정부의 중소기업 지원정책과 기업성과의 상관성 분석 (The Analysis of Correlation between Management Performance and Governmental Support Policy for SMB)

  • 한국정부의 중소기업 정책에 대한 기업의 성과를 분석하였다. 중소기업의 지원 정책 과제를 창의와 혁신주도의 역동적인 중소기업군 육성, 기술경영혁신 활동 및 협력활동 강화, 자금 인력 판로 등 성장기반 구축 등 3가지로 분류한 후 기업의 성과(사업성과, 기술성과, 정책만족)와 비교하여 정책의 영향도를 측정하였다. 연구 결과 정부가 추진하는 중소기업 정책에 대한 기업의 성과의 특징은 자금 지원 분야였다. 전체 24개 측정 변수에서 연구 결과 중 가장 유의미한 변수로 선정된 5개 변수는 1)벤처,이노비즈,경영혁신형기업 육성, 2)지식기반서비스 육성자금 지원, 3)기술 연구개발 지원, 4)경영안정자금 지원, 5)공공부문의 중소기업 판로 지원이었다. 이 중 3개 변수가 자금 지원정책으로 자금 지원 정책이 기업의 성과에 많은 영향을 미치고 있음을 알 수 있었다.

Laying Off Versus Training Workers: How Can Saudi Entrepreneurs Manage the COVID-19 Crisis?

  • This study aims to determine theoretically the best workers layoff/training strategy that entrepreneurs should apply to manage the COVID-19 crisis successfully. It also examines the impacts of the Saudi government's emergency measures on firm performance. The paper develops a theoretical framework in which the optimal control technics is applied to model the entrepreneur's hiring, layoff, and training behaviors. The results show that, during the current COVID-19 pandemic, the entrepreneur should first lay off the less productive workers to reduce labor costs. As more and more inefficient workers quit and profit increases, the entrepreneur starts expanding his activity and training workers. In the long run, only the training activity allows the firm efficiency to grow at a constant rate. This finding suggests that the key to long-run economic recovery in Saudi Arabia will rely on training, innovation, and adaptability to the new digital environment. The paper also shows that the Saudi government initiative of covering 60% of salaries for the small- and medium-sized entrepreneurs during the COVID-19 pandemic will enhance training activities in small- and medium-sized enterprises and improve their efficiency in both the short and long run. This policy will also prevent Saudi entrepreneurs from laying off half of their staff.

Do Retail Regulations Protect Traditional Markets as Well as Independent Stores in Korea?

  • Purpose -This study is to measure the effects of retail legislations on small retailers and traditional markets. Research Design, Data, and Methodology - The authors have developed a questionnaire with five hypotheses on the basis of previous research results and six constructs: the improvement of sales volume, the number of customers, the improvement of store traffic, the increase of store staff, business expansion and retail regulation. Furthermore, the research has adopted a five-point Likert-scale technique. In order to increase research reliability as well as validity, the authors have adopted a few different research techniques such as exploratory factor analysis (EFA) and confirmatory factor analysis (CFA). Results - Although existing retail regulations might be better than nothing for now, the degree of retail constraints on large retailers should be strengthened. Furthermore, different legal methods to protect mom and pops are needed. Conclusions - In order to improve the effects of retail restrictions on large retailers, the research indicates that the central government should change a retail policy, that is, introduce new technical ways to keep mom and pops and conventional markets.

Do Firm and Bank Level Characteristics Matter for Lending to Firms during the Financial Crisis?

  • Purpose - This paper explores the determinants of bank lending to firms during and after the global financial crisis using firm- and bank-level data to answer the questions what caused the contraction of lending to firms despite the loosening monetary policy during this crisis period. Research design, data, and methodology - We investigate the effects of the monetary policy that followed the global financial crisis on firms borrowing. We use a dynamic panel model to address how firms lending respond to monetary policy. The data are obtained from CRETOP and we consider the manufacturing sector for the analysis to control for unobserved heterogeneity such as industry-specific shocks. Results - The findings from the empirical analysis suggest that both bank- and firm-level characteristics are significant determinants of bank lending. Especially, we find that corporate risk, measured by default risk, is one of the key factors that led to a decline in lending during the crisis. Conclusions - This paper shows that companies borrow more from liquid banks, and high bank capital can also contribute to an increase in a firm's borrowing from banks. Especially, the results confirm that the default rate measured at the firm level has increased during and after the global financial crisis, which implies that default risk interplays with other firm and bank-level characteristics.

  • 본 연구는 내실 있는 기업 유치를 증대시키기 위한 입지마케팅 정책을 수립하는데 적절한 함의를 제공할 목적으로 시도되었다. 구체적으로 본 연구는 충북지역의 기업체를 대상으로 기업의 입지환경수준을 기초자치단체의 지원정책, 광역자치단체의 지원정책, 중앙정부의 지원정책 등의 '지원정책요인', 동종 혹은 관련 산업의 집적, 풍부한 판매시장, 개방적 혁신적인 산업분위기, 대학, 연구소 등의 다양한 혁신기관의 집적 등의 '집적요인', 양호한 정보 통신망, 공항, 철도, 고속도로 등의 광역교통망과의 근접성, 저렴한 지가 혹은 임대료 등의 '입지기반요인' 등 세 가지로 구분하여 분석하였다. 이러한 기업의 입지환경수준을 세 가지 요인으로 구분하여 기업규모에 미치는 영향은 어떻게 존재하는 지에 대하여 실증적인 분석을 했다. 기업성장을 촉진시킬 수 있는 입지환경의 역할이 중요한 현실 하에서 입지환경수준과 기업규모의 관계를 분석하는 것은 중요하다고 할 수 있다. 이러한 연구결과는 기업에게 가장 적합한 입지마케팅 정책을 수립하고 방향을 설정하는데 도움을 제공할 수 있을 것이다.

