재원이 한정되고 수행기간이 짧은 예측의 경우에는 소수의 전문가들만이 참여하게 되는 단점이 존재한다. 또한 일반시민의 의견이 적극적으로 반영되기 어렵고, 중요한 요인과 현상이 고려되지 못하는 경우가 발생하기도 한다. 이에 더하여 시간적 공간적 제약으로 인해 창의적인 아이디어를 다양하게 제시하기 어려운 단점도 존재한다. 일반적인 워크숍에서는 10명 내외의 소수 전문가들이 참여하여 시나리오가 작성된다. 본 연구에서는 이러한 기존의 워크숍 방식을 개선하기 위해 집단지성을 활용하는 새로운 방안을 제시하고자 한다. 즉 20명 이상 다수의 구성원들이 시나리오 작성에 참여하도록 하며 이들의 다양한 의견이 효과적으로 반영될 수 있도록 위키(Wiki)를 활용하는 방안을 제시하는 것이다. 또한 이러한 새로운 방식을 활용하여"미래 미디어에 관한 전략적 예측"을 수행한 실제 사례를 소개하고 수행 중 발견된 프로세스 개선 방안을 함께 제시하고자 한다.
본 연구는 출연(연)을 기술 정책 시장 환경 변화 등 외생적 변수를 인지하여 내생적인 변화를 이끌어내는 주체로 두고 그 대표적인 사례로 한국화학연구원의 탈추격 혁신 노력을 살펴보았다. 화학연은 2000년대 들어 기술혁신 환경의 변화와 PBS 제도 등의 구조적 한계를 극복하고자 조직 전반에 걸쳐 다양한 변화를 시도하였다. 장기적인 내부 역량 강화와 기술 패러다임 변화에 대응하기 위해 조직 및 R&D 관리체계를 탈추격 개방형 혁신 체계로 개편했으며, 오염처리에서 오염예방을 위한 그린화학(green chemistry)을 적극 추진해왔다. 최근에는 지구 재생과 복원을 위한 미래화학신기술로서 블루화학(blue chemistry)을 조직 목표로 설정하였다. 또한 기술개발에서 확산 및 활용으로 R&D 방향을 전환하면서 특허관리 및 기술마케팅을 선진화하였으며 중소기업지원, 사회적 기업과의 협력을 시도하면서 소외질병 치료제 개발, 적조 및 녹조 문제, 구제역 침출수 문제 등 여러 가지 사회 문제에 적극적으로 대응하고자 노력하였다. 이와 같은 화학연 사례는 출연(연)의 다중적 지배구조, 예산 및 인력제도의 부정합, 양적 성과 중심 평가시스템 등의 구조적인 한계에도 불구하고 정부의 정책 및 제도 개선 이전에 조직의 다양한 내생적 노력을 통해 지속적인 혁신이 가능함을 보여주고 있다.
급격한 산업화와 개발 시대를 살아오면서 우리가 애써 외면하며 살아왔고, 각 개인에게 책임을 전가해 온 '이웃'의 문제들을 어떻게 할 것인가? 그 안에서 파생되는 여러 가지 사회적 문제들을 어떻게 할 것인가? 현대 도시에서 전통적 개념의 '마을'이 갖고 있는 장점들을 다시 회복할 수 있을까를 고민하는 것이 최근 우리의 중요한 관심사가 되고 있다. 서울시의 주력 사업 중 하나인 마을공동체사업은 주민 간 네트워크 형성에 목적을 두고 활발히 진행되고 있고 긍정적인 성과도 나타나고 있다. 마을 공동체를 회복하려는 노력에서 필요한 것 중 하나가 공간적인 접근을 통한 공동체성의 회복이다. 주민들이 쉽게 접근할 수 있는 공간을 확보하는 것이 작지만 큰 효과를 가져 올 수도 있다. 가시적 접근성이 높은 공동체 공간은 주민들의 소통과 교류의 공간으로써 큰 효과를 보이는 사례를 찾아볼 수 있다. 급격한 사회변화를 거치면서 사라지거나 외면해 온 '소통과 생활공간으로서의 골목길'과 '마을'이 가지고 있었던 공간적 형태, 그 속에서 자신들의 삶을 공유하고 살았던 마을 사람들의 관계망을 제대로 이해하고, 이러한 공간적 특성을 반영할 수 있는 주거 공간 네트워크에 대한 연구와 실험 등을 통한 공동체 회복 노력이 필요하다.
