  • This paper reviews legal framework, characteristics and main contents of the 'Optional Rules for the Arbitration of Disputes Relating to Outer Space Activity' enacted by the Permanent Court of Arbitration (PCA) in 2011. Space activities, which began in the 1950s, are undergoing significant changes according to the international characteristics and development of science and technology. New Space and the space business will be the key factors driving these changes. However, the diversity of disputes caused by New Space space activities and the characteristics of each type of dispute must be considered together. This is because the space business can be maintained and developed by securing the effectiveness of dispute resolution. This paper identifies that the PCA Space Dispute Arbitration Rules have important legislative and policy significance in this respect. Specifically, in this paper, the international space law system, the draft convention of the International Law Association, and the PCA arbitration rules were introduced in an overview of the international dispute settlement system related to space activities. Afterwards, it examines that the systematic structure and some major contents of the PCA Space Dispute Arbitration Rules in detail. Based on this, the paper suggests some points of application of the PCA Arbitration Rules and the legislative policy implications.

  • As the intensity of urban underground space development increases, more and more tunnels are planned and constructed, and sometimes it is inevitable to encounter situations where tunnels have to underpass the river embankments. Most previous studies involved tunnels passing river embankments perpendicularly or with large intersection angle. In this study, a project case where two EPB shield tunnels with 8.82 m diameter run parallelly underneath a river embankment was reported. The parallel length is 380 m and tunnel were mainly buried in the moderate / slightly weathered clastic rock layer. The field monitoring result was presented and discussed. Three-dimensional back-analysis were then carried out to gain a better understanding the interaction mechanisms between shield tunnel and embankment and further to predict the ultimate settlement of embankment due to twin-tunnel excavation. Parametrical studies considering effect of tunnel face pressure, tail grouting pressure and volume loss were also conducted. The measured embankment settlement after the single tunnel excavation was 4.53 mm ~ 7.43 mm. Neither new crack on the pavement or cavity under the roadbed was observed. It is found that the more degree of weathering of the rock around the tunnel, the greater the embankment settlement and wider the settlement trough. Besides, the latter tunnel excavation might cause larger deformation than the former tunnel excavation if the mobilized plastic zone overlapped. With given geometry and stratigraphic condition in this study, the safety or serviceability of the river embankment would hardly be affected since the ultimate settlement of the embankment after the twin-tunnel excavation is within the allowable limit. Reasonable tunnel face pressure and tail grouting pressure can to some extent suppress the settlement of the embankment. The recommended tunnel face pressure and tail grouting pressure are 300 kPa and 550 kPa in this study, respectively. However, the volume loss plays the crucial role in the tunnel-embankment interaction. Controlling and compensating the tunneling induced volume loss is the most effective measure for river embankment protection. Additionally, reinforcing the embankment with cement mixing pile in advance is an alternative option in case the predicted settlement exceeds allowable limit.

  • A 3 dimensional numerical analysis for shield TBM tunnel should take into account various characteristics of the shield TBM excavation, such as gap, tail void, segment installation, and backfill injection. However, analysis method considering excavation characteristics are generally mixed with various method, resulting in concern of consistency and reliability degradation of the analytical results. In this paper, a parametric study is carried out by using actually measured ground settlement data on various methods that can be used for 3 dimensional numerical analysis of shield TBM tunneling. As a result, we have analyzed and arranged an analytical method to predict similarly the behavior of ground settlement and tunnel face pressure at the design stage. Skin plate pressure, backfill pressure and soil model have been identified as the most significant influences on the ground settlement. The grout pressure model is considered to be applicable when there is no volume loss information on the excavated ground, such as seabed tunnels, or when it is important to identify the behavior around a tunnel, such as surface settlement as well as face pressure. And it is considered that designers can use these guidelines as a base material to perform a reasonable 3 dimensional numerical analysis that reflects the ground conditions and the features of the shield TBM tunneling.

  • Backfill injection pressure in shield TBM affects not only ground settlement but also adjacent underground structures. Therefore, it is essential to estimate a suitable backfill injection pressure in advance in design stage. In this paper, seven suggested equations worldwide to calculate the backfill injection pressure were reviewed and compared. By assuming 6 cases of virtual ground condition, backfill injection pressures were calculated and analyzed. it was confirmed that the backfill injection pressure increases as the depth of overburden increases, but the increasing ratio decreases. The numerical analysis was carried out by applying the calculated backfill injection pressure to investigate the influence of backfill injection pressure on the settlement of surface and crown of tunnel. It was confirmed that the final settlement at the surface and crown of tunnel on the both unsaturated and saturated condition are more influenced by the applied face pressure than the applied backfill injection pressure. In addition, the effect of backfill injection pressure decreases as the depth of overburden increases, and the effect of backfill injection pressure increases as the applied face pressure decreases.

  • Three-dimensional (3D) finite element analyses have been performed to study the behaviour of a single pile to open face tunnelling in stiff clay. Several key factors such as tunnelling-induced ground and pile settlement, and shear transfer mechanism have been studied in detail. Tunnelling resulted in the development of pile settlement larger than the Greenfield soil surface settlement. In addition, due to changes in the shear transfer between the pile and the soil next to the pile with tunnel advancement, axial force distributions along the pile change drastically. The apparent allowable pile capacity was reduced up to about 30% due to the development of tunnelling-induced pile head settlement. The skin friction on the pile was increased with tunnel advancement associated with the changes of soil stresses and ground deformation and hence axial pile force distribution was reduced. Maximum tunnelling-induced tensile force on the pile was about 21% of the designed pile capacity. The zone of influence on the pile behaviour in the longitudinal direction may be identified as ${\pm}1$-2D (D: tunnel diameter) from the pile centre (behind and ahead of the pile axis in the longitudinal direction) based on the analysis conditions assumed in the current study. Negative excess pore pressure was mobilised near the pile tip, while positive excess pore pressure was computed at the upper part of the pile. It has been found that the serviceability of a pile experiencing adjacent tunnelling is more affected by pile settlement than axial pile force changes.

  • In this paper, deformation behavior of shallow subway tunnel excavated in weathered soil and reinforcement effects of longitudinal support measures are investigated via three dimensional FDM analysis. Two excavation methods, half-face excavation and full-face excavation, are considered in simulation to study the influences of excavation methods on tunnel deformation behavior. In addition, the reinforcing effects of RPUM and fiberglass pipe are compared. Face extrusion, covergence, preconvergence, and sidewall displacement are investigated to analyze tunnel deformation behavior, and surface settlement is used to analyze the effects of excavation methods and longitudinal supports measures. The simulation results show that half-face excavation induces larger convergence, preconvergence, sidewall displacement, surface settlement than full-face excavation, while full-face excavation induces larger extrusion than half-face excavation. In addition, under same excavation method, all displacements are larger when RPUM is only used for longitudinal support than when RPUM is jointly used with fiberglass pipes.

  • This paper presents the effect of excavating methods on tunnel behavior. As part of this study, it is preliminarily focused on the comparison of two different excavation methods, center diaphram (CD) method and ringcut (RC) method. Especially, the purpose of this research is to study the behavioral mechanism of two tunnels which share the same construction environment but different excavating method. Two numerical analysis models with the same tunnel section and material properties are compared in this study, and they are analyzed by 3D finite element analysis. In each model, face stability, crown displacement, ground settlement, and shotcrete-lining stress are computed, then the general behavior of CD method and RC method is studied. The results indicate that the CD method tends to be effective in controlling tunnel displacement while the RC method is more effective in controlling ground settlement. Design implications of the findings from this study are discussed.