Input-Output Analysis on the Economic Effect of the Korean Traditional Retail Market Supporting Project

  • Purpose - This study analyzes an economic effect on the project that Korean government supported for the vitalization of traditional markets using an input-output model. From 2002 to 2013, the government provided 180.8 billion won for a Management Modernization Project and 2.851 trillion won for a Facility Modernization Project for vitalization of traditional markets. Research design, data, and methodology - The present study conducted inter-industry analysis by matching industries related to the Traditional Market Project for the measurement, and calculated the ripple effect of each project. Result - The results from the study showed that from 2002 to 2012, the Management Modernization Project and Facility Modernization Project showed a 296.1 billion won effect on production inducement, a 158.7 billion won value-added inducement effect, and a 3,135-person effect on employment inducement in total. From 2002 to 2013, the Facility Modernization Project showed a 6.948 trillion won effect on production inducement, a 2.1109 trillion won effect on value-added inducement, and 40,209-person of effect on employment inducement in total. Conclusions - This study provided an empirical demonstration of a clear effect of the governmental support to traditional markets on developing regional economies. In particular, this study empirically analyzed and presented that there were a considerable amount of an economic effect by region due to governmental policy support to traditional markets.

SME Profitability of Trade Credit during and after a Financial Crisis: Evidence from Korea

  • An economic downturn can occurred through unexpected events in various fields, such as the subprime mortgage crisis and the outbreak of Coronavirus Disease-2019 (COVID-19). Trade credit is important for small- and medium-sized enterprises (SMEs), especially during a monetary contraction, as it is the last option for firms that lack bank credit. This study aims to determine whether trade credit is profitable for the buyer and supplier firms during and after a financial crisis. We use panel data consisting of all trade credit transactions and financial statements of 5,751 Korean firms during the period 2008-2012. It shows that trade credit is more profitable for both buyers and suppliers in the post-crisis period than during the crisis. Moreover, trade payable is more effective for unconstrained buyers than for constrained buyers. Finally, a mixed strategy is superior to an aggressive or passive strategy of SMEs. The results suggest less profitability of trade credit during a period of contraction and greater sensitivity of the buyer SMEs, emphasizing the idiosyncratic liquidity strategy of each firm. This study can be helpful to develop a strategy of profitable trade credit for SMEs and to establish a policy of managing liquidity for the authority.

Factors Influencing the Choices of Accounting Policies in Small and Medium Enterprises in Vietnam

  • Accounting policies are principles and practices by which an entity uses to recognize, measure and report economic transactions. Improper application of accounting policies can lead to misrepresentation of firms' financial position and performance which consequently results in incorrect accounting information to the users. This paper aims to investigate the factors influencing the choices of accounting policies in small and medium enterprises (SMEs) in Vietnam by reviewing relevant literature to build a research model. The research model comprises of one dependent variable that is income-decreasing accounting procedures and six independent variables namely the firm size, financial leverage, incentives, auditor, accountants, and tax policies. After this, the authors collected primary data from more than 200 questionnaires sent to directors and chief accountants of the SMEs for the period 2018 to 2019. We then used Ordinary Least Squares regression method (OLS) to analyze the data. The results showed that four factors influenced selection of accounting policies in which auditors are associated with income-increasing accounting policies; and there are three factors associated with income-decreasing accounting policies which are, company size, tax and accountant. Especially, the research results indicate that company size has a significant influence on the selection of accounting policies in the SMEs. Based on the results, we propose instructive suggestions for regulators and lawmakers improve choices of accounting policies in the SMEs.

The Role of Government Expenditure and Investment for MSME Growth: Empirical Study in Indonesia

  • In Indonesia, micro-, small- and medium-sized enterprises (MSMEs) are introduced to increase income by providing many easier jobs to improve economic growth. They have also been reported to be generally supportive of the local industry. The government policies on investment and expenditure have the ability to promote MSMEs and economic growth. Therefore, this research was conducted to analyze the theoretical background and empirical study to investigate government's role to promote MSMEs growth in Indonesia. The secondary data after the 2008 global financial crisis recorded quarterly from 2009 to 2019 Q3 were analyzed using the Ordinary Least Square (OLS) regression model. The results showed government expenditure has a positive and significant contribution to small- and medium-sized enterprises, but the effect was not significant for micro-businesses. Meanwhile, the investment sector was discovered to have a positive and significant effect on MSMEs. The policy implications of the Indonesian government are expected to focus on its expenditure's role as the most important factor for "social-economic protection of the community" through micro-enterprises, which are numerous and more attached to the real community economic-social life. Therefore, the existence of micro-businesses is very helpful for the lower classes despite their high vulnerability to crisis.

Debt Finance among Vietnamese Enterprises: The Influence of Managers' Gender

  • This paper examines the impact of gender on access to debt finance among Vietnamese enterprises. The paper investigates data and variables retrieved from the World Bank Enterprise Survey dataset using five Probit models. The regression results suggest that there exist more unfavourable debt financing conditions for women-led firms (WLF), measured as a lower probability of having loan applications fully approved. Firm's age, working sector, and perception of access to finance as a difficulty are found to have explanatory power on the discrimination. More importantly, the perception of debt finance as a difficulty or firms' level of confidence significantly explains the variance of the dependent variable of probability of loan approval, or gender effect would be more pronounced if the firm already has a low level of confidence. The paper also contributes in testing for the gender effect on Vietnamese enterprises from different sectors and scale, unlike other prior research papers focusing on specific sectors and/or small and medium enterprises only. The findings are highly useful for Vietnamese credit institutions to set out a specific business policy to attract more WLFs and help promoting gender equality in the working environment, especially in debt financing, which is often neglected in existing regulation and policy frameworks.