본 연구의 목적은 독도리의 지적변천 과정을 지적의 제도적 개념을 토대로 조사·분석하고, 이를 토대로 독도리의 지적 특성을 제시하는 것이다. 이를 위한 조사방법은 문헌조사법과 인터넷조사법을 병행하였다. 분석방법은 기술적(記述的) 분석방법과 비교 분석방법을 사용하였다. 연구 결과, 독도리의 지적 특성은 다음과 같이 도출되었다. 첫째, 물리적 측면에서 독도리의 지적 특성은 국내에서 가장 작은 지번부여지역으로서 최초의 지적재조사사업이 실시된 지반이 연속되지 않은 소규모 필지로 구성된 지번부여지역으로 나타났다. 둘째, 권리적 측면에서 독도리의 지적 특성은 지번부여지역 전체가 단독 소유자로 구성되어 있으며, 관리청은 변경되었으나 단독 소유자는 변동이 없는 것으로 나타났다. 셋째, 가치적 측면에서 독도리의 지적 특성은 개별공시지가가 전 필지에서 한번도 하락한 곳이 없는 유일한 지번부여지역으로 나타났다. 넷째, 이용규제적 측면에서 독도리의 지적 특성을 제시하면 독도리를 보존하려는 의식과 실효적 지배를 강화하려는 의식이 대립되지만 문화재 보호법 등으로 인해 지적이 매우 소극적인 지적활동의 결과물로 나타났다.
In recent years, there is growing concern about the potential use of biological agents in war or acts of terrorism accompanied an increased realization that rapid preparedness and response are needed to prevent or treat the human damage that can be caused by these agents. The threat is indeed serious, and the potential for devastating numbers of casualties is high. The use of agents as weapons, even on a small scale, has the potential for huge social and economic disruption and massive diversion of regional and national resources to combat the threat, to treat primary disease, and to clean up environmental contamination. Biological weapons are one of weapons of mass destruction (or mass casualty weapons, to be precise. since they do not damage non-living entities) that are based on bacteria, viruses, rickettsia, fungi or toxins produced by these organisms. Biological weapons are known to be easy and cheap to produce and can be used to selectively target humans, animals, or plants. Theses agents can cause large numbers of casualties with minimal logistical requirements (in wide area). The spread of disease cannot be controlled until there is awareness of the signs of infection followed by identification of agents; and if the organism is easily spread from person to person, as in the case of smallpox, the number of casualties could run into the tens of thousands. Biological weapons could be used covertly, there can be a lot of different deployment scenarios. A lot of different agents could be used in biological weapons. And, there are a lot of different techniques to manufacture biological weapons. Terrorist acts that make use of Biological Agents differ in a number of ways from those involving chemicals. The distinction between terrorist and military use of Biological Weapon is increasingly problematic. The stealthy qualities of biological weapons further complicate the distinction between terrorism and war. In reality, all biological attacks are likely to require an integrated response involving both military and civilian communities. The basic considerations when public health agencies establish national defence plan against bioterrorism must be 1) arraying various laws and regulations to meet the realistic needs, 2)education for public health personnels and support of concerned academic society, 3)information collection and cooperative project with other countries, 4)Detection and surveillance(Early detection is essential for ensuring a prompt response to biological or chemical attack, including the provision of prophylactic medicines, chemical antidotes, or vaccines) and 5) Response(A comprehensive public health response to a biological or chemical terrorist event involves epidemiologic investigation, medical treatment and prophylaxis for affacted persons, and the initiation of disease prevention or environmental decontamination measures). 제 5 장 계약 해지 및 이용 제한
제 15 조 (계약 해지)

제 16 조 (서비스 이용제한)
① 당 사이트는 회원이 서비스 이용내용에 있어서 본 약관 제 11조 내용을 위반하거나, 다음 각 호에 해당하는
경우 서비스 이용을 제한할 수 있습니다.
- 2년 이상 서비스를 이용한 적이 없는 경우
- 기타 정상적인 서비스 운영에 방해가 될 경우
② 상기 이용제한 규정에 따라 서비스를 이용하는 회원에게 서비스 이용에 대하여 별도 공지 없이 서비스 이용의
일시정지, 이용계약 해지 할 수 있습니다.
제 17 조 (전자우편주소 수집 금지)
회원은 전자우편주소 추출기 등을 이용하여 전자우편주소를 수집 또는 제3자에게 제공할 수 없습니다.
제 6 장 손해배상 및 기타사항
제 18 조 (손해배상)
당 사이트는 무료로 제공되는 서비스와 관련하여 회원에게 어떠한 손해가 발생하더라도 당 사이트가 고의 또는 과실로 인한 손해발생을 제외하고는 이에 대하여 책임을 부담하지 아니합니다.
제 19 조 (관할 법원)
서비스 이용으로 발생한 분쟁에 대해 소송이 제기되는 경우 민사 소송법상의 관할 법원에 제기합니다.

1. (시행일) 이 약관은 2016년 9월 5일부터 적용되며, 종전 약관은 본 약관으로 대체되며, 개정된 약관의 적용일 이전 가입자도 개정된 약관의 적용을 받습니다.
